Local coop envisions to become gender resource center

TAGUM CITY, Davao del Norte -- An institution on developing gender equality and development programs will soon rise in town as Tagum Cooperative (TC) envisions to soon become the Gender Equality Resource Center in Mindanao.

In the Kapihan sa Kapitolyo this morning held at Tagum Cooperative, TC chairperson of the Board of

Directors Norma R. Pereyras expressed optimism that the Cooperative could become such institution having been a Gender Equality advocate for 25 years.

Once a resource center on Gender Equality advocacy, Tagum Cooperative will extend technical assistance to local government units and national government institutions to come up with their own gender programs.

“They have gender bud-

get but they don’t have gender programs,” Pereyras said referring to NGAs and LGUs. Some of the gender equality advocacy aspects that that the Cooperative can extend its technical expertise would be on economic empowerment of women, family relationship, girlchild protection from abuse, family financial literacy and wealth management.

The Cooperative rolls

out projects for marginalized women, teaching them to build and manage their enterprise. “We give them livelihood skills to make tocino, chorizo and even on simple bookkeeping. We empower them to earn so that their families will be happy,” she said.

On top of educating families on gender roles at home and in the community, the Cooperative also puts emphasis on the importance

of paying loans and of using loans for priority needs of the family.

“Ang loan ay para sa pamilya. If may problema sa pamilya may problema sa Tagum Cooperative (The loan is for the family. If the family is wrapped in problem, Tagum Cooperative has a problem),” she said in explaining how Gender Equality and Family Enrichment Program of the Cooperative has brought

down delinquency rate from as high as 68 percent in 1990s to 7.02 percent as of December 2015.

Women Inc. (TCCWI), reported recently that around 2,000 sari-sari store owners underwent basic entrepreneurial training through the STAR program.

“They were trained on managing their business including budgeting, sales recording, inventory, merchandising and business plan,” she said.

She stressed that during

the program’s orientation, it was revealed that most of the sari-sari store owners do not records their sales and had no idea how much is their monthly income.

Uy disclosed that the trainees got a kit, which comprised of handbook on entrepreneurship, calculator and workbook.

“This is like a masteral course, in which your sari-

sari store is your laboratory.”

Uy elaborated that the STAR is a United Nations project funded by Coca Cola on empowering women economically through educating the on managing their business.

Uy also revealed that the STAR aims to empower 5 million women in the world and the allocation for the Philippines is only 200,000.

She said that on the first batch, the funding was coursed through the Technical Education and

Skills Development Authority (TESDA).

“But because of our good implementation of the project, Coca-Cola decided to directly give the budget to us worth P1 – P1.2-million a year,” she said. (PIA11, Michael Uy)

PANABO CIT Y, Davao del Norte -- Panaboans gathered at the Sto. Niño Parish for 15th Araw ng Panabo Thanksgiving Mass led by Bishop Wilfredo Manlapaz of the Diocese of Tagum and co-celebrated by priests from various parishes in the city.

After the mass, a citizen’s parade along the national highway and major streets was enjoined by city officials, department heads and employees of local and national line agencies, schools, business and various sectors, to the beat of the different drum and lyre corps signaled the start of the Araw celebra-

tion to the public.

The parade proceeded to the ARF Gym, Panabo Parks and Plaza for the Opening Program.

“We should work handin-hand together in order to excel and to develop our city,” said Mayor James Gamao in his speech, anchored on this year’s theme, “Panaghiusa sa mga Panaboan: Dalan sa Kalaboan”.

Mayor Gamao persuaded the Panaboans to work together as a team and encouraged more active participation of the private sectors for the growth of the city.

After giving his message, Gamao officially opened

the 15th Araw ng Panabo month-long celebration and the Taboan sa Panabo trade fair located at the parks and plaza.

Davao del Norte Governor Rodolfo del Rosario graced the opening program. In his message, Gov. Del Rosario emphasized that unity, most especially peace, are pre-requisites to progress, as “there can be no peace without development and no development without peace”.

