Pr e si de n t Ro drigo Duterte has laid out the direction of his administration in a bid to realize its campaign pledges during the last election tackling issues such as federalism, criminality, corruption and illegal drugs.

“Magpatawag kami ng partido , because we would like to announce the policies that could be adopted by PDP and to be implemented sa gobyerno where -- it’s the ruling group,” President Duterte said during a joint press conference with Senate President Aquilino Pimentel III and House Speaker Pantaleon Alvarez in Malacañan.

President Duterte said federalism is the centerpiece of their campaign during the last elections and it remains to be the priority of the administration, believing it is the only way to bring peace to Mindanao.

Davao City cites need for 3 more overpasses DAVAO CITY -- The City Transport and Traffic Management Office (CTTMO) wants three more overpasses in areas where there are heavy volume of pedestrians.

Although they identified more than three areas, CTTOMO chief Dionisio Abude said they are only considering two of the areas in the north and one in the south as top priorities.

“We have proposed several new overpasses especially along the Ateneo-Matina area, where there is an increased volume of people crossing the streets,” Abude said.

Davao Light gives hope through financial assistance to House of Hope Foundation. Davao Light and Power Co., Inc. in partnership with the Aboitiz Foundation Inc. formally turned over the financial assistance amounting to Php 150,000 to the House of Hope Foundation for Kids with Cancer Inc. during the Night of Hope Dinner for a Cause last March 10, 2017 at the Waterfront Insular Hotel in Lanang, Davao City.

Davao Light continuously provides support to the House of Hope to assist them in the therapeutic needs of the children diagnosed with cancer and to decrease treatment abandonment of the cancer patients.

SPMC celebrates centennial this year DAVAO CITY -- The Southern Philippine Medical Center (SPMC) will celebrate its 100th year founding anniversary this 2017. The kick-off celebration was held last March 13.

DAVAO CITY -- The Bugsay Dabaw and the municipal government of San Isidro in Davao Oriental will stage a three-day boat paddling event dubbed as the “1st Mayor Tina Yu Invitational Bugsay Festival” on June 23 to 25.

Race director Danilo “Jun” Bacus, president of Bugsay Dabaw, said there will be competitions for recreational kayaks and banka and vinta boats.

The kayaking will have categories for male single , female single , all-male tandem, all-female tandem and mixed tandem.

The banka (boat) race is exclusively for residents of San Isidro only. It will have a tandem for couple , male single and female single.

“The Lawig Vinta is open to all,” said Bacus.

The champion will win PHP5 , 000 while the second and third placers will earn PHP4 , 000 and PHP3 , 000, respectively.

The cash prizes in the kayak’s singles are PHP3 , 000, PHP2 , 000 and PHP1 , 000 in that order while

BIR-11 eyes P20B in revenues in 2017

DAVAO CITY -- The Bureau of Internal Revenue (BIR) in Davao Region has set a tax collection target of P20 billion this year, the same amount that it set but failed to attain last year.

BIR-11 eyed a revenue collection of P20.20 billion in 2016 but only collected P16.9 billion, or 16.33-percent short of the target.

The 2016 collection surpassed the target of P14.3 billion for 2015.

BIR-11 director Nuzar N. Balatero told reporters that they are confident of attain-

ing the P20-billion target due to increased economic activities with the influx of new investors in the region.

“We are very optimistic because the tax payers of Davao Region are very cooperative and there’s increased economic activities,” he said.

He said they are determined to achieve the target to contribute to the national target of P1.829 trillion this year for new infrastructure projects and better delivery of social services.

RDC 11 chair eyes funding for 80 to 90 percent of lined up projects

DAVAO DEL NORTE -Davao Region will soon be raking huge funding for various government programs and projects as concurrent chairperson of the Regional Development Council (RDC) is batting to get 80 percent to 90 per-

cent of proposed projects be funded.

In an interview, Davao del Norte Governor Anthony G. del Rosario who now holds the chairpersonship of RDC 11, expressed his goal of breaking records of pushing for funding for projects listed in General Appropriations Act (GAA).

He revealed that over the years, only 40 percent to 50 percent of projects lined up by RDC 11 had been funded.

“As chair, we will be able to get as much as 80%; that is going to be a record. Wala pa jud ni nahitabo sa una (That has never been done before.),” he said.

