German kidnap victim confirmed dead

DAVAO CITY — Authorities have confirmed the death of a 70-year old German national in the hands of the Abu Sayyaf in Sulu.

“We grieve as we strongly condemn the barbaric beheading of yet another kidnap victim, German Juergen Gustav Kantner in Sulu,” Presidential Adviser on the Peace Process Jesus

Dureza said in a statement.

The Abu Sayyaf had earlier warned they would execute the German national by 3 p.m. on February 26 if the ransom demand of 30 million pesos is not paid.

Gov. Cagas approves of larger budget for education and skills training

IGOS CITY, Davao del Sur – Governor Douglas Cagas has approved of a P40 million budget for the Educational Assistance Program (EAP) under the auspices of the Provincial Employment Service Office (PESO).

PESO Manager Rolly Impas said the EAP budget covers the tuition fees and miscellaneous expenses of the 3,229 scholars from across the province for the period of two semesters.

In a similar development, some 379 students

in Davao del Sur will also benefit from the Special Program for Employment of Students (SPES), who will be qualified to work for 20-70 working days during summer break.

The provincial LGU has allocated a budget of P2 million for SPES. The salary payment scheme will be shared by the provincial government (60%) and the Department of Labor and Employment (40%).

PESO Davao del Sur has forged ties with the Technical Skills and Develop-

ment Authority (TESDA) and (DOLE) as development partners towards an integrated learning and employment system.

These local development partners have worked shoulder to shoulder to generate large number of jobs focused to education and poverty reduction programs that help poor communities.

Governor Cagas has approved of another P2 million budget for the skills training program designed for the out-of-school youth

and unemployed adults.

This significant headway has made TESDA to push hard to creating opportunities in improving community-based skills training program that offers a convergence of various training in automotive servicing, carpentry, masonry, plumbing, electrical installation and maintenance, bookkeeping, bread and pastry production, hair perming and straightening, body massage and spa, among others. Opposition to sex education unfounded says PIDS study State think tank Philippine Institute for Development Studies (PIDS) disproved arguments against the sex education provision of the Reproductive Health Bill in a paper written by Michael Abrigo and Vicente Paqueo.

Critics of the RH bill have lobbied that age-appropriate health and sex education in schools will lead young people to have sex much earlier and will increase rates of sexual activity.

Abrigo and Pacqueo cited studies showing not only the lack of evidence for these claims, but also the evidence for the opposite.

Evidence from studies and surveys by Johns Hopkins Bloomberg School of Public Health, the Medical University of South Carolina, the Research Institute for Tropical Medicine, the University of California, and the Philippine Statistics Authority all support the efficacy of sex education in

delaying sexual initiation among young people.

Abrigo and Paqueo noted that reproductive health and sex education do not raise adolescent population’s sexual desires, but actually inhibits them. In addition, they argued that sex education also makes young adults more sexually responsible by using condoms, which lowers the risks of spreading sexually transmitted infections.

In contrary, a lack of sex education, according to authors, is likely to result in reduced quality of human capital, as manifested by lower level of educational attainment.

“Filipinos especially teenagers and young adults are not well-informed about sex-related issues that could intimately and personally affect them. Addressing this information deficiency with appropriately designed sex education can be beneficial,” authors maintained.

Sex education in school

is a practical solution. According to the PIDS paper, it seems more prudent for the government to ensure that the youth get ageappropriate sex education than keep them ignorant.

“It is not uncommon for the young to grow up without having quality time with parents and their surrogates to discuss about sex-related issues. Often, they get false information and bad advice from peers who also need proper sex education,” the authors explained.

The PIDS paper, however, acknowledged the risks in providing the youth with comprehensive sexuality education in public schools.

Thus, it suggested ways to deal with concerns of premature and improper exposure to inappropriate materials.

“School officials can work together with parents, community leaders, teachers, local experts, social scientists, and health educa-

tors to develop a sex education program that is designed to provide students with accurate information about HIV/AIDS and other sex-related issues,” recommended the authors.

They also argued that it is better to develop a sex education program based on a deep consultative process with key stakeholders than preventing government from providing students with opportunities to learn from professionally developed sex education programs solely because of pre-conceived ideas of their consequences.