Binibining Panabo 2016 and the Munting Binibini ng Panabo 2016 candidates showcased a dance number and invited the crowd to witness their talent and pageant shows.

A city-wide drum and lyre corps competition participated by elementary and high school institutions immediately followed after the opening program.

MISAMIS Oriental--The provincial jail of Misamis Oriental could not accommodate detained Iligan City Mayor Celso Regencia, the provincial warden said.

A trial court in Misamis Oriental has reportedly ordered Regencia, now detained in the city jail of Iligan, to be transferred to the provincial jail in Misamis Oriental.

Dominador Tagarda, the provincial jail warden, said that they could not accept Regencia because the provincial jail in Misamis Oriental has no facilities to secure a “high profile” prisoner.

He said that the provincial jail could only accommodate about 200 inmates and the 43 provincial jail guards could not extend additional time to watch a “high profile” prisoner.

Iligan, and as a candidate for the mayoral post come May 9 local and national elections, it is expected that leaders and followers would visit the provincial jail 24/7,” Tagarda said.

He said it would be very difficult for the jail authorities to keep an eye on Regencia and the visitors that might come and go at the provincial jail.

Provincial Governor Yevgeny Vincente Emano, of Misamis Oriental, said that

the provincial government would file a motion for reconsideration once the order to transfer Regencia to the provincial jail is received.

He said that with 600 inmates, the provincial jail is now congested and would not be able to secure a “high profile” detainee.

SECRETARY Mel Senen S. Sarmiento of the Department of the Interior and Local Government (DILG) on Wednesday urged local government units (LGUs) to implement stricter rules on the issuance of building and construction permits.

“To alleviate, if not totally prevent, fire incidents due to electrical overloads, faulty wirings and other electrical issues, all Local Chief Executives (LCEs) are strongly urged to be stricter in issuing building and construction permits,” said Sarmiento.

According to him, the

Philippine Electrical Code orders LCEs to require electrical plans that include design analysis to all applicants for said permits, and ensure that those with existing buildings, factories, and infrastructure have their respective updated design analysis and calculations.

He noted that the design analysis must show the calculation of short circuit currents and voltage drop among others.

THE grassroots or the people in simple way are the key to democracy. The people are the real power.

The grassroots are the natural way of life with its own characteristics.

In short, everything derived from the grassroots is the typical nature of democracy. It has been for a long time ago, Abraham Lincoln (1809-1865) defined democracy as government of the people, by the people, and for the people. That is the nature of the grassroots when their aspiration is crystallized in the government.

At least today, we can see the democracy fiesta in one of the ASEAN countries, the Philippines and in the USA. These two countries are doing their campaigns for the candidates who are running for president.

Looking at their trends of the campaigns appears obvious that the more the grassroots are involved the more the campaigns attract the media. It attracts not only the big media, but also the social media such Facebook, Tweeter, Instagram, and even LinkedIn. reaction is making them ignorant and the other possible reaction is making them have sympathy to the degraded one.

The ones who have sympathy can even increase the number of the degraded candidate’s supporters. These are the real grassroots that are in the same feeling psychologically accumulated.

So, don’t get surprised, when we can get shocked that the candidate who was not formerly predicted to have great supporters suddenly get huge supporters. What is behind this phenomenon?

Let’s look back at the real definition of democracy in the democracy fiesta. In a simple way, democracy used to be contradicted with monarchy, a government by a single ruler.

Democracy used to be also contradicted with the aristocracy, the government by the noblemen or heredity.

Democracy used to be contradicted with dictatorship, the government by the seized power by force.

So, the style of each candidate during the campaign can be detected whether they are the real leaders who are able to bear the essence of democracy in their attitudes. Their speeches, sentences, vocabularies, and even intonations can vali-

Many candidates are trying to solicit their own best visions and missions.

