In his paper entitled “Tugs of War: Local Governments, National Government”, Dr. Capuno said continued urbanization, rapid adoption of ICT, and climate change should be considered in the review of the existing decentralization program. The Ayala-UPSE Economic Forum aims to raise the level of public debate on issues and potential solutions concerning the Philippine economy. (Inset) Atty.