“Mor a l b el i e f s and good intentions alone are not enough to determine whether a policy position is beneficial or detrimental to the well-being of the country’s citizens…Empirical evidence is necessary to protect them against the unintended consequences of well-meaning but misinformed policy stance,” the authors concluded.

“To spare the President from these embarrassing stories, particularly in these times of intensified attacks on him, I have quietly left government.

I have neither personal vested interest in it nor ill intent towards NIA and the whole government, which we are tr ying to reform,” Laviña added.

He did not say when he “quietly left government” but based on Duterte’s st atement, L aviña was fired on February 23.

Since their separation, they had never been communicating or supporting either financially or emotionally to each other,neither minding each other affair’s; Petitioner’s seek judicial decree of divorce, thereby, severing their marriage bond on February 26, 2001, so that they will have free hand to do what a single man or woman could do without marital burdens. Reconciliation between them had already been diligently employed but all proved futile.

WHEREFORE, finding this petition to be sufficient in form and substance, set the initial hearing of this case on March 24, 2017 at 9:00 a.m at which time, date and place. Any interested party may appear and show why the petition should not be granted. Let copy of this Order be published in a news paper of General Circulation in the City of Iligan once a week for three (3) consecutive weeks at the expense of the petitioners.

The concept of common good goes beyond the instrumental idea of the public good in which human well-being is framed by individualistic socio-economic theory. From a ‘common good’ standpoint, it is not only the ‘good life’ of individuals that matters, but also the goodness of the life that humans hold in common.

It cannot be a personal or parochial good. It is significant to emphasize that the recent shift from ‘education’ to ‘learn-

ing’ in international discourse signals a probable negligence of the collective proportions and the purpose of education as a social effort. This is true both for the broader social outcomes expected of education, and for how educational opportunities are organized.

The view of education as a ‘common good’ reiterates the collective breadth of education as a shared social endeavor (shared responsibility and commitment to solidarity).

Borderless education

BORDERLESS education encompasses a wide range of activities from online training, offshore campuses, technology-assisted teaching and franchising of curricula. Since many of these activities emanate from the new providers of post-secondary education and programs often for profit institutions or commercial arms of non-profit universities, borderless education segues into the business of education. That brings the activities of organizations supporting e-learning, whether vendors of learning management platforms or publishers of digital material, into our purview as well.

Technolog y-assisted teaching has been around since the invention of chalk

and blackboard but in the contest of borderless education, the term refers to the use of the Internet in classroom teaching. The best example of the use of the Internet classes is the flipped classroom like TED talks. In a flipped classroom, what used to be homework is done in the classroom and what used to be classroom work is now done at home.

Flipped classrooms have evolved to actual live classes where hundreds, even perhaps thousands of students, join the few students attending a face-to-face class in a physical classroom. Using the tools available now through technology, a teacher can now teach hundreds at the same time.

The Department of Education recognizes the key role of information and communications technology (ICT) in improving the state of education. The Internet, with its capacity to hold an infinite number of resources, can provide accessible and comprehensive education for students, wherever they may be in the country.

Online learning databases do not waste precious natural resources. A single laptop and projector set-up, for example, can be used for a learning session for an entire classroom.

In lieu of books and papers, students can access modules, submit assignments, and consult with their teachers and classmates online.

Teachers can also benefit from learning tools that do not require traditional logistics and multiple materials, for example, the Learning Resources Management and Development System (LRMDS),

a portal for online teaching and learning materials created by teachers and education partners.

According to previous DepEd secretary Armin Luistro, “These programs will help our learners have more access to relevant, up-to-date and quality education materials. It also provides a database to our educators where they can derive their lessons from.

These materials will assist them in their lesson plans, and may also give an array of contextualized classroom discussions.”

Building a sustainable world does not stop with education in classrooms. Sustainability is holistic mindset that can be practiced at home, in the office, and in local communities. Modern technology enables us to create better communication channels, minimize waste, improve efficiency, and increase for all.

Abandonment is a global problem that affect’s on the life of a child. “Abandon” means to give up or to leave and never returned ( Webster Dictionary).