They are trying to sell their best programs for the next government administration.

But, it also makes the candidates degrade one another by exposing the past badexperiences related to each candidate’s weaknesses.

In that condition, the candidates tend to speak any word that may lead to the other candidates blushing.

The speech may also make the opponents shocked and they can grudge one another.

Unconsciously, they can speak uncontrollably, making the public or spectators eyewitnessing the grudging figures on the stage.

The towering figures that must be appreciated and honored turn to be degraded. In this case, the public not only nationally but also internationally can close watch the candidates’ real skills and dignity blatantly.

There are two types of public in general. One is those who are the supporters of each candidate. The other ones are those who are not the supporters. The former group can get angry when their candidate is degraded while the latter group can have two reactions. One

So, democracy is neither monarch nor aristocrat. Democracy is neither monarch nor dictator.

If during the campaign the candidates’ attitude on the stage cannot reflect the essence of democracy, they are not the real leader in the era of democracy.

Agusan del Norte, Butuan City to be declared as ‘conflict manageable, ready for development’ BUTUAN City -- The province of Agusan del Norte and Butuan City are set to be declared as “conflict manageable and ready for further development”.

It is fifth province in the region to be under such category and the seventh under the area of responsibility of

the 4th Infantry Division of the Armed Forces of the Philippines.

In a media advisory sent to media outlets here, the joint memorandum of agreement (MOA) signing declaring the province of Agusan del Norte and Butuan City as “conflict manageable and ready for

further development,” will be held at the Provincial Training Center, Agusan del Norte Capitol Compound in this city at 10 a.m. today.

The first province to be declared under such category was the province of Dinagat in 2015. The island province has moved further to

another level, making it the first province in the region to be declared as “insurgency free”.

According to Maj. Gen. Oscar T. Lactao, commander of the 4ID “Diamond” Division of the AFP, this was followed by Surigao del Norte, Agusan del Sur, Surigao del

Sur and then Agusan del Norte and Butuan City.

Under the area of responsibility of the 4ID, which include the provinces of Misamis Oriental and Camuigin; the declaration of Agusan del Norte under the said category will be the seventh, Lactao said.

Lactao, who is due for promotion to the national AFP headquarters in Camp Aguinaldo before this month’s end, hoped that the province of Bukidnon will get the same declaration before the end of his term as the commanding general here. (PNA) JBP/NBN/PJN

TAGBINA, Surigao del Sur -- Twenty-five graduating students from the Surigao del Sur State University, Tagbina Campus were hired on the spot during the oneday Job Fair conducted by the university held at their

gymnasium recently.

The one day job fair is part of the major services offered by the university’s Guidance and Counselling Center headed by June Amolata. The event was exclusively conducted for

the 364 graduating students for them to be prepared in the world of work, it was learned.

“Many of you will now know how difficult it is to run in a race with full of competent graduates and

how difficult it is if you don’t learn anything, so you are very much privileged to be provided of these kind of services, I hope you will take this seriously,” said Irene Managbanag during the activity.

Prior to the job fair, a pre-employment seminar was conducted on February 25 to prepare the graduates on the actual process in applying for work.

“The seminar was very informative and useful to

NHA reports 43.34% accomplishment in construction of houses for Zamboanga siege victims ZAMBOANGA City -– The National Housing Authority (NHA) has reported a 43.34 percent accomplishment in the implementation of the Zamboanga City Roadmap to Rehabilitation and Reconstruction (Z3R) project.

The Z3R is the blueprint for the construction of the houses for the families dis-

placed during the 21-day September 2013 siege.

Eng’r. Al-Khwarizmi Indanan, NHA district manager, said construction of 5,583 units has actually started out of the 6,500 target shelters to be built under the Z3R project.

Indanan said that 2,817 of the 5,583 units have

already been completed representing 43.34 percent accomplishment.

Indanan said that 1,107 units representing 17.03 percent of the completed housing units have so far been awarded to the benefi-

ciaries while the remaining houses are ready for awarding.

