CAGAYAN de Oro City-The Bureau of Internal Revenue, Revenue Region No. 16 (BIR RR16), here, served closure order for two hardware stores under the trade name, Cagayan Diamond Hardware and Auto Supply, owned by Richard Caminse, which were padlocked Tuesday, March 15, 2016, due to tax deficiency, including penalty, worth almost P900,000.

The establishments padlocked by BIR officials led by BIR RR16 Regional Director Glen Geraldino were the main office, located along Hayes-Capt. Roa Streets, and its branch store, at Barangay Upper Macasandig, this city.

Atty. Geraldino said, “the establishment (Cagayan Diamond Hardware and Auto Supply) has violations under tax laws. First, unregistered delivery receipts and, second, under-declaration of taxable sales of more than 30 percent, actually 106 percent. So, under the law, they will be temporarily closed until such time they are going to comply with their obligations, including, of course, the payment of taxes.”

It was learned that the under-declared gross sales of the Cagayan Diamond Hardware and Auto Supply reaches P4.2 million.

Agus 1 and 2 reconnected to Mindanao power grid

DAVAO City––Agus 1 and 2 of the Agus hydropower complex have been reconnected to the Mindanao grid after the Interagency Task Force on Securing Energy Facilities restored Monday transmission tower 25, which was toppled on December 24, 2015.

In a press statement released on Monday, the Department of Energ y

(DOE) said restoration works on tower 25 located in Ramain, Lanao del Sur started last March 5 after the Regional Trial Court in Marawi City issued a court ruling directing lot owners “to allow access in their claimed property for the rehabilitation to proceed smoothly.”

Restoration works on tower 25 had been stalled since December when the Sambitori family demanded that government pay P40 million in unsettled claims for the portion of the lot where the structure stood.

BIR urges taxpayers to file ITR on or before March 30

DAVAO del Norte -- Although the deadline is set every April 15 of the year, the Bureau of Internal Revenue District 112 plead to all taxpayers to file Income Tax Return (ITR) for calendar year 2015 on or before March 30.

Revenue District Officer Judith Pacana encouraged recently the taxpayers to file their ITR early to avoid systems congestion, penalties and inconvenience of late filing.

Pacana emphasized that most of tax payers were mandated already to file their tax returns through the eFiling and Payment System (eFPS).

“The secretar y (Sec.

Kim Henares) said that there will be no condonation if there will be no problem with the eFPS.” She also stressed that at this early, their office started receiving your tax returns to avoid commotion on the last day of filing.

Pacana also appealed to tax payers to declare correct income and pay the right taxes.

“With your help we can achieve our target for this year,” she added.

Despite not reaching the target last year, the collection goal for District 112 covering the provinces of Davao del Norte and Compostela Valley was raised from P 2.92-billion to P 3.81-billion. (PIA 11, Michael Uy)

Polio could return thru a dirty river

DAVAO City -- Health authorities are worried that Davao River with its high coliform content could cause the return of the dreaded polio virus.

The Department of Environment and Natural Resources-Environment and Management Bureau (DENREMB) in its monthly sampling of the Davao River has found high levels of fecal and total coliform in the downstream portions of the River.

The passable standard for

fecal coliform stands at around 200 most probable number per 100 liters however sampling station at the Crocodile Park registered the highest coliform count of 16-million mpn/100 liters.

The Regional Inter-Agency Committee on Environmental Health (RIACEH) said that improper dumping of wastes and the lack of or improper sewer and septage facilities contributed to the very high coliform content.

Polio or infantile paralysis caused by the Poliovirus was officially eradicated in the country in 2000 when the Philippines was declared as Polio free. However the RIACEH fears that polio virus can be carried by the fecal coliform along the polluted river.

The Department of Health and the World Health Organization is conducting an environmental surveillance project along the Davao River to monitor the emergence of the virus. A sampling station will be set up particularly in the highly populated river bank in Bucana or the estuary.

Polio is highly contagious and can be transmitted personto-person, one of the ways of transmission is thru contact with a feces of an infected person.

The DOH has advise the public not to bathe or swim in the dirty waters as aside from polio the coliform could bring other illness such as diarrhea, skin rashes and sore eyes.

The practice of schools imposing the use of expensive books and other learning materials is a big slap to the spirit of our Constitution which even mandates free education and other ways to provide Filipinos easy access to education.

The Commission on Higher Education should conduct a nonnonsense investigation against schools doing such.

It must review the schools’ respective programs or curriculum and seek alternatives for them to use books that are cheaper.

