Samal Mayor Uy Pins Hope on 2 Big Reclamations to Open Beach-locked Island Island Garden City of Samal Mayor Al David Uy is pinning high hope on two big reclamation projects he planned to establish, describing this type of project as a viable solution to create wide open spaces in an island already locked by beach resorts.

He said this during a friendly banter Monday in the mayor’s conference room with an island’s group critical to closure of seashore areas by beach resorts,

developers and landowners and to their aggressive foreshore claims and developments that resulted to present lack or absence of landing areas and wharfs of small fishermen in the island.

The group of island residents conglomerated themselves on Facebook under the page named “Samal Watch”.

Group’s leader Jojo Tejano asked about the city’s plans on assuring fisher-

men’s docking areas in the seashore and on measures on developments that resulted to destruction of mangrove areas in shores.

Mayor Uy said that the reclamation projects would have wide open spaces for the people as well as fishermen’s landing areas, both for the reclamations in Babak and Penaplata districts.

The Penaplata reclamation would be located at the back of the public market and would span about 20

hectares where it would not only have fishermen’s landing areas but also their cold storage facilities, he added.

That would be the same to Babak reclamation, which would span for 20-30 hectares from the back of the existing public market.

The planned reclamations would also provide open spaces for parks, promenade, walking and jogging activities of the people.

DAVAO CITY -- The Davao City government vowed to further push the implementation of Gender And Development programs in its various agencies, to fight the prevalence of sexism and prejudice against women.

“Women are still faced with gender-based problems even at this time and age, no thanks to the Philippine society which has remained patriarchal up to now,” said Lorna Mandin, chief of the Davao City Integrated Gender and Development Division.

She said, “Our patriarchal society still see women as objects of pleasure.”

Mandin said sexism in media is common. Sexism remains even if the government has good policies and programs, she added, if the culture remains biased against women.

Sexism is defined as a prejudice or stereotyping against women.

Davao has a well-established structure that is seen as friendly to women. It has women’s and children’s desks at the hospitals and even in the police stations.

It is also the first city in the country to have the Women’s Development Code. Through this, the city government vows to

DSWD-11 releases PHP2.2M to indigent senior citizens in DavSur Office and the Municipal Treasurer’s Office here divided the 22 barangays (villages) into three for the three-day release of the pension starting last Wednesday.

In school, it is much proper for a child to feel secured and safe for this opens learning and appreciation of knowledge. Aside from that, a secured and safe environment is always a good factor so that they will grow up healthy.This is the reason the policy and guidelines on protecting children in school from abuse, violence, exploitation, discrimination bullying and other forms of abuse is in effect.

This is one of the supporting reasons why Child Protection Policy is regulated.

To provide special protection to children who are gravely threatened or endangered by circumtances which affect their normal development and over which they have no control, and to assist the concerned agencies in their rehabilitation.

The Department of Education has enhanced child protection in schools through this policy. This recognizes primary importance on the well-being of children and contributes to the department’s continuing push to develop safe and nurturing learnercentered institutions.

It is best that DepEd has put its foot forward to have and implement this policy, considering the cases of harmful activities in schools, especially bullying, as DepEd Secretary Br. Armin Luistro, stated that bullying and other forms of violence in schools should be viewed not just a school problem but as societal problem.

These are common forms of violence in which children should be protected from.

In order to ensure the implementation of this policy,Child Protection Committee is created.

CPC is comp os ed of school officials, teachers, parents, students, and community representatives. They are expected to roll-out and handle child abuse and, bullying cases in a particular school. Part also of their responsibility is to watch out for teachers who humiliate students, and face administrative sanctions.

It is a mission of a school to nurture and shape individuals to be better entities. Thus, it is their role as well to make sure that they are secured and safe while in school.

Beginning Reading By: RICARDO A. PESCADERO JR. TEACHER-1 MENONGAN ELEMENTARY SCHOOL QUEZON-II DISTRICT

Beginners in school include pupils in the earliest levels of primary schooling like preschoolers, Kindergarten pupils and grade one learners. They are the learners who need the earliest and most intensive academic trainings and literacy instructions possible for the early mastery of basic literacy skills which needs to be mastered by the pupils in the earliest time or level of schooling possible. This is because when school-age children are already taught intensively on how to read accurately will have faster development and mastery of reading competencies especially beginning reading skills.

Beginning reading skills serve as the foundation for the development of higher level of reading competencies of children.

Before children are engaged into more complex levels of reading activities, they need first to develop

and master basic, beginning reading abilities like matching sounds and letters, alphabet recognition and simple word recognition. When these skills are effectively honed in the earliest schooling levels possible, certainly higher chances of succeeding academically are provided for the grade school learners.

