Araw ng Dabaw festivities launched DAVAO CITY -- Festivities for the 80th Araw ng Dabaw was launched last night (March 1) with a program held at the Davao City’s Rizal Park.

The event marks the start of the 2-week long celebration of the city’s 80th founding anniversary that carries the theme Stand Tall. United. Resilient.

In a speech read by Davao City C ouncilor D ani lo D ayang hirang,

City Mayor Sara Duterte reminded her constituents to “always stand tall as Dabawenyos, resilient and strong despite whatever trials and misfortunes may come our way. This indomitable Dabawenyo spirit has always been our mark and we are confident that it is the spirit that will carry us onward into the future.”

MAGSAYSAY, Davao del Sur -- The Department of Social Welfare and Development (DSWD) - Region 11 completed Friday the release of a total of PHP2,292,000 for 1,528 indigent senior citizens.

The cash release was made this early even as it should cover the first quarter of 2017 or from January to March.

The Municipal Social Welfare and Development Office and the Municipal Treasurer’s Office here divided the 22 barangays (villages) into three for the three-day release of the pension starting last Wednesday.

Every indigent senior citizen aged 65 years old and above is entitled to receive 500 monthly pension. The age qualification eligible to receive a social pension was lowered from 77 years old to 65 years old. It was

approved under the General Appropriations Act for CY 2015.

With the lower age requirement, more economically disadvantaged senior citizens can have additional cash to spend for their basic needs such as medicines and nutritious food to support their well-being.

Those who will qualify to receive the PHP500 monthly stipend are senior citizens who are frail, sickly, or have disabilities; are not receiving pension from Social Security System (SSS), Government Service Insurance System (GSIS), or Veterans Pension; and do not have a permanent source of income or regular support from relatives.

The pension is distributed every quarter through cash payment by DSWD Field Offices or city/municipal social welfare and development offices. (PNA)

BFP ComVal to hold 1st firefighting, rescue challenge

NABUNTURAN, Compostela Valley -- The Bureau of Fire Protection in Compostela Valley province will holds the 1st Firefighting and Rescue Olympics on March 5 at the provincial capitol grounds in Nabunturan town.

Provincial Fire Marshal Randolf Arbutante emphasized in a radio interview over Aksyon ComVal Tel-

eradyo that the 11 municipalities in the province have already committed to send a team of 10 local responders to participated in the event.

Arbutante said that the Olympics will comprise of standard first aid, firefighting and high-angle rescue challenges.

“Nindot kani kay nagatuon (This is a nice activity because we learn) on how to safe lives and this will also

enhance the collaboration and coordination between the BFP and the local disaster risk and reduction management centers during destructive fires and calamities”, he said.

He also emphasized that the champion of the Olympics will receive PhP 30,000; while the second and third placers will get PhP 25,000 and PhP 20,000 respectively.

The activity, he added, is part of the province’s

celebration of the Fire Prevention Month, which is anchored on the theme, “Buhay at Ari-arian ay Pahalagahan, Ibayong Pagiingat sa Sunod ay sa Sariling Pamayanan Simulan.”

Filipino, Chinese businessmen to construct school buildings in ComVal NABUNTURAN, Compostela Valley -- Members of the Federation of FilipinoChinese Chamber of Commerce vowed to continue their support to the education sector of Compostela Valley province with the construction of four school buildings in different municipalities.

Gov. Jayvee Tyron Uy bared that the planned project will be finalized during the upcoming visit of Filipino and Chinese

businessmen in the province this month.

Uy said the visit to the province is among the agenda discussed during the regular meeting of the chamber in Tagum City last Feb. 25.

Uy said this is not the first time that Filipino and Chinese businessmen extended support to the education sector in the province.

The provincial office reported that based on data from the Provincial Engi-

neering Office, the chamber started to donate school buildings in the province since 2008.

There is a total of 84 classrooms already donated by the chamber to various schools in the province from 2008 to 2015.

In 2008, 22 classrooms were donated by the chamber in six public schools in the town of Nabunturan particularly in barangays San Roque, Magsaysay, Bukal, Katipunan, Bayabas and

Manat.

Two-classroom buildings were also donated by the chamber in Barangay Casoon in Moncayo; Dauman Elementary School in Montevista; and Maliwon Elementary School in Mawab.

“The Federation of Filipino-Chinese Chamber of Commerce is one of the consistent partners of Compostela Valley in our efforts to strengthen the education of our children and the youth,” Uy said. (PNA)

Last Wednesday, I was among thousands of proud Muntinlupeños who packed the Muntinlupa Sports Complex to the rafters to listen to City Mayor Jaime Frisnedi deliver his State of the City Address.

The occasion coincided with the date, 22 years ago, when President Fidel V. Ramos, signed into law RA 7926, also known as the Muntinlupa City Charter.

