DPWH submits list of completed DRRM body plan infrastructure projects in Oro updates for NorMin CAGAYAN DE ORO CITY – Some infrastructure projects undertaken by the Department of Public Works and Highways (DPWH) in Cagayan de Oro have been completed.

This is based on the monthly status report of various construction projects submitted by the DPWH2nd District Engineering Office to the Office of City Mayor Oscar Moreno copy

Tebow Cure Hospital in Davao already serves 700 kids DAVAO CITY -- After almost a year since it started operations in Davao, the Tebow Cure Hospital has already served 700 kids with orthopedic conditions.

Dr. Time Mead, national medical director and orthopedic surgeon, said it has always been their goal to reach out to many children in Mindanao. “We have treated children coming from the different parts of Mindanao,” he said.

The Tebow Cure Hospital specializes in pediatric orthopedics providing treatment to children with conditions like knock knees, bowed legs and neglected clubfoot. Their treatment is on charity.

Tebow Cure HospitalDavao is first in the Philippines and in Southeast Asia. Mead said he works with CURE International and other several donors.

He said they evaluate at least 30 children and conduct 10 to 15 operations weekly that are handled

by Mead and two other surgeons.

Mead said a club foot condition for paying patient would cost about PHP60,000 but kids of poor families get it for free.

The hospital also conducts outreach clinics in other cities in the island and will run mobile clinics as part of its future plan, he said. “We treat children with (orthopedic) condition of ages 0 to 18 years old and assist each child if we know we can help,” he said.

Mead said the hospital has so far shown good performance and “we plan to expand our hospital so that we could treat more.”

“If we can put up another floor then we have additional rooms to accommodate more kids,” he said. He said they aim to reach 1,000 operations/ treatment on their second year.

Davao vice mayor asks BFP to closely monitor Mt. Apo fire D

AVAO CIT Y -Vice Mayor Paolo Duterte has asked the Bureau of Fire to strengthen monitoring of Mt. Apo and help all other teams contain further spread of the fire.

The vice mayor was concerned the forest fire will also damage the Talomo watershed, which is the source of the city’s water. The fires already affected more than 300 hectares of Mt. Apo. Harry Camoro, spokesperson of the Mt. Apo operating team and executive officer of the Davao del Sur Provincial Risk Reduction Management Council (PDRRMC) has clarified the fire has not ye t re a ch t he Ta l om o mountain range in Davao City.

Camoro said the fire is already contained in one

area of Davao del Sur side and teams have already established a 100-meter fireline within the Sta. Cruz trail.

This developed as over 250 government rescuers and volunteers have reached ground zero and more teams are on deck.

One fire team composed of 65 personnel of Davao City’s Central Emergency 911 left for Davao del Sur on Monday night to help. Team led by Central 911 chief Emmanuel Jaldon took the Davao del Sur trail.

Another team was scheduled this morning.

On Tuesday, the Super Huey aircraft from the central command in Cebu City has conducted heli bucket over affected area.

Operation Superintendent Edward Ragaza said the Huey rescue helicopter already made 13 rounds over Mt. Apo to pour water into the affected area but operation stopped in later afternoon due to fog.

Ragaza said they were able to pool firefighting tools and food for all volunteers and rescuers for the first wave of operation.

A second wave will be in the area on Wednesday.

Meanwhile, Kidapawan City Tourism Officer Joey Remicilla, who also heads the Eco-tourism Committee of Mt. Apo Natural Park, said the fire has been contained in the Cotabato side but 200 manpower are still on board mopping up and doing fire breaks.

“Situation still critical due to changing wind directions,” he said in a text message.

The 200 volunteers are composed of KidapawanMakilala-Magpet porters, mountain guides, DENR, mountaineer group and the Bureau of Fire (BFP) team.

Remicilla said Mt. Apo is technically closed due to the incident. Kidapawan city government is however mulling on a three-year closure for the rehabilitation of the mountain.

DA 10 director Lealyn A. Ramos said she was elated that the CPAR communities in the region have started venturing into so-called value-added food and non-food products to diversify their income, thereby creating sustainable livelihood.

For these efforts, the CPAR communities were all recognized through the conferment of outstanding CPAR farmer-organizations,

outstanding provincial and municipal local government units and ten outstanding agricultural extension workers. Not one of the 16 CPAR communities went home emptyhanded.

Ms. Ramos said that since 2005, the CPAR communities here have evolved through the years because they are now producing product lines such as food crunchies, chips,

kakanins, milk, soap and other products made with corn, sweet potato, white potato, soybean, adlay and others.

