CAGAYAN de Oro City-The military said on Thursday they have cleared the municipality of Butig in Lanao del Sur where armed men fought with Army soldiers resulting to the death of three soldiers and 21 suspects last week.

Col. Nilo Samarita, chief operations officer of the Army’s 103rd Infantry Brigade, said they have told a provincial peace and order committee on Wednesday that it is now safe for Butig residents who were displaced by the fighting to return home to their villages.

How VHF amateur radio enthusiasts helped stop escalation of conflict in Lanao del Sur

CAGAYAN de Oro City--At the height of the hostilities in Lanao del Sur last week, hundreds of VHF amateur radio enthusiasts prevented further escalation of the conflict by going on air

spreading information or dispelling rumors.

Ayub Saripada, public information officer of Saksi, the biggest amateur radio group in Lanao del Sur said their 1,000 plus members were monitoring closely the developments

of the fighting when they learned that Moro Islamic Liberation Front (MILF) commander Abdurahman Macapaar aka Commander Bravo issued a crucial statement on February 23.

In that interview, first aired by DXKP, a local TV

and radio station, Bravo said he and his forces were not involved in the fighting in Butig town and the ambush of a military convoy in Balindong town, all in Lanao del Sur. In the videotaped See conflict, page A7

FDS to include topics on women, peace and security Butuan City -- Around 70 Pantawid Pamilya staff across Caraga region attended the Orientation Workshop on the National Action Plan on Women, Peace, and Security held last March 1, 2016 at Goat2geder Hotel and Restaurant, here.

The s aid workshop serves as the initial activity of the program as part of the Women’s month every March. The event aims to integrate the concepts of women, peace and security in the modules of Family Development Session (FDS) which is being conducted monthly in every area in the Region.

Assistant Regional Director for Administration Nerisa T. Murih, who represented Regional Director Minda B. Brigoli, cited in her message the importance of the said workshop to Pantawid Pamilya staff as they serve as front liners of the program in delivering the services to target clienteles.

Caraga Region for more than seven (7) years with its goal of breaking the intergenerational cycle of poverty through provision of educational and health grants and other services to poor eligible households. It has 88.9% women partnerbeneficiaries as of November 2014 data,” said Murih.

Per information on the Resolution 1325 which talks about women, peace and security adopted by the United Nations Security Council, it stresses the importance of women’s role in conflict prevention and resolution and highlights the need for women’s equal participation in the maintenance and promotion of peace and security.

“The worlds human sex ratio of male to female is 1.01 and in the Philippines at 1.0, and in Caraga Region, 106 males to 100 females.

With this statistics, it should be recognised that in areas of conflict prevention, recovery and peace building cannot succeed if half the population is excluded,” added Murih.

On a separate note, Undersecretary of the Office of the Presidential Adviser on the Peace Process (OPAPP) Atty. Maria Cleofe Getti C. Sandoval said that conflict prevention would be better if women will take part in the process.

“Conflict prevention, peace agreements, postconflict reconstruction, and governance are more effective when women are involved and when their needs and priorities are taken into account. These include actions to increase women’s participation at all levels of conflict prevention, peace building, and peacekeeping initiatives, the protection of women and girls during armed conflict, and the prevention of gender-based violence,” shared Sandoval.

On a similar report, the international women, peace and security have enabled the community to move beyond viewing women as victims of conflict to seeing them as agents of peace and progress.

One of the best things you can do as a teacher is “arm” yourself with knowledge that will help you show your students how to get better grades, improve your classroom management skills, teach you how to prevent and deal with behavior problems, and help you plan lessons more effectively.

Have a look at the rest of the suggestions below: 1. Create an atmosphere of mutual respect- coach a team, support an activity, lead a club, get involved with pupils in your school, show them that you care about things that they care about.

2. Have a sense of humor – it really makes a big

difference for you and the pupils! Smile and interact with students… yes, even when some pupils challenge you.

3. Plan effective lessons- Make your lessons interesting, meaningful, and have them connect to personal experiences of pupils in your class. Help them link what you teach to what they already know.

It will make learning and understanding happen, and pupils are likely to look forward to what you are going to do and say next!

4. Communicate with parents regularly- keep in mind that it is all about helping the pupils grow and learn. During interviews and contacts with parents, avoid

unnecessary criticism and choose your words carefully.

Point out what they can do before you tell them what they can’t.

5. Offer praise – look for evidence of success and positive, constructive behavior… acknowledge it and praise it. Give out certificates, impromptu parties, brag about pupils, etc.

