VAW cases still rampant, rising: CWR ONE woman or child is raped every 53 minutes; one woman is battered every 16 minutes. Alarmingly, the victims are getting younger and the numbers are rising.

Seven in 10 victims of rape are children. This is according to a study conducted by the Center for Women’s Resources (CWR), a 34year research and training institution for women.

Elementary education in the Philippines

ELEMENTARY school, sometimes called primary school or grade school in the Philippines is the first part of the educational system and it includes kindergarten and the first six years of compulsory education (Grades 1 to 6).

Of course, as members of traditional Filipino families, we all know that education for our kids starts earlier than that. In the household alone, parents already teach their children how to talk starting at age one. Then they encourage their young ones to enroll in nursery where they of course spend a lot of deal playing rather than reading because playing is one way to learn new things. This is of course in preparation for kindergarten.

By the time the child reaches first grade, he or she will be honed with intellectual skills already if the parents have equipped

the child with the necessary basic learnings at home and during his/her nursery years. In public schools here in the country with the implementation of the K to 12 system, the core/major subjects that are introduced starting in kindergarten and Grade 1 include mathematics, Filipino and Araling Panlipunan. English is only introduced during November of the child’s first grade. Science is only introduced starting Grade 3. Other major subjects include music, arts, physical education and health or abbreviated as MAPEH, TLE (Technology and Livelihood Education) for Grade 6, EPP (Edukasyong Pantahanan at Pangkabuhayan) for Grades 4 and 5 and Mother Tongue (until Grade 3).

Here in Northern Mindanao, our Mother Tongue is Cebuano.

Davao Light holds power forum for home-based IT workers

DAVAO City -- The Davao Light and Power Company (DLPC) is holding a power forum for home-based online workers in its franchise area this coming March 9, 2016 at the Davao Light and Power Company office in Ponciano Street, Davao City.

This amidst power interruptions experienced

in the franchise area due to tight demand for power.

As of March 7, Mindanao Grid deficit is still at 80 MW due to the effects of the prolonged dry spell brought about by El Nino and bombings of transmission towers. The current power interruption schedule for the week is within the

duration of one hour to one and a half hours.

This has affected residents and businesses more particularly home-based online workers. Davao City has a booming outsourcing industry as it is ranked 66th among the top 100 outsourcing destinations in the world according to

international consulting firm Tholons.

DAVAO City -- Lorie-Trinidad Avila the widow of City Councilor and staunch environmentalist Leonardo Avila III has been appointed by the President to take over her late husband’s seat in the City Council.

President B enigno Aquino III signed the appointment papers of Lorie Avila last February 26, the

appointment covers the remainder of the late Councilor’s term in Davao City’s Sangguniang Panglungsod.

Councilor Leo Avila aside from being a longtime City Councilor was also known for his proenvironment advocacies and ordinances. Among his landmark green ordinances include the Banning

of Aerial Spraying, the organic agriculture ordinance and a law which requires residents to harvest, store and use rain-water.

He suffered a stroke in September and died last December 20. His death mourned heavily by citizens and environmentalists alike.

Mrs. Avila’s succession was made possible with the

endorsement of Hugpong sa Tawong Lungsod, her husband’s political party for her to succeed the late councilor, in late January the endorsement was transmitted to the Department of Interior and Local Government (DILG) which then forwarded it to Malacanang.

The power of the grassroots

POLITICALLY, when we draw a pyramid of political supporters, it will show us a pyramid in which the lowlevel is wider than the top one. This means that the grassroots are in a bigger number in terms of the votes. They are naturally and easily to get united due to the same purpose and feeling: feeling of being lack of empowerment. For that reason, the strategy to manage the grassroots needs more specific tactics.

When the political figures are less covered by media, they should empower the grassroots. They tend to get united due to their feeling being intertwined.

They can be driven through emails, social media, telephone calls, texts, and the like. Word-of-mouth (WOM) is the most typical tool for them to deliver anything through their groups in viral effect. This WOM is very effective, even in marketing or business field.

The politicians who are supported by big grassroots are lucky because they can move them on through motivation in huge momentum.

And, automatically media will cover it. The politicians can express the ordinary language that is commonly used by the grassroots’ daily communication. It means that the politicians should increase their knowledge of

using simple language: the grassroots’ spoken language.

There is a difference between the language of the elites and that of the grassroots. The elites tend to use high-level vocabulary such as strategic terms, scientific terms, logical terms, and the like.