The celebration was also part of a year-long schedule of activities to mark the 100th year since Muntinlupa became a independent municipality in 1917.

Ramos, the most prominent adopted son of Muntinlupa, has been very much part of Muntinlupa’s development and progress.

Another of his landmark contributions was his decision to open up the Alabang Stock Farm to a joint venture development by the private sector.

The venture produced the Filinvest Corporate City which constituted the “second wave” in the development of Muntinlupa as a business and commercial hub.

Much earlier in the mid 80s, the Ayala group led the “first wave” with the development of Ayala Alabang

and the Madrigal Business Park.

Residents are now eagerly awaiting the “third wave” with the planned relocation of the New Bilibid Prison and the conversion of the vacated area for mixed use commercial development.

Frisnedi, who in 2013 reassumed office which he earlier held from 1998 to 2007, was not boasting when he enumerated the gains he made during the last few years.

The infrastructure development boom in Muntinlupa is simply evident everywhere.

On Muntinlupa Cityhood Day, Frisnedi led city officials and residents in inaugurating Centennial Road which provides easy access from the national road to the Sports Complex. Also inaugurated was a children’s playground (Bulilit Center) in Barangay Tunasan.

One can not miss the newly completed police headquarters in the vicinity, now regarded as the most modern in the country. Even NCR Regional Director Oscar Albayalde concedes that the Muntinlupa police headquarters eclipses the facilities at the PNP headquarters in Camp Crame.

Among the projects in the pipeline are the following: the proposed Muntinlupa museum, a 3-storey government center in Barangay Poblacion, a modern fire station, more health centers, an upgrade of the Ospital ng Muntinlupa, and a proposed Colegio de Muntinlupa in Barangay Sucat.

The construction of the first building of the proposed college will start this year. When completed the proposed new college will offer a course in engineering.

Frisnedi also reported on the city’s initiatives in human resource development.

For 2017, the city government has earmarked 214 million pesos to cover basic expenses of 50,000 scholars at all school levels - from elementary, high school, technical-vocational, college and even post-graduate courses.

Muntinlupa’s Joint Resources Financing (JRF) Program, now also nicknamed as a “5-5” because it gives interest free loans for micro-entrepreneurs,

Ignacio Bunye has already helped around 5,000 beneficiaries. Loans range from P3,000 to as high as P100,000.

The city has also adopted a few more office process innovations to further improve the speed and ease of transacting with city hall. Case in point is the new system in place at the business permits office, the single window transaction or SWIT. Related programs include tie-ups with DBP, Land Bank and BDO, all designed to facilitate point of sales payment during tax payment periods.

BPLO head Gary LLamas estimates that with the more efficient system, they expect to hit P1.84 billion pesos in business taxes, more than double that collected five years ago.

Already host to satellite offices of key frontline government offices (e.g., DFA, BIR, NBI, SSS), Muntinlupa will soon welcome the opening of the satellite office of the Securities and Exchange Commission.

How well do you know the requirements, the specific knowledge, skills and attributes of your job? This self-assessment of teacher learning needs is critical to professional growth. Teachers develop their professional practice throughout their entire career. Therefore, self-assessment must be continuous and seamless with professional growth.

Self-assessment can take many forms from reflective practice and journals to action research; from analysis of student achievement data to peer coaching and critiquing by friends.

Professional growth includes understanding and planning for student development and learning differences. How would one employ instructional approaches based on stu-

Any fund diversion is considered as technical malversation which is in violation to R.A. 3019, a case cognizable with the Ombudsman. Authorities concerned in charge of government funds must act like a father of the family.

The case of the travel of some of the barangay captains in Iligan City to the City of Vigan may be devoid of legal appropriateness, because the money they spent on subject travel was intended for other purposes, more particularly the implementation of Barangay Material Recovery Program - a most urgent project in every barangay and the city as well.

The said travel was considered anomalous, devoid of legal propriety that behooves appropriate legal sanction. It would serve

We all know for sure that graft and corruption has been an endemic concern of every honest executive.

The quality of the executive officer, like the City Mayor, would see to it that our officials in the smallest local government unit, the barangay, which is under his supervision, should maintain sound budgeting and quality services.

This should be delivered to the people in an effective and efficient manner, rather than squandering their barangay’s funds in useless undertakings like “Lakbay Aral” that spent more than Six Million Five Hundred Two Thousand Pesos (Php.6, 502, 000) just recently.

Imagine, there were one hundred seventy six barangay officials who traveled with an allocated funding of Php. 37,000 each. Such amount should have been translated into projects for See maglasang, page 11

Veterans to benefit from Optometric Mission World War II veterans or their surviving spouses who have vision problems but cannot afford prescription eyeglasses stand to benefit from an incoming optometric mission.

