Aussie approves add’l AUD 40M for peace initiatives in Philippines DAVAO CITY -- The Australian government has approved additional funds amounting to AUD40 million for peace initiatives in the Philippines.

The amount is beside the funding assistance for the Education Pathways for Peace in Mindanao (PATHWAYS), which will be implemented in Bangsamoro areas with a grant of AUD90 million.

The additional AUD40 million funding was announced Friday by Australian Foreign Minister Julie Bishop during the launching of the PATHWAYS project at the Marco Polo Hotel here.

Bishop said the additional fund will help the government of the Philip-

pines in its peace initiatives in the next six years.

“Australia continues to be the partner of the Philippines,” Bishop said.

Presidential Peace Adviser Jesus Dureza was thankful for the additional assistance as this would help the government implement projects not only in the Bangsamoro but also in other conflict-affected areas in the Philippines.

Dureza cited the aid is timely because they are now initiating discussions of establishing a new facility named Mindanao Peace and Development Trust Fund, which will cover all areas affected by armed-conflicts.

Malacañang calls on EU to respect PHL sovereignty Malacañang called on the European Union (EU) to recognize the sovereignty of the Philippines as it strongly urge the body to base their conclusions on fact-based evidence.

In a statement, Presidential Spokesperson Ernesto Abella said that as a sovereign state, the Philippines should be allowed to deal with its domestic affairs, free from foreign interference.

“We remind everyone, including international bodies, to allow us to deal with our domestic challenges without unwarranted foreign interference. While some may feel a ‘sovereign obligation’ to step into the affairs of another state, it is vital to recognize that the Philippines is a sovereign state,” Abella said.

Education to hasten promotion of the country’s peace program DAVAO CITY –- Peace promotion programs that focus on education of children will help the country realize its visions that are laid down in the Philippine Development

Plan 2017-2022.

This was the message of National Economic and Development Authority Secretary Ernesto Pernia during the launching of the

Australian government’s new flagship education program in the Autonomous Region in Muslim Mindanao (ARMM) at the Marco Polo Hotel here on Friday.

The program, dubbed as Education Pathways to Peace in Mindanao, will be funded with AUD90 million (PHP3.4 billion) by the government of Australia.

Australian Foreign Minister Julie Bishop personally announced the opening of the program that will start in July 2017 until June 2026.

Philippines, China sign economic cooperation program DAVAO CITY -- The Philippines and China signed on Friday a six-year development program for trade and economic cooperation between the two countries in Davao City on Friday.

National Economic Development Authority Director General Ernesto Pernia and Fu Ziying of China International Trade Representative and Vice Minister of Commerce signed the program.

The program “aims to steer and promote stable and orderly development of economic cooperation, enlarge the scope and enhance the level of cooperation, and drive sustainable and inclusive socioeconomic development in both countries.”

Fu and Chinese Vice Premier Wang Yang had met on Friday afternoon with Finance Secretary Carlos Dominguez III, Budget Secretary Benjamin Diokno, Transportation Secretary Arthur Tugade, and Pernia in Davao.

The two countries exchanged letters related to the first two feasibility studies of the nine projects getting support from the Chinese, covering projects such as Panay-Guimaras-Negros Bridges Project and Davao City Expressway Project.

The officials discussed the recently approved Philippine Development Plan 2017 to 2022, and updates on bilateral cooperation in infrastructure, trade, investments, agriculture, fishery, tourism, and financing cooperation.

Aboitiz, DTI ties up to extend livelihood for a ‘tribe’ in Dvo DAVAO CITY -- Aboitiz Power C or p or ati on (AboitizPower) has tied up with the Department of Trade and Industry Region 11 (DTI-11) to implement a comprehensive crafts livelihood project for members of the Matigsalug ethnoliguistic group in Marilog, Davao City.

The project is initiated by its subsidiary, Therma South, Inc. (TSI), in partnership with Aboitiz Foundation,

which is an offshoot to the donation of 12 sewing machines and raw materials to the Matigsalug Council Of Elders Marilog District Davao City, Inc. (MACOEMADDACI) in November 2015.

The sewing machines and materials were used in the training of the tribe members on how to produce their traditional costume.

In a statement, TSI President and Chief Operating

Officer Sebastian Lacson said the project will give “sustainable impact on the livelihood of the Matigsalug.”

“We are very excited about this livelihood project, especially that this will create a lasting impact on the lives of our Matigsalug partner communities,” Lacson said.

Und e r t he proj e c t , AboitizPower and DTI will help the Matigsalug tribe to identify and produce viable indigenous products. The

project taps known local craft designers and established exporters, such as Great Gifts and Souvenirs, TADECO Home and Mindanao Trade Expo.