The ‘Presidents’ from Mindanao

Somebody called the attention of the Cynosure as a rejoinder to the article titled: “Elect any President, but Duterte,” Mindanao Daily News, March 15, 2016.

The reader reminded the Cynosure that there were some elected Philippine Presidents who also came from outside Metro Manila and Luzon.

For instance, President Carlos P. Garcia came from the island province of Bohol and President Sergio Osmena, Sr. came from Cebu. Manuel Roxas, the fifth President of the Philippines who served from 1946 until his death in 1948 came from Capiz in Panay.

The fact that educational institutions have been scandalously increasing tuition fees, compelling their students to use books with prices way beyond parents’ means is doubly exploitative Some books being required in a psychology subject in one school are priced at P10,000 each.

Military, LGU declare AgNor as ‘conflict-manageable’ BUTUAN City -– The military on Monday declared Agusan Del Norte and its capital city of Butuan as “conflict-manageable and development ready” areas.

Capt. Patrick Martinez, spokesperson of the Army’s 4th Infantry Division (4ID), said that the various peace-building efforts undertaken by the military and the local government units (LGUs) have spurred development in the area.

Martinez made the disclosure during the joint

ceremony held at the Provincial Training Center, Provincial Capitol, Agusan Del Norte attended by key government, AFP and PNP officials on Monday.

He said that the people of Agusan Del Norte and its city deserve to enjoy the fruits of growth under a peaceful environment.

He said that the infrastructure development in the province is now in place and Agusan Del Norte is in the “position to propel growth in the region.”

In his message, Mayor Ferdinand M. Amante Jr., of Butuan City, said “we thank the soldiers for sacrificing their lives on accomplishing this kind of environment.”

Lt. Gen. Leonardo Rey Guererro, commander, Eastern Mindanao Comm an d ( E a s t M i n C om ) , said that the ceremony is the military’s “seal of our commitment of working together to ensure a better environment for growth for the people of this province.”

Guererro, who was the guest speaker of the ceremony, said that the journey has just begun and urged the LGUs to continue the advocacy to sustain the gains in socioeconomic development in the area.

Gov. Angelica AmanteMatba of Agusan Del Norte, said that the declaration showed that attaining a “c o n f l i c t - m a n a g e a b l e condition” could be done through the collective efforts of stakeholders.

XU to honor environmental hero at commencement exercises FOR its 77th commencement exercises, Xavier University has chosen to bestow a Doctor in Humanities, honoris causa, on Rev Fr Edwin Gariguez, a Roman Catholic priest who champions the causes of the indigenous peoples and the environment.

As honorary doctorate, Fr Gariguez will also deliver the keynote address at the University’s Academic Convocation on March 17.

A winner of the Goldman Environmental Prize, the world’s largest award for grassroots environmental activists, Fr Gariguez is a prominent figure against indiscriminate large scale mining in the Philippines.

He is the Executive Secretary of CBCP-NASSA, the social development, humanitarian and advocacy arm of the Catholic Church in the Philippines. He is also one of the convenors of Alyansa Tigil Mina, a countrywide coalition of organizations and individuals acting as a watchdog over violations in laws and policies related to the mining industry.

In 2009, Fr Gariguez led an 11-day hunger strike with members of Alliance Against Mining to protest the dubious issuance of an Environmental Compliance Certificate to a Norwaybased mining company and to demand the government to investigate the environ-

mental and social violations of the mining project. Consequently, the Department of Environment and Natural Resources launched an investigation and revoked the mining firm’s permit, indefinitely putting a stop to the mine.

“The honorary doctorate is being conferred upon you in recognition of your life-long apostolate for and with the Indigenous Peoples intrinsically linked with caring for creation, our common home,” wrote Rev Fr Bobby Yap SJ, president of Xavier University, in his letter to Fr Gariguez. “Your ministry is an inspiring response to Pope Francis’ challenge “to hear both the

Health expert warns farmers v. heat stroke

With the onslaught of El Niño and the summer season fast approaching, an expert advises farmers to take necessary precautions against heat stroke.

Dr. Raul V. Destura, an internal medicine and infectious disease specialist, says that heat stroke is one of the most common health risks among farmers who work under the scorching heat of the sun.

According to Destura, heat stroke, also known as sun stroke, is a severe heat illness with body temperature that is greater than 40.6 °C (105.1 °F), mostly due to environmental heat exposure.

“Most of the time, heat stroke becomes unnoticed or undiagnosed among the rural health units,” Destura said.

He added that people who experience this are sometimes thought of as “na-maligno” or under the control of a superficial creature when in fact, altered mental state or behavior is one of the

symptoms of this illness.

