resident Rodrigo Duterte returned to the country on Thursday, March 23, after his successful back-toback official visits to Myanmar and Thailand where the Chief Executive spoke with his counterparts on efforts to reinvigorate the Philippines’ trade and security relations with the two Southeast Asian nations.

After chocolate museum, Davao City will soon have chocolate spa

DAVAO CITY – After opening its chocolate museum a few weeks ago, a garden resort here will soon offer a first of its kind service in Mindanao and the whole country – a chocolate spa.

Rhea Pañares, Malagos Garden Resort marketing coordinator, said the chocolate spa will become one of the regular features that will be offered to customers and visitors of the resort.

Pañares said the chocolate spa, which is expected to start during the celebration of Kadayawan festival this August, will utilize waste materials from cacao products such as the cacao husks that can be turned into soaps and scrubs.

Dvo dads want local gov’t to have more control over water system Members of the city council here plan to seek amendment to the law creating the Local Water Utilities Administration (LWUA), as they want local government units to have more control over the water system in view of the alleged inefficiency of the Davao City Water District (DCWD).

Councilor Conde Baluran, chair of the committee on transportation, said the water supply problem in the city, especially in the second district, has been going on for almost 13 years now. The second district has been experiencing lack of water.

He suggested that the council pass a resolution to

amend Presidential Decree (PD) 198, which created the LWUA and the provincial water districts.

The proposal came after Councilor Diosdado Mahipus, chair of the committee on environment, questioned the exclusivity being enjoyed by DCWD when the Supreme Court already ruled on that.

In the 2007 case of the Metropolitan Cebu Water District (MCWD) vs Adala, the SC ruled that Section 47 of PD 198, on the Exclusive Franchise of water districts, is unconstitutional. Section 47 provides that “franchise shall be granted to any other person or agency for domestic, industrial

or commercial water service within the district or any portion thereof unless and except to the extent that the board of directors of said district consents thereto by resolution duly adopted.”

Councilor Bernard Al-ag said the 17th council already approved another water utility, Helpmate, to provide water in Buhangin District.

However, he said, Helpmate’s permit from the National Water Resources Board (NWRB) is still pending.

“We hope with the effort of Councilor Mahipus, Helpmate’s permit from the national agency will be expedited,” Al-ag said.

Fire drill is intended to ensure, by means of training and rehearsal that people who may be in danger act in a calm and orderly manner, those with responsibilities carry out their tasks to ensure the safety of all concerned, escape routes are used in accordance with a predetermined and practiced plan, evacuation of the building is achieved in a speedy and

orderly manner.

This activity is aimed to teach pupils to the proper procedures for evacuating the building in a real life fire or emergency situation.

Everyone in the building is aware of how to exit the building in the quickest, easiest and safest way possible if a fire occurs.

During the fire drill, the teacher-in-charge of each class indicates the exit route to be used and everyone is directed to a predetermined assembly point which is the school ground.

Specific arrangements are made for pupils with physical or mental disabilities to ensure that they are assisted during evacuation.

Speaker Pantaleon Alvarez said that the House of Representatives will stand by its constitutional duty to hear impeachment complaints against high-ranking officials, even as President Rodrigo Duterte called for an end to any ouster moves against Vice President

Leni Robredo.

Alvarez said that while he respects the position of President Duterte, he said the lower chamber should still do its mandate under the Constitution.

“We respect the President, but we have to do our duty as

mandated by the Constitution,” Alvarez said.

Alvarez, in a separate media interview, further cited the separation of powers in government in pushing through with the impeachment of Robredo.