“We are backing our farmers up through trainings and support on production, postharvest, technologies, market linkages, among others,” she said.

CPAR is also being supported by the department’s Bureau of Agricultural Research.

Journalists had this preconceived responsibility of helping the people choose and elect the right leaders for the country in every elections. Well and good for it delivers viable results.

It is quite valuable to note that in the past electoral exercises, media’s warning fell on the candidates – like exposing their vote buying activities, but today, media has carried on a more important task of educating the electorates. Also, an old practice, barangay chairmen or officials use their positions or government resources to support campaigns of candidates of their choice.

This must stop.

In the last elections, media urging compelled a DILG office in Davao to publicly declare that barangay officials cannot openly support local or national candidates and are not allowed to use their barangays’ funds and resources such as vehicles

for electoral campaigns as they are supposed to be nonpartisan. The Omnibus Election Code clearly states that no person running for barangay office shall represent any political party or any other organization.

In today’s Philippine politics, there are more politicians than statesmen. Willy politicians do not fear and argue, they dictate and impose. He is conceived as a leader to his followers because of patronage. His ability to build a consensus is through money and coercion, staged popularity and domination. His only vision is how to perpetuate power and influence of his position.

There are now groups of voters selling their votes to candidates. Whichever candidate is willing to pay more, gets the votes. If people sell their votes, this means there is a desperate need of money, joblessness is one reason, economic instability is another.

In vote-buying, voters may or may not need money, but in vote-selling there is a desperate need for money.

Those who sell votes, approach politicians and set the conditions. They are now demanding from the candidates.

Another disturbing development is the pronounce-

a future that is becoming uncertain again.

At the back of their mind, they see this country as not wanting genuine and permanent peace at all.

This commemoration of the Comprehensive Agreement on the Bangsamoro is not spared from mockery and opposition. There are those who see no need, meaning and wisdom over this commemorative event.

For them, the non-passage of BBL totally diminishes the value of the CAB. There may be germ of truth to this opinion. We are all agreed that without the BBL, the CAB will never be fully implemented.

While some aspects of CAB can be started, yet we will never agree that we just only observe the ceasefire and socio-economic initiatives without seeing the fulfillment of the political track. Without the BBL, the CAB can never become the solution to the Bangsamoro Problem or Question.

At this juncture, a question has to be asked: Who caused the non-passage of the BBL in Congress? Many explanations, nay alibis, were offered, but the truth of the matter is that the vested interests groups caused the defeat of the BBL in Congress. They all ganged up together and worked their way triumphantly. Who are they? They are those who are insatiable with wealth and power, and those still enslaved by religious bigotry.

Given this situation, and I would say it is a worrying situation, there are actually only three options left for the MILF and the Bangsamoro: one is to do away with the peace process and revert to armed struggle; or to pursue further the peace process, the BBL especially; or not to do anything at all.

Nowadays, one can be easily swayed by emotions, rhetoric and agitations.

There are calls for war, as well as the passive acceptance of this fate of the BBL by some sectors. The MILF chooses neither of the two options.

Instead, we are more determined to assert the full, unconditional implementation of the CAB, especially the enactment of the BBL. This is a commitment of the Government of the Philippines, whoever becomes its Chief Executive in June 30.

This is a commitment that we will ask from all the organs of the Government of the Philippines which, in its entirety, is the signatory to the CAB, in the same manner that the MILF, also in its totality, is a signatory to that historic agreement as well.

In commemorat ing the CAB today, I take this occasion to appeal to all Bangsamoro, the migrant communities, the indigenous peoples and the Filipino nation in general NOT to take for granted the value of the CAB. The CAB is very much alive. Even though

we suffer the setback in the BBL, it is not the end of the road. It was the BLBAR that died, not the BBL that is based on the CAB. I also take this opportunity, and I do hope it would reach them or their campaign strategists at the very least, to appeal to all our presidential candidates and senatorial aspirants to take their unequivocal stand on the CAB and the BBL. You will surely inherit this political problem. We urge all of you to clarify to us the policy that your administration will pursue vis-à-vis the CAB and the BBL. The Bangsamoro votes may pale in comparison to the votes of Christians, but even a single vote can make a difference.

Many of us shed tears when the CAB was signed, something hardened warriors never do in public and rarely in private. But the CAB is the summation of all our aspirations and emotions. Now that our legitimate grievances and aspirations have already been recognized and affirmed not only by the Government of the Philippines but by the nations of the world, do we have to stop in our struggle just because the moment is not favorable to us? No, and I personally urge everyone to “Stand Up for Peace! Long Live the Comprehensive Agreement on the Bangsamoro”!

