Dr. Kathleen Rose B. Mata, a Cardiothoracic Surgery Consultant at the Philippine Heart Institute in the Southern Philippines Medical Center (SPMC) bared during the Provincial Monthly Convocationthat people who are having heart problems are now becoming

younger.

“More specifically for coronary artery disease, it is actually before a ‘disease of the old. But nowadays, the patients are getting younger.

We have already patients as young as 40years old having heart attacks,” Mata said, citing that the heart condition is the most common type of acquired classification.

Davao hospital launches new Fibroscan touch in Mindanao

DAVAO CIT Y -- The Davao Doctors Hospital has strengthened its position as the premiere hospital here after it unveiled on Friday the latest P9million Fibroscan touch, the first and only one of its kind in Mindanao, that will revolutionize the “diagnosis and management” of liver disease.

Dr. Marilyn Arguillas, head of the Clinical Head of Endoscopy Unit and Liver Center at the DDH, said in a press conference that the new medical equipment is capable of assessing the severity of liver cirrhosis, which develops after chronic liver scarring or fibrosis in medical parlance, and the amount of fat in the liver.

“Our Fibroscan can detect fatty liver, can detect if

the scarring starts to develop on the way to cirrhosis. The journey starts from fatty liver disease, or chronic hepatitis B or C, or from alcoholic liver disease. That journey takes you to the road of cirrhosis,” she said.

The hospital also launched in 2012 a similar but older Fibroscan but lacked the capability of determining the amount of liver fat, she said.

Arguillas said the new Fibroscan is equipped with a Controlled Attenuation Parameter, a tool for “noninvasive assessment and accumulation of fat in the liver.”

Unlike the invasive biopsy with a 0.001 percent risk of patient mortality, she said the examination could be repeated to monitor the patient’s liver without side effects.

The fatty liver, which develops with sedentary lifestyle, is classified into two types – alcoholic fatty liver and non-alcoholic fatty liver.

The non-alcoholic fatty liver, she said, is now more common with the growing popularity of fast-food chains.

Davao City creates task force to study coordinated implementation of projects DAVAO CITY, March 1 (PNA) -- The city government here has created a task force that would study the coordinated implementation of infrastructure projects by all government agencies to prevent the disruption of traffic, business operations, and other activities in the city.

This developed as the city faces a worsening traffic situation, aggravated by road diggings and excavations by different agencies and service providers.

City Planning chief Ivan Cortez however said other factors contribute to the problem, such as poor mass transport system, noting that the city relies mainly on public utility vehicles and taxicabs for transportation while the easy access to owning vehicles and the bulk of projects that are implemented simultaneously, contribute to traffic congestion.

Cortez also cited migration as another contributing factor given the influx of people coming and relocating in the city.

The task force, he said, is going to ask government agencies, such as the Department of Public Works and Highways (DPWH), to synchronize their work, so that the digging of newly built roads would be avoided and government resources would not go to waste.

“This has been the practice (build and destroy) that we have reached the point of wanting to seek intervention from higher authorities to address this,” he said.

Cortez also said the city will ask DPWH to include in its projects space for future underground cabling, aimed at eliminating overhead wires and telephone and internet cables. The city government has already completed underground cabling in areas within City Hall.

“Perhaps they could provide spaces for water pipe connections, for telcos and also for gas so these basic lines are ready for future projects,” he said.

Talks are ongoing with concerned government agencies, the Davao City

Water District (DCWD) and the City Engineer’s Office to address the gap in terms of synchronizing their project implementation.

Davao City Mayor Sara Duterte has instructed them to come up with long-term plans on what they want to happen to the city as short- and medium-term plans address the current situation, Cortez said.

He said Mayor Sara has also directed them to look into the possibility of imposing building height requirements, and this will be handled by the City Planning Office, City Legal Office and the City Engineer’s Office who will later come up with an ordinance that would address these concerns.

“Right now, only the Civil Aviation Authority of the Philippines (CAAP) regulates the height limitation for building constructions that may affect the flight path of an aircraft,” Cortez said, adding that there is also a plan to consult structural engineers as they know the

quality of the city’s soil.

This is also aimed at determining the quality of soil whether it can stand the weight of tall buildings given the common comments of construction companies that it is more costly to build a skyscraper in Davao City than in Manila because the soft soil here would require a lot of board piling.

