AVAO CITY -- Two members of the Citizens Armed Forces Geographical Unit (CAFGU) previously captured by the New People’s Army (NPA) rebels were released in Barangay Limot, Tarragona town in Davao Oriental, Friday last week.

Paramilitary men Rene Doller and Carl Mark Nucos were forcibly taken on February 14 in Barangay Don Mariano Marcos, Lupon, Davao Oriental, at a checkpoint mounted by the communist rebels.

Doller , 34, and Nucos, 24, are members of the CAFGU under the 72nd Infantry Battalion.

They were released to the group Exodus for Justice and Peace (EJP). Davao Oriental board member Louie Rabat also witnessed the release on Friday.

Family members of the freed militiamen joined the EJP and Rabat during the official release in the area.

In a copy of the release order sent to the media here, the National Democratic Front (NDFP ) Southern Mindanao Region said the release is NDFP’s “favorable response” to the widespread appeal of the families of the paramilitary men.

The NDFP also earlier committed to release all its prisoners-of-war as part of the peace process. (PNA)

AFP awaits Duterte’s order in wake of CPP ceasefire plan Despite the pronouncement of the Communist Party of the Philippines that it will be declaring a ceasefire by the end of this month, the Armed Forces of the Philippines (AFP) said it will first await orders from President Rodrigo Duterte before stopping operations against the insurgents.

“It depends on the President. We shall await for his decision. The CPP (New People’s Army) declaration for unilateral ceasefire is

useless if they continue to extort money and burn equipment and properties,” AFP chief-of-staff Gen. Eduardo Año said Sunday.

He added the AFP and the Philippine National Police will not allow the CPP-NPA to violate the law and imperil lives of innocent people in the communities.

DAVAO CITY --The city’s newly-appointed antismoking czar will bring the campaign on anti-smoking in rural barangays in the renewed drive to bring down the number of smokers and improve the health of the people.

“The anti-smoking campaign will be part of the vices that will be regulated by the Vice Regulaton Unit (VRU) once it becomes official on April 3 this year,” said retired Col. Voltaire Engracia, who replaced Dr. Domilyn Villareiz as the head of the Anti-Smoking Task Force.

Mayor Sara DuterteCarpio earlier announced she is signing an Executive Order creating the VRU on April 3. By that time, the VRU will be operational.

resident Rodrigo Duterte assured Chinese businessmen of his support, so long as they pay the right taxes and help him in his reform initiatives.

In his speech during the opening of the 31st Biennial Convention of the Filipino-Chinese Chamber of Commerce and Industry Inc. (FFCCCII) last week, the President said he has taken a strong stance against corruption, illegal drugs and criminality, just as he did in Davao City when he was mayor.

“So this country needs to perk up. Corruption will stop... Just pay the

right tax. And if somebody tinkers with your return, mentioning or suggesting anything, I shou l d b e t he f irst to know. You report to me,” he added.

President Duterte also told the Filipino-Chinese businessmen not to be afraid of the Bureau of Internal Revenue (BIR) and Bureau of Customs (BoC), noting that Filipinos need to be assert ive of t heir r ig hts to eliminate corruption in government.

The President meanwhile reported about the improving economic condit ion of t he count r y, particularly with the as-

sistance of China.

“I would like to thank China again. Our exports in banana have doubled and pineapple (exports have) incre as e d by 50 percent. And China says, ‘You sell to us what you have in your country and we will teach you how to improve on the quality before you send it there,’” he said.

Duterte also said he is going to China again following the invitation of Chinese President Xi Jinping regarding China’s One Belt, One Road initiative.

He also reiterated his willingness to enter into a compromise with big

Earlier, Solicitor General Jose Calida said he will support Rep. Alvarez’s plan to file an impeachment complaint against Robredo over the latter’s video to the United Nations Commission on Narcotic Drugs where she criticized the conduct of the administration’s anti-drug campaign.

Globe deploys SE Asia-US submarine cable in Dvo City Globe Telecom on Saturday installed its Southeast AsiaUnited States (SEA-US) submarine cable system in Davao City over the weekend.

Globe Business Senior Advisor Mike Frausing said the cable system would be able to provide greater route flexibility and support for applications and services dependent on bandwidth Internet which is necessary for critical operations of businesses.

“We are excited over this development since it won’t take long before we can finally address the rising demand for internet services from businesses in the Philippines,” Frausing said in a statement.

The SEA-US cable was connected to the Globe cable landing station in Brgy. Talomo, Davao City which also houses the power feed equipment necessary to run the system. It is expected to ease the country’s dependence on international cable systems routed

through northern Philippines and prevent a repeat of a 2008 incident where major international cables were broken due to the Taiwan earthquake which left the Philippines isolated for a few days in terms of Internet connectivity.