Montero Medical Missions with its component program - EyeSight 20/20 will conduct an Eye Care and Optometric Mission at the J.R. Borja General Hospital in Carmen, Cagayan de Oro City on March 15-16, 2017.

The bulk of the prescription spectacles will be given to WWII veterans or their

surviving spouses.

It will also benefit 50 school children with vision problems under Mayor Oscar Moreno’s “A Gift of Sight Program” being implemented by the Cagayan de Oro Eyesight Board headed

Pre-screening of veterans will start Thursday, March 2 from 8am to 12 noon at the City Social Welfare Department at City Hall and 1-4pm at Room 20, EyeCare Clinic at JR Borja

General Hospital. It will be held daily from Monday to Friday till the actual mission dates on March 15-16.

The screening of veterans is being coordinated with the Philippine Veterans Affairs Office (PVAO) Field Services Extension Office Region 10 (FSEO-10)

at Camp Evangelista and the Veterans Federation of the Philippines Region 10 through its regional president Col. Jose Paler (ret).

The optometric mission team will be headed by Dr. Christopher Buniel, president of the Optometric Association of the Philippines

Teaching is a noble profession among other professions. The teachers are said to be the agent of change for better world.

In line with this, it is a great challenge to a teacher like me to widen my understanding in my job as a facilitator of learning in the secondary level of education.

As fair observation that poor performances in academic field is observed, rampant drop-outs, lack of students preparedness are problems in school. This show that the teacher must

posses adequate knowledge, skill, strategies to be effective in his profession to address the said crisis in school.

I need to have a constant guidance to my students, that they should pay full attention to their studies, have reading and study habit in all subjects. One or more hour in the evening.

Reminding them not to waste their time by just watching TV shows, too much laxity with friends.

Encourage them that by constant practice this will make them wise, perfect

and become a successful one.

One of the problem in school is absences. I have in mind that this problem be solved. I will organize the participation of primary stake holders who can help me manage it in most effective way, it includes the parents who are important stake holders in basic education, whether this would be through nominal conditions to school operations or in kind volunteer time and labor. Whatever the contribution, it must be expected of parents to take a more direct role in helping their children.

Being a teacher in the 21st century in this fast changing world, my professional development must be on going process so as to keep updated with the latest trends. To be an effective teacher I should work towards greater collaboration with my co-leagues to nurture my own professional expertise.

It is my on going commitment to make sure that my lessons are very engaging and entertaining so that the student’s interest and creativity can be aroused and most especially sustained.

DA conducts CSO consultation for FY 2018 budget

Cagayan de Oro City – Citizen engagement is a vital component in the process of providing a responsive budget allocation.

Thus, the Department of Agriculture – Regional Field Office 10 (DA-RFO 10) conducted a consultation of the proposed plan and budget for FY 2018 with its partner Civil Society Organizations (CSO) and stakeholders on February 28, 2017.

In his message, DA-RFO 10 Regional Director Carlene C. Collado reiterated the importance of the consultative event in practicing good governance and transparency within the department.

“This [consultation] will serve as an avenue to have a better output for our budget that could answer the pres-

ent needs of our farmers in the region,” Dir. Collado said.

In comparison to the present FY 2017 as per approved through the General Appropriations Act (GAA) of Php1.649 billion, DA-RFO 10 aims to increase its budget allocation to Php4.908 billion for FY 2018.

With bigger appropriation, Dir. Collado is optimistic that it will help attain the primary objectives of the agency which is to make food available and affordable for all, increase income of farmers and fisherfolks, and increase the resilience to climate change risks.

Accordingly, focal persons of respective DA key programs and projects presented their proposed plans and budget proposals.

An open forum on issues

and concerns also transpired during the course of the discussions which were deliberately responded by the Assistant Regional Director Roxana H. Hojas, Field Operation Division (FOD) chief Carlota S. Madriaga and DA programs and projects focal persons.

The CSO consultation was done in adherence to the principles of constructive engagement crafted by the Department of Budget and Management (DBM) which integrates citizen participation in fund preparation and allocation.

The proposed budget is yet to be presented to technical hearings and is subject for reviews before approval. Along this process, the amountis still subject to change. # (MTLugares, DA-RFO 10)

Inayawan-Illana cluster, comprising the municipalities of Kapatagan, Sapad, Sultan Naga Dimaporo and Nunungan, to the local executives of the said towns and National Convergence Initiative (NCI), and subject for the approval of the Regional Development Council in April, this year, members of the technical working group of the local convergence agro-enterprise cluster have recently convened in a meeting for the refinement of the CADP. Inayawan-Illana cluster has prioritized in the availment of quality planting materials, establishment of technology demonstration farms, technology transfer, farm machineries and equipment, drying facilities, and draft animals with farm implements. Misamis Oriental wins Seal of Good Local Governance award CAPITOL COMPOUND, Misamis Oriental -- The province of Misamis Oriental is named one of the winners of the coveted Seal of Good Governance (SGLG) from the Department of the Interior and Local Government (DILG).

