NDF consultant urges groups to seize Duterte’s ‘good vibes’ on peace talks

DAVAO CITY -- A consultant of the National Democratic Front of the Philippines (NDFP) urged the religious sector and people’s organizations in Mindanao to seize the “positive vibes” of President Rodrigo Duterte amid his “changing disposition” on the communist rebels.

Satur Ocampo, consultant of the NDF panel and the national chair of Bayan Muna, cited the President’s “passion for peace and his heart’s desire to give peace in Mindanao as cues that Duterte wants to leave a legacy for a just and lasting peace in the country.”

Foreign tourists flock to Davao Oriental beaches DAVAO CITY -- The beaches of Mati City, Davao Oriental have become a favorite weekend destination for foreign visitors mostly from the United States, Europe and Japan.

This was disclosed by Tanya Virginia Rabat-Tan, head of the Mati City Local Economic Investments Promotion Office, attributing the influx of tourists to the province’s natural beauty.

She said features or stories about Mati and Davao Oriental attracted the attention of people looking for excit-

ing sites.

Although Tan could not provide statistics yet to back her claims, she said the city had been receiving foreign and domestic tourists since 2013, with the number increasing lately.

This city has become a favorite destination for people interested in skimboarding , which is famous in the beaches of Dahican.

RDC pushes the funding of projects for Davao region TAGUM CITY, Davao del Norte -- Davao del Norte Governor Anthony del Rosario is pushing for the funding of 80 to 90 percent of proposed projects for Region 11 (Davao region) that are listed in the General Appropriations Act (GAA).

Del Rosario, who chairs the Regional Development Council-11 (RDC-11), added that over the years, only

“40 to 50 percent of lined-up projects for the region were funded and implemented.”

“As chair, (I hope) we will be able to get as much as 80 percent funding, which is going to be a record. This has never been done before,” he pointed out.

President Rodrigo Duterte named Del Rosario as RDC-11 chair last February. The governor

has convened the council early this month to review the existing plans and set priorities since assuming the post.

The push for substantial funding of projects, he said, is in line with his thrust of fostering a “results-oriented development council” in the Davao region.

Del Rosario said he is also planning to sit down with

the congressional district representatives of Davao region, in what he dubbed as an “advisory council meeting.”

“They would have no reason not to attend because we are the ones who will go to Congress to meet them,” he said.

Pres. Duterte appoints Gov. Del Rosario as new RDC-XI Chair DAVAO CITY -- President Rodrigo Duterte has appointed Davao del Norte Governor Antonio Rafael G. del Rosario as Chairperson of the Regional Development Council (RDC) XI for the term 2016-2019.

Governor del Rosario’s appointment was signed by the President on February 21, 2017 making him the fifth Chairperson since the Council’s reorganization in 1986. His appointment papers were handed to him by RDC XI Vice-Chairperson and NEDA XI Director Maria Lourdes D. Lim. Del Rosario vowed to deliver his mandate as head of the highest policy-making body that sets the direction of all the economic and social development efforts in the Davao Region.

As his first official function, the Chair shall preside over the first quarter RDC XI Meeting on March 8, 2016 at the RDC XI Convention Hall in Davao City.

“The appointment of RDC XI Chair del Rosario promises an action-oriented, development-minded and dynamic leadership for Davao Region,” Vice Chair Lim said.

She assured that the RDC XI shall rally behind and provide full support to del Rosario’s leadership in order to set Davao Region’s foundation for inclusive growth and a high trust society.

During his stint at the 16th Congress as Davao del Norte’s 1st District Representative, del Rosario was cited as the best performer among 287 members for filing the most number of

House Bills. As Chair of the House Committee on Economic Affairs, he shepherded a total of twenty-five House Bills, of which some were among the important legislative achievements of the 16th Congress.

Eight of the bills that he principally authored and nine measures that he coauthored were passed into law. The landmark legislations he authored include Republic Act 10667, known as “The Fair Competition Act”; R.A. 10668, “Amendments to the Cabotage Law;” and R.A. 10650, “Open Learning through Distance Education in Post – Secondary and Tertiary Levels Act.” Del Rosario, fondly called AGR, also authored the conversion of the Davao Regional Hospital into a Medical Cen-

ter, and the Acts that provide internal revenue allotment (IRA) share to eight special barangays in Davao del Norte that were deprived of their share from the national government for over 20 years.

