Tribute to Tourism Czar Catalino “Butch” Echavez Chan III

Last March 16, 2017, Tourism Czar Catalino ‘Butch’ E. Chan III succumbed to cardiac arrest. He is survived by his only adopted son Aldrich Chan. He is the son of the late known Judge Ceferino Chan of Camiguin Province and his gentle mother is the late Mercedes Echavez from Cebu. He was raised with love and care and into greatness by his parents and made him as a banker and an extraordinary public servant as tourism officer and a known Regional Director in the country and worked with honesty, decency and integrity. He has been a Regional Director, DOT X for the last thirteen (13) years and served shortly as a Regional Director of Region 7-Central Visayas for almost three (3) productive months in the region from December 7, 2016 to March 15, 2017 and as a Consultant of DOT Region X. For the last thirteen (13) fruitful years the unprecedented growth and zenith of success of the Tourism Industry in Northern Mindanao is attributed to the

man of vision, man of action, and the man of the hourthe outstanding Regional Director and tagged by Business Week Mindanao as the Tourism Czar pf DOT Region 10. His brilliance in developing potential destinations catapulted Region 10 as one of the top five (5) tourist destination in the country today and has brought the Region in world tourism map during the Tourism Festival in London last 2014. Pasundayag of Northern Mindanao has brought Region X to places in the Philippines which he organized in 2005. Pasundayag has gone as far as SM Baguio, SM Clark Pampanga, Mall of Asia, Intramuros Manila, Iloilo and their first show in Ozamiz City. During the 4th Mindanao Business Leaders and Entrepreneurs Awards 2015 held at Centrio Ayala Mall, he received a prestigious Plaque of Recognition for his Tourism Promotion in bringing Northern Mindanao to a Tourism Global Festival held in London. He made an outstanding contribution to the global tourism of the Philippines. He started a world class singing competition-DOT

Singing Ambassadors, an annual competition participated in by the Local Government Units of the Region. He had helped in the promotions of the Region in all their tourism activities of Meetings, Incentives, Conventions and Events (MICE) which brought tourists in the Region in every event held. He has helped in the institutionalization of the Festivals of Northern Mindanao-the Kaamulan, Lanzones Festival, Pasungko Festival, Inug-ug Festival and all the colorful festivals in the Region. In a Paratuan ritual held in 2013, Quezon, Bukidnon, Regional Director Butch Chan was conferred by the Manobos as Datu Makaughop as he was always kind in supporting the Annual Sunggod Ta Kamanga Festival now on its 8th year of festivities. He is well loved by the Indigenous Peoples of Bukidnon because of his genuine help in preserving the arts and culture of the IPs in the Region. Northern Mindanao local officials and business leaders along with the Business Week Mindanao and Mindanao Daily News pay tribute to the Man of the Hour, the

WHEN the Philippine electorate chose Davao City Mayor Rodrigo R. Duterte President, they did it for a number of reasons. They have seen how the City metamorphosed from once dubbed as the country’s “killing fields” into the most peaceful and livable city and rated as the 9th most peaceful in the world. On the 16th of March, we will celebrate the 80th Araw ng Dabaw and beyond the splendor and pageantries that describe the event in the past. This year’s festivity is infused with different flavor and fiesta atmosphere. Meaningful and significant in fact. The Mayor who transformed the city from dystopia into a virtual paradise is now President of the Republic of the Philippines. Expect a grand euphoria of proud Dabawenyos. The first Mindanaowon to become President of the country and the city’s longest reigning mayor. Unblemished despite his 23 long years of service, the only political personality who can upstage him is his own father, the venerable Vicente Duterte, the governor of the undivided province of Davao. Governor “Ite” as we call him is impeccably clean and morally upright. Mayor Digong unbending brand of discipline and bravery is from his mother Soledad. The one, we working students would refer to as “Nanay SolIng”. The present City Mayor, Sara Z. Duterte-Carpio, absorbed much of what she is as a political leader from her father. But Mayor Inday, as she preferred to be called, beats her father in the art of boxing. She became an instant international celebrity for knocking sense and sensibility on a court sheriff who personally supervised the ejectment of temporary settlers despite the state of