He said they have also completed the construction of 1,702 houses-on-stilts.

Meanwhile, Indanan said that all of the targeted 1,661

family-beneficiaries for the Home Materials Assistance (HOMA) have already received the assistance.

AboitizPower starts supplying ‘clean energy’ to Visayas grid

ABOITIZPOWER Corporation (AP) has started supplying clean, renewable and reliable energy to the Visayas Grid and effectively is decreasing the emission of an estimated 44,000 metric tons of the greenhouse gas (GHG) carbon dioxide into the atmosphere through its 59 megawatt peak (MWp) P4.9 billion solar power plant in San Carlos City, Negros Occidental.

Construction of the solar power plant, operated by AboitizPower subsidiary San Carlos Sun Power (SaCaSun) was completed recently and was commissioned this week.

“We have successfully completed the project in San Carlos City, Negros Occidental and we are now exporting power into the Visayas grid,” said SaCaSun President and Chief Operating Officer Lino M. Bernardo.

The plant, AboitizPower’s first foray

into the highly competitive solar energy sector under its Cleanergy portfolio, is expected to generate more than 85 gigawatt hours of clean electricity annually, enough to power 27,600 homes.

Such power is adding much-needed electricity into the Visayas Grid while effectively decreasing the emission of an estimated 44,000 metric tons of carbon dioxide into the atmosphere, which is equivalent to taking around 10,000 cars off the road for 20 years.

The completion and commissioning of SaCaSun’s solar power plant this week has beaten the March 15, 2016 deadline set by the Department of Energy for all developers of solar power projects to go online to be able to avail of the prescribed second wave of Feed-in-Tariff (FiT) rate of P8.69 per kWH. Failure to go on commercial operation by this date means the solar power developer will get a lower FiT incentive.

BOI approves investments in renewable energy THE Board of Investments (BOI) has approved a total of 144 renewable energy investment projects worth P170.947 billion from 2010 up to December 2015 with a total generating capacity of 3,861 megawatts.

“Our industry development programs are geared towards building sustainable and resilient communities, which includes achieving sustainable energy sources,” said Department of Trade and Industry (DTI) Undersecretary and BOI Managing Head Ceferino Rodolfo.

Rodolfo added that the development of renewable energy resources supports the country’s new industrial policy which includes the “greening” of industry roadmaps.

“Greening” a business refers to the adoption of practices and operational procedures to improve efficiency in the use of natural resources and power.

Renewable energy sources include biomass, solar, wind, hydro, geothermal, and ocean energy.

Renewable energy is listed as a priority investment sector in the BOI’s Investment Priorities Plan (IPP), the country’s investments blueprint.

The BOI closely coordinates with the Department of Energy (DOE) to ensure that investments support the Philippine En-

ergy Plan (PEP) 2010-2030 and is consistent with the Renewable Energy Act of 2008 which mandates the consideration of renewable energy projects.

The country’s current installed capacity for power generation is 17,025 megawatts, which is largely located in the Luzon grid.

Based on DOE’s 2014-2019 demand-supply projections, an additional 5,100 megawatts is needed in all major grids of the country.

The Luzon grid needs at least 3,800 megawatts, Visayas, 900 megawatts, and Mindanao around 400 megawatts.

Out of the required en-

ergy capacity, only 45 power generating plants with a consolidated capacity of 3,382.75 megawatts (combined renewable energy and conventionally-fuelled) are committed to go online this year.

Among the renewable energy projects approved by the BOI is Alternergy

Wind One Corporation which recently inaugurated its 60 hectare wind farm in Pililia, Rizal.

The wind farm, the first of its kind in the Rizal province, runs 27 wind towers, each producing 2 MW, and has a total capacity of 54 MW of clean electricity capable to supply electricity requirements of 66,000 households.