DOLE-Caraga had so far conducted three Industry Wide Assessments (IJAs) in Nasipit and Las Nieves towns in Agusan del Norte on February 15 and 18, 2016, respectively, and in Tandag City, Surigao del Sur on March 8, 2016.

These activities were initiated to assist the establishments to be compliant with Labor Standards

and Occupational Safety and Health. For the Wage Board, it provided technical assistance on facility evaluation and other services. The participants were oriented on how to improve productivity in their respective businesses.

Eighty establishments in the three IJA activities were assessed and will be issued Certificate of Compliance after evaluation by the labor law compliance officers. RTWPB-Caraga also provided application forms to interested establishments for the conduct of facility evaluation after submission of requirements.

Aside from conventional jobs, college graduates can also venture into the world of outsourcing. They can do it in contact centers which employ graveyard jobs or they can do it in their own home. They can also venture into small businesses.

DTI is prepared for that, too. And Tesda offers short courses for those who are interested to venture into skills-based jobs. And then there are also opportunities abroad. Or else, one may opt to enlist in the military or the police after graduation.

If you want to provide more opportunities to the young ones, you shouldn’t

only provide them with education. You also need to combine education with interventions for entrepreneurship and employment is the right way to go. This message emerges not only from impact evaluations but also from experiences on the ground and case studies of non-governmental organizations.

This is the 8th year that SM has supported the world’s largest public campaign for the environment.

This year’s theme, “Shine a Light on Climate Action”, reiterates Earth Hour’s goals of not only getting public support for climate change mitigation and adaptation but also getting individuals and groups to do their share beyond the hour of the symbolic switching off of lights.

SM’s main switch off event was held at the Fountain area of the Mega Fashion Hall in SM Megamall in Mandaluyong City. The celebration was led by celebrity superstar, Anne CurtisSmith; Leandro Leviste, President of Solar Philippines; Mandaluyong City Mayor Benjamin Abalos, Jr.; Climate Change Commissioner Vernice Victorio and WWF Vice President Chrisma Salao.

3 mountaineers behind Mount Apo fire?

COTABATO CITY - Three unidentified mountain climbers who stayed at the peak of the country’s highest mountain were believed to be responsible in the bush fire that escalated into a forest fire at Mt. Apo, according to a group of bikers and trekkers from Cotabato City who witnessed the start of the fire from a distance.

Members of the Cotabato All-Terrain Bikers Association (CATBA) said they believed the fire actually started at the peak where there were three campers who cooked food on Saturday afternoon.

Tutin Sapto, CATBA founding member, said he personally witnessed the start of the unfortunate incident and took pictures from afar after they set up tent in the lower portion of Lake Venado.

“We were told there were three climbers who set up tent at the peak and cooked and left not knowing there was still fire,” Sapto recalled being told by other mountaineers.

Sapto said he and his colleagues expressed desire to help put out the fire, “but we were prevented from going there. We panicked and in dismay while watching the fire eating up a large portion of the peak,” he said.

They arrived at a camp on the Kapatagan side of the mountain in the afternoon of Good Friday and slept there, then climbed to the peak before dawn on Saturday so they could witness the sunrise.

As part of every mountaineer’s tradition who climbs Mt. Apo, the group went down to Lake Venado on the other side of the peak Saturday afternoon to set up tents.

MAMBAJAO, Camiguin – The Island’s bold move to bid to the ASEAN Centre for Biodiversity (ACB) to be included among the finest protected areas in the region paid off when Mts. Timpoong-Hibok-hibok Natural Monument (MTHNM) was declared as the 8th ASEAN Heritage Park (AHP) in the Philippines during and the 3rd in Region 10 during the Ministerial Meeting in Hanoi, Vietnam in October 2015.

The declaration, according to Oliva is a first in many respects, “This is the only heritage park with recommendation coming from the local government unit (LGU) and a manifestation of success when the DENR and the local government units (LGUs) are seeing eye to eye, passionately pursuing one vision to protect the biodiversity and surrounding natural resources.”

Oliva said MTHNM meets the criteria for exemplary uniqueness, completeness, and richness in biodiversity.

DENR rated the protected area with high level endemism, with diverse flora and fauna life. Various endemic species as birds, rodents, amphibians, medicinal trees, dipterocarps, rattans, and ferns have been discovered and identified inside the MRHNM. It has a total strict protection zone of 2,227 hectares and a buffer zone of 1,422 hectares.