Other symptoms of heat stroke include an alteration in sweating, nausea and vomiting, flushed skin, rapid breathing, racing heart rate, and headache.

“If it’s heat stroke, your skin is dry.

If you’re over-exercised, you get a moist skin,” Destura clarified.

Immediate interventions for heat stroke is to get the person into shade or indoors, remove excess clothing, keep him hydrated, and cool him with whatever means available.

This may include putting the person in a cool tub of water or shower, spraying with garden hose, or sponging cool water.

Placing ice packs or wet towels on the person’s head, neck, armpits, and groin is also a measure that can be done.

LEGAZPI City--The Mines and Geosciences Bureau (MGB) Bicol regional office here has renewed its vow to stop all illegal mining operations in the region.

Engr. Guillermo A. Molina IV, MGB Bicol regional director, on Monday said the renewed campaign is inspired by a recent order carried in a memorandum circular (MC) issued by MGB National Director Leo Jasareno which establishes the basic procedure in addressing illegal mining operations not only in Bicol but also all over the country.

The order, which is seen to effect a comprehensive and concrete set of actions to address the persistent illegal mining operations in the country, prescribes a standard and systematic set of actions to be undertaken -- from the conduct of ocular investigations to the filing of formal complaints against the perpetrators, Molina said.

“To effectively implement the government’s campaign against illegal mining operations, basic procedure shall be strictly observed by every regional office of this bureau,” Molina said in the order.

SM MALLS JOIN EARTH HOUR 2016

On March 19, all SM Supermalls across the Philippines and China will unite with the global community in observance of Earth Hour, a yearly event that aims to raise awareness on climate change.

More Pag-IBIG members upgrade their savings Pag-IBIG Fund Chairman of the Board of Trustees Atty. Chito M. Cruz said recently that the amount collected from Pag-IBIG members who opted to save more than that which is mandated by law is increasing.

Cruz reported that Pag-IBIG in 2015 collected a total of P4.2 billion from the upgraded savings program of PagIBIG members, up by 8% from the P3.9 billion collected in 2014. In 2013, the Fund collected P3.5 billion from the same program.

“Upgraded savings” refers to the voluntary contribution by Pag-IBIG members over and above the mandatory monthly contribution of P100.

“Pag-IBIG offered this upgraded savings option to encourage more Pag-IBIG members to save for their future.

Aside from bigger savings upon retirement, PagIBIG members who opt to increase their savings also get the benefit of higher dividend earnings – which are tax-free, and bigger loanable amounts in case they need to borrow,” Pag-IBIG President & CEO Darlene Berberabe said.

She pointed out that Pag-IBIG’s yearly dividend is significantly higher than the interest rates offered by other savings instrument, adding that in the last five years, Pag-IBIG’s dividend rate has not gone down below the 4% level.

“For 2015, we declared a total of P14.2 billion in dividends, with a rate of 4.8%, which will be proportionately distributed and credited to the accounts of PagIBIG members,” Atty.

Acol of Valencia City appointed public school teachers from Valenc ia City Division to serve as Board of Election Inspectors ,BEI’s.The appointed Chairmen and poll clerks of each precinct underwent 2- day training held last March 11-12 in 3 venues namely Hotel Conchita at Cogon ,Cagayan de Oro City, VIP Hotel at Divisoria and Apple Tree Hotel,Opol,Misamis Oriental.

The first day was intended for the film viewing and lectures of the speakers to orient the Board of Election Inspectors on how

to use the Vote Counting Machine,VCM and how to perform the activities during the final testing and sealing and on the final election day.

After the sessions, the last day was the evaluation of the certifier from the Department of Science and Technology,DOST where all participants underwent written examination and oral interview on the parts and functions of the Vote Counting Machine and it’s functions, and the actual one on one performance on how to manipulate the VCM by following the activities to be done during the final testing and sealing, so with the activities on the election day.

Prior to the closure, the Regional Office Review Board of BIR RR16 found out that the taxpayer, Cagayan Diamond Hardware and Auto Supply, possessed unregistered Delivery Receipts, which is a clear violation of Section 238 of the Tax code; that the book of accounts maintained by it is not updated or no entries made thereon more specifically on Columnar Sales Books, section 232 of the Tax Code; and that the said taxpayer failed to notify the Bureau in connection with the closure of one of its branches within the time prescribed by law (Section 236 of the Tax Code), and that the brach issued sales invoices in the branch intended for the exclusive use of the main office.

