MinDA, Davao chamber crafting Mindanao Convergence Plan DAVAO CITY -- The Mindanao Development Authority (MinDA) and the Davao City Chamber of Commerce and Industry, Inc. (DCCCI) are crafting the Mindanao Convergence Plan that will give investors a “bird’s eye view” of the investment opportunities not only in Davao City but also its neighboring areas.

DCCCI President Ronald Go said they are partnering with MinDA after seeing the need to come up with a single investment document, which they can easily present to prospective investors.

“In six months’ time we may be able to put this together. This document contains information that we can present to prospective

investors,” Go said.

The chamber earlier said most of the members of the business delegations from China and Japan are interested on infrastructure projects.

Go noted the influx of foreign and local businessmen exploring opportunities in the region. This month, DCCCI will be receiving a British delegation and in April, a delegation from South Africa.

“These foreign investors have shown interest in Davao City and its success story. They are interested in the transformation of the city, especially its economic growth,” he added.

In July, DCCCI is hosting the Davao Investment

Conference (ICON) 2017, where they expect to present the Mindanao Convergence Plan.

Arturo Milan, a board of trustee of DCCCI, said that domestic and foreign investors would grace the ICON. “We want a 50-50 mix (of domestic and foreign) participants because we want to be sure that these foreign investors get to find the right local partner (and vice versa),” he said.

Milan said that ICON 2017 has drawn interested participants from China, Japan, South Korea, Malaysia, Indonesia and Singapore.

NAST, DOST-11 to hold Reg’l Scientific Meeting on fisheries DAVAO CITY -- The National Academy of Science and Technology (NAST) and the Department of Science and Technology Region (DOST) 11 will hold its Regional Scientific Meeting focusing on attaining sustainability in fisheries.

DOST 11 regional director Anthony Sales said the two-day event on March 13 to 14 at the SMX Convention Center aims to gather all stakeholders to present and discuss the status of the country fishery sector, its progress in achieving the Sustainable Development Goals.

More than 300 scientists

and researchers from all over Mindanao are expected to attend the activity.

Sales said any policy recommendations on appropriate interventions as agreed upon during the plenary sessions will be submitted to the Philippine government and the private sector.

The regional meeting will be the prelude to 39th Annual Scientific Meeting which will take place on July 12 to 13.

The meeting will also serve as the leading forum for the presentation of the results of scientific and policy research. (PNA)

AboitizPower conducts respiratory health symposium

In its continuous mission to promote a safe and healthy environment around its host communities, AboitizPower subsidiary Therma South, Inc. (TSI) and Aboitiz Foundation, Inc. (AFI) in partnership with the Davao City Health Office and the barangay councils of Binugao and Sirawan in Davao City conducted a series of respiratory health symposia in Barangay Binugao and Barangay Sirawan last February 28 and March 1, 2017, respectively.

Around 300 participants attended the discussions composed mostly of mothers and senior citizens from the host barangays.

A team from the Davao City Health Office led by Toril District Doctor-in-Charge Dr. Margie Roa-Rubio discussed various respiratory health topics, including tips on how to avoid common respiratory diseases, and observance of proper basic sanitation and good hygiene.

“Respiratory diseases have always been common.

Even before TSI began operating, residents here have already been cooking using charcoal or firewood inside their houses and burning their waste, thus producing harmful smoke. Respiratory diseases can easily be prevented if we can correct these

bad practices,” explained Dr. Rubio to the participants.

In addition to the talks from the resource speakers, TSI also handed out comics and posters promoting respiratory health and access to safe drinking water.

“TSI shall continue to organize and support information-dissemination activities, such as this health symposium, as a way of supporting the local government’s thrust of promot-

ing a healthy community around the plant”, said TSI Reputation and Stakeholder Management Head Jason C. Magnaye.

A similar health symposium will also be held in Barangays Inawayan and Darong in Sta. Cruz, Davao del Sur in April 2017.

The health symposium aimed to raise awareness on respiratory health and to identify leading causes of respiratory health issues.

Philippines create opportunities in overhaul of K-12 education system

The Philippines is undergoing a major overhaul to bring it in line with education systems worldwide, starting with the K-12 sector.This change to domestic education policy has far - reaching consequences and is important for international educational institutions to consider when looking for potential new student recruitment markets.

With the new 12-year curriculum in place,future Filipino students will be ready and better equipped to join overseas universities at the undergraduate level.And with a K-12 student population of 20 67 million,which,will only increase over the next 20 years (see ICEF Monitor’s article “New 2035 enrollment forecasts place East Asia and Pacific in the lead “),the Philippines is shaping up to be an attractive recruitment destination.

Changes to basic education

The K-12 Basic Education Program aims to provide every Filipino child with the education s/he needs to complete in global context.

