PHL should exercise sovereignty, assert rights on Benham Rise Since Benham Rise is part of Philippine territory, Filipinos must exercise their sovereignty over the area and assert their rights.

As defined by National Geographic, “no take zones” are areas set aside by the government where no extractive activity is allowed.

Extractive activities include fishing, hunting, logging,

mining, drilling, and shell collecting.

“Benham Rise is part of Philippine territory. We must exercise our sovereignty over this area and assert our rights,” she stressed.

According to earlier studies, Benham Rise, a 13-million hectare extended continental shelf located east of Luzon, is a resource-rich area and the only known

Army remains on high alert as NPA celebrates 48th anniversary DAVAO CITY --The Philippine Army in Davao region and portions of Southern and Central Mindanao remained on high alert as the New People’s Army (NPA) rebels commemorated their 48th anniversary Wednesday.

Captain Rhyan Batchar, chief information officer of the 10th Infantry (Agila) Division, said all their units were ordered to be on high alert for possible attacks and atrocities by the communist rebels in line with their anniversary celebration.

“There is no suspension of military operations. No order has been issued on this from the higher command,” Batchar said.

He also urged the NPAs in the area to “assemble peacefully during your celebration” without any violence.

Batchar added that the rebels should not force or intimidate civilians in villages to come out and join their celebration.

The National Democratic Front (NDF) in Southern Mindanao Region , in a statement sent to the media here Wednesday, said that “people are joining the 48th anniversary of the NPAs to advance the peoples’ war amidst the changing political landscape in the country.”

Kin of slain policemen in Bansalan ambush gets assistance from ECC DAVAO CITY -- Families and kin of the four policemen killed in the ambush in Bansalan got their assistance from the Employees Compensation Commission this morning (March 29) at Seda Hotel.

129 nabbed as Tagum toughens anti-smoking drive The Local Government of Tagum has arrested 129 violators of the antismoking ordinance as the Anti-Smoking Task Force, intensified its drive against smoking and vending of tobacco products in public and critical areas in the city.

Pursuant to the City Ordinance No. 703 passed in 2015, which regulates the use and sale of cigarettes and other related products here in accordance with the Tobacco Regulation Act of 2003, the Anti-Smoking Task Force conducted surprise inspections to stores and establishments, and series of patrolling to major areas and thoroughfares of the city along with massive information dissemination to ensure full-compliance of the local smoking ban.

From January to March 29, 2017, eight (8) stores and 121 individuals, of whom 24 are non-residents of Tagum City, were caught violating the ordinance by either using or selling cigarettes

in prohibited places. Said violators were given citation tickets and a 3-day period to pay the penalties charged depending on the degree of offense committed.

First-time offenders will be given the penalty of P 1,000; second offense is fined with P 2,500 and third or subsequent violations are charged with the penalty of P 5,000. Violators who will fail to pay the monetary charges will be subjected to imprisonment from one to four months at the discretion of the court.

Included in the prohibited areas are schools and public buildings, terminals, restaurant and food chains, internet cafes, parks, cemeteries, gasoline and LPG stations, hospitals and clinics, sidewalks and city streets, among others.

Environment group urges PAMB to reconsider reopening of Mt. Apo DAVAO CITY-- Environmental group Interface Development Interventions (IDIS) will ask the members of the Mt. Apo Natural Park – Protected Area Management Board (MANP-PAMB) to reconsider its decision to reopen Mt. Apo for trekkers next month.

Chinkie Pelino-Golle, IDIS advocacy coordinator, said her group will attend the meeting of MANP-PAMB on April 5 to convince the board from reopening all the trekking trails to mountaineers because Mt. Apo has yet to recover from last year’s fire.

“We will try to be there and convince them to change their minds. We oppose the reopening kay wala pa nakarecover ang nasunugan na area (because the burned area of the mountain has not yet recovered),” PelinoGolle said in an interview Wednesday.

In a resolution last week, the members of MANPPAMB unanimously agreed to reopen Mt. Apo because the livelihood of the people living within the area has been affected by the indefi-

Pelino -Golle, however, admitted that the DENR has no power to reverse the decision of the management board because under the National Integrated Protected Areas System law, PAMB has jurisdiction over a protected area.