calamity declared in the city. The Dutertes are hard acts to follow. President Duterte lives an extremely frugal life. He used to live in an old bungalow that is situated between a gated subdivision and a waterway. When a damaging flash flood almost carried away that house along with a few appliances he was forced to move to a low cost subdivision adjacent to a golf course. The receiving room in this one is too cramp and the steel chairs which I think were salvaged from the flood is comfortable enough for him. That was almost 10 years ago. I have not visited his house since then but gleaning from the pictures published by curious journalists who cannot believe the lifestyle of the new President I am of the impression that nothing much had really changed. He is still enamored to slipon shoes. But do not believe that he cannot afford to buy socks. It’s more of the difficulty wearing them while battling the bulge. It stands to reason therefore why the economic and social elite especially in Metro Manila cannot comprehend why Duterte does not fall into the mold of politicians who indulge in lavish lifestyle and reside in guarded subdivisions as quickly as they took their oaths of office.Those from the lower class of our society however relates to their President Digong. They clap on the Presidents “kanto boy” jokes and his unexpurgated expletives. When he promised that he will solve drug problems in the country and stop corruption in three to six months of his presidency, nearly 17-million Filipinos elected him leader. ...a vote against extremists! Yes, European leaders breathe easier now! With his first-place finish in the Netherlands’ elections, Mark Rutte has effectively halted the right-wing populist Geert Wilders. German Chancellor Angela Merkel is among the European leaders welcoming the result. Merkel, at this very moment (Friday, March 17,2017) meeting U.S. President Donald Trump, says Dutch election result sends pro-Europe signal. Both the vote count tallies and the reactions poured in during the early hours of last Thursday morning as politicians and individuals across Europe and the world took in the results of Wednesday’s parliamentary election in the Netherlands. In what many considered to be a bellwether election for the European Union, the center-right Rutte clearly defeated Wilders in what many saw as a symbolic victory against European populism. With 54 percent of the vote counted, the projected results indicated Rutte scored a commanding victory, earning 33 out of the Dutch parliament’s 150 seats. incidental that as Alejano and Magdalo were filing their complaint against the President, Liberal Party Vice President Maria Leonora Robredo on the other hand was sending a video footage to the United Nations Commission on Drugs in Geneva, Switzerland, attacking Duterte on his fierce campaign against illegal drugs in the country. Their motives were all the same---to please foreign masters who are pulling their strings! -oooMANEUVERS TO OUST DUTERTE BRING CURSES TO RP: These mane uve rs to re move Duterte from power are curses against the Filipino nation, destined to bring more hardships and difficult lives to many if not all of our unfortunate countrymen. The experience of the Philippines in the hands of rebels and power-grabbers will confirm that while we all got plunged into immeasurable economic woes after they were installed as our new leaders, they, the rebels and power-grabbers and their own cronies and political allies, irretrievably and unstoppably became

richer and richer. What was worse was that in all their official actions, these power-grabbers managed to mislead us that they were acting with the interest of the country in their hearts, even if in reality they were already plundering the nation of its wealth and resources. Remember testimonies given to US courts about how a box of gold found in Malacanang in 1986 and which was turned over to the woman leader of the rebels could no longer be found now? -oooR E B E L S AG A I N S T DUTERTE THINK FILIPINOS ARE STUPID: The thinking among these rebels and power-grabbers is that, Filipinos are gullible and could easily be made to believe their yarn of nationalism and patriotism. But they are in for a big surprise at this point in our country’s history, since our people are now more wary of fake nationalists and patriots, and of maneuvers aimed only at personal benefits and aggrandizement. If they managed to fool the people in 1986 and in 2001 by toying with claims about national unity and

democracy, that is no longer going to happen in 2017 and beyond. Filipinos now have the social media to turn to, to unmask and expose the fake nationalists and patriots, and to keep them abreast of what truly is going on in the country at any given time. Filipinos now have the capacity to know who are behind the attacks against Duterte and their real motivations for their actions. Social and economic reforms can enable FIlipino consumers’ optimism Various consumer groups gathered in a conference last Monday in Quezon City to tackle the social and economic reforms needed to promote consumer welfare. The event participants recognized the need to pursue real social and economic reforms in order to resolve current consumer issues and uphold consumer rights. T he for u m dubb e d “CASER: What Is In It For Consumers? A Conference on the Comprehensive Agreement on Social and Economic Reforms and Consumer Welfare” was attended by representatives from Alerta Mamimili (Gabriela), Bantay Bigas (Rice Monitor), Green Action PH, organic advocates group CHIMES, Kalipunan ng Damayang Mahihirap (KADAMAY), National Consumer Affairs Council (NCAC), People Opposed to Warrantless Electricity Rates (POWER), transport group PISTON, digital rights watchdog Text Power, and Water for the People Network (WPN). The event was organized by IBON in partnership with Pilgrims for Peace and Kapayapaan Campaign for a Just and Lasting Peace. IBON research head Rosario B ella Guzman kicked off the conference with a discussion of the adverse impact of neoliberal globalization policies that have led to worsening social inequalities, widespread poverty and hunger and thus increasing consumers’ woes. This was followed by consumer testimonies from the above consumer groups. Raymond Palatino, Pilgrims for Peace convenor and former member of the Philippine House of Representatives then discussed the significance of the Comprehensive Agreement on Social and Economic Reforms (CASER) in promoting and ensuring consumer rights and welfare. The event culminated in the conference participants’ affirmation that continued peace negotiations between the National Democratic Front of the Philippines (NDFP) and the Government of the Republic of the Philippines (GRP) can lead to genuine and peoplecentered development. In this light, the conference echoed the following calls: • People-centered reforms to replace the neoliberal economic policies that the Duterte administration continues to pursue; • The assertion and promotion of people’s right to effective participation at all levels of social, political and economic decision-making towards nation building; • Participation in activities towards advancing consumer rights and welfare

such as public forums, media briefings, legislation and lobbying, mobilizations, and research and education campaigns, among others; and • urging government to resume peace negotiations with the NDFP.