The local communities within the buffer zone acts as the social fence of the natural monument.

The MTHNM, being a watershed for the whole island, is the source of water for domestic and agricultural uses. Its geo-physical features which include waterfalls, cold, hot and soda springs, mountain lakes and distinctive rock formation have high ecotourism value.

Sapto said that they were scheduled to leave the next morning, on Easter Sunday. They were supposed to climb back to the peak, then follow their trail back to Kapatagan where they started their climb, because

policy requires that mountaineers should exit where they began their climb.

But because of the fire, they were told by climbing guides that they should divert their route and exit immediately through the Mandarangan trail in the Kidapawan-Makilala-Magpet eco-triangle.

Natural Park – Protected Area Management Board, said when there is a reported fire, protocol requires all climbers to take the nearest and safest entry, which in last Saturday’s case was via Kidapawan.

“To be honest, when we were at the peak, the surrounding was really dry and brown, although occasionally there were fogs,” Sapto said.

He said the fire from the peak has spread toward Digos City side of the mountain heading toward Kapatagan trail.

“How sad some climbers were irresponsible and were not careful in their acts. Climbing should be accompanied by responsibility,” Sapto lamented.

More than 300 hectares have already been eaten by fire as of Wednesday in a large swathe of the eco-park and is now starting to engulf a watershed area in the Talomo District in Davao City.

Firefighters from Davao City’s Central 911 and volunteers from nearby towns surrounding the highest mountain have trooped to the area, and the Philippine Air Force sent equipment and personnel and immediately initiated efforts, but the efforts are apparently still not enough due to the huge extent of the fire and the very dry situation because of the prolonged drought that could easily help escalate the fire.

San Fernando, Bukidnon – Sitio Kiranggol, Barangay Dao, is roughly a 6-hour open-trail climb into the rain forests of San Fernando.

The Department of Social Welfare and Development (DSWD), together with the Department of Education (D epED) and National Commission for Indigenous Peoples (NCIP), lead the joint site validation of a proposed 3-classroom school building to be constructed through the Kapit Bisig Laban sa Kahirapan Comprehensive and Integrated Delivery of Social Services - National Community Driven Development (Kalahi CIDSSNCDDP). This is part of the Whole of Nation Initiative intervention for Lumads in El Niño affected areas, particularly in the Province of Bukidnon.

Kiranggol (Kiranggel) means a “place of convergence” where other tribes meet to do trade or festivities, this according to Alde “Botsoy” Salusad, the sitio’s peace keeper and whose family ancestry claims the land.

San Fernando, Bukidnon is home to two indigenous tribes the Matigsalugs and Tigwahanons.

Ki r ang gol h a s b e e n reportedly marred by past insurgent influences and gold mining. According to residents, the sitio used to have a lot of residents and mine workers – chaos then escalated which drove out the

residents and workers, a few came back to the community.

In a conversation with “Commander Botsoy”, he said that the community that now thrives in Kiranggol has only been around for three years. The young community already boasts of some businesses in the area despite the fact that the sitio is only accessible by trekking through open-mountaintrail – and only by humans.

Even horses would have a difficult time traversing the cliffs and the steep peaks. In Kiranggol, there are sari-sari stores, a karinderya, billiard halls, and … karaoke houses.

Supplies are brought to the place by “haulers” and usually one hauler can carry about a 50 kilogram load at the very least – and will charge about 500 pesos to a thousand (or more) depending on the load.

So expect the high prices of the commodities – to give you an example, a 1.5 liter softdrink would then cost 150 pesos.

The place is powered by electricity generators or dynamos; they switch on lights at 5:00 in the afternoon until 9:00 in the evening, and 4:00 – 6:00 in the morning.

The community pays about 10 pesos per day for the community electricity while some residents have their own electricity generators, and for a fee you may charge some of your gadgets – yes, there are certain spots in Kirang gol wit h mobi le

network connectivity.

About 2 kilometers before reaching Kiranggol, there is also a spot they fondly call as “signalan” or a place with mobile network signal. There, trekkers may stop and rest, as well as text or call – this is the only place with mobile network connectivity along the 6-hour walk.

As the team trekked the treacherous trails, DSWD 10 Regional Community Infrastructure Specialist Engineer Roel Jumao-as spoke with the team on the possibilities of materials hauling when the actual construction of the school building will start. To haul a bag of cement would actually cost around 500 pesos each.