In May,President Benigno Aquino to the Philippines signed into law a basic education curriculum that will see a mandatory kindergarten year and two additional senior school years added to what was a 10 year education curriculum to make basic education 12 years.The programme has been adopted not only in schools in Philippines,but also in Filipino school abroad that follow the department’s curriculum.Gulfnews reports: “According to Aquino,the K-12 programme will pave the way for an ever brighter future for young Filipinos by equipping them with basic education up to international standards “ The goal of the new curriculum is to give Filipino students enough time to master skills and concepts so that they are

ready for tertiary education when time comes.

Kindergarten was previously optional,and advocates of the K-12 programme argue that students who went kindergarten are better prepared for primary education and those who did not.In addition,the K-12 programme “provides for the use ‘mother tongue’ language as a medium of instruction for the students in the basic and lower years to facilitate and expedite learning.”

HEALTH RISK TO THE PEOPLE LIVING NEAR ZAYAS DUMPSITE Anchored on Maslow’s Hierarchy of Needs

Passing by a pile of garbage would render a person to attempt to block the smell by using a handkerchief or one’s hands. But for the community of people who live near the Zayas landfill, the overwhelming smell of garbage has been part of their lives for as long as they can remember.

The Breakdown The City Solid Waste Management Board (SWMB) never fails to conduct seminars and symposiums on proper solid waste management, yet the citizens either do not practice what they have learned or they do not have the motivation to continuously practice proper waste disposal. People do not seem to take the city’s environmental status seriously enough to make it a priority.

Currently, there are existing local government policies with regard to the implementation of proper solid waste

management such as the use of a controlled dumpsite located in Zayas, Carmen, Cagayan de Oro (Ecological Solid Waste Management Law) and the scheduled garbage collection.

Recently, the City Local Environment and Natural Resources (CLENRO) announced the closing of the city’s dumpsite located at Upper Dagong, Barangay Carmen, or what we know as the Zayas Landfill. One reason is that this “landfill” has caused a lot of violations under Republic Act 9003.

Also, the area where the garbage is being dumped is very close to a community of people. Not only that people are living near the dumpsite, but a lot of these people have their schools, jobs, and local services present in that area.

The Issue Because of the landfill present in the proximity of the Zayas community, this may pose a lot of health risks to the

inhabitants - humans, animals, and even plants.

A part of Abraham Maslow’s Hierarchy of Needs is the human need for shelter, filed under a person’s physiological needs. This does not only mean having four walls and a roof, but also having a clean and safe environment to live in.

Cleanliness in a household is to be maintained in order for people to fulfill the need for shelter.

What happens when people live or work in an unhealthy environment (blatant presence and abundance of solid waste, unpleasant odor in the air, presence of flies, rats, and other pests)? According to the World Health Organization, an estimate of 12.6 million people died in 2012 due to exposure to unhealthy living conditions (http://www.who. int/environmental_health/).

Due to environmental factors such as air, water, and soil pollution, chemical exposures, and climate change, it contributed to over one-hundred (100) diseases and injuries.

Because of being exposed to unhealthy living and working conditions, it is much easier for individuals to get sick or get affected by diseases because they are exposed to garbage that carry a lot of diseases which cause the lowering of their immune systems and the degrade of their protection towards these diseases.

Even in the local setting, the local government of Cagayan de Oro had to shut down the Zayas Landfill. Other than the fires that break out in the area due to the mixture of extreme heat and methane gas which is produced by garbage, residents who live by the area are easily affected by diseases because of their daily exposure to garbage.

In conclusion, living or simply being exposed to unhealthy areas in a long period of time can seriously affect the lives of individuals.

Solid waste can carry a lot of diseases and when exposed to people may cause great harm to their health and welfare.

Special Education Teachers’ Perceptions and In-service Needs

To improve educational services to students with disabilities, government has mandated that state should develop a Comprehensive System of Personnel De velopment. This article highlights the results of a state-wide needs assessment conducted by Department of Education in order to tailor their system of personnel development.

general educators and 6% of the state’s special education teachers completed the surveys. Perceptions of ability to positively affect students, understanding of inclusion, self-efficacy in serving students in inclusive settings, the need for inservice training in various areas, and the availability of supports to promote inclusion were examined for both special and general education teachers.

In every area assessed, special education teachers

rated their efficacy, ability, understanding, and resources higher than general education teachers. These results are discussed in terms of meeting professional development needs for both groups of teachers.

Attrition plays a part in the teacher shortage problem, and efforts to improve retention must be informed by an understanding of the factors that contribute to attrition.

Specifically, the research-

This aimed to address four major themes: teacher characteristics and personal factors, teacher qualifications, work aimed environments, and teachers’ affective reactions to work. Following this thematic review, a critique of definitional, conceptual, and methodological approaches used to study special education attrition is provided, as are priorities for future research.

