Another arrest issued vs self-confessed ‘Davao Death Squad’ hitman Matobato DAVAO CITY – Another warrant of arrest was issued against Edgar Matobato, a self-confessed Davao Death Squad (DDS) hitman, over a kidnap-for-ransom case that happened in the Island Garden City of Samal in 2000. Panabo City, Davao del Norte Regional Trial Court (RTC) Judge Dorothy P. Montejo-Gonzaga issued the warrant of arrest for Matobato and his cohort Sonny Custodio for allegedly abducting Salih Makdom in exchange for PHP100 , 000. The case is non-bailable, according to the arrest warrant issued on Monday. Makdom was identified by Matobato as the terrorist whom then Davao City mayor and now President Rodrigo Duterte allegedly ordered to be abducted. Matobato made the claim during the Senate hearing on extra-judicial killings last year. In the affidavit-complaint of Makdom’s common-lawwife Mirasol Marquez, she said the victim was abducted
Matobato
by Matabato’s group in exchange of money. Marquez said Makdom called her on November 9, 2000 asking her to produce PHP3 million ransom money and to drop it in one of the malls along Ilustre Street, Davao City. She said the ransom was received by a man, who appeared to be between 20 to 30 years old. Despite the ransom payment, the suspects did not release the victim, prompting her to seek assistance from the National Bureau of President Rodrigo Roa Duterte meets with Moro National Liberation Front (MNLF) founding chair Nur Misuari and See arrest, page A7

DAVAO CITY – Government agencies are set to ink a memorandum of agreement (MOA) for a unified fight against child abuse, particularly those left behind by Overseas Filipino Workers in the Davao region. Eduardo Bellido, Overseas Workers Welfare Administration (OWWA) regional director, said Tuesday their agency will work with the Department of Social Welfare and Development (DSWD) and Department of Justice (DOJ) to curb cases of abuse involving OFW children, including human trafficking. The MOA will be signed
on March 30 and will be witnessed by various stakeholders in the area, including top officials of the three agencies. Aside from the MOA signing, a program launch will also be held at the Ritz Hotel at Garden Oases here. “This is an intensified campaign to offer full protection to children left behind by OFWs in Davao City and the rest of the region,” Bellido said. The MOA will also enhance the campaign and coordination among the three government agencies in looking after the children of OFWs and defend them
against abuse and exploitation. OWWA Administrator Hans Leo Cacdac and Deputy Administrator for Operations Brigido J. Dulay will join the signing of the agreement as well as DOJ-11 Regional Prosecutor Janet Grace B. Dalisay-Fabrero and DSWD-11 Regional Director Mercedita P. Jabagat . Bellido admitted they faced difficulties in previous years in monitoring the status of OFW children, especially cases of abuse and exploitation against them. See ink, page A7