Citing an example, he said the expansion of the bridge along the diversion road took a long time to build because the original specifications of 12 to 14 board piling rose to 25 and they were not able to reach the level where the base is stable.

The contractor has asked for work suspension because their project cost estimates have already ballooned beyond their budget.

“They cannot put the vertical structure when the base is not stable,” he said.

Cortez said there are other areas that the task force needs to study for better project planning.

Sara is the 10th mother in Mindanao who successfully gave birth through the in vitro fertilization (IVF) offered by Brokenshire Hospital, which opened its IVF facility in October 2015.

The IVF facility is the first in Mindanao aimed at providing a more affordable operation compared to that in Luzon and Mindanao.

IVF is a process by which an egg is fertilized by sperm outside the body. It is a medical procedure where the egg cell and the sperm cell are extracted from the couple to join them in the

laboratory.

After the fertilized egg or embryo is formed which takes about two weeks to develop, it will be injected in the uterus of the woman.

Last year, a Muslim mother gave birth to Mindanao’s first test tube baby at the Brokenshire Hospital.

Baby boy Muhagher was the first baby born to Gamal and Mydean Pagul from a successful pregnancy through the IVF offered by Brokenshire Hospital.

DENR 10 celebrates National Women’s Month 2017 The Department of Environment and Natural Resources, Region 10 (DENR 10) joins the celebration of National Women’s Month 2017 this March. The theme for this year’s celebration, “We Make Change Work For Women”.

The Women’s Month Celebration aims to inform and engage women as stakeholders of government programs and services to promote citizencentric governance and make “change” a conscious effort to know, understand, and provide what ALL citizens need; create and facilitate platforms to discuss good practices, gaps, challenges, and commitments in pursuing gender and development (GAD) – to strengthen implementation of the Magna Carta of Women; and inspire and empower women and girls to be agents of change – to contribute in promoting gender equality and the empowerment of all women.

The DENR 10 has linedup various activities and will also be participating with the activities sponsored by the Women in Government

Service, Region 10 (WINGS 10).

DENR 10 will participate in a mass at Our Lady of Mt. Carmel Church, Carmen, Cagayan de Oro City to kick-off the Women’s Month Opening Activity on March 1. This will be followed by a motorcade from Our Lady of Mt. Carmel Church to DENR 10 Regional Office. The Opening Program and hataw will follow in the Regional Office which will be participated by national government agencies.

Section 6: Any person found violating the provisions of this ordinance, shall be administratively fined with the following:

a.) For violations of section 4a and 4b:

Provided, that in the case falling under Section 6, if after 72 hours a case is not filed with proper Court and the violator opted to pay the administrative fine, the City Treasurer’s Office shall accept the same with corresponding surcharge of five percent per month. And, if the case has been filed in Court and the accused opted to pay the fine in accordance with Section 8 hereof, the City Treasurer’s Office shall likewise accept the same as an administrative fine, with the corresponding surcharge of ten percent per month. Provided, further, that in the computation of the fine and the surcharge thereof under Sections 6 and 8, a fraction of a month shall be considered as one month.

SSS revenues jump to P160 billion

State-run Social Security System (SSS) on Monday said revenues jumped to P160 billion as of end of November 2016 period.

Based on SSS’ unaudited financial statement, revenues for the January to November period in 2016 grew 8.34 percent to P160.02 billion on the back of the P10.51 billion increase in member’s contribution and higher investment income.

The recorded end-November 2016 revenues was 8.7 percent higher than the P120.77 billion recorded in the same 11-month period in 2015.

Broken down, members’ contribution grew to P131.28 billion investments and other income increased to P28.74 billion.

“One of our goals for the pension fund this year is to expand our membership.

We would also like to retain the current membership number as it comprises more than 82 percent of our total revenue income,” SSS President Emmanuel F. Dooc said.

Expenditures for the January to November period in 2016, likewise, increased by 18.39 percent to P131.06 billion from the P110.70 billion recorded in 2015

revenues for granting higher benefits for members.

Social Security Commission’s (SSC) Chairman Dean Amado D. Valdez said that SSS investment capabilities based on the provisions under the Social Security Act of 1997 are limited amid current market trends.

“Aside from expanding our investment portfolio, we seek the amendment of the conservative provisions of the SSS charter particularly on the investing capacities of the Commission,” he said.

The SSS charter limits the powers of the Commission to invest its reserve fund.

