After chocolate museum, Davao City will soon have chocolate spa

DAVAO CITY – After opening its chocolate museum a few weeks ago, a garden resort here will soon offer a first of its kind service in Mindanao and the whole country – a chocolate spa. Rhea Pañares, Malagos Garden Resort marketing coordinator, said the chocolate spa will become one of the regular features that will be offered to customers and visitors of the resort. Pañares said the chocolate spa, which is expected to start during the celebration of Kadayawan festival this August, will utilize waste materials from cacao products such as the cacao husks that can be turned into soaps and scrubs. Dvo dads want local gov’t to have more control over water system Members of the city council here plan to seek amendment to the law creating the Local Water Utilities Administration (LWUA), as they want local government units to have more control over the water system in view of the alleged inefficiency of the Davao City Water District (DCWD). Councilor Conde Baluran, chair of the committee on transportation, said the water supply problem in the city, especially in the second district, has been going on for almost 13 years now. The second district has been experiencing lack of water. He suggested that the council pass a resolution to

amend Presidential Decree (PD) 198, which created the LWUA and the provincial water districts. The proposal came after Councilor Diosdado Mahipus, chair of the committee on environment, questioned the exclusivity being enjoyed by DCWD when the Supreme Court already ruled on that. In the 2007 case of the Metropolitan Cebu Water District (MCWD) vs Adala, the SC ruled that Section 47 of PD 198, on the Exclusive Franchise of water districts, is unconstitutional. Section 47 provides that “franchise shall be granted to any other person or agency for domestic, industrial

or commercial water service within the district or any portion thereof unless and except to the extent that the board of directors of said district consents thereto by resolution duly adopted.” Councilor Bernard Al-ag said the 17th council already approved another water utility, Helpmate, to provide water in Buhangin District. However, he said, Helpmate’s permit from the National Water Resources Board (NWRB) is still pending. “We hope with the effort of Councilor Mahipus, Helpmate’s permit from the national agency will be expedited,” Al-ag said.