On the other hand, the grassroots tend to use the vocabulary such as food, jobs, pay rise, good transportation, health care insurance, or job vacancy.

Such vocabulary should be stated many times during the campaign’s rhetoric.

When the politicians want to speak the language of the elites to the grassroots, the politicians should be able to abridge all the elite vocabulary. For example— when expressing the government strategy for overcoming the living standard of a nation—should be conveyed using the vocabulary such as pay rise, higher wages, free health care, lower or

through the WOM. They can use their social media, texts, telephone calls etc.

The grassroots have more power than the top people whose legal authority do.

However, mismanaging the grassroots makes the political leaders fail. Therefore, the typical nature of the grassroots should be recognized.

So, the grassroots are natural and they develop naturally. They are not willing to be under pressure.

Therefore, let them listen to what they can understand, using their language not the elite ones. If possible, let them speak. They will enthusiastically develop and build their relationship with others of the same feeling and purpose through WOM. Using this WOM, they build greater groups: huge momentum.

For if Filipinos actually enjoyed some degree of economic benefit when the Aquinos and their allies were in power, they would no longer be voting for the Aquino’s political rivals, now represented by Bongbong Marcos.

That is the language of the grassroots. When the grassroots have been motivated or inspired, they will go by themselves.

They need to be free and therefore, they should be encouraged to react, if possible let them speak for a moment or dialogue. But, their speech needs to be controlled.

By its very nature, the grassroots are easily moved on. They can be a huge momentum to drive the world, moving and rolling like the tsunami. But, again, never control them by using topdown-style. It is good having the biggest grassroots even though the politicians are rarely covered by the media.

The grassroots having been fanatic, they can move by themselves through wordof-mouth (WOM).

The grassroots need freedom; therefore their power should be developed naturally and free. The politicians just inspire them. They will develop tremendously

Before this Court verified joint petition for the approval and registration of the Divorce filed by the petitioners and alleging among others.

That petitioners are husband and wife respectively in a marriage performed under Civil rites on March 3, 2005 at Iligan City, they converted to Islam faith, of which conversions to Islam were duly registered with this court, both of them can be served with summons and other legal processes relative to their residents at Mahayahay, Iligan City respectively;

That said marriage did not last long due to inability of petitioners to perform their respective essential marital obligations such as mutual fidelity, love, respect, support for each other, and irreconcilable differences, the petitioners only lived together for twenty six (6) years now and they decided to part ways and still separated at the present, thereby, they executed Divorce Agreement in order to formalize their separation.Since their separation they had never been communicating or supporting either financially or emotionally to each other,neither minding each other affair’s; Petitioner’s seek judicial decree of divorce, thereby, surviving their marriage bond on March 3, 2005 , so that they will have free hand to do what a single man or woman could do without marital burdens. Reconciliation between them had already been diligently employed but all proved futile.

WHEREFORE, finding this petition to be sufficient in form and substance, set the initial hearing of this case on March 18, 2016 at 9:00 a.m at which time, date and place. Any interested party may appear and show why the petition should not be granted. Let copy of this Order be published in a news paper of General Circulation in the City of Iligan once a week for three (3) consecutive weeks at the expense of the petitioners.

DOH-13 Director IV Jose Llacuna, Jr. said the public should be alert of the six common summer ailments that are noted to affect one’s health: 1. Sunburn – can be prevented by limiting outdoor activities. Avoid sun exposure between 10 am to 2 pm. You may also use sunscreen products

before going outdoors.

Avoid heat stroke by drinking 8-12 glasses of water per day.

2. Flu (cough and colds/ ubo at sipon) – Increase oral fluids for hydration.

Exercise proper cough etiquette. Senior citizens are advised to get vaccinated against influenza before the flu season begins.

3. Stomach ailments (pagsusuka at pagtatae) – Consume properly cooked foods to avoid vomiting and diarrhea. Check for food labels (e.g. expiration date) and integrity of processed

foods.

4. Sore eyes (conjunctivitis/pamumula ng mata) – Limit spread by proper hand washing. We highly advise to consult a doctor for proper evaluation.

5. Skin diseases (sakit sa balat) – Happens when swimming in dirty water or unmaintained public swimming pools. Take a bath before and after plunging into the pool and avoid urinating in it. Children

should not be left alone in the pool so as to avoid danger in swimming.