At present, SSS could only invest in private securities, housing, real estate, short and medium-term member loans, government financial institutions and corporations, infrastructure projects, foreign currency denominated investments, and any particular industry that the Commission deems profitable.

The SSS aggressively pushes for direct capital infusion of the pension funds to tollway constructions under the Private-Public Partnership (PPP) to generate lifetime income, and to provide more meaningful benefits to its members.

“N ORDINANCE PROHIBITING ALL FORMS OF DRAG RACING WITHIN THE TERRITORIAL JURISDICTION OF OROQUIETA CITY, PROVIDING PENALTIES AND SANCTIONS THEREOF AND FOR SUCH OTHER PURPOSES.

Be it enacted by the Sangguniang Panlungsod of Oroquieta City, in session assembled:

SECTION 1. Title of the Ordinance: An Ordinance Declaring the mandatory safety standards of Water Supply and the Preservation and Protection of Drinking Water Sources, and Appropriating Funds thereof.

Investment level for the said period was recorded at P456.23 billion as average return of investment stood at 7 percent.

Sometimes I could say that I have to quit such role for I meet troubles to the stuborn headed students.

teacher if we experience hardship and conflict and able to overcome them through our patience and hardwork.

Impossing discipline must be done in a careful way because imposing it strickly will result will result to the students discouragement and dropout takeplace. Impossing Discipline in a minimal way will produce abusive students. PDEA busts drug ring in Tacurong City C OTABATO CIT Y -Anti-narcotics officials in Soccsksargen on Saturday vowed to crush the illegal drug trade in the region as drug personalities appeared to have resumed their “illegal business” when police-led campaigns slowed down.

Kath Abad, speaking for the Philippine Drug E n f orc e m e nt Ag e n c y in C ent ra l Mind anao (PDEA-Central Mindanao), said Thursday’s arrest of four suspects actively involved in the illegal drug trade in Sultan Kudarat province has destroyed a network of big-time drug pushers.

Abad told DXMS-AM Radyo Bida that after a long and tedious covert operation, a PDEA-led anti-drug operation led to the arrest of Norodin Amolan, 33, of Barangay Poblacion, Tacurong City; Abubakar Ugalingan, 25, of Barangay Ambalgan, Sto. Niño, South Cotabato; Nike Quibuyen, 25, of President Quirino, Sultan Kudarat; and Jay-R Hablero, 26, of Barangay Libertad, Surallah, South Cotabato.

Amolan and Ugalingan, according to Abad, were in the list of most wanted

drug personalities in the Soccsksargen region.

A PDEA agent, posing as a buyer, managed to secure several sachets of illegal drugs from Amolan and Ugalingan during the operation in Biaca Subdivision, Barangay Poblacion, Tacurong City.

rio Castro, in a statement, said anti-narcotics agents seized 15 sachets of shabu with an estimated market value of PHP35,000, a digital weighing scale and shabu paraphernalia.

The suspects, currently detained at the PDEASoccsksargen lock-up cell in Gen. Santos City, are facing charges for violat-

ing Republic Act 9165 or the Comprehensive Dangerous Drugs Act of 2002.

“The fatty liver is called the epidemic of new millennium. Now, it is the most chronic liver disease in the world,” she said. “(At least) 70 to 90 percent of diabetics have fatty liver. Patients who are obese have fatty liver, and our children because of our lifestyle.”

She said an inflamed fatty liver could cause liver cirrhosis, a precursor of liver cancer, which can be detected at the early onset with the Fibroscan equipment.

Citing a nationwide study conducted by the National Food Research Institute in 2004, she said liver disease affects 16.7 percent of Filipinos aged 18 years old and above.

“Why? There is also a epidemic of obesity, an epidemic of diabetes, and an epidemic of metabolic syndrome plus all the lifestyle. We develop fatty liver

because of our lifestyle – the western lifestyle, or what they called the American Lifestyle Induced Obesity Syndrome (ALIOS),” she said.

She said kids who do not engage in physical activities and spend much of their time on computer games are more likely to develop a fatty liver.

“When you have obese children, you develop obese adults – men and women.

Unfortunately, when you are obese adults, you also grow into, if you are lucky and you don’t die of heart attack, you also grow into obese elderly people.

“This is the problem that the Philippines will face. It’s not only drug war, killing, it’s this. Because the burden to the health care is terrible and I don’t think we can take care of this plus the Emerging epidemic of HIV (human immodeficiency virus), it will overburden the Philippine heath care system,” she said.