The Regional Office Review Board, in a resolution, had recommended the issuance of a 48-Hour Notice to afford the subject hardware to explain their side why they should not be dealt administratively, by suspension of business or temporary closure of their establishments, and/ or criminally, for violation of Section 115 of the Tax Code, Geraldino said.

However, the explanation letter by the owner, Mr. Caminse, was denied for lack of merit and legal basis, aside from it was rendered not under oath.

“This is also a reminder to tax payers. Remember that our filing season is now ongoing and it will be until April 15 and the commissioner will not be giving extension for the deadline of filing,” Geraldino said.

Atty. Gerladino also warned those who are under-declaring their taxable sales, saying, Oplan Kandado is a continuous program of the BIR. It will be implemented anytime based on tax mapping.

The closure of the two hardware stores brings to six the number of establishments padlocked by the BIR RR16 in this city for tax deficiency and other violations.

Mindanaoans have again enjoyed about 80 megawatts of cheaper and cleaner power supply from the Agus plants. This will substantially result in reduction of rotating brownouts in the affected areas,” Energy Secretary Zenaida Y. Monsada said.

Agus 1 and Agus 2’s combined capacity is 260 megawatts but due to low water levels in Lake Lanao it could only supply 80 MW. Mindanao’s major sources of power are the Agus and Pulangi hydropower complexes. Agus has seven plants and Pulangi has four others for a combined in-

stalled capacity of 982 MW. Monsada, who chairs the task force, called for the support of all stakeholders in ensuring the maintenance of integrity and reliability of all energy assets that are “vital public assets.”

The task force, comprised of DOE as head, National Transmission Corp., NGCP, Mindanao Development Authority, Armed Forces of the Philippines, Philippine National Police, Department of Interior and Local Government, National Power Corporation, Department of Justice, and Land Registration Authority, was formed last February 4.

Its task is to address the series of attacks on transmission towers of the NGCP and right-of-way claims in areas where power facilities stand.

“The IATFSEF remains keen in upholding public interest as priority in all of its action plans, especially to prevent untoward incidents from happening again that may compromise not just the energy facilities, but the lives and welfare of the people,” the statement read.

The task force will also clear the trees, infrastructures, and any obstructions under the transmission facilities, following the issuance of Resolution No. 10067 of Commission on Elections to avoid ROW issues from happening again that might cause power problems on May 9, election day.

In a separate statement, the NGCP said: “We are very pleased with this development. We have been poised and ready to restore the facility as soon as it was toppled. All we needed was access to the property. With the court issued injunction, we were given legal cover to access the transmission facilities and begin restoration.”

Teofisto Guingona, Sr. served as Governor of Agusan from 1913 to 1917; the province is now divided as Agusan Del Norte and Del Sur. He then served as acting Governor of the Dept. of Mindanao and Sulu from 1918 to 1920.

The reason that the former Vice President Guingona, Jr. spent his childhood and younger days in the provinces of Agusan, Misamis Oriental, and Lanao.

Guingona, Jr. completed his elementary education in Ateneo De Cagayan in Cagayan De Oro City.

Consequently, the running of Rodrigo “Digong” Duterte for the country’s top

post on May 9 would be the first in Mindanao. Although Digong was born in Maasin, Leyte, his father Vicente Duterte has the family roots in Danao City, Cebu. The Dutertes migrated to Davao in 1951 when “Digong” was only about five years old.

I am saying this because, under the Constitutional rule on succession, the Senate president is mandated or legally authorized to assume the presidency if no president or vice president is elected in the May 09, 2016 elections. Unfortunately for Drilon, he could not succeed to the presidency if there is no election on May 09, because his term shall have already expired

by June 30, 2016.

-oooHOW TO REMEDY A POSSIBLE LEADERSHIP VACUUM: If Drilon could not assume the presidency

by June 30, 2016, there is no one else who can be president, because the terms of President Aquino, Vice President Jejomar Binay, and House Speaker Feliciano Belmonte Jr. shall have already lapsed similarly. This would mean a leadership vacuum over which the 1987 Constitution is powerless to remedy.

Such a leadership vacuum would encourage the scuttling of the 1987 Constitution, and the establishment of a revolutionary government by any person or group who or which will have the power to assert themselves as the new leaders. This could be President Aquino himself, aided by his allies, both in the civilian and military sectors.

On the other hand, if Drilon steps down now as Senate president, and a new president of the Senate is elected before the May 09, 2016 elections from among the 12 senators who will remain until 2019, there would be no leadership vacuum because that new Senate president will have the right to become acting president.

Tiongco will receive the Fr William F Masterson SJ Award for service to the community.