THE PREVALENCE OF CHRONIC ABSENTEEISM AMONG STUDENTS

Daily attendance in school is highly important and indispensable for students to attain good academic status and performance. This is because each day’s in school equals a huge amount of instruction which needs to be acquired by every learner.

However, when daily attendance tends to be disrupted due to absenteeism, certainly simple to worst academic problems may arise.

Worst case scenario is that there are several students who tend to attend their classes only twice a week or worst twice a month. The most adverse consequence of this absenteeism is missed instructions supposed to be received for one entire school day.

There are several factors or reasons causing students to be engaged in chronic absenteeism in school. These factors may include distance of home from school or the physical features and struc-

tures of the classrooms and school which would be less inviting for the students.

Other reasons behind the students’ tendency to be habitually absent in class are mostly poverty-related problems. Financial scarcities, hunger and the need to be engaged in child or youth labor practices due to extreme poverty-stricken conditions of the family are also triggering reasons or causes on why several students prefer to commit absences than spending the day in school participating in the teaching-learning process.

These problems pose great challenge for the teachers, class advisers, school administrators and educational authorities to continue pursuing programs, strategies, practices and interventions to address and minimize the problems of students’ absenteeism and improve the learners’ attendance in school.

Ensuring equitable learning by 2030

OVER the past 15 years, considerable progress has been made in children getting access to schools worldwide. In the Sustainable Development Goals, there is a greater focus on raising learning for all. This requires a particular focus is needed to ensure children from disadvantaged backgrounds including poor girls, those living in rural areas and children with disabilities have the opportunity to learn.

Current estimates predict that approximately 58 million children are still out of school. These children are the most likely to face a range of disadvantages associated with poverty, gender, ethnicity, geography

and disabilities. That means prioritizing the 250 million children who are not learning the basics to ensure that this global learning crisis is a thing of the past by 2030.

The first and most vital step that needs to be taken is to address disadvantage from early childhood. The children who encounter learning difficulties early on face an uphill struggle to catch up. Learning inequalities are visible before children start school and these inequalities often widen during the school years.

This pattern is apparent across a range of sources of inequality including poverty, gender, geographic location, disability and ethnic and linguistic minority status.

will be to anticipate what those skills might be. For some, the answer is science, technology, engineering and mathematics (STEM) skills as well as coding so that people can develop or work with the technology.

Might it be in terms of developing his skills, talents and capabilities that could enable him to be more productive in life. However, not everyone

are given the chance to attend school because of unfortunate reasons such as financial problems.

In fact, the rate of out-ofschool youths in the country is truly challenging. 36 percent of students in year 2012 has been reported in dropping out after elementary and only 44 percent graduate in high school.

This is one of the reasons behind the creation of K to 12 Basic Education System.

Why Reading Is So Important to Children

Why do we tell children to read?

We’re always telling chil-

dren that books and reading are good for them, but have we ever really thought about why that’s true? Exactly what do older children get out of reading books? What do younger kids get from being read to?

Does reading matter?

Purpose of this article is to say that, yes, it’s true, reading really is important, and that there are some solid reasons why that is so, that Books help children develop vital language skills.

Reading exercises our brain.

Reading is a much more complex task for the human brain than, say, watching TV . Reading strengthens brain connections and actually builds new dimenstion of new learning.

It improves mental ability.

Again, this is a bit of a no-

brainer. Children have to sit still and quietly so they can focus on the story when they’re reading. If they read regularly as they grow up, they could develop the habit of reading for a longer period.

Reading teaches children about the world around them.

They will learn about people, places and events outside their own homes. They are exposed to ways of life, ideas and beliefs about the world which may be different from those which surround them. This learning is important for its own sake however it also builds a store of background knowledge which helps younger children learn to read confidently and well.

It will improves your child’s vocabulary, leads to more highly-developed language skills and improves the child’s ability to write well. This is because children learn new

words as they read but also because they unconsciously absorb information as they read about things like how to structure sentences and how to use words and language effectively.

It helps develops a child’s imagination and empathy. This is because when we read our brains translate the descriptions we read of people, places and things into pictures. When we’re engaged in a story, we’re also imagining how the characters are feeling. We use our own experiences to imagine how we would feel in the same situation.

Because reading does all the things I’ve mentioned above, children who read do better at school. And they don’t just do better at subjects like reading, English and history. They do better at all subjects and they do better all the way through

school.

Reading is a great form of entertainment! A paperback book doesn’t take up much space so you can take it anywhere and you’ll never be lonely or bored if you have a book in your bag. You can read while waiting in a queue, or while waiting for a friend.

Reading relaxes the body and calms the mind. This is an important point because these days we seem to have forgotten how to relax and especially how to be silent.