6. Rabies (sakmal ng aso) - Make sure dogs are vaccinated against rabies.

In case of dog bites, visit the nearest Animal Bite Center in your area for rabies vaccination.

7. For any other concerns related to summer diseases, visit your nearest health center or health facility for proper medical evaluation.

Comelec trains BEIs for May 9 elections CAGAYAN de Oro City–– The Commission on Elections (COMELEC) in Region 10 is continuing its preparation for the May 9 elections this year through its training of the Board of the Election Inspectors (BEIs) all throughout the region.

AVAO City–– An anti-mining activist and human rights defender has called on the next Philippine president to include in their agenda for the next six years the scrapping of the 1995 Mining Act, environmental protection and justice for victims of extra-judicial killings.

Panalipdan Mindanao secretary general Sr. Stella Matutina laid down a fivepoint agenda at the Mindanao People’s Mining Conference last Wednesday that the next President should prioritize and accomplish.

First, Republic Act 7942, also known as the Philippine Mining Act of 1995, must be scrapped as it has done more harm than good to both the environment and the Lumads (Indigenous Peoples), she said.

Matutina also called for passage of House Bill 4315, also known as the People’s Mining, authored by Bayan Muna partylist representative and senatorial candidate Neri Colmenares.

Congress adjourned on February 3 without passing the law.

“Let’s shout ‘enough with this RA 7942 and enough with corporate plunder!,” she said.

The law has allowed more mining companies to operate in Mindanao, she said, adding the Mines and Geosciences Bureau (MGB) has approved 381 exploration permits to mining companies as of 2014 in Mindanao.

Section 20 of RA 7942 states that exploration permit “grants the right to conduct exploration for all minerals in specified areas.”

that government is earning from mining companies through taxes, explaining that the damaging results from mining would always outweigh the gains.

“The contribution of the revenues from the mining companies to the gross domestic product (GDP) is very small but the destruction it has caused to our environment is insurmountable,” she said.

Matutina, a recipient of the 2015 Weimar Award for Human Rights, also demanded justice for victims of extra-judicial killings, most of them advocates and Lumad leaders who joined the movements against mining operations in Mindanao.

EJKs Matutina said that under President Benigno Aquino III, there have been 71 extrajudicial killings, 51 of them

involving Lumad leaders and environmental advocates.

“Under President Aquino’s Daang Matuwid, the military gladly acts as private armies for foreign mining corporations and guarantees them unrestricted control and exploitation of mineral wealth. Aside from deploying more than 50 percent of AFP forces in Mindanao, the Aquino regime is further exploiting the Lumads by forcing them to become members of paramilitary forces like the Magahat, Bagani, Alamara who have wreaked havoc inside indigenous communities,” she said in a separate statement.

Among the victims of extra-judicial killing were Emerito Samarca, Dionel Campos, Aurelio SInzo, Fr. Fausto “Pops” Tentorio, Juvy Capion and her two

children, Eliezer Billanes, and Jimmy Liguyon.

She also called for the pull-out of military troops in Lumad communities and the disbandment of paramilitary groups. She said militarization has displaced several indigenous people (IP) from their communities in the guise of “Oplan Bayanihan.”

The next President “should cancel all militarization policies which are linked to mining operations that are extractive and pollutive,” she said.

“Twenty-one years of liberalization of the mining industry has resulted in massive destruction of the environment through deforestation, loss of vegetation and biodiversity.

“It allows only mining permits which Filipinos can derive the most benefit from and which will support the strategic and prudent extraction of minerals needed for industrialization. It retains other permits in RA7942 but considerably reduces their scope and rights,” the mining bill’s primer said.

UP in the hinterlands of Bukidnon, there’s a little known tribe called the Umajam-nen. The Umajam-nens live in the remotest parts of Cabanglasan. They are fair in complexion five feet or above in height.

Their eyes are set closed enough to each other with an average height of nose bridge. They are a proud yet reserved people. The Umajamnen is synonymous to fierceness for their group is regarded as warlike and forest experts. They are excellent makers of bead jewelry like necklaces called ginakit and inboy, beautiful beaded men’s bag called suning and unisex bracelets called binuklad. Reciprocal roles are expected from them like helping raise a ransom or a bride price, sharing games or catch for the day. This simple living means that their children are not accustomed to studying.

Fortunately, a school was built up for their children downtown in barangay Poblacion.