The participants concluded the conference with the commitment to work together under a unified national network of consumers that will promote peoplecentered development as the basis of protecting and advancing consumer rights.

GSIS updates AAOs, ERFs on billing, collection system By Elaine O. Ratunil

CAGAYAN DE ORO CITY -- State pension fund Government Service Insurance System (GSIS) oriented anew the close to 500 Agency Authorized Officers (AAOs) and Electronic Remittance (ERF) file handlers to give updates and enhancement of its Electronic Billing and Collection System (EBCS)

on March 15 in Cagayan de Oro. GSIS Cagayan de Oro Branch manager Engr. Rosalinda G. Mendoza said the EBCS enhancements were successfully deployed last February 17, 2017. The enhancements aim to eliminate or minimize the clarificatory items that are continuously encountered every remittance. Once

implemented, a significant decrease in the clarificatory items is expected, since the improvement ensure updated membership records with look out to the existing accounts of member and guarantee that the payments remitted has corresponding partners matched against the GSIS database. Deployed enhancement include EBCS new matching

rules using combination of business partners (BPs) and cleanse names based on the Membership Service Profile (MSP) line covering the due month of remittance. Also, inclusion of Electronic Billing File (EBF) of members’ with “Centrally Block” status; and Configuration of EBCS Threshold. “This is our venue to re-orient you as our part-

ners in delivering effective and efficient service to our members; and to professionalized the AAOs and ERFs,” said Engr. Mendoza. She also said GSIS wanted to be consultative, memberfocus; and to give what is due for the members. For his part, GSIS Cagayan de Oro Billing, Collection and Reconciliation Division team leader Jerome Q. Raro

said that the target implementation of 95 percent threshold is on April 1. The participants were oriented on their responsibilities as well as on the various forms needed to update the records of their co-employees in the GSIS database. An updated MSP will pave way to the correct billing for compulsory premiums, correct granting of loans, accurate computations of claims and absence of reconciling items, said GSIS Membership Department Division for VisayasMindanao Group department manager Elmer C. Baguio. He also discussed in detail the usual forms for request in updating with the GSIS Membership Department. CAGAYAN DE ORO CITY -As the country is hosting this year’s meetings of the Association of Southeast Asian Nations (ASEAN), the Department of Interior and Local Government (DILG)-10 has apprised the members of the Regional Law Enforcement Coordinating Council (RLECC)-10 of the preparations and activities in support of ASEAN 2017. Local Government Operations Officer Ellaine Josephine C. Basco of DILG-10 presented to RLECC members in a meeting yesterday that the DILG is a member of the ASEAN National Organizing Council and serves as the chair of the Committee on Security, Peace and Order and Emergency Preparedness and Response (CSPOEPR). To drum up public awareness on the ASEAN, Basco said, the DILG supports the conduct of roadshows and school tours to discuss it with the students. CAGAYAN DE ORO CITY -- The National Economic and Development Authority in Northern Mindanao (NEDA-X) presented the 2017-2022 Regional Development Investment Program (RDIP) to members of the media and government communicators in a forum held Thursday, March 16. The 2017-2022 RDIP is a document that will

guide the implementation of programs and projects in the region in the next six years. “This document translates our Regional Development Plan into concrete and actional programs and projects in order for us to meet or achieve our development outcomes for the period,” said NEDA-X Assistant Regional Director Mae Ester T. Guiamadel. Nestor Lisondra, chief

economic development specialist of NEDA-X who presented the highlights of the 2017-2022 RDIP, said the six-year program is anchored on the national development agenda which is founded on three main pillars: Pagbabago, Malasakit, and Patuloy na PagUnlad. “Under the RDIP, we need a total of P650 billion in order to fund the programs and projects of

national line agencies and local government units in the region in the next six years,” Lisondra said. Infrastructure development got the biggest chunk in the RDIP with P130 billion requirements followed by the programs and projects for building resiliency of the economy. “This requirement is in line with the national agenda of accelerating infrastructure infrastructure spend-

ing to trigger economic development,” he said. Among the big ticket infrastructure projects are the Panguil Bay Bridge Project connecting Tangub City in Misamis Occidental and Tubod in Lanao del Norte; Flood Risk Management Project for Cagayan de Oro River; Bukidnon Airport Development Project in Don Carlos, Bukidnon; Laguindingan Airport Operations, Maintenance, and Devel-