He explained that his aim of getting substantial funding for Davao Region projects would run in line with his thrust of fostering a “results-oriented” RDC. In stride with this, he intended to meet all District Representatives of Davao Region on April 10 at the House of Congress to con-

duct the RDC 11 Advisory Council Meeting.

“They would have no reason not to attend because we are the ones going to Congress to meet them,” he said.

Del Rosario was hoping to get the full backing of all the Congress Representatives to push for funding

of lined up programs and projects for Davao Region.

“To ensure that they are funded is to lobby the Congressmen,” he said.

On the part of the ferries, he added, the present problem of overloading and congestion of passengers would be eliminated and more vehicles of tourists and visitors to the island could be accommodated in Mae Wess and allied MV Nicole ferry boats.

He said he knew of the planned increase 10 years ago and the owners of ferry boats have been bearing great risks over overloading of passengers.

“The increase is aimed to have safety, a way to discourage passengers from taking Mae Wess and MV Nicole ferry boats towards the Lanchas,” Ligan said in an interview after the session.

Vice Mayor Orly Amit supported Ligan , stressing deregulation rule on the issue.

“Marina asked only for posting. It’s business call of the owners,” he said, adding that it is good as approved.

At present, Mae Wess, Inc. has four ferry boats cruising Davao City-Samal route. It charges P200 per four-wheeled vehicle from P260 over two years ago when a rival Dav-Sam Link emerged and put up two ferry boats charging only P200 per vehicle and P10 per passenger.

On the other hand, there are around 15 Lanchas servicing Samal Island with a capacity of loading 80-100 passengers.

Lancha fare is P12.

Lanchas operates until 9-10 p.m. only , while Mae Wess and MV Nicole ferry boats owned by Eduardo Bangayan sail on for 24-hour operation, especially during weekends for about 10 to 15-minute sail time. CHE MONFORTE

The geographical location and culture of Lala

LALA is a vast plain within the Kapatagan Valley consisting of 14,025 hectares along the coast of Panguil Bay. It is located about 14 kilometers from the town of Tubod and 67.5 kilometers southwest of Iligan City, the

commercial center of Lanao del Norte. It is geographically bounded on the northwest by Panguil Bay, on the northeast by the town of Baroy, on the south by the town of Kapatagan and on the east by the town of Salvador.

Lala is best known among tourists for its yearly Alimango Festival which is celebrated every March 2.

Alimango, a local species of crabs, is abundant in the Lala coastline of Panguil Bay and is the municipality’s one town one product (OTOP).

During this day, there will be a package of native and indigenous costumes, dances and contests depicting and promoting local cultures and traditions and alimangoinspired motifs of the ati-

atihan dances during the parade.

There will also be an agri-aqua trade fair that will expand in one week before March 22 where visitors can see a display of products from the 27 booths representing each barangay in Lala. A nightly live band will perform to add merriment to the tourists.

In a statement issued by the office of the Presidential Adviser on Peace Process (OPAPP) on Tuesday, Bello said their counterparts from the NDFP had been informed already about the Makilala attack and they vowed to look into it.

Bello urged the combatants “to observe” restraint.

“We remain firm and confident that we can still proceed according to the agreement we just signed in Utrecht to swiftly reinstate our respective unilateral ceasefires while we work on the terms of an interim bilateral ceasefire agree-

ment,” he said.

In another statement issued on Monday evening, Presidential Adviser on the Peace Process Jesus Dureza cited the Joint GRP-NDFP statement that “the restoration of unilateral ceasefire that has been announced is not yet effective as of today as there is still a need to allow the government and the communist leaders to inform their respective ground forces accordingly.”

“Except for the government forces where there is a tight command and control structure in place and directives from higher headquarters are downloaded expeditiously, the same is not true with the NPAs, for obvious reasons,” he said.

He added the effectivity date of the unilateral ceasefire will take place “as soon as both sides agree to a date specific” that should

happen before the start of the next round of peace negotiation set for the first week of next month.

During the back channel talks in Utrecht, The Netherlands last week, Dureza said he raised with the NDFP peace panel the urgency of an early effectivity announcement of ceasefire, citing his previous experience in negotiating with rebel groups such as the Bangsamoro that there may be some factions that would disrupt the peace talks “or merely as an attempt of projection of eminence by some of their elements.”

He said some people may question the peace talks with the communists due to the alleged attacks but said public acceptance “is critical, given the indispensable need of overall stakeholders’ support to ensure success of our peace efforts.” (Antonio L. Colina IV/MindaNews)