Considered as the

highest recognition, Governor Yevgeny Vincente B. Emano this indicates that the province is on the right track on its pro-people and pro-development programs.

“This is for you people of Misamis Oriental! You worked for it and you deserve it. This seal of

good local governance speaks of the people’s acceptance of what we initiated towards progress,” the governor said said.

DILG launched SGLG as a hybrid of the Seal of Good Housekeeping as it has a more comprehensive criterion in evaluating

the operations of local governments.

Winning provinces of the SGLG were evaluated on six criteria namely; financial management, disaster preparedness, social projects that include access to public health and basic education, business friendliness

and competitiveness, peace and order, and environmental protection.

Senior Superintendent Faro Antonio Olaguera, chief of the Lanao del Norte provincial police office, said in an interview Thursday that they are now investigating the murder of Dr. Dreyfuss Perlas.

Perlas, a native of Aklan, was the municipal health officer of Sapad, Lanao del Norte who was shot to death by still unidentified gunmen.

Olaguera said they are now collecting his belongings that could led help solve the crime.

“We have gathered evidence including his phone which we are submitting to the [Philippine National Police’s] Anti-cyber Crime Group,” he said in an interview with local media Thursday.

He said the investigation will focus on the report that Perlas had a heated argument with a patient or relative of a patient in Bontilao Country Hospital in Barangay Maranding, Lala, Lanao del Norte.

Olaguera said the victim was driving a motorcycle and was on his way to his residence in Maranding when motorcycle-riding men drove beside him and shot him hitting his lungs, causing his death.

What happens if we have the worst barangay captains in our city? How could the barangays accomplish if the barangay captains would just squander the money of their barangays for travel?

There is an urgent need to have strong barangay captains who are truly empowered and, more importantly, committed to the highest ideals of integrity,

dedicated public service and organizational efficiency.

Foremost of these values is honesty.

A barangay captain should at all times be a model of uprightness. From the simplest duty to the most complex responsibility, a barangay captain should exercise utmost sincerity.

He or she should never commit any act which goes against the ethical standard of government service.

Honesty also implies transparency. In dealing with their constituents, he or she should furnish all pertinent information, except when such revelation is legally prohibited.

In the quest for the most responsive barangay captains in the different barangays of the city, City Mayor Celso G. Regencia has laid a groundwork for barangay project implementation.

The good mayor seeks to prepare the city’s barangay executives in assuming a more developmental role, that would steer the wheel of progress towards a direction envisioned in their development blueprint.

Sad to note, however, that majority of our barangay captains are not doing their duties as chief. Instead, they have acted unbecoming. We have found out lately that many of them are corrupt, ineffective and inefficient.

They have squandered the people’s money instead.

Good governance in the lowest local government unit is dependent on a strong barangay executive. As some say, one can craft the most balanced organizational structure and formulate the most precise processes and procedures in order to carry out barangay governmental functions, however, all of these will be useless if the professionally trained and educated barangay captains are not there to energize the structure and make the processes and procedures work.

It is then absolutely necessary that those corrupt, incompetent and ineffective and people’s money squanderers should be jailed, of course, after due process of law. Agree or Disagree?

Eagles NMR1 hold one stop shop for license to possess guns

MORE than 300 people were grateful to the Fraternal Order of Eagles (Philippine Eagles) NMR1 Region for facilitating a one-stop shop for license to own and possess firearms for three days this week.

The activity, which was held at Buffalo Restaurant in Cagayan de Oro City, ran from March 1 to 3, 2017.

There were three batches who availed of the one-stop shop processing, one for each day.

Processed during the event were the notarized application form, National Bureau of Investigation (NBI) clearance, police clearance, neuro-psychiatric clearance from the Philippine National Police (PNP) Regional Health Services 10, drug test and certificate of gun safety and responsible gun ownership seminar.

Participants brought with

them their NSO birth certificate, proof of billing, one government identification card and proof of income.

According to NMR1 Gov. Anjun Gomez, participants are expected to get their license to own and possess firearms in two weeks’ time. “It will spare them the hassle of going to various PNP units to secure these clearances. What we are doing is a big help to them,” Gomez said.

Those who attended the seminar were both Eagles and non-Eagle members, the most prominent of which was Misamis Oriental Gov. Yevgeny Vincente Emano.

Another big project of NMR1 will be the release of 200,000 fingerlings of bangus at Sta. Ana River in Tagoloan, Misamis Oriental this Saturday.