Major crops production in Northern Mindanao declined in 2016

CAGAYAN DE ORO CITY -- The production of palay and coconut in Northern Mindanao posted declines in 2016, according to the National Economic Development Authority (NEDA) in the region. Engr. Cecilio Clarete, chief economic development

specialist of NEDA-X, said during the latest regional economic situationer media forum that palay production in 2016 was recorded at 711,284 metric tons in 2016, down by 1.91 percent compared to the 725,120 metric tons produced in 2015. The second quarter was the worst period for palay

production. Though it recovered in the third quarter, it went down again in the fourth quarter, Clarete noted. He said the decline is attributed to the changes in the planting calendar, delayed onset of rain, and delayed release of irrigation water. Even with the decrease

in the volume, Clarete said total value of production increased by 1.12 percent reaching P14.25 billion due to the three percent increase in the farm gate price. Clarete also noted the decrease in rice inventory in 2016, particularly the huge dive in the rice holdings of the National Food Authority (NFA) due to

higher prices offered by commercial traders. However, the region did not experience shortage in rice supply during the period. Coconut production also reduced by 2.66 percent during the year due to the drought. With the decrease in harvest, the production of

copra went down by 6.19 percent while green nuts declined by 6.4 percent. Clarete said it will require more than a year for coconut production to improve. The value of coconut export commodities, on the other hand, rose to US$584,814,646 or by almost 13 percent from its

This photo was taken during my induction as President of the Cagayan de Oro Travel and Tours Association Inc (COTTA,Inc), for the second time. This picture says a lot about Director Butch. I was giving him a Citation but he receives it like he is the one giving one to me. That is how I would describe my personal experience of him as a DOT-accredited Tour Operator and as President and member of COTTA. He encouraged us to give more of ourselves to promote our region, to show the best of our people, sights, facilities and products, to work together, to professionalize the industry. And through it all, he did not want the credit.

RESEARCH continues to confirm that we can teach students with learning disabilities to learn how to learn. We can put them into a position to compete and hold their own. Some intervention practices that produce outcomes are direct instruction, learning strategy instruction and using a sequential, simultaneous structured multi-sensory approach. Teachers who apply those kinds of intervention break learning into

small steps, administer probes, supply regular quality feedback, use diagrams, graphics and pictures to augment what they say in words, provide ample, independent, well-designed intensive practice, model instructional practices that they want students to follow, provide prompts of strategies to use and engage students in process type questions like “how is the strategy working?” Scaffolding is also something that seems to make a real difference. simply cannot comprehend the complex problems that drug addiction has brought into the country. But Duterte the President underestimated the extent of the drug problems in the

nation. A few days after he was sworn in and assumed office he was shocked to learn that five police generals are protectors of the drug syndicates. Few weeks later, He discovered that the distribution hub of drugs in the country is right inside the premier penitentiary which is directly supervised by the Department of Justice! What was more shocking however was that there were more barangays listed as drug infested than there drug-free. Then came the revelation that elected government officials and policemen were either drug protectors or into drug trading themselves. His anti-illegal drug campaign shifted gears and he launched a total war on drugs. This resulted in more than 3,000 casualties and more than a million drug users and peddlers who submitted themselves for rehabilitation and training for livelihood projects. The social elite and political oppositions along with their confessors in the bishopric squirmed at the death statistics and conveniently stonewalled the gains of the campaign which saved many young children who submitted themselves to rehab. But the poor communities who want order in their places of abode are cheering Duterte. His popularity in independent surveys would confirm this, indicating that more than twice the number of the 17-million voters who elected other presidential bets had realized Duterte was the right man after all. The opposition tried wickedly and vainglorious attempted to denigrate President Duterte by calling him murderer and the father of the Davao Death Squad. I was drag into this issue myself when the Duterte declared on nationwide TV that I knew the whys and wherefores of DDS. I have written the facts about DDS several times in my columns. That DDS was in fact a ghost force that was conceptualized by then PCINP Regional Commander Dionisio Tan-gatue Jr. That in truth and in fact Duterte was simply a budding lawyer appointed at the height of communist insurgency as assistant city fiscal when DDS surfaced. Because I have to buttress that story following the President’s statement, I have to look for retired General Tan-gatue and get a direct statement from him. I had his statement on video owning to the creation of that phantom force. He also dismissed the crap that Duterte was behind DDS saying: “he (Duterte) has no clout, he has no clout whatsoever in those times”. Where will the statement and allegations of detained Sen. Leila De Lima and Sen. Antonio Trillanes be in the light of Tan-gatue’s affirmation. Now, how will perjured witnesses Matobato and Lascañas be described and labeled? They are not