Davao City dad lauds success of LTO caravans in far-flung areas DAVAO CITY – A city councillor lauded the Land Transportation Office (LTO) for its successful caravans in the city’s third district that resulted to the issuance of 1,340 driver’s licenses and student permits.

Councilor Jesus Joseph Zozobrado, who organized the series of caravans in Marilog and Baguio Districts, said on Tuesday the initiative helped rural folk get their driving licenses without going through long queues at the LTO main and satellite office in downtown Davao.

Zozobrado is expecting more success of future caravans dubbed as LTO Mobile Registration and Road Safety Seminar.

He said the third batch of the LTO Mobile Registration and Road Safety Seminar will be conducted in Calinan District on April 22.

Zozobrado urged residents to avail of these services right in their districts instead of going to the city proper.

Among the services offered by the LTO are student permit issuance, drivers’ license renewal, motor vehicle and motorcycle registration renewal and motorcycle driver’s road safety awareness seminar and orientation.

In Marilog District alone,

LTO has issued 26 driver’s licenses and 426 student permits. It also issued 60 medical certificates and 60 motor vehicle registrations.

In Baguio District, it issued 68 driver’s licenses and 820 student permits, 962 medical certificates and 124 motor vehicle registrations.

The two LTO Caravans did not only made the application and issuance of the LTO permits and licenses easier for third district residents. It also proved to be a successful income-generating activity for LTO as it earned as much a PHP598 , 374.00 (PHP392 , 000 in Baguio District and PHP205 , 554 in Marilog District).

A total of 1,823 residents, 1,100 from Marilog District and 723 from Baguio District, were able to attend the road safety seminar as part of the LTO Caravan.

The LTO Caravan project, which will continue up to November this year, will benefit 82 barangays of the third congressional districts as well as the five administrative districts namely Baguio, Calinan, Marilog, Toril and Tugbok.

PDIC to pay depositors of the closed Rural Bank of Goa (Camarines Sur), Inc. starting April 3, 2017 The Philippine Deposit Insurance Corporation (PDIC) will service the deposit insurance claims of depositors of the closed Rural Bank of Goa (Camarines Sur), Inc. on April 3-4, 2017, 8:00 AM to 5:00 PM. Claims of depositors of the Head Office will be serviced at the bank’s office premises located in San Jose (Poblacion), Goa, Cama-

rines Sur. Meanwhile, servicing of claims for the Pili Branch will be conducted at the branch located in San Vicente, Pili (Capital), Camarines Sur. F i l i ng of cl ai ms is waived for depositors with valid deposit balances of PHP100,000 and below; who have no obligations with the bank, have not acted as co-makers of these obliga-

tions, are not spouses of the borrowers, have updated and complete mailing address in the bank records or through the PDIC-provided Mailing Address Update Form (MAUF), and have not maintained the account under the name of business entities. Postal Money Orders (PMOs) will be sent to said depositors at their respective mailing addresses.

Benham Rise is an undersea territory located east of Luzon. It includes a 13-million hectare extended continental shelf validated in 2012 by the United Nations’ Commission on the Limits of the Continental Shelf (UN CLCS) as the Philippines’ newest territory.

This expanded the original region from 11.4-million hectares to 24.4-million hectares -- just under the total land area of the country, which currently stands at 30-million hectares.

The Philippine government has conducted numerous expeditions in the area to study its resources. In May 2016, Oceana Philippines joined government scientists from the Bureau

of Fisheries and Aquatic Resources (BFAR), plus the University of the Philippines, Philippine Coast Guard (PCG) and Philippine Navy (PN) for an expedition to Benham Bank -- the shallowest portion of the Rise.

The expedition team reported an astounding 100 percent coral cover in the surveyed area -- extremely rare in the country and perhaps the only one -plus a diverse assemblage of marine resources.

Marine scientists also documented a vast “ mesophotic “ or deep-sea reef ecosystem at minimum depths of 50 meters, which experts cited as a potential source and refuge for shallow reef fish and other marine organisms that can be affected by climate change.

“With 100 percent coral cover , Benham Rise is possibly the only place left in Philippine waters in such a pristine state. Further research should be done to ensure that the area is developed sustainably ,” said Ramos.