However, Engineer Jumaoas is both hopeful and determined, “kung mabuhat nato ning school-building diri sa Kiranggol, walay rason nga dili nato mabuhat sa ubang dapit (if we can build the school-building here in Kiranggol, there’s no reason we can’t make it in other areas).”

Tiring as the trek and climb was, the satisfaction of reaching the sitio was over whelming – people welcomed us with smiles and a warm meal. There we met the residents who congratulated us on surviving the trek. One even commented “pasensya na sir, walay medalya diri sa finish-line (sorry sir, there is no medal here at the finishline),” catching my breath – I

could only muster a smile.

Good thing they already have a water system in place.

The Dreamers DSWD - Kalahi CIDSSNCDDP embraced a warm welcome from the Lumad children of Sitio Kiranggol during the site validation for the construction of a threeclassroom school building in the sitio. Kiranggol parents and children alike were delighted to know of the project and have high hopes that their community can now have formal education in their sitio.

Mitze Antian, Grade 3; Nistle Genlisa Mae Baculao, Grade 4; and R os e ann Antian, Grade 4, are pupils of Dao Elementary School in Barangay Dao, San Fernando, Bukidnon. The three dreams of becoming a doctor, a police officer, and a teacher respectively.

The grueling 5-hour mountain trek to their school makes it difficult for them to dream big. Mira Ombo is a parent of four children; Ling-ling who is now in grade 4, Ian in Grade 1, while Anelyn and Mayan, are in daycare.

Mira says that her main sources of livelihood are “mag tanom og kamote, lutya, ug uban pa, usahay manglampas (planting crops like sweet potato and yautia, and others, sometimes I mow fields).”

Mira also is delighted with the construction of the school building, “maayo kaayo nga naa nay eskwelahan, nalipay ko, makaayo kini para sa mga kabataan, dili na namo ipadala sa sentro sa Dao ang mga bata para lang makaskwela kai naa na diri (this is good that there will be a school, I’m happy, this will be good for the children, we don’t have to send our children down to Dao just to go to school because we’ll have our own here).”

Botsoy Having read stories about Commander Alde “Botsoy” Salusad tells of a horrifying past. However, we met a completely different man during our visit – far from the stories we have read.

C o nv e r s at i o n s w i t h residents gave us another picture of Botsoy, one resident narrates a tale when Botsoy spent an almost sleepless night fixing the leaking water pipes on their water system only to be awaken the next morning seeing the pipes chopped by a drunk. Instead of showing rage – Botsoy asked the culprit to pay a

tribute of a dozen chickens, and fixed the pipes again.

Perhaps this is the reason why one can’t find liquor being sold in the sitio.

Botsoy narrated to us the origin of the name Kiranggol, he said that it was also known as “Maupya” meaning “good” because the early settlers were good people.

Botsoy addressed his fellow Lumads during the site validation and sitio assembly, “kini na gyud ang katumanan nga atong ipangandoy sa mga bata nga matukuran na gyud tag pormal nga skwelahan diri, gikan sa kalisod nato, pag-NPA nato sa una, pagsurrender nato --mao kini akong pangandoy nga maedukar kita, dili nata magsugot nga dili kita maedukar (this will be the fulfillment that we dream for our children that there will be a formal school here, from our hardships, when we were still with the NPA until our surrender, this is what I dreamed of, that we will be educated, we won’t allow that we won’t be educated).”

Botsoy continued “tungod kai ang mga Lumad wala naedukar, pirme gyud mailad sa mga daotang elemento, gamay ra nga mga pasalig m a d a l a d ay on s a m g a dautan nga idolohiya, mao nang pangandoy nato nga maedukar gyud ang mga Lumad (because Lumads are not educated, we are always prone to bad elements, with just a little promise – we get carried away with bad ideology, that’s why I dream that Lumads will be educated).”

Engr. Leon Dacanay Jr., NEDA regional director, said the forum is part of their regular activity to further improve the awareness of the general public about the economic situation of the region.

In the media forum, NEDA-X bared that the region performed well in terms of agricultural and fishery production, trade and investments, and revenue collections.

Engr. Cecilio Y. Clarete, chief economic development specialist, said palay production posted 1.6 percent growth from 713,764 metric tons (MT) in 2014 to 725,120 MT in 2015 because of huge production during the last quarter of the year due to the seed and fertilizer subsidy program under the “plant now pay later” scheme.