The constant movement, flashing lights and noise which bombard our senses when we’re watching TV, looking at a computer or playing an electronic game are actually quite stressful for our brain.

When we read, we read in silence and the black print on a white page is much less stressful for our eyes and brain.

According to Cicero, “A room without books is like a body without a soul”. In a classroom setting, the primary needs that a learner should have are books. It is a tool for them to learn how to read. Though we have lots of interventions as teachers that will lead to become a better

reader, but there is a need to these individuals to be facilitated with books. With enough books, supplemental reading materials may serve as their supervision. Through this, they won’t find boring upon seeing and reading those books inside the learning area.

Eagles NMR1 distributes fingerlings

THE Fraternal Order of Eagles (Philippine Eagles) NMR1 distributed last Saturday 200,000 fingerlings along the Sta. Ana River in Tagoloan, Misamis Oriental.

The distribution is part of the year-long civic outreaches of NMR1 under the able leadership of Gov. Anjun Gomez.

A total of 23 clubs from NMR1 participated in the fingerlings distribution which was succeeded by the Governor’s Night in the evening.

The clubs which joined in the outreach were Tagoloan Eagles Club, Balingoan Eagles Club, Opol Eagles Club, Medina Cocos Nucifera Eagles Club, Carmen Eagles Club, Goldcoast Eagles Club, Green CdeO Eagles Club, Royal Vectors Eagles Club, Bulua Redclay Eagles Club,

General psychological components of teaching and learning that apply to how children acquire literacy should be incorporated in lessons when word identification or comprehension interventions are implemented.

Among the components of best literacy instructional practices during instruction are the following: Scaffolding. Several instructional approaches to word identification and reading comprehension employ scaffolding, a term coined by Wood, Bruner, and Ross (1976), means that necessary support needs to be given to a child and gradually faded once the child approximates independent functioning while completing tasks. Teachers who embrace scaffolding procedures often are those who view themselves and the materials they design or select as mediators of learners’ development. Shaping.

Shaping, a term described

by Skinner (1957), means to elicit reinforcers for successive approximations toward completing an objective. Delivering reinforcers for efforts made toward achieving a goal can be considered as ways of providing support to students. This cannot be

stressed enough when working with children with reading difficulties. These are the children who grow up and find reading not enjoyable and may not experience reading as a reinforcer (e.g., gaining information and pleasure). These individuals may later find themselves in limited employment and social situations. Therefore, it is crucial that educators and parents shape reading behaviours through praise and rewards contingent upon efforts made at achieving reading skills. Connecting to prior knowledge. Effective instruction includes being aware of what students know. Assessing student’s prior understandings and experiences will help teachers facilitate links between what students know and what they need to learn.

How quickly one grasps information presented in text depends largely on one’s prior knowledge of the content (Gambrell et. al., 1999). Students with learning problems often have limited prior knowledge and experiences on which to “hook” new information.

It is especially imperative that teachers provide opportunities for students to gain background knowledge through discussions and activities before students

are presented with text that is foreign to them.Constructing Meaning. While specific literacy skills are important to teach, educators must keep in mind that the purpose of reading is to construct meaning from text. Capturing the plot of a story, following instructions for putting things together, and learning about current events are among some of the purposes for reading.

Higher-order reasoning and new meanings about text can result from children who were provided with meaning-based literacy activities at school and home.

Motivating students. Motivating students to read is a real challenge particularly for the upper elementary and secondary school teachers.

Studies have shown that kindergartners and first graders are more likely to expend efforts toward reading even if they fail (Nicholls, 1990) while older pupils, especially those with learning difficulties, are less willing to put forth effort if they do not experience success (Jacobson, Lowery, & Ducette, 1986). Young children are more likely to attribute their failures to insufficient effort while older students who struggle with reading often attribute their failures to factors such as task difficulty and unfounded teacher perceptions (e.g., student feels teacher does not like him or thinks he is incapable).At-

tribution retraining (i.e., helping students realize their efforts lead to desired outcomes) coupled with strategy instruction has been found to be effective for helping low achieving pupils improve on their use of reading strategies (Carr & Borkowski, 1989).

Literacy activities should be authentic, integrated with other content areas, interesting, and occur within a social context so that students are motivated to participate in them (Pressely, 1998).

This includes providing students with opportunities to choose from a range of high quality literature and to exchange dialogue about reading material (Palmer, Codling, & Gambrell, 1994).

Providing opportunities to learnWithin the time allotted for literacy activities, students need opportunities to make frequent responses during oral and silent reading as well as writing lessons. Students also need plenty of opportunities to practice new skills that are learned. This instructional component cannot be emphasized enough while students are acquiring literacy skills.

Children with learning disabilities and mental retardation need more opportunities to practice than their peers (McCormick, 1999). Over-learning leads to transferring skills to other tasks more easily.