Thirty-six scholars from the Umajam-nen are now taking up school but they still lack a complete library.

The group, composed of foreign students of Xavier University, have decided to help the Umajam-nen children complete their library. AFS Intercultural Programs started in 2003, hosting foreign exchange students from partner countries.

This year, there are four exchange students currently lodged at Xavier University – Mauro Wensch from Belgium, Riho Hatayama from Japan, Caspar Conrad from Germany, Emma Ropars from France, Bastien de Sousa from France and Simon Gutierrez from Colombia.

They gamely performed at Xavier University Little Theater in a P100-show last Sunday, proceeds of which go directly for the library construction.

First, Mauro and Casper gamely did several guitar numbers and jammed with an alternative band to the tune of Foo Fighters, Incubus and Bamboo covers. Then it was the time for Emma and Riho to wow the crowd in their respective native renditions of Do You Want to Build A Snowman taken from Frozen with Emma singing it in French and Riho in Nippongo in one duet.

In the middle of the program, the Umajamnens were introduced and did several war and courtship dances.

Next, it was the AFS exchange students’ turn to dance Filipino dances.

4th SLP Congress showcases program participants’ products, crafts Butuan City -- The Sustainable Livelihood Program (SLP) of the Department of Social Welfare and Development (DSWD) Caraga extravagantly showcased the products and crafts of its program participants during its 4th Annual SLP Congress on February 12, 2016 in this city.

The event was conducted with the theme “Karon ug sa umaabot, kalambuan atong makab-ot (Now and beyond, we will achieve development)”.

Attended by 200 partnerbeneficiaries from the five (5) provinces of the region, the activity aims to celebrate the extraordinary efforts toward self-sufficiency and positive change of these people.

The event was also graced

by Regional Director Minda B. Brigoli who officially opened the event and delivered an inspirational message to the participants.

Brigoli highly praised the 200 program participants who attended the said event.

“Sila ang ating inspirasyon na ngayon ay resource partners

na ng ating ahensya (They are our inspiration and now has become our agency’s resource partners),” she said.

Brigoli also applauded the stakeholders, public and private partners who have contributed a lot in the program implementation.

“Because you are special, we made this event special.

We will assure everyone that we will celebrate this kind of achievement every year,” she added.

Participants from SLP National Program Management headed by Director Gil Dennis Raposa along with Vianca Habli and Mitzi Tamayo, Project Development Officer III also came.

Raposa was the event’s keynote speaker. In his speech, he shared SLP’s thrust and priorities.

“The SLP is a strategy to spread prosperity among communities in the Philippines,” he shared.

“The program builds the capacities of its participants to engage in resource-based

He ended his speech with a video clip that will commemorate SLP NPMO’s provocative tagline Paano Kung.

To further enhance the entrepreneurial skills of the program participants, a technical session with Department of Trade and Industry (DTI) on Social Entrepreneurial Technique and Strategies was conducted before the program proper started.

Moreover, commendation to stakeholder, both public and private partners was carried out. Awards were given to De-

partment of Labor and Employment (DOLE), Department of Science and Technology (DOST), DTI, Bureau of Fisheries and Aquatic Resources (BFAR), Technical Education and Skills Development Authority (TESDA), Department of Public Works and Highways (DPWH), Mindanao R&D Consultants, Inc. (MRDC), Butuan City Manpower Training Center (BCMTC), Winrock International Institute for Agricultural Development and Cantilan Bank, Inc..

the irresponsible brand of mining promoted by the current Mining Act. The Aquino government should suspend the DMCI’s operations, especially their mines in Zambales, Palawan and Antique,” he added.

The protesters cited how DMCI’s mines were persistently suspended for environmental violations.

In July 2015, nine mine workers were killed in a landslide in the coal mine of the Semirara Mining and Power Corp. (SMPC), a DMCI subsidiary operating in Semirara island, Antique. In March 2015, DMCI’s Berong Mine in Palawan was fined Php120 million ($2.5 million) by the Palawan Provincial Mining Regulatory Board for illegal road construction and river destruction.

In Zambales, massive flooding during Typhoon Lando (Koppu) last year is being blamed on nickel mining by four large-scale companies, including a DMCI subsidiary, Zambales Diversified Mining Corp. (ZDMC). Residents of Batoy village in Sta. Cruz had put up a barricade since mid-January to block hauling trucks servicing DMCI nickel mining. Another barricade was put up by residents in Uacon village, Candelaria town on Feb. 28, but was violently dispersed by police. The mining trucks had been taking the route passing through Uacon ever since they were blocked at Batoy.