6. Incorporate hands-on activities – also use multimedia, show relevant films and videos that increase understanding of the curriculum. Note that even the book you’re reading makes use of the latest technology so pupils have a visual, auditory and kinesthetic (hands-on) strategies.

7. Make handouts and tests visually attractive- it maintains interest and sends a message that you care.

8. Keep your classroom,

including own desk, clean, uncluttered and well organized. This will promote a similar organizational mindset among the pupils. Clean and organized classroom makes pupils feel you are in control and know what you are doing.

9. Exude confidence- in your body language, when you speak, and make discipline decisions etc., hesitant teachers invite behavior issues and possibly disrespect.

10. Plan a clear and effective discipline policy – before the first day of classes! This will help you know exactly what to do when things don’t go the way you expect them to go.

14. Seek advice, share resources, and team up with other teachers to find ways to save time in the classroom. Sharing units, lessons plans, and receiving tips and advice, always help save time.

15. Make yourself available after classes or after school to assist students, answer questions, clarify, and encourage. Regularly remind and invite afterschool visits, as some pupils may be a bit shy to ask questions in class.

Cojuangcos on a split again in May polls?

-oooCOJUANGCOS OF TARLAC ON A SPLIT AGAIN IN MAY POLLS? A political feud worth watching to find out how it will be resolved (if ever it will still be resolved!) is the conflict between father and son, Eduardo Cojuangco Jr. and Mark Cojuangco, pertaining to their differing choices on who to support for president in the May 2016 elections.

W h i l e t h e f a t h e r, who is the founder of the Nationalist People’s C oa lit ion (NPC) and the acknowledged political kingpin in Tarlac, staunchly supports the candidacy of independent Sen. Grace Poe, the son, who is now making a political niche in Pangasinan where he is running for governor in May, is vehemently supporting Vice President Jejomar Binay.

This is not just a difference in political taste among relatives, if you ask me. It has all the makings of a dangerous political and family split which may yet irretrievably divide the NPC, or cause its

permanent dissolution and eventual demise, in much the same that past political differences have divided the Cojuangcos for so long.

Even now, some known close allies of the father across the political landscape are siding with the choice of the son, and even though these allies continue to profess loyalty to the NPC, it may not be long before they finally join Binay’s party, the United Nationalist Alliance (UNA).

-oooC O J UA N G C O S FA MOUS FOR POLITICAL SPLITS: Of course, the Cojuangcos of Tarlac have been famous since the 1960s (or even earlier, in the 1950s) for supporting opposing candidates. I know this, not only because I am from the first district town of Tarlac, Ramos, but more because my father, Melanio P. Mauricio Sr., was somehow a participant in one of these splits as a result of his being a municipal councilor of the town for quite some time.

At that time, my father was on the side of former Tarlac Rep. Jose Cojuangco Jr., or popularly known as Peping, the brother of Cory, the wife of then Governor (and

later Senator) Benigno Ninoy Aquino Jr. Peping and Ninoy were both with the Liberal Party of then re-electionist President Diosdado Macapagal.

Eduardo Jr., or Danding, was with the Nacionalista Party at that time, with then presidential aspirant Ferdinand Edralin Marcos. Danding, the son of Eduardo Sr., brother of Peping’s father, Jose, was running against Peping, then the incumbent Tarlac first district congressman. That fight, fought bitterly, went to Peping.

But Danding later benefitted immensely from his association with Marcos.

Increased availment of corn facilities, equipment among corn clusters eyed Cagayan de Oro City -“With the reduced counterparting of only 10% of the total project cost of our (agency) available corn facilities and equipment, the DA is optimistic that more corn farmers will avail the said interventions.”

This was remarked by Rosell P. Tuba-on, Regional Focal Person of the Agri-Pinoy Corn Program of the Department of Agriculture – Regional Field Office 10 (DA-RFO 10) in the recent conduct of a Corn Clusters Meeting, held in the city, which has mustered more than a hundred farmers from the corn clusters and representatives from the agency’s partner local government units (LGUs).

For the year 2016, she reported that the Program has earmarked nearly P177 million (M), which registered 10.85% increase in budget compared from last year.

In which, she detailed that the allocation shall be apportioned for the provision of technical support (about P90M), consisting of production support, market development, extension support, education and training, and research and development services, irrigation network (P1M) and bulk shall go to the agri-fishery equipment and facilities support services amounting to P85M for farmers to avail, especially those belonging to corn clusters.

CORN CLUSTER MEETING. With corn regarded as one of the country’s staple food crops, the DA-RFO 10 through the Agri-Pinoy Corn Program headed by Regional Focal Person Rosell P. Tuba-on relays the various windows that members from the different corn clusters and partner LGUs can access from the agency through its programs, projects and interventions; thereby boosting farmers’ corn-related ventures for the advancement of the industry.