The PEP has indicated that at least P3 trillion in fresh investments are needed to attain the goal of energy security. “We encourage investments in the energy sector. Energy is a major concern across industries, especially now that we already experiencing the resurgence of the manufacturing industry,” said Rodolfo.

In Search of Home-grown Talents – Suzuki Philippine Challenge The Suzuki Philippine Challenge is an event hosted by Suzuki Philippines featuring the main category with the same event title which serves as the qualifier to determine the country’s delegates to the Suzuki Asian Challenge (SAC) season this 2016. This is in support of the brand’s developmental program to hone future MotoGP champions headed by SAC General Manager Yukio Kagayama. The program commenced in 2015 with 17 riders from 9 Asian countries alongside the brand’s big comeback on the racetrack. Inter-Agency Task Force Enforces Security Measures on Energy Facilities for May Elections (Taguig City) The InterAgency Task Force on Securing Energy Facilities (IATFSEF), headed by the Department of Energy (DOE), enforces security measures to ensure power supply adequacy reliability during the local and national elections in May. Following the issuance of the Commission on Elections (COMELEC) Resolution No. 10067, concerned members of the IATFSEF are deputized to provide sufficient personnel to secure power assets nationwide, implement clearing of trees, infrastructures and any obstructions beneath the transmission facilities, safeguard the area of the transmission Tower No. 25 located along the Agus 2-Kibawe 138kV line enabling rehabilitation to proceed, and provide pertinent information to cause prosecution of violators of the election code.

The IATFSEF, in close coordination with COMELEC, notes that these measures are in response to the earlier bombing incidents and right-of-way issues compromising the power supply security

in Mindanao grid that caused the isolation of Agus 1 and Agus 2 Hydro Power Plants, depriving Mindanao customers with 82 megawatts of generation capacity, resulting in power trippings and rotating outages in some provinces.

“The Government, through the IATFSEF, is in full force to implement all necessary measures to ensure sufficient supply of electric power ahead of the critical election period,” said Energy Secretary Zenaida Y. Monsada, emphasizing that the immediate repair and restoration of Tower No. 25 will help stabilize the power supply in Mindanao in time for the elections.

The IATFSEF assures the public that it is exhausting all legal means for the speedy resolution of the nationwide transmission concerns beyond the election period to ensure sustained economic growth for the entire country.

The Importance of Exploring the TVET Construction Curriculum for Grade 8 STVE Program

THE good news in the K to 12 curriculum (senior high) is that all subjects in the TVET track are qualified for graduates to take an NC II certificate qualification. But not all subjects in the TVET track have prerequisites. That means only the home economics strand has these prerequisites. When a child reaches eighth grade (roughly the age of 14), he or she must need to take 40 hours spread throughout the year an exploratory subject in home economics.

The exploratory subject is a general discussion of the home economics track as a whole. The following are the topics to

be discussed: beauty/nail care, wellness massage, hairdressing, barbering, dressmaking, tailoring, fashion design (apparel), caregiving, bartending, bread and pastry production, food and beverage services, cookery, commercial cooking, front office ser vices, travel services, local guiding services, tourism promotion services, housekeeping, attractions and theme parks, event management services and handicraft (needlecraft, fashion accessories, paper craft, basketry, macramé, woodcraft and leathercraft). Not all of these topics will be taken during senior high but at least the child already has a general idea on what TVET is all about.

DepEd CDO Research Winners Participate in the 2016 International Congress on Action Research, Action Learning (ARAL)

The award-winning researchers of DepEd Division Cagayan de Oro City participated in the International Congress on Action Research, Action Learning (ARAL) held at De La Salle University, Taft Avenue, Manila on March 3-5, 2016, with the theme “Action Research and Innovation: Improving Educational Practices in the ASEAN Region.”

Paper presenters were the 2015 Regional CIbased Research Congress winners, namely, Dr. Jean S. Macasero, Education Program Supervisor; Dr. Marife A. Ramos, Public Schools District Supervisor; Dr Nick C. Pañares, School Principal of Macabalan NHS; and Mark John T. Gabule, Secondary School Teacher of Gusa Regional Science High School.