However, when these beginning reading skills are overlooked, delayed and not well-trained among pupils, consequently severe to worst forms of reading problems may arise.

That is why it is a must for every basic education teacher to undergo sufficient and numerous trainings and educational programs towards the enhancement of instructional strategies to help pupils hone their beginning reading abilities. These strategies must effectively attend and address the needs of the children in the area of beginning reading.

logging group from the coastal town of Kalamansig, Sultan Kudarat after its owner failed to produce documents legalizing cutting of trees.

In adjacent town of Datu Blah Sinsuat in Maguindanao, police and anti-illegal logging unit also seized about 5,800 board feet of illegally cut lumber

reading for transport to Cotabato City on Saturday.

Senior Inspector Haron Macabanding, Datu Blah Sinsuat municipal police chief, said alert villagers tipped off the police about the impending transport of illegally cut lumber in the village of Nalkan.

The seized forest products are now in the police offices of Datu Blah and Kalamansig.

TESDA-12 allots P8M for tech-voc scholarships GENERAL SANTOS CITY -- The Technical Education and Skills Development Authority (TESDA) in Region 12 has allotted around P8 million for the implementation this year of its scholarship and student assistance programs.

Richard Amparo, TESDA Sarangani/General Santos provincial director, said such figure comprise the initial funding approved by their central office for the continuing rollout of its flagship scholarship programs.

30,000 scholarship slots for Region 12 this year for skills trainings, technicalvocational (tech-voc) training scholarships and other related initiatives.

The agency has been implementing its scholarship programs in coordination with accredited tech-voc institutions, local government units and other government agencies.

Also known as Soccsksargen, Region 12 comprises the provinces of South Cotabato, Sultan Kudarat, Sarangani and North Cotabato, and the cities of

program that addresses the specific skills needs of local communities and promote employment, particularly through entrepreneurial, self-employment and service-oriented activities.

On Thursday, some 265 residents in the area received tool kits from TESDA through the program.

The tool kits were composed of basic inputs that will complement with the trainings received by the beneficiaries, among them for plumbing installation and bread and pastry making.

General Santos, Koronadal, Tacurong, Kidapawan and Cotabato.

In this city, TESDA-12 allotted some 800 scholarship slots for its Training for Work Scholarship Program.

He said the program mainly provides immediate interventions to meet the need for highly critical skills in various industries.

Aside from this, he said they will also continue with the implementation of its Special Training for Employment Program (STEP).

Both teacher and pupils must examine their attitudes before learning can improve. Learning is facilitated when a close, positive relationship exists between teacher and pupil.

There are times that this relationship becomes so intense that it resembles the identification phenomenon that brings a boy to emulate characteristics of his father or a girl to imitate her mother. There are pupils who are identified by their teachers not only adopt teacher’s mannerism, and even speech, they were also inspired to work hard to follow their teacher’s directions.

They wanted to become one of the best leaders in the group in order to earn praises.

Learners attitude towards his teacher also hamper the learning process. “Personality conflict,” are stressing to everyone. This happens when a child hates his teacher, it can be a reason that he may be unable to

perform at his optimum level. What he learned is determined in part by his readiness to receive.

Learning is facilitated when a pupil is confronted with a situation perceived as problem. When the teacher is able to be a real person, who truly accept and understand the feelings of the pupil, this can be a great help. A teacher may use or provide resources and tools; he might include himself among the other resources for which the pupil might discover a use. In this idea, teaching is the climate in the classroom which promotes the development of natural tendencies in the pupil. Thus, attitudes are closely related to motivation. Lucky are the teachers whose learners are positively oriented toward him and the subject matter. The teacher may find working with greater vigor, learning more, more quickly. These all refers to attitude of the learners towards learning.

Before, reading was viewed as merely the application of basic reading skills like matching sounds and letters and word recognition. But now, the concept of reading is defined in a more profound context which is reading for comprehension.

Comprehension is currently considered as the mastery of all the reading competencies. It is actually the core of all the basic reading skills. Reading based on the concept or context of comprehen-

sion is a complex, active, dynamic and meaningful process of constructing meaning from the text.

However, the reality in our current Philippine education scenario shows that there is a continuous decline in the learner’s reading comprehension skills. The number of poor readers continue to overthrow or outgrow the number of good readers with reading comprehension proficiency. Rise in the reading comprehension difficulties of learners continue to alarm teachers and other educational authorities as it denote hindrance in the desired and targeted level of academic achievement and quality of education for children.

That is why these problems call for the teachers and class advisers to pursue the best measures, strategies, interventions and practices towards facilitating improvements in the reading comprehension skills.

Fine tuning the Morality By: Marizel D. Barton Teacher 1 Dagumbaan Integrated School

All of us have the foundation for building a strong moral. It gives people a sense of integrity, which is a tool for having a sense of self worth and self confidence.