The project, which will run for 11 months, aims to capacitate a group of Matigsalug women and outof-school youth in Marilog District to engage in a viable community-based enterprise.

DTI will help promote

market access for the Matigsalug products by facilitating the group’s participation in local and national trade fairs and exhibitions.

TAGUM CITY, Davao del Norte -- The City of Tagum branded its first collective gathering of prime-movers in the business sector as “Tagumpay Business Conference” that was held yesterday (March 15) at Big 8 Corporate Hotel.

The first locally organized business conference featured plenary discussion that drew the participation of prominent and key investors in the city particularly the President

and Chief Executive Officer (CEO) of Hijo Resources, Rosanna Tuason-Fores; CEO and President of JS Gaisano, John Gaisano; and Chairman of LYR Group of Companies, Larry Y. Rubinos, Sr. Among the tackled topics were “Building a Conducive and Sustainable Business Environment in Tagum”, “Improving Tagum’s Investment Potential”, and “Tourism and ICT”.

Fores was particularly concerned about nurtur-

ing the environment and preserving it for the future generation.

“Let us follow Hijo’s vision: let us nurture nature today to benefit the generations of tomorrow,” she said.

frastructure; setting a much affordable local taxes and business fees; providing clean and safe water supply; and providing access to information on laws, rules and regulations to guide investors.

Gaisano also saw the need to stabilize energy supply at low cost, to establish fast means of cheap and convenient transportation, to ensure security for all whether rich or poor and to lower the cost of education to entice students from nearby towns to study in

Tagum.

He included in his recommendations to use the internet as a means of enhancing Tagum’s potential for investment, and to tap businesses that attract the interest of “millennials.”

Rising from the micro small and medium enterprises (MSMEs), Rubinos highlighted in his talk the importance of creating opportunities for the MSME sector in the City of Tagum.

It is a dream of everyone to win and combat all the challenges not to lose in a game.There is always two options- to give up or accept it. Every day in our life is a mental challenge. All

this adversity is a factor of success. Strong determination in our life and in every failure will teach us a lesson that you will be pushed to continue and willing to be taught to reach the top and become a winner. Do not be discouraged if you fail but instead make this as a tool for a change because we know that failure is temporary.

We know that increasing failure rate increases your success rate. Life in this world is like performers on the stage, they portray their roles the best they can do and aims to win the impact of our performance is our achievements.

In school and in the classroom, teacher have this kind of feelings-“to quit

or not” in their profession as teacher. It is a stressful job. But how can a teacher be a winner if she/he quits teaching the children in building the foundation of their knowledge? Determination makes your body and mind work together to become a winner not a quitter. “Winners never quit and quitters never win”.

QAD Showcases Best QAME Practices in the National Convention

Quality Assurance Division (QAD) presented their best QAME practices during the 2nd National Consultative Workshop on the Preparation of QAME with the NEAP Central Office. The said training was held at Grand Regal Hotel, Davao City last March 9-10, 2017. It was attended by Dr. Arnel T. Genita and Mrs. Laurencia O. Llagas, the regional supervisors from DepEd RO-X, QAD. Mrs. Cleofe Ocampo, a

lead person of NEAP Central Office challenged the 18 regions to present their best practices on QAME presentation. Proud to say we presented the success stories of doing the QAME in our regions.

We had showcased the manual QAME. tools during the preparation of 2016 Palaro Pampook held at Division of Camiguin, the QAME tools was approved

by Sir Rogelio Evangelista, QAD-Chief. With the interfacing of different QAME focal persons from the

14 divisions, the result is tremendous, considering it is the first time there is a QAME tool for the Palaro Pampook. It focuses on the accommodation, training venues, the capabilities of the school hoods to officiate the different events, which requires talents and competency to do so.

No matter of the great barriers on the collection of the QAME tools yet the result is very satisfactory.

We have shared these challenges to the NEAP people and we were surprised

because we are the only Region among 18 regions nationwide have the QAME tool for Palaro Pampook.

However, it’s always good to work if there is a strategic plan, especially using a model crafted by the expertise of Sir Evangelista, and that’s based on experience and observation.

In the organization level of change, we are motivated to present the best way. For we are doing the right way and saying is right that “THE BEST AND DIYES”

R-10 Aggie dept joins Women’s Month celebration

Cagayan de Oro City – With the month of March declared as the National Women’s Month, the Department of Agriculture – Regional Field Office 10 (DA-RFO 10) joins its nationwide observance with a two-day celebration on March 28-29, 2017, in this city.

Centering on the theme: We Make Change Work for Women, the said activity is consistent with Proclamation No. 227 s. 1988 which aims to give due recognition to the contributions of Filipino women in the Philippine society.