The SEA-US cable system consortium in which Globe is a part of, will link five areas and territories that include Manado (Indonesia), Davao (Philippines), Piti (Guam), Oahu (Hawaii, United States), and Los Angeles (California, United States).

The 14,000-kilometer cable system estimated to cost at around USD 250 million will consist of two fiber pairs with an initial design capacity of 20 terabits per second and will use the latest in submarine fiber-optic technology with 100 gigabits per second transmission equipment per pair that will cater to the exponential growth of bandwidth between SouthSee globe, page A7

Farmers ask gov’t not to compromise return of coco levy fund amidst PCA row DAVAO CITY -- Peasant groups Kilusang Magbubukid ng Pilipinas (KMP) and Coco Levy Fund Ibalik sa Amin (CLAIM) have called on the leadership of Philippine Coconut Authority (PCA) not to compromise the return of coco levy fund to farmers amidst the existing row at the agency.

PCA chief Avelino Andal is presently accused of corruption for allegedly extorting P1.50 per board foot of trees being cut in the provinces of Quezon, Mindoro, Basilan and Marinduque.

The governing board of PCA passed Resolution No. 027-2017 last week imposing preventive suspension on Andal pending investigation over the alleged corruption.

“We need a solid assurance from the Duterte government that the coco levy fund is intact, secured and safeguarded and will be returned to coconut farmers,” said CLAIM convener

Alarm raised on rising cases of online sexual exploitation

AVAO C I T Y Talikala, a nongovernment organization focusing on prostituted women has raised the alarm on rising cases of young women being involved in online sexual exploitation in Davao City.

Guesting this morning (March 27) at Kapehan sa SM City Davao, Talikala executive-director Jeanette Ampog, online sexual exploitation is a form of online pornography where women with their mobile gadgets like smartphones and laptops show nudity or perform sexual acts for their clients based abroad.

Ampog says they have monitored 82 cases of online sexual exploitation or OSE in Davao City from January to March this year.

Last year they recorded four cases. Those engaged in the activity are girls’ ages 10 to 17 years old.

Talikala has identified seven barangays in the city where these cases are prevalent, among these include 76-A, 5-A, Leon Garcia, Lapu-Lapu, Matina Aplaya, Sasa and Mintal.

Ampog said they are currently coordinating with barangay officials to help in their campaign against OSE. The girls undergo seminar and counseling, these include online safety, an

orientation on pornography and its implications. Their parents are also educated about the negative consequences of their acts.

Ampog said in many cases parents collect the payment from these foreign customers which are coursed thru money transfers.

Barangay officials are also important as they can help in regulating pisonet or internet shops which can be the vehicle for OSE. Ampog said that the girls earn about P60, 000

to P100,000 in these illicit activities depending on what acts they are asked to do. Most of the clients are from India, the United States, Nigeria and China.

They are different from usual cases of child pornography where there are workstations or facilities of these pornographers. In OSE it is only the girls involved using smart phones like Apple Iphone or Oppo which have clear frontfacing cameras. They communicate with their clients

either thru Facebook, We Chat or special websites.

She said it is very easy to identify those engage in OSE as these girls have expensive phones and other mobile gadgets despite the fact that their parents can barely earn for their daily needs.

Ampog said some of their cases have been traumatized by their activities.

The four identif ied provincial hospital are

Maestre clarified the PHILHEALTH CARES are hired by the agency unlike the personnel in the PHILHEALTH section, who are hired by the hospital.

WRITING NEEDS THINKING

Writing is a very essential component in the learners’ communication skill. It enables the person to make connections, see relationships, deepen perceptions, solve problems and give order to the experiences. It also clarifies the thoughts, ideas, as well as the feelings of an individual. These are the fundamental functions of writing as a form of communication, but the ability to write well is not a naturally acquired skill and it is a complex process whereby a writer engages in discovering rhetorical strategies that guide his/ her thinking in sentence structures, organizing ideas and selection of details.

Hence, writing is a skill that is cognitively complex.

According to Bruner in his theory of learning, the cognitive factor is the acquisition of knowledge, facts and information, principles, ideas, concepts, understanding, reasoning, etc. His theory involves three processes namely: acquisition- the process of obtaining and assimilating with understanding new information better than previously learned one; transformation-the process of manipulating or

utilizing the information gained to remove a difficult or to solve a problem to which it is suited is an application of learning; and, evaluation- the process of finding out whether the information acquired is appropriately utilized.

Applying this theory in writing, this explains how complicated writing can be.