Maternal abandonment occurs when a mothers physically, emotionally or psychologically removes herself from her children.

Emotional abandonment occurs when parents detached their feelings to their children and starved them of their responsibility

.They create a lasting psychological effect on the life of a helpless child. Building a family is not either an easy task but why jump into that deep ravine then let poor children suffer the consequences? In every question, there’s always an answer.

Child abandonment is not a new issue but a problem that need to be given attention and care to help them. Now, there are concerned NGOs and

other agencies and even individuals open their arms to adopt these children to have a better future. A child who has been abandoned by their parents develops low self-esteem. He experiences confusion and ask question why his parents left him.

He is fearful of developing relationship with adultsteacher, stepparents, relatives because he believes that these persons will also leave. Long-term effects of abandonment influence

how a person feels about himself and his sense of self-worth.

As a teenager or adult coping mechanisms maybe inadequate when managing painful situations and show anxiety. Abandoned child have difficulty forming lasting bond with others and may not attached to his new family. He may have lack of trust in others and by not allowing himself to bong with other to avoid rejection.

This capability building aimed to strengthen the

internal control system on fund utilization and procurement process. This capacitated the school procurement staff to disburse the MOOE funds properly and according to the provisions of Republic Act 9184 otherwise known as the Government Procurement Reform Act of the Philip-

pines. This was also made in consonance to good governance in every school in the division which must adhere to being participatory, consensus-oriented, accountable, transparent, effective and efficient, responsive, equitable and inclusive and follows the rule of law.

The problem on drug dependency is the number one concern of our government today. President Duterte spends most of the country’s resources to eradicate drug addiction and dependency. Nowadays, another problem roots-up from drug dependency, the extra judicial killing in which people are already confused if this is still connected to drugs or an alibi activity done by people or authorities who are trying to hide themselves from the corruption and crimes they committed.

But what is the role of school to assist the government in eradicating drug dependency?

The school plays an important role in solving drug addiction second to the kind of home environ-

ment children grow up.

The K to 12 Curriculum is bind to integrate drug education to children in school.

To be part to President Duterte’s crusade towards drug dependency eradication, Tablon Elementary School strongly inculcate to the minds of young Tablonians the importance of keeping them away from this delinquent act. NDEP is set in every corner of the room and even integrated in Values Education, Arts and Sciences and even in all learning areas. Inter ventions like home visitation, parenting and involvement in sports and other academic activities are encouraged because through these children will be drag away from doing such thing.

To give our program a

tooth, an NDEP symposium is done in school.

The organizers invited speakers from Philippine Drug Enforcement Agency (PDEA) to talk on the effects of drugs, the possibility of being in prison when get involved in this kind of vice and how prohibited drugs can damaged one’s life and future. Mr. Willy Dacula and company made the event meaningful and successful because of the video presentation which give the children a clear picture of the damages that prohibited drugs can give to them. Several questions were also raised by the Grade IV to VI children about the topic.

The symposium really gives sufficient knowledge about the drugs. But this is not an assurance that our children are already

safe from this influence.

We, as teachers ferve nt ly h op e t h at t h e parents would also do their part in guiding their children. The home and school must hold hands together to protect this future generation. The symposium would not totally keep the children away from doing juvenile delinquency committed when taking prohibited drugs rather this must be a good start to the concern individuals to give the future generation a brighter tomorrow, a kind of tomorrow away from the influence of prohibited drugs, a tomorrow full of hope and aspirations and influence by our Divine Providence.

May the Almighty God bless this generation, the future of the nation.

Inclusive Education: Applying the Diversity of Learners Inclusive Education (IE) is a fact that very little is known about the practice in the Philippines as directed in the Department of Education Order No. 72, s. 1997. As to the long-dreamedof Davao-Samal Bridge, he said he learned that the

JICA and NEDA are now wrapping up the final plan for the bridge, which might start from the area near the old airport in Davao City and connect to Caliclic area in the island.

He said that bridge was one of those identified last year that Chinese investors would fund.