For those who wish to access corn facilities and equipment from the Program, Tubaon said that eligible recipients are those who have existing corn areas of not less than 200 hectares (for farm tractor) and ready counterpart.

Minimum requirements, she specified, for the LGUs include the submission of letter of intent, certificate of availability of funds, reports of existing corn areas duly noted by a local chief executive while farmers’ associations shall furnish the same documents with additional requisites such as board resolution stating the need to operate the desired corn equipment and facilities, certificates of registration and

good standing, and association profile.

“Upon complying the said requirements, validation and evaluation shall be conducted, and if found qualified, recipients shall be notified and a Memorandum of Agreement shall be prepared,” the regional focal person for corn underscored.

Pipelined corn facilities and equipment for the current year include four-wheel drive tractor with farm implements costing P2.55 million, corn picker (P3.5M), combine harvester (P3.5M), mobile grain dryer (P3.5M), corn mill (P2M) and silo (P2M).

“Other interventions, meanwhile, shall be fully granted to

qualified beneficiaries such as corn planter, mobile corn mill, hammer mill, mechanical sheller and silage chopper, in which total project cost per unit range from P75,000-P400,000,” Tuba-on added.

17 PMA cadets complete OJT in Mindanao IMPASUGONG, Bukidnon--Seventeen cadets of the Philippine Military Academy (PMA) ended a week-long “stay-in” visit at the Army’s 4th Infantry Division, a military officer said Friday.

Capt. Norman Tagros, spokesperson of the Army’s 8th Infantry Battalion (8IB), said the visit also known as “on-the-job training” (OJT) ended at the 8IB here Wednesday since the cadets reported on Feb. 27, 2016.

He said the five-day visit was intended to familiarize the cadets on the operations of the battalion and to enable them to gain experience of becoming an army officer.

Tagros said the cadets mingled with the officers and enlisted personnel noting that it was the first time in many years that PMA cadets were allowed to have their OJT in Mindanao area.

He said the 17 cadets are among the 34 members of PMA “Gabay-Laya” Class of 2016 who would be joining the Philippine Army after graduation in March this year.

Lt. Col. Lennon Babilonia, commanding officer of the 8IB, said the OJT in Mindanao, particularly in Bukidnon was a very rare opportunity for the PMA cadets to be allowed to stay with the army battalion.

DPWH to implement road projects in Oro THE Department of Public Works and Highways (DPWH-10) will soon implement various road construction projects in the city.

This is based on the information provided by Engr.

Leowald Pecore, Project Engineer of DPWH-10 to the Office of City Mayor Oscar Moreno, a copy of which was received by the City Council committee on public works chaired by Councilor Alden Bacal.

The proposed projects involve the rehabilitation, reconstruction and upgrading of damaged paved national roads including drainage based on Pavement Management System/Highway Development and Management-4 (HDM-4) Intermitted Section, Sayre Highway in Upper Puerto.

Pecore said in view of this, traffic flow in the area might be affected and minimized as the operation starts since the affected area is the main carriageway along the station limits.

The engineer said the contractor will start the project at its own risk. However, he said, the date for its implementation is still on process.

OBO PROJECT Meanwhile, the request

of the Office of the City Building Official (OBO) for the approval of the repair and improvement of the lobby area as extension for the processing of permits will soon be tackled by the committee.

In her letter request to Vice Mayor Caesar Ian Acenas, Maria Concepcion Alcantara, OIC-OBO, said OBO intends to provide a much comfortable area for clients while waiting for the release of permits and an express lane for Persons with Disability (PWDs), senior citizens and pregnant women.

Basic Newswriting and Photojounalism Seminar set THE Fraternal Order of Eagles (Philippine Eagles) NMR4 is slated to hold a basic newswriting and photojournalism seminar on March 19, 2016, 8 a.m. at Pirates, Lapasan, Cagayan de Oro City. This will be participated by presidents and PIOs of the 6 NMR4 clubs.

The seminar is intended so presidents and PIOs from the different clubs could provide prolific and regular contributions to Agila Updates which is a weekly section of Mindanao Daily News to be released weekly.

Other members who wish to attend the seminar are welcome to join.

The Fraternal Order of Eagles has maintained a huge presence in Northern Mindanao for quite a few decades now.

It has contributed immensely to the local community through various sociocivic outreaches and activities.

NOTICE To all Club Presidents and PIOs: You are required to submit your articles and activity reports every Tuesday of the week and email it to agilaupdates@gmail.com.

Please submit photos with corresponding captions as to avoid errors before publishing.