The complexity of academic writing involves brain activities such as (1) planning which refers to achieving objectives on how to do something that traces the possible topic and subtopics, (2) ordering which means the arrangement of thoughts to come up with clear and concise ideas that refers to what the writer wants to say and how to say it, (3) Interpreting which defines as someone’s own perception or understanding towards a certain topic, (4) translating that denotes transforming or changing the words in different languages and it is also a process of transforming information;(5) reasoning that signifies the logical explanation to a certain topic and to communicate the ideas clearly.

Determining these brain activities can harness the

writing skill of the learners and having known the intricate processes of writing, this would suggest that writing should be taken seriously by the learners.

Constant practice in writing could exercise ones thinking power. In other words, learning how to write is also learning how to think.

Thus, academic writing is a thinking process and it demands conscious intellectual effort.

In addition, thinking is not confined to one stage of the composing process.

It occurs at every stage of writing procedures. The kind of thinking one could produce would basically reflect on his/her writing task. For instance, a writer who has imaginative ideas and can vividly describe the images in his/her mind through writing has a clear perception about the things around him/her. Thus, it is a manifestation of expressing ones ideas through critical thinking wherein he/she can actually compose an effective writing output.

One who thinks critically can write effectively.

But whatever kind of thinking one does, he/she must remain alert. There is no room for mental lethargy

in writing. So, clear thinking is really important in writing composition in order to process cognition.

Wherefore, the principle of writing and thinking helps the learners achieve their full potential in academic writing.

The relevance of enhancing critical thinking leads to discovering rhetorical strategies of writing. It guides one’s thinking in sentence structures, organization of ideas, applying unity and coherence, and even choosing the right terms in expressing one’s thoughts. This is the highest form of mental activity that human being engaged in. If someone masters the art of writing, it is a manifestation that he/she has reached the absolute capacity of his/her brain.

Indeed, writing needs thinking. One can write well if he/she knows the underlying mental abilities involve in this skill.

Being aware of its complexity makes the writer more eager to improve himself through constant practice and following the appropriate rhetorical principles of writing. Therefore, an effective writer is a brilliant thinker.

Mindanao Tapestry: A gift from the South

I

t takes a design legend like Renee Salud to come up with “Mindanao Tapestry.” It is the initiative to highlight all the major weaves of the island, in an effort to promote indigenous materials and the amazing Mindanaoan artistry.

Hailed as an icon in the Philippine fashion scene, Salud creates ethnic clothes with international appeal.

He advocates for the use of indigenous materials in all his fashion shows – and project a distinct “Philippine look.”

Salud has a strong sense of pride for fabrics that are specific to the indigenous Filipino tradition, and produces intricate creations representing a fashion statement on the exotic and regional influences of indigenous groups.

His intricate combinations of beadwork and use of native textiles have been exhibited at design expositions all over the world, including Tokyo, Taipei, Seville, the Caribbean and in most major cities around the world.

This time, Salud’s focus is on Mindanao, the second largest island in the Philippines, and home to more than

a dozen Indigenous People groups. They each have their own unique identity and customs, but their colorful woven products show that they have a common tradition.

“Throughout my career, I’ve been championing the development and promotion of the Filipino fashion industry for the purpose of reaching the global market, with a strong sense of pride for fabrics that are specific to the indigenous Filipino traditions dating back to the Spanish times,” says the Philippine Fashion Ambassador the World.

Though not a native of the island, he lends his vital voice in the preservation of the weaves of Region IX (Zamboanga), Region X (Bukidnon), Region XI (Davao), Region XII (T’nalak / T’boli), Region XII (Manobo) and the Autonomous Region in Muslim Mindanao (Maranao).

An astute designer, Salud deftly uses these fabrics for his enthralling collection: Inaul, a woven fabric of different colors and designs used as wall décor, or buntings, for special occasions like weddings by the Mag u i nd ana o t r ib e ; T’nalak, the T’Boli cloth made from abaca fiber, and the de-

signs are patterned after the dreams of the weavers; Malong, a tubular dress, skirt, blanket, baby hammock, a table cloth, a bedspread, a curtain for dressing modestly behind it, a cover over the head for sunny or rainy days, a decorative fabric to hang as canopy; a status symbol denoting royalty; and Yakan, intricate weaving, which is hand-loomed fabric made from abaca and pineapple.

Salud’s knowledge of Mindanao’s rich weaving resources was harnessed when he practiced his profession in Davao City. “My Davao business flourished for 15 years. It was an integral part of my business, because my Mindanao clients did not have to go Manila just to have their clothes done by me.”

On March 27 at the Marco Polo Hotel in Ortigas, Pasig City, Salud and his Mindanao Tapestry collection will give everyone a peek into a beautiful aspect of the Philippines: the Mindanao culture. The neo-ethnic collection will enhance one’s appreciation of the totality of the Philippines’ cultural heritage.