Another landmark legislation authored by del Rosario was R.A. 10674, the law creating the Davao del Norte Regional Sports Academy in Tagum City.

Del Rosario succeeded his father, former Davao del Norte Governor Rodolfo P. del Rosario, who served as RDC XI chairperson from 2013 to 2016. Other past RDC XI Chairs were Private Sector Representative (PSR) Jesus V. Ayala (19862007), PSR Vicente T. Lao (2007-2010) and Mayor Sara Duterte-Carpio (2010-2013).

DTI to launch Kapatid Mentor ME program in the provinces DAVAO CITY -- The Department of Trade and Industry (DTI) in Davao Region is set to launch the Kapatid Angat Lahat! Program in the provinces.

Launched on October 7, 2016, the Kapatid Angat Lahat! is a newly-conceptualized program of DTI with the Philippine Center for Entrepreneurship (PCE).

It will be implemented by all the field offices of DTIDavao Region this 2017.

It has three components, namely: Mentor ME, Adopt an SSF and Inclusive Business.

The Mentor – Micro Entrepreneur (Mentor ME) is aimed to assist MSMEs scale up and sustain their enterprises by equipping them with the needed skill sets by way of theoretical/conceptual discussions (lectures) and mentoring/ coaching sessions. It is a coaching and mentoring program consisting of ten (10) modules to be conducted in 12 weeks and undertaken in partnership with institutions specializing in functional areas

of entrepreneurship.

A requirement for graduation is the presentation of the mentees business improvement plans, after applying all the learning from the lectures and mentoring sessions.

This is a 12-week program with its launching conducted by the DTI-Davao regional office, while weekly Modules such as Marketing, Financial Management, Human Resource Management, Operations Management among others, shall immediately be conducted by the Field offices at the Negosyo Centers to ensure graduation of mentees by week 12.

The launching activity at the field offices will be conducted on: March 9, 2017 in Digos City for the Davao del Sur, Davao City and Davao Occidental mentees; and March 10, 2017 in Tagum City for the Davao del Norte, Davao Oriental and Compostela Valley mentees.

The Essence of Motivation

Motivation is describe as a state energizes, directs and sustain behavior. Motivation involves goals and requires activity. Goals provide impetus for and direction of action, while action entails efforts persistence in order to sustain in activity for a long period of time. In the classroom, motivation drives many behaviors and it is important to understand the importance of motivation in an educational environment.

There are recognized indices

of motivation that are important indices to be aware of. Indices typically place a value or quantity on an idea.

In this case we can understand the value or quantity of motivation for an individual.

These are the four indices: Selection of task over free choice condition to indicates motivation to perform task .High effort level, especially when working on different task and

assignment also indication of motivation. Working for a longer time especially after encouraging numerous obstacles is also associated with higher motivation. Finally, level of achievements is affected by choice and persistence. The higher this indices, the higher motivation and more likely tasks occur. In the classroom, educators should be aware of these indices in an effort to reinforce activities and interests that students already shown an existing

partially for.

How motivation affects learning and behavior?

First, motivation directs behavior toward particular goal, motivation also leads to increased effort and energy, it also increases the initiation of persistence of activities, motivation enhances cognitive processing and motivation determines what consequences are reinforcing and punishing and finally, motivation leads to improved performance.

Learning Araling Panlipunan is important because it teaches students fundamental concepts of culture, economics and politics skills to groom them into educated, productive citizens. Araling

Panlipunan centers around understanding how the world works on a social level.

Un d e r s t a n d i n g t h e many facets of society and how it runs is essential for all grade levels of students from elementary through junior high. Araling Panlipunan is a broad categor y that includes important aspects of the many different parts of the humanities and social

sciences. It is important for every person to have a basic understanding of key concepts that have molded modern society.

Learning the basic history of government and economic structure is necessary to inform future voters. Araling Panlipunan is also important for teaching students basic values such as justice and equality which are the foundations of modern society.

By virtue of the Enhanced Basic Education Act of 2013, the Senior High School Program is on its way across the DepEd curriculum. By the start of the School Year 2016-2017, millions of students across the country would have graduated four years of high school that would make up the first batch to enroll Grade 11.

After Grade 12 when they graduate by March 2018, they will be the first batch to finish the K-12 program.