The presentation of quality and winning research papers in the local and international fora is supported by Schools Division Superintendent, Elena M. Borcillo, CESO V and the Assistant Schools Division Superintendent, Dr. Reynaldo E. Manuel,

Jr., CESE. The aforesaid leaders advocate evidencebased policy through research and development where research results will be utilized for planning and policy formulation in improving learning outcomes in the Division of Cagayan de Oro City.

According to Mr. Gabule, “The International Research Congress supports the movement towards global education which features distinguished researchers from USA, Malaysia, Indonesia, Myanmar and Philippines.” He further added that it was a great opportunity for the four of them to learn best practices that are doable also in their locality.

He stressed out that the three-day congress promotes deeper understanding about action research through workshops, plenary talks and presentation of research outputs in parallel sessions.

“It was an excellent venue where participants were able to actively listen, participate and gain insightful experiences,” he concluded.

Along with the research journey, researchers will be coached by the Division Continuous Improvement (CI) Team headed by Chief Mary Ann M. Allera; Asst.

Team Leader, Dr. Eduardo T. Cartel; and CI Team Members, Dr. Joel D. Potane, Dr. Jean T. Loquillano and Dr. January Gay T. Valenzona.

BECAUSE we are undoubtedly living in the Information Age, our kids even as young as first graders are now using cellphones to learn. In fact, there are learning apps for kids easily available for free. It is our responsibility as teachers to aid the school-age children because they spend eight hours of their 24-hour day in school. In fact, they spend most of their daylight in school rather than with their parents.

And the K to 12 curriculum has improved even more the basic education system of the country.

When I say basic education, it counts the period from kindergarten to high

school. As a teacher in a school of arts and trades, I’m happy that K to 12 curriculum senior high track has emphasized more on the tech-voc track.

The tech-voc track allows students to acquire skills for them to immediately seek employment even when they are as young as 18.

Again, it is our responsibility as teachers to teach the students the exact lessons they need.

There must absolutely be no room for error. That is why if opportunities arise, we must attend all the training-seminars that are accorded to us. Since the K to 12 curriculum is an enhanced one, then we must need to enhance our learnings as well.

In fact, it is totally frightening that the Comelec, up to now, is refusing to obey Supreme Court resolutions issued several years ago yet, directing it to do certain things to refute charges that Smartmatic’s use of PCOS machines resulted in disenfranchising Filipino voters whose choices were allegedly supplanted through an

electronic “dagdag-bawas” scheme.

What is clear now is that, with the Comelec’s insistence to use PCOS machines yet again for the 2016 elections, it can happen that the Philippines will once again be ruled by politicians whose claim to victory would be tainted with accusations that it was the manipulation of PCOS machines that truly elected them, not the votes of the people. I shudder to think what the country will undergo under such fraudulent officials.

Once the DoE qualifies SaCaSun’s solar power plant for the FiT after careful evaluation, SaCaSun’s clean and renewable power output will get priority dispatch in the electricity spot market under the FIT rate for solar power at P8.69/kWh. SaCaSun’s solar power plant brings AboitizPower’s total power production to 3,100MW, 40% of which are from renewable sources.

AboitizPower is at present the biggest producer of clean and renewable energy from its Cleanergy brand, which includes several hydroelectric and geothermal power plants.

AboitizPower is already operating more than 50 MW of hydropower plants in Mindanao through its subsidiary, Hedcor, Inc. Hedcor’s 68.8 MW runof-river hydro power plants in Manolo Fortich, Bukidnon is set to go online in 2017. The company is planning to develop another four to five hydropower plants in addition to its 22 hydropower plants already online in Benguet, Davao City, Davao del Sur, Ilocos Sur and Mt. Province to meet its target of 2 billionkilowatt hour (kWH) annual power generation by 2020.