Protesters came from as far as Batangas, where the oldest coal plant in the country, DMCI’s Calaca coal plant operates.

“There is scientific evidence that the plant has been emitting harmful and toxic materials in the air and water bodies for several decades. Studies have also shown that these pollutants have caused negative health impacts, especially among young children,”said Petti Enriquez, secretary-general of the Bukluran para sa Inang Kalikasan sa Batangas (Bukal Batangas).

Enriquez noted increasing cases of birth defects and cancer. “Batanguenos have long been calling for the shutdown of the coal power plant,” she said.

“Shameless environmental criminals like DMCI remain unpunished or lightly penalized for their violations under the Mining Act. We should radically change our mining law and enact a new one. The light festival featured 25 innovative and interactive light art installations, which feature artists from Taiwan, Germany, United Kingdom, Japan, China,

Latvia, Israel, Thailand, Norway, Malaysia, Singapore, and the United States.

Wong recalled that the creation of the Marina Bay waterfront was conceived 50 years ago by Singapore’s visionary leader, the late Prime Minister Lee Kuan Yew. “Once, the Bay was nothing, but a vast seafront abutting the wasteland. Lee Kuan Yew wants to create something out of nothing, which give birth to the creation of the Marina Bay, Wong said.

He said that Lee Kuan Yew reclaimed the Bay area and transformed it into the financial and business center of Singapore that “we are all proud today.”

Aside from being the financial and business capital, the Bay now known as the Marina Bay waterfront became a popular destination of the local and foreign visitors.

Wong said that about 700,000 people visited the Marina Bay waterfront during the “Marina Bay light festival” in 2015 – a project launched four years ago in 2010.

Jason Chen, the Festival Director and Director of Place Management of Singapore’s Urban Redevelopment Authority (URA), said that the festival “aims to get people thinking about a sustainable future.”

“The festival is not only a platform to showcase works from the local and international art scene, we hope that the initiative would influence us to change some of our behavior and encourage everyone to join us in the push for sustainability,” Chen said.

He said that the cooperation of stakeholders around the Marina Bay waterfront has saved the festival organizers of about 280,000 kilovolts in power consumption despite the energy employed in 2015.

“It is the reason why some residences, malls, shopping centers, and buildings in the heart of the city are shaving their power consumptions,” Wong said during the launching of the festival.

The artworks in the “i Light Marina Bay Festival 2016” are curated by Randy Chan, principal architect at Zarch Collaboratives and Khairoddin Hori, Deputy Director of Artistic Programming at Palais De Tokyo, Paris. The festival, which is open to public would run until March 27, 2016.

“Despite more than 37 laws, executive and administrative orders pertaining to protect women and children, the victims of violence are getting younger and the abusers are becoming bolder and harsher,” observed Ms. Jojo Guan, CWR’s executive director.

According to Guan, the increase of violence against women and children occurred because the perpetrators know that they could get away with the crime.

For instance, data from the Philippine Statistics Authority showed that compared to the several thousands of rape cases, only 7,416 were in jail in December 2012. Fewer of these cases reached conviction.

“Worse, a culture of impunity prevailed in the crimes committed by state authorities,” Guan remarked. Data from the human rights group Karapatan showed that from June 2010 to November 2015, there were 10 reported cases of military rape.

The usual victims were children and indigenous women. Some of these cases involved a 21-yearold woman in Aroroy, Masbate (2010), the case of two teenage girls from Mankayan, Benguet (2012), and the case of a young Lumad from Talaingod, Davao (2015), said Guan, adding, “not a single soldier was charged and penalized for these brutal acts.”

She explained that the proliferation of violence is caused by an existing culture that promotes exploitation, oppression, and subjugation of women. “It is a culture where the powerful dominates the powerless. The powerful controls the economic and political setting. Such domination is translated in the treatment of women, especially those who belong to the marginalized sector,” she said.

She added: “In the coming elections, women challenge the aspiring candidates to look into the abuses and the culture of impunity. Women want to choose leaders who have the political will to punish the perpetrators so that the victims will get the justice they deserve. Women also demand to scrap the policies and programs that predispose them to different forms of violence.”