For that, both public and private schools would have to find extra classrooms, restrooms, teachers, textbooks, etc. to accommodate

design and setting up all laboratories for the learners,” Umali said.

K-12, in fact, has been running for three years now and the educational system been inadequately prepared for the major shift and bigger problems that are in store once Grade 11 begins.

That’s rather simplistic argument against K-12 which seems to be belated but well-intentioned corrective system in which the Philippines has been the last Asian country to adopt the system, but as always, the devil is in the details.

Indeed the government is doing great to ensure that K-12 program has resulted to materialize success.

it is the immortal tale told a hundredfold from the eldest of town elders of decades past handed down to the youngest living generation of this small town. Over and over, the story telling never pales out in its historical drama - signifying the ‘unconquerable’ collective spirit of the lumads, natural farm tillers and fishers, brave territorial fighters who defeated and decapitated invading pirates and threw them all in one big bloody heap in a well. It is a tale of the few united coastal dwellers overcoming odds fighting fiercely to defend land and lives.

Every 16th of March, aside from Christmas and fiesta, town locals get their annual festive treat: the

Luga-Hait Dance Festival.

Every year on this date, the people of Lugait and the residents of neighboring towns gather to celebrate the town’s birthday and participate or be witnesses in the numerous activities promoting the cultural heritage of a seemingly small yet significant cultural presence in Misamisnon history, in this manner, made manifest through dance. The Luga-Hait dance Festival is a local interschool (elementary) competition. Schools prepare weeks prior to the contest and exert considerable effort and energy for them to deliver their best festival dance performance.

It can be safely assumed that young dancers deliver their prowess for the approval and appreciation of the curious crowd of spectators and for meeting the expectations of

their own respective school teams.

In a reflective note, life is akin to a dance. Whether it is hip hop, ballroom, ballet or ethnic, the dancers get to choose their own moves required in the stage of surviving, living and making positive impact to others.

The good people of Lugait has still a lot to do. A lot of learning, evolving and moving in harmony with its truest identity and purposeful aspirations of progress and perpetual improvement. It is important to move forward and dance in the existent present without losing reference to the ‘cultural coast,’ the point of origin and unity that will carry them through and make them champions once more – beating more than the threat of invading pirates.

Then there’s a problem of the student’s choices. Not all Senior High School will offer all four student tracks – academic, technical- vocational livelihood, sports and arts and design. Some students would enroll to the private schools nearby that offer the track they want.

We should not expect all Senior High schools will offer all tracks since it is not feasible, it’s too expensive.

Of course as with development and as with change, come the pains of growing and expanding. As part of the Lugait family of public servants and as advocate for change, I am aware that Lugait will continue to celebrate exciting birthdays in years to come. Ever glad that in my term I am to become one of its observers and participants in its evolution as a growing municipality. It is to be perceived that Lugait will have more wonderful birthdays to celebrate.

But it is still overwhelming to see lit of hope behind all these. Just like Education; for some poor families who experienced so much in life, they ride high and low to send their children to school and teach them to be productive people of the country, to be a help in the family. Education is a right of every individual, for him to attain. It is a role of a nation to educate their constituents. But it does not just stop there.

Education has made to be an investment of a person For him to develop what he already know and learn new things, to grow as a person, to grab delightful opportunities and several more. This is how Education is defined already. It is furtherly aimed and accessible to all, when everyone wanted finite chances of achieving knowledge and

Philippine Response to Indigenous Peoples’ and Muslim Education

The Department of Education, as a department tasked to take monitor and control on education, is running its mandate to improve the system of education sector in the Philippines through programs and project implementations.

Few of these implementations are the Education for All targets that is set to conclude next year and also the realization of Millenium Development Goals of United Nations.

Another is the implementation of Philippine Response to Indigenous Peoples’ and Muslim Edu-

cation (PRIME). It is to ensure the access to more reliable data for planning and targeting its resources for the purpose of reaching the under-served groups across the country.

The program is realized through partnership with Australian government, being the funding organization. PRIME takes place in nine regions of the country which are determined as regions having lowest educational indicators. It is expected to improve access to quality education by addressing drop-out rates, improving

poor participation rates and increasing completion rates and national test score rates, which will result to better learning outcomes for indigenous peoples and Muslim communities.