Latest trends, approaches and methodologies in extension, particularly women’s participation in agricultural development will be underscored and best innovative extension practices from experts will be featured.

The two-day affair will primarily focus on a film showing entitled “Boses”, a campaign to end violence

against women and children, the agency’s Gender and Development Plan, Women in Agriculture: National and Global Perspectives, Success Stories, Women in Fiber Industry, Women’s Rights, Women Issue: Human Trafficking, and Health and Wellness.

A total of one hundred participants is expected to attend the celebration, comprising of provincial, municipal and city agriculturists, representatives from the Farm Home Extensionist Association of the Philippines (FHEXAP) and rural improvement clubs, DA-RFO 10 staff and guests.

LPI-EWS to produce cattle, duck situation reports. Following the conduct of writeshop for the 2016 Broiler Situation Report in Northern Mindanao last week, the Department of Agriculture – Regional Field Office 10 (DA-RFO10) through the Livestock Program conducted a meeting for the drafting of the 2016 cattle and duck situation reports on March 14, 2017 in Cagayan de Oro City. Maria Lourdes M. Sypiecco, Livestock Program Focal Person, stated that there is a must in presenting information on the cattle and duck industry situation in Region 10 since it is one of the top producers of cattle and duck throughout the country. She explained that the production of handbooks could support their proposal in considering cattle and duck as among the top priority commodities in the region alongside broiler and swine. Sypiecco added that by doing so, it would translate into getting more support from the top management relative to interventions on production support, market development, research and extension. The meeting was attended by the members of the Livestock and Poultry Information and Early Warning System (LPI-EWS) project team from partner agencies such as the Philippine Statistics Authority (PSA), National Meat Inspection Service (NMIS), National Veterinary Quarantine Service (NVQS) as well as the provincial and city veterinary offices of Region 10. # (AMBManto, DA-RFO 10)

What is the Effect of Broken Family Edwin Andot, new OIC, on Children Regional Director for DENR X E nvironment an d Natural Resources Secretary Regina Paz L. Lopez has designated Community Environment and Natural Resources Officer Edwin B. Andot as the OIC, Regional Director for Northern Mindanao.

The move is part on the continuing reorganization of the department and embodied in DENR Special Order No. 2017 - 235 dated March 13, 2017.

Agriculture/aquaculture development, community organizing and governance, corporate planning and management, sectoral mobilization and networking, manpower development and agri-business are his field of competencies.

A resident of Cagayan de Oro City, OIC, Regional Director Andot is an Agricultural Engineer by profession, a farmer and comes from the civil society

organization. He had stint as a consultant of the Natural Resources Development Corporation, an attached agency of DENR. The new Regional Director had worked as a consultant of various organizations like the Justice Project Phil. Foundation, Ecosystem Work for Essential Benefits, Center for Alternative Rural Technology and Land Bank of the Philippines. He was once a consultant of the provincial governments of Misamis Oriental and Misamis Occidental.

From 2000 to 2012, he was the chairman of the Regional Agriculture and Fishery Council (RAFC) Region 10 and elected as national president of RAFC Association of the Philippines from 2008 to 2010.

He is the founding president of the Chamber of Agriculture, Fisheries and Food Industries of Northern

Mindanao, Inc. and Philippine Vegetable Industry Development Board.

He also served as barangay chairman of Salvacion, Kadingilan, Bukidnon from 1994 to 2001.

OIC, Regional Director Andot first joined the government as project manager of Southern Philippines Development Authority from 1981 to 1992.

Broken family is like to cause suffer damaging and mental trouble is five times bigger than that of children with parents living together.

We heard many issues about this kind of situation broken family and it’s a reality, that what had happened to their parents was a great impact to the children to move on and live a normal life and suffer emotional distress. Children often suffer badly from their parents break up. Why? Not only that they are victims of bully from other children, it also affects their personality.

Children raised by a single parents usually perform poor in their studies, poor health and fall to addiction. They are close to those people whom they think helps them, love and care for them, crime and poverty in adulthood, teenage pregnancy because their parent can no longer guide them.

There is also a possibility

that child whose parents split when they still very young had a high risk of developing emotional and conduct disorder. Usually children cannot finish their studies due to lack of financial support and force to look for other options in order to survive. Together with other street children they turn to vices, commit crimes and become a problem in the

community. A child can’t do anything on the feelings and decision of their parents and they suffer the consequences.

But on the other hand, sometimes it is also the best option for them when they see that their parents always battling and it is not healthy for their children to witness it every day and may lose attention on their parents.

Women are increasingly participating the national economic process and the nation is proud of their outstanding performance including in medical, science, social services and engineering, etc.