The airport has been planned to be located in areas stretching Barangays Toril, Agustin, Mambago-A and B and Sto. Niño. As to the industrial estate which be put under the Philippine Economic Zone Authority, it can be palced at the cityowned 11-hectare land in Peñaplata, which could be a medical-tourism estate.

Child rights, peace agreement in Linamon forged

LINAMON, Lanao del Norte— Resource center for sustainable development, local government unit (LGU) of Linamon and the Department of Education (DepEd) signed a memorandum of understanding (MOU) during the launching of the Mindanao Children and Peace project held in barangay Samburon.

Roldan Gonzales, GITIB, Incorporated executive director said the LGU needs a clearer and strong child protection mechanism to prevent child rights violations in many forms. The children and peace project was conceptualized by several child rights and peace advocates in Mindanao.

This partnership has a noble purpose of establishing child protection mechanisms at school and community level and upholding child participation and peace. It was further agreed together that GITIB, Inc., LGU Linamon and DepEd will have a close coordination and ensure effective implementation of the project which targets barangays Samburon, Larapan and Napo, said Gonzales.

GITIB, Incorporated, Gonzales said is a resource center for sustainable development, promoting peace and working for the enforcement of the rights of the children and youth especially in Mindanao.

The project is based on the United Nations Convention on the Rights of the Child which the Philippine government is a signatory. Unity and cooperation among the government and people is needed for the protection of the children.

Gonzales said the project has four components.

First, the project has no direct involvement in the peace process but to empower the children on their rights because as they grow along they are future ambassador of peace; second, Law protection of children is in place and have a workable mandate

to protect children’s rights; third, child protection will be ensured in the community, school and family; and fourth; strengthen the duty-bearers, parents, barangay officials, government agencies, civil society organization (CSOs) and other stakeholders. Children should be protected in time of conflict and natural disaster because during this time they are vulnerable to be abused.

Gonzales said children and youths in Mindanao, especially in Regions IX, X and Autonomous Region in Muslim Mindanao (ARMM) are exposed to dangers as a consequence of the armed conflict and disasters. These various forms of violence against children are happening in the family, school and community.

Meanwhile, Ronnie Valledares, 13 years old, elementary pupil from Napo delivered a message and said that violence in Mindanao must stop and never to happen again, as they experienced armed conflict in their area.

He said that there is a need for unity, understanding and respect among the people of diverse culture.

While, Jhomel Traya, a youth leader in Napo said that they acknowledge the problem of the teachers in schools.

He said that it is not easy for teachers to impose discipline to children in numbers especially in public schools without a student-teacher relationships because they are vulnerable to challenges legally.

GITIB’s project launching in other pilot areas include Kolambugan, Lanao del Norte, still highlighted with MOU signing. The purpose is complementation and support of the project among the parties.

Bambi intends to avail Seal of Good Governance benefits

ISAMIS Oriental Gov. Yevge n y Vi n c e n t e Emano wants to retroactively avail of all the benefits of the Seal of Good Governance that it has received from the Department of Interior and Local Government (DILG) in 2015.

It can be recalled that Emano only learned that Misamis Oriental grabbed t he prest i g i ous ye arly aw ard l a st we e k af te r DILG provincial director Edward Bhagwani dug into the agency’s records from way back when Mar Roxas was still the interior secretary.

During a press conference on Monday, Emano

refused to speculate on why the agenc y under Roxas’ time withheld the handing out of the award.

But during the Aquino administration when Roxas was the interior secretary, Emano belonged to the opposition. Emano said the Seal of Good Governance means that the Capitol can automatically avail of a P700 million b ottoms-up budgeting worth of projects. The governor also said that each of the 24 municipalities of the province would entitle to P1 million of projects each and P2 million worth of projects for the two cities of Gingoog and El Salvador.

Emano also said that

local government units (LGUs) which have the Seal of Good Governance would automatically be on top of the Department of Social Welfare and Development’s (DSWD) priority list of aid for indigents.

Emano also said that Seal grantees would mean that the governor could allow an increase of performance-based bonus on all Capitol employees across the province.

Earlier, Bhagwani said that the Emano administration passed all the criteria and requirements of the Seal of Good Governance such as good financi a l hous eke eping, social services, disaster preparedness, programs on peace and order and environmental protection.