Evidence suggests that people who have a healthy functioning moral compass are more grounded, focused, content with life and productive. They also seem to have more nurturing and positive relationships with people around them and their environment.

They minimize harm to this world and maximize their contributions. In other words, they give back as much as they take or maybe even more. They also have a healthier sense of individualistic self, while concentrating on a good for all.

A few things you may want to consider while you are activating your moral compass: You have to have an individual sense of what it means to you to be moral.

This cannot be emulated.

You can learn from others if it makes sense, but you have to build one for yourself.

Some questions you may ask yourself while doing this: Am I following a set of outdated beliefs that are counterproductive? Why and how do I modify them?

What beliefs can I follow?

Do I know myself enough to know how my beliefs can be shaped to serve my fully functioning individuality and make me a positive part of this world?

You have to learn to focus on more than the outer appearance of things.

Use a soft focus on the senses, and pay attention to what else may be going on besides this surface part.

There is always much more to the story than meets in the eye. To develop this skill, you can practice by spending time in nature for several minutes and be still. Pay attention to your breathing and heartbeat, and then become aware of the rhythms around you.

This can be developed into by paying attention to what you see and hear without any form of judgment. This practice will strengthen your senses to the deeper truth of things.

Then mix this with a thirst for knowledge and a curious mind, and it can help with building your morale.

Check to make sure your values are congruent with your behavior. As you grow, you may expand and deepen your values system.

It is important to monitor yourself just to make sure your values are congruent

with your behavior and your thinking pattern. If not, it will create conflict, confusion and maybe even anxiety and depression. Clarify your values; write a list of what they are, then modify your behavior to work with your values rather than against them. This will get you to your destination faster.

Don’t step over other people’s values. There is no moral in place if you’re stepping on others people’s boundaries, if you did offend someone then it needs some repairing before moving forward.

Never sell your integrity for anything. Know your ground, make it solid and stay true to yourself. Have a clear boundary for protecting your integrity, and this will help activate your moral with dignity. People lose touch with their morality because they lose touch with their sense of integrity.

You build a strong integrity by being consistent with your actions, measures, principles, expectations and outcomes.

Look at the world as an inner related system that is more and more connected.

Try not to add negativity to it by hating, judging unfairly, being superficial, resenting, being self centered and taking advantage.

Commit and you will get there. Be aware that no quick results can be

expected. You can’t wake up and expect to have a clear sense of morality that you can automatically follow.

There are stages to everything in life and there are no escapes from these; in other words, no short cuts.

Sometimes our worst enemy is ourselves. Irrational behavior is one of the most difficult behaviors to deal with. When someone is being irrational, they don’t listen to reason, logic, or even common sense.

They are laser focused to fulfill a need. To be rational means to be able to respond with care, not to over react, be patient and be sensitive to reasons to look for the depth of truth before making a judgment, to be critical thinkers, to focus on the solution and not to be an emotionally impulsive human being.

In addition, it means to build a curious mind. Bring that scientist mind out and evaluate before acting or judging. This will minimize your damage and maximize your productivity.

Let us not take things too seriously. Have a little laugh at your imperfections, and try to fix them if you can. Don’t take things as black and white; don’t get fixated; open your mind to the variety and the beauty of life. Get yourself excited.

Just for example when a student commit days of absences, a truer teacher does not just sit down at the back and watch a student’s empty chair, but goes out of the class room and do home visitation. Home Visitation is a program in Department of Education that aims to encourage out-of-school individuals to go back to school.

This journey is never a joke. Being part of an organization that plays big role in shaping the future of youngsters is very crucial that it requires effectiveness and efficiency in performing what one ought to do.

However, I am happy I chose this. Nothing could compare a feeling of an educator seeing his student march in an aisle to graduate, having a face hopeful of a bright future. Yes, it is tough to be a teacher, but it is a rewarding job that I would not trade with anything in this world.

Misbehavior among pupils in the classroom is one of the tough and unavoidable tasks to the teachers. This takes teachers considerable time to deal with. Misbehavior pertains to any behavior that undermines the teacher’s ability to establish and maintain effective learning experience in the classroom. It ranges pupils misbehavior from simple non-compliance (e.g,.not paying attention) to overt disruptive behavior ( e.g, throwing a missile across the room). Serious misbehavior encludes direct disobedience, physical aggression or damage, which is less frequent.. It is true that pupils’ misbehavior can be provoked by teachers’ action, but it is not the whole reason. These three causes of misbehavior in the classroom traced in three main sources: the children, the teachers and society. The children. As causes of misbehavior, attention seeking, pertains to children who try to gain attention of others. On the other hand, some children find they can gain attention of by anti-social behavior rather than by social behavior. In this, the teacher must try to give the pupil attention when one engaged in acceptable behavior, and so far if possible, unacceptable behavior must be ignored or given minimal attention. Learning difficulties is the most common trigger for learners which threaten their self-esteem.