Impeachment plaint vs VP Robredo mulled House Speaker Pantaleon Alvarez Friday last week said he is studying the possibility of filing an impeachment complaint against Vice President Leni Robredo, whom he tagged as one of the plotters behind the supposed attempts to destabilize the Duterte administration.

Earlier, Alvarez accused Robredo for having a hand in the first impeach move against the President.

On Thursday, Magdalo Partylist Rep. Gary Alejano filed an impeachment complaint against Duterte before the Office of Secretary General at the House of Representatives, the first ouster move since Duterte’s assumption to office as President.

Alejano cited five grounds for Duterte’s impeachment including violation of constitution, bribery, betrayal of public trust, graft and corruption, and other high crimes. (PNA)

The committee will be headed by NDF consultant Luis Jalandoni, while Dureza will sit for the Office of the Presidential Adviser on the Peace Process (OPAPP).

The NDF and OPAPP will work as managers for the project implementing team.

Dureza noted the NDF agreed to the value of doing development projects while peace negotiations are ongoing.

He said the funds that the Australian government will bring in for the peace process can be managed through the Mindanao Peace and Development Trust Fund.

In an interview on the

sidelines of the launching, Nigel Bruce, First Secretary of the Australian Embassy, said the projects that will be covered by the AUD40 million fund will still be discussed with the Philippine government through OPAPP. Bruce said the Australian government had just approved the funds to support the peace process in the Philippines.

Improving conditions for peace and stability is one of the Australian Aid (AusAid) programs in the Philippines. For 2015-16, the Australian Official Development Assistance to the Philippines was estimated at AUD84 million (PHP3 billion).

Australia is a consistent contributor to the Mindanao Multi-Donor Trust Fund to support economic and social recovery and promote effective governance in conflict areas.

Among the programs funded by AusAid is the two-year Building Autonomous and Sustainable Institutions and Communities in the Bangsamoro (BASIC), which helps improve the capacity of institutions and support the role of women in peace building, among others. (PNA)

Abella’s statements came in the wake of an EU Parliament resolution calling for the immediate release of Sen. Leila de Lima, to drop all politically motivated charges against her and to end any further acts of harassment against her.

The same resolution also called on Philippine officials to “immediately halt ongoing proceedings to reinstate the death penalty.”

The EU Parliament has also condemned alleged high number of extra-judicial killings (EJKs) related to the administration’s anti-drug campaign.

However, Abella stressed anew that the Duterte administration does not engage in so-called EJKs. “It (administration) continues to follow due process and holds itself accountable for its actions,” he said.

He also pointed out that De Lima was arrested on charges that is criminal nature -- not political.

“Her arrest strictly followed legal procedures, and given the chance to explain and rebut allegations against her. The Muntinlupa Regional Trial Court -- which is both independent and competent -- then found probable cause which led to the issuance of a warrant for the incumbent senator’s arrest,” Abella said.

He also pointed out that majority of the common people actually feel safer on the streets and more hopeful economically after Duterte came into power -- in direct contradiction to Vice President Leni Robredo’s claims that are contained in a video sent to the United Nations (UN).

In a message shown Thursday at the annual meeting of the UN Commission on Drugs in Geneva, Robredo challenged Presi-

dent Duterte’s crackdown, describing the killings as “summary executions” and said that Filipinos were “hopeless and helpless.”

Abella said that while the President previously ruled out Robredo’s involvement in any destabilization attempts against him, the vice president may have played into the hands of those who wish to use her as a political animal.

“It is unfortunate that certain powerful interests have gained the capacity to distort Philippine reality in order to gain back and continue with their extractive politics, being threatened by the creative disruption of President Duterte’s political actions,” he said.

“The people welcome the newfound peace and order they now enjoy. Our democracy works,” Abella said. (PNA)

Bishop pointed out, adding that this is not the first time her country provided support to the education program in the Philippines.

Three education programs were funded by the Australian government in previous years until this year. These programs include the Basic Education Assistance to Mindanao (BEAM) program from 2002 to 2009; the Philippine Response to Indigenous Peoples’ and Muslim Education (PRIME) program from 2011 to 2014; and the second round of BEAM program from 2012 until this year.

The new program will be implemented in partnership with the Department of Education in ARMM and will focus on priority education reform areas in improving teacher quality; contextualizing the national curriculum to address Bangsamoro issues and culture; improving data collection, quality and use in policy making; and stakeholder engagement in education policy.

ARMM Executive Secretary Laisa Masuhud Alamia, who represented Governor Mujiv Hataman, thanked the Australian government for its continued support in the region.

She said the BEAM program is instrumental in the improvement and accessibility of basic education in ARMM. “The program allowed us to do more to improve the education sector in our region,” Alamia said.