Despite the minimal decrease in the value of corn production due to decline in farm gate prices, the total volume of corn produced in the region in 2015 increased to 1,216,302 MT or 1.7 percent higher than the production in 2014 as both yellow and white corn registered increases.

The region’s fishery sector also registered positive performance during 2015 posting 3.4 percent growth from 158,212.73 MT in 2014.

Favorable yield was noted for both the commercial and municipal fisheries. Aquaculture also fared well although fish caging and seaweeds production decreased due to inavailability of marine bangus fry and warm weather, respectively.

Similarly, NEDA-X noted surge in investments during the year. Total investments reached P28.39 billion in 2015, higher by 65 percent compared to the P17.19 billion generated in 2014. The energy sector comprised more than half of the annual regional investments sharing 62 percent or P16.64 billion.

These included construction of power plant in Manolo Fortich and Maramag, establishment of 165 MW coal fired power plant in Balingasag, completion of hydro power plant in Villanueva, and construction of building facility for an energy company in PHIVIDEC, Villanueva.

Regional tax collections also breached the P10 billion mark in 2015. Reports from the Bureau of Internal Revenue showed that a total of P10.329 billion was collected in 2015, up by 13 percent from the P9.150 billion tax collections in 2014.

Meanwhile, NEDA-X is seeing a downward trend in agri production in the first quarter of the year because of less planting activities due to the dry spell.

But Clarete is confident that the region will maintain its performance in 2016. He said the national elections may slightly offset the side effects of the dry season.

“Since its election year, we expect more investments and more expenditure that would generate opportunities for alternative employment,” he said.

NEDA-X regularly monitors the regional statistics to

to the province’s growing Micro, Small, and Medium Enterprises (MSMEs) in starting their business and open opportunities for their potential expansion as it inks another Memorandum of Agreement (MOA) with Maramag local government unit (LGU) for the establishment of a Negosyo Center in town.

Under the MOA, both parties agreed to work handin-hand in promoting ease of doing business and in facilitating access to services for local entrepreneurs through the Negosyo Center.

LGU Maramag shall provide a space for the Negosyo Center, assign a staff to man the center and facilitate the delivery of services, as well as conduct regular monitoring on the effectiveness of the services in the center.

DTI on the other hand shall provide the funding assistance for the renovation of the area, equip the LGU staff to be assigned in the Negosyo Center with the necessary skills in business consultancy and advisory services to MSMEs, prepare the Manual of Operations, promote the services of the center, assist in the generation of business information and industry data relevant to the needs of MSMEs, and provide technical support to capacitate the LGU, including prospective partners to sustainably manage and operate the center in accordance with the objectives of the Negosyo Center.

Promoting entrepreneurial empowerment DTI Provincial Director Ermedio J. Abang said, under the collaboration, MSMEs can also participate in community trainings that can further help them get started, grow, and contribute to the economic progress for the province and the country.

“Through the Negosyo Centers, doing business is made easier for existing or startup entrepreneurs by centralizing business registration, business advisory and information services for product development, and networking opportunities.

The NCs also offer seminars and training, marketing linkages, links to financing support, and investment promotions—all inside one facility,” he said.

In the area of financing, the Negosyo Center will pool financing institutions that can readily assist entrepreneurs, Abang added.

The fleeing rebels accordingly fired their guns indiscriminately, hitting a house owned by a resident identified as Mrs. Jelly Rose Molina Vadueza.

Police investigation disclosed that at 7:00 a.m. yesterday, the rebels set up their checkpoint at a road in the area and forcibly flagged down every passing vehicle.

The residents in the area reported the incident to the police, which immediately dispatched some teams to respond and verify the said reports.

The police and their c ou nt e r p a r t s f rom t h e Philippine Army are now conducting hot pursuit operations and have restored the easy flow of the traffic in the said area.

Meanwhile, an NPA rebel died and a AK 47 rifle was recovered as another encounter sparked between the remnants of the rebels and the government troopers belonging to the 401st Infantry Brigade at a hinter village of Barangay Bangonay, Jabonga in Agusan del Norte on Sunday afternoon.

Army sources said that the government troops were tracking down the same NPA group they encountered a few days ago at the outskirts of Jabonga and Kitcharao towns of Agusan del Norte.

The Army said that this was the 20th armed engagement since last month that had already resulted in the death of at least three NPA rebels, the recovery of an M14 and 6 AK 47 rifles, 4 landmines, four hand held radios, 17 rounds of 60mm, 5 rounds of 81mm mortars and NPA belongings including subversive documents with high intelligence value.