Tiongco is instrumental in bringing peace and order to the municipality of Damulog, Bukidnon, which for decades suffered from intermittent guerilla fighting among the military, militia groups and rebels.

He ran for mayor in 2007 outlining his campaign on the platform of peace and a demilitarized municipality to solve poverty. When he won, one of the first things he did was to embark on a peace journey from the town proper to Sitio Agong, the site of the heaviest fighting.

Tiongco ran again for mayor and won in 2010. He got re-elected for a third and final term in 2013. Between those years, he became a fellow of the Mindanao Bridging Leaders Program of the Asian Institute of Management, which helped him expand his program on peace and development to include justice. At the core of his agenda are the universal rights of children.

Rivera, also known as the “makata sa cellphone” for his notable “textula” series or SMS poems, is being recognized by the University for his outstanding contributions to Philippine culture and arts.

He founded the critically-acclaimed Kambayoka Theater Ensemble of the Mindanao State University.

He has also written several anthologies of dramatic scripts for stage, television, radio and film. He is a winner of three Palanca Memorial Awards for Literature, four National Book Awards, and a number of Aliw, Gawad, CCP and NCCA Awards, to name a few.

Rivera’s trilogy of “Makata sa Cellphone: mga dalit, diona, tanaga, at iba pang tulang sari-sari’t mga bersong sala-salabid” books earned him a National Book Award citation in 2005. His poems and “textula,” which won the 2014 Timpalak sa Pagsulat ng TexTanaga and 2014 Tulaan sa FacebookDiyona, are recited during political rallies, shared on social media, forwarded as text messages, and declaimed at school programs.

The awarding ceremonies for Tiongco and Rivera will also be held during the Academic Convocation of the graduating Class of 2016.

Considering these health risks, Destura strongly recommends that occupational health risks “must be comprehensively integrated in rice farming management.”

He encourages a multidisciplinary approach that includes health of the farmers.

Mechanized farming is also one of his suggestions to reduce biological risks with proper training and machine maintenance to avoid mechanical accidents.

Lastly, he encourages farmers to consult a doctor immediately if they have any health concern. Destura also emphasized that doctors and health experts must direct their studies to practical applications that benefit the health of the farmers.

“We need to generate agricultural productivity without too much compromise on our farmers’ health,” he ended.

Destura’s talk on “Health Risks in Rice Farming” was featured in a seminar-series at the Philippine Rice Research Institute (PhilRice) earlier this year. He is currently the Chair of the Institutional Biosafety and Biosecurity Committee of UP Manila.

It is also a government measure to regulate small-scale mining activities that were blamed for dumping mercury and cyanide to the waterways and the underground.

Small-scale mining, as defined under Republic Act 7076 or the People’s Small-Scale Mining Act of 1991, refers to mining activities which rely heavily on manual labor using simple implements and methods and do not use explosives or heavy mining equipment and requires only a small capital investment.

Small-scale miners, on the other hand, according to RA 7076, are Filipino citizens who voluntarily form a cooperative duly licensed by the DENR to engage, under the terms and conditions of a contract or license in the extraction or removal of minerals or ore-bearing materials from the ground.

While it is very clear that only Filipino small-scale miners, organized as a cooperative, can operate in a Minahang Bayan, a limitation, however, was set forth by the same law that they can only mine gold, silver, chromites, kaolin, silica, marble, gravel and sand and clay in an identified mineralized area, Molina said.

Each of the six provinces in Bicol covers a territory that is rich in mineral resources mineable through smallscale operations that could provide lowly miners a good source of income.

Albay, the province that plays host to majestic Mt. Mayon, is rich in precious metallic minerals such as gold and silver and endowed with abundant non-metallic deposits like boulder, earth fill, black and white sand, gravel, aggregates, selected stones, marble and shale clay.

Gold and silver are also widely available in Camarines Norte in addition to diatomaceous earth, white clay, kaolin clay and silica sand while Camarines Sur is known for chromites, ball clay, decorative stone and earth fill.

Both Camarines provinces, as well as Catanduanes and Sorsogon, have sand and gravel while Masbate boasts of huge deposits of gold and silver, boulders, earth fill and also sand and gravel.

Establishing a Minahang Bayan is an effort to give importance to smallscale mining that is responsible for about 70 percent of the gold mined in the country, Molina said.

All these provinces should create and reconstitute their own Provincial Mining Regulatory Board (PMRB) which under RA 7076 is tasked to implement the policy of the state to promote, develop, protect and rationalize viable small-scale mining activities in order to generate more employment opportunities and provide an equitable sharing of the nation’s wealth and natural resources.