The association of learning difficulties and misbehavior might make the children’s long-term development of literacy get worse. It might originally be from children finding lessons boring and losing interest in them. The Teacher. There are four types of teacher behavior which pupils particularly provoked them into misbehavior, namely: teachers

who are boring, teachers who could not teach, teachers whose discipline was weak and teachers who made unfair comparison.

These teachers’ actions; authority, ability to exercise the necessary classroom control and teachers personality lead to pupils’ bad behavior. The Society. The family environment along with the parents’ educational style and attitude to the children may affect pupils bad behavior.

In dealing with pupils’ misbehavior, the following shall be observed: 1.

Pre-empting misbehavior 2. Teacher Behavior Continuum 3. Rewards and Punishments. Dealing pupils with misbehavior problems in the classroom is a tough and unavoidable task for teachers. It may result from a large range causes that originate from the environment around the learners: the individual, classroom, school, community and the whole society. (Journal of Educational and Developmental Psychology) It made teachers to understand before dealing with the unacceptable behaviors of the learners. As McManus suggests” enlightenment is a valuable aid to seeing problems not as opaque and oppressive nut interesting puzzle to be solved-even if we conclude that on some levels no direct actions id possible”. As controller of the classroom, we must have the confidence to solve the problem. Teachers should be friend to pupils. We should try to judge their position in the classroom as a kind and warm person to adjust their behavior.

Teachers must understand it completely, think about it carefully and deal with it intelligently. The quality of the teaching and learning progress can be assured when learner’s misbehavior can be controlled effectively.

Mindanao Tapestry:

A gift from the South I

t takes a design legend like Rene e Salud to come up with “Mindanao Tapestry.” It is the initiative to highlight all the major weaves of the island, in an effort to promote indigenous materials and the amazing Mindanaoan artistry.

Hailed as an icon in the Philippine fashion scene, Salud creates ethnic clothes with international appeal.

He advocates for the use of indigenous materials in all his fashion shows – and project a distinct “Philippine look.”

Salud has a strong sense of pride for fabrics that are specific to the indigenous Filipino tradition, and produces intricate creations representing a fashion statement on the exotic and regional influences of indigenous groups.

His intricate combinations of beadwork and use of native textiles have been exhibited at design exp ositions all over the world, including Tokyo, Taipei, Seville, the Caribbean and in most major cities around the world.

T h i s t i m e , S a l u d’s focus is on Mindanao, the second largest island in the Philippines, and home to more t han a dozen Indigenous People groups. They each have their own unique identity and customs, but their colorful woven products show that they have a

common tradition.

“Throughout my career, I’ve been championing t h e d e v e l opm e nt a n d promotion of the Filipino fashion industry for the purpose of reaching the g lob al market, wit h a strong sense of pride for fabrics that are specific to the indigenous Filipino traditions dating back to the Spanish times,” says the Philippine Fashion Ambassador the World.

Though not a native of the island, he lends his vital voice in the preservation of the weaves of Region IX (Zamboanga), Region X (Bukidnon), Region XI (Davao), Region XII (T’nalak / T’boli), Region XII (Manobo) and the Au t o n o m o u s R e g i o n i n Mu s l i m M i n d a n a o (Maranao).

An astute designer, Salud deftly uses these fabrics for his enthralling collection: Inaul, a woven fabric of different colors and designs used as wall décor, or buntings, for sp e cia l o ccasions li ke weddings by the Maguindanao tribe; T’nalak, the T’Boli cloth made from abaca fiber, and the designs are patterned after the dreams of the weavers; Malong, a tubular dress, skirt, blanket, baby hammock, a table cloth, a bedspread, a curtain for dressing modestly behind it, a cover over the head for sunny or rainy days, a decorative fabric to hang

as canopy; a status symbol denot ing roya lty ; and Yakan, intricate weaving, which is hand-loomed fabric made from abaca and pineapple.

Salud’s knowledge of Mindanao’s rich weaving resources was harnessed when he practiced his profession in Davao City. “My Davao business flourished for 15 years.

It was an integral part of my business, because my Mindanao clients did not have to go Manila just to have their clothes done by me.”

On March 27 at the Ma r c o Po l o Ho t e l i n O r t i g a s , P a s i g C i t y, Salud and his Mindanao Tapestry collection will give everyone a peek into a beautiful aspect of the Philippines: the Mindanao culture. The neo-ethnic collection will enhance one’s appreciation of the totality of the Philippines’ cultural heritage.