The run of PRIME first started on year 2011. In a statement released July 2014, DepEd reported that this program has already reached more than a 100,000 children attending in some 725 public schools across nine sites in the country.

Truly, these figures say that PRIME has been an effective tool in delivering quality kind of education to various locations in a manner that it is sensitive and parallel

to varying cultures, dialects and practices. This method made it easier for delivery of learning.

A home is a first child school and the mother is his first teacher. He is therefore spared the confusion of testing and doubting her every lesson and command. A mother should always choose the lesson she wants her child to learn without no more display of emotion than befit in a classroom. Now a good teachers information can be trusted and true without need for constant checking and doubting by pupil and one of the first lesson a young child need to learn

that he can trust the reality of his mother teachings.

The acceptance of authority is the first lesson a young child to learn the subsequent lessons will be easier for him. An authority is someone who knows more about the subject than the person with whom he is speaking and who has the sense to stay away with subject so mother should choose the lesson for her child. She need not to scold, reason with, nag or punish.

She simply makes the child comply. A good teacher will employ punishment as necessary, but she views

punishment as something she does for the child. The mother as a teacher is responsible for their areas of social development. It is up to her to see the child’s talents are developed. And a child needs to be challenge with the thought that he lives not just for self-satisfaction and joy of achievement but he is under obligation to use his talents for mankind.

He should be educated to idealism rather than materialism. A mother is also responsible for the physical development of her child.

The home environment created by parents during this time has a tremendous impact on the child future.

Both will contribute more then they realize to the future of the entire family.

Ocampo said Duterte’s pro-peace stance came out when he called them to a meeting in Malacañang and his decision to allow backchannel talks between the government peace panel and the NDF in Utercht , The Netherlands recently.

Ocampo revealed that Jose Maria Sison, Communist Party of the Philippines (CPP) founding chair, also recognizes the need to push the peace negotiations in a “non-adversarial” way.

Sison earlier appreciated the release of NDF consultants to allow them to participate in the negotiations.

For now, Ocampo said “it is important for us to look at how “we can maximize his positive vibes and avoid the negative vibes”.

Ocampo stressed that “peace in Mindanao is peace for the whole nation.”

Lawyer Antonio Arellano, a member of the GRP peace panel, admitted the peace process is in a sensitive phase and that there is a need for people participation in the peace conversation.

Arellano said the President’s dream and goal for peace is everybody’s dream too.

The Mindanao Peace Forum was organized by the Philippine Ecumenical Peace Platform (PEPP) and the Sisters Association in Mindanao (SAMIN) to rally support and appeal to Duterte to leave a legacy of peace.

Bishop Felixberto Calang recognized the fact that the Duterte administration was able to hold three rounds of talks and passed several agreements with the communist rebels in less than a year of his presidency.

Given positive developments, Calang said security risks should not be allowed to hijack the gains of the peace process, especially now that the peace talks are back on track after the successful back-channel negotiations in Utrecht where the both sides agree to resume the talks and pursue the signing of a bilateral ceasefire agreement.

Allowing the stalled peace talks to continue, Calang said, shows the political will of President Duterte. He said the coun-

try needs a decisive move to address the roots of the conflict.

He also cited civilian supremacy in the peace process. Calang stressed that going back to the negotiating table to address the roots of the armed conflict “such as giving land to the tillers, equality for men and women, and self-determination for the Moro must be given more significance than the military’s goal of wiping out the enemy.”

On Tuesday, Duterte announced he was open to declaring ceasefire with the Communist Party of the Philippines-New People’s Army-National Democratic Front (CPP-NPA-NDF) but wants it in writing with clear parameters.

It can be recalled that the President pulled out the government peace panel from the talks after the termination of unilateral ceasefire and armed incidents in Bukidnon and Makilala last January.

His decision came following the successful third round of talks in Rome, Italy, where both parties agreed to unlock contentious issues on bilateral ceasefire, amnesty and releases, socioeconomic reforms, and political and constitutional reforms.

The 4th round of talks would be crucial as both sides will discuss the remaining issues under Agrarian Reform and Rural Development, National Industrialization and Economic Development, Environmental Protection, Rehabilitation and Compensation and the outputs of the bilateral team. (PNA)

CA confirms DepEd chief’s appointment T he C ommission on Appointments (CA) on Wednesday confirmed the appointment of Education Secretary Leonor Briones.