Aside from that, AboitizPower is also tapping geothermal energy sources and is set to start exploration and development of geothermal power plants in Mt. Apo and Mt. Sibulan, which already received unequivocal support from IP communities and local government units in the areas.

He said the “achievements” mentioned in the module are brazen lies, such as the purported success of land reform under Marcos: “Malaki ang nagawa ni Pangulong Marcos sa pagpapasulong ng Repormang Pansakahan na nakapaloob sa Atas ng Pangulo Blg. 27.

“The DepEd module upholds the claim that there was ‘development’ during Martial Law. Meanwhile, (it gave) no example and articulation of the acts of fascism and repression. The curfew implementation was even categorized as pangkatahimikan na pagbabago (for peace and order and change),” he said.

He added that the same DepEd module “even casually mentions how the 1973 referendum legitimized authoritarian rule with 90 percent voting yes to the Marcos constitution without even mentioning how the polls were rigged and the choice was imposed on the Filipino people by force of arms.”

Earlier, Anakbayan exposed the Lakbay ng Lahing Pilipino 5 textbook for its misleading claim that the programs of the late dictator Ferdinand Marcos were implemented to uplift the lives of Filipinos, while it said nothing about human rights violations and systemic corruption during Martial Law. As in the Lakbay ng Lahing Pilipino 5 textbook, the group noted that the DepEd module still explained the declaration of Martial Law as a consequence of Marcos’ good intention of safeguarding national security from chaotic protests and rebels rather than the late dictator’s lust for power.

The DepEd said the book in question “is not a DepEdissued textbook and is being used by private schools.”

On the restoration of democracy Anakbayan also pointed out how DepEd’s “Araling Panlipunan I Modyul 18: Ang Pilipinas sa Panunumbalik ng Demokrasya” airbrushed the role of the Filipino people in fighting the Marcos regime, as if the anti-dictatorship struggle was only about the late Aquino couple — Ninoy and Cory.

“President Aquino always keeps on hitting the Marcoses to gain political

mileage and yet his very own DepEd and its revisionist ‘miseducational’ materials are the biggest culprit for the perpetuation of historical amnesia among our younger generations,” he said.

The group questioned the absence even of just the “milestones” in the resistance to Marcos, like the La Tondeña Strike, the student movement for the revival of student councils and papers, and the sacrifice of prominent martyrs, like Lorena Barros, Edgar Jopson, Macli-ing Dulag, Dr. Bobby La Paz. Crisostomo said they are alarmed at how Philippine contemporary history is being refashioned to become the story of two landed families and a few powerful personalities.

“We will not allow both the Marcoses and the Aquinos to reshape our history as the narrative of the fall and resurrection of their dynasties’ political fortunes,” he said.

Vice Mayor Ceasar Ian Acenas said that the City Ordinance No. 13053-2016 was approved pursuant to the Executive Order No. 201 signed by President Aquino on Feb. 19, 2016.

Acenas said that the salary increase would be retroactive January 1, 2016 to cover the year 2016 while the second tranche would cover the year 2017.

He said that the approved salary increase would still be subject to the availability of funds and upon the approval of Mayor Oscar Moreno.

City Councilor Prexy Elipe, chair of the city council committee on finance, ways and means, said that the budget for the salary increase should have been included in the proposed 2016 annual budget.

He said that Moreno did not include the amount of salary adjustment in his proposed Php 4.8 billion budget for 2016.

“Aside from the non-inclusion of the salary adjustment in the proposed Php 4.8 billion budget, Moreno also failed to submit the expenses incurred by the city government in 2015 as the basis for the approval of the proposed budget,” Elipe said.

He said that the city council is still waiting for the requested documents from the executive department so that the local legislative body could act on the proposed budget this year.

Elipe said that the legislative body could not incorporate or insert any proposal in the budget if it does not come from the mayor himself.
