CEB operates 1st night flights at Laguindingan Airport

The Philippines’ leading airline, Cebu Pacific (PSE: CEB), is the first carrier to operate scheduled night flights at the Laguindingan Airport in Cagayan de Oro, starting March 12, 2015.

CEB’s flight 5J 211 arrives in Cagayan de Oro at 8:20 PM from Cebu. The return flight via 5J 212 departs Cagayan de Oro at 8:40PM, and arrives in Cebu at 9:35PM. CEB currently operates 13 daily flights to and from Cagayan de Oro via Manila, Cebu, Iloilo, and Davao.

DAVAO City – Employment rate in the Davao Region improved to 94 percent in January, compared to 93.6 percent during the same period last year, data from Philippine Statistics Authority (PSA) revealed.

PSA data released Thursday said the region’s employment rate was also higher compared to the national rate of 93.4 percent.

“We are slightly over from January last year’s employment rate,” said Sherwin B. Manual, information officer of Department

of Labor and Employment XI. Noting on the figures, Manual said this means that the region was able to sustain the number of actively employed persons.

As of January, there were about 1.9 million actively employed in the region.

Underemployment rate, he said, reached to 19.3 percent against last year’s 19.7 percent.

“All of our employment indicators are showing us good figures that we have sustained our employment at Davao Re-

But compared to October last year, he said there was a slight decline on the employment rate as some of the workers’ contracts already ended. As of October last year, the region’s employment rate stood at 94.5 percent based on the report of PSA. Some construction activities, he added, were also completed last year.

Throughout Mindanao, data from PSA showed that as of January, Davao Region continued to

be among those with the lowest employment rate in the island, along with Caraga which had 93.5 percent. The region with the highest employment rate was Region XII with 97.7 percent, followed by Region IX at 97.5 percent.

Autonomous Region in Muslim Mindanao got 97.3 percent while Region X had 94.8 percent.

Last year, Maria Lourdes D. Lim, regional director of National Economic and Development Authority XI, said Davao

Region’s overall employment rate was 94.2 percent, which increased from 93.1 percent in 2013. She said the bulk of the labor force were employed by information and communications technology and agriculture sectors.

“The solid performance in the employment rate is indicative of the effective job generation and facilitation efforts of the government, which are continually gaining more ground,” Lim said.

TUBOD, Lanao del Norte – Close to 1,000 children from different elementary schools of this progressive province were given free dental health kits as part of the 11th National Dental Health Month celebration.

The campaign to promote oral health especially among the children of Lanao del Norte was led by 1st District Representative Imelda Quibranza-Dimaporo who also personally distributed the dental kits to the school children.

Among the first recipients of dental health kits were the students of Rufo dela Cruz Memorial School, Tubod Central Elementary School and Malingao Central Elementary School which were visited by Congresswoman Dimaporo on February 26, 2015.

The follow day, school children from Kolambugan Elementary School and Dalama Central Elementary

School of Baroy received their dental kits from Congresswoman Dimaporo.

Other recipients of the oral hygiene kits include the Pigcarangan Elementary students who got their kits on March 2, 2015.

The dental health kit includes a colorful toothbrush and a tasty toothpaste to help kids enjoy brushing their teeth more.

During the distribution of dental kits, the students were also taught the proper technique of tooth brushing by dentists of the provincial government.

“We need to teach these children this important habit so they will enjoy a lifetime of good health and better self-esteem”, explained Congresswoman Dimaporo.

Environmental Insurance Coverage should be mandatory?

A law should be enacted to require mandatory environmental Insurance coverage for people affected by environmentally-critical businesses which include coal plants, potable water distributors, pesticide and insecticide manufacturers.

The mandatory environmental insurance coverage should pay for the damages and environmental rehabilitation as a result of environmental impairments from business operations.

Under HB 5485, environmentally-critical businesses refer to commercial and industrial establishments and enterprises, among others, that could pose serious risks to people and the environment.

The bill provides that “all owners and operators of environmentally-critical businesses shall be required to secure a Mandatory Environmental Insurance Coverage (MEIC) to compensate for damages to health and property, environmental rehabilitation, remediation and clean-up costs and expenses as a result of environmental impairment arising from their operations.”

This is a laudable move since the economy is steadily developing due to the growth of commercial and industrial business that provide investments, incentives and employment, their large-scale operations may cause environmental disasters and undue sufferings to the people.

To compensate people’s sufferings and rehabilitate the environment from the damages caused by businesses, it is essential to institute a Mandatory Environmental Insurance Coverage, the proponent argues..

firms of the financial burden to spend for environmental loss or damage as a consequence of its project’s construction or operation.

There are instances of man-made environmental damages like the 1996 Marcopper Mining tragedy in Marinduque which led to the biological death of the Boac and Makalupnit rivers, destroyed hectares of farmlands and displaced families.

There was also the 2005 and 2007 massive fish kills in Rapu-Rapu, Albay caused by cyanide spills from the mining operations of Lafayette, Philippines, Inc. which also caused severe damage to the community.

Despite these environmental disasters, there is still no policy to ensure adequate compensation for communities affected by man-made disasters. Concrete action must be undertaken.

Although the government recognizes the indispensable role of the private sector, and encourages private enterprise and provides incentives to needed investments, the State must also protect the right of the people to a balanced and healthful ecology in accord with the rhythm and harmony of nature.

A government fund should answer for all claims arising from damages to the environment, bodily injury, and property damage arising from a pollution event including environmental rehabilitation, clean-up or remediation costs and expenses for contamination or impairment of the environment.

If an insurance scheme is needed, then the government must provide for it.

For more than 3 decades, Cesar Sioson Tiangco served as the first principal of my Alma Mater, the Muntinlupa High School (now Muntinlupa National High School or MNHS). Established in 1945, MNHS was the very first post-war public high school opened south of Manila.

CAGAYAN de Oro City -- The threat of millions of people being displaced because of climate changeexacerbated disaster is growing larger, the Geneva-based Internal Displacement Monitoring Centre (IDMC) of the Norwegian Refugee Council (NRC) said in a new report released yesterday (today, March 12, 2015).

And in the Philippines, the IDMC said that unless measures are adopted and implemented, millions of Filipinos will be displaced from their homes in the next ten years due to climate change-related disasters.

The report entitled “Disaster-related Displacement Risk: Measuring the Risk and Addressing its Drivers” said that “large countries like China and the Philippines will see the most displacement over the next ten years due to their large exposed populations.”

The report explained that disaster-related displacement risk has quadrupled since the 1970s because of “the fact that exposure is increasing much more quickly than vulnerability is being reduced whereas the occurrence of hazards has remained largely unchanged.”

A disaster is all of these things

“The world has a unique opportunity at Sendai to prevent millions of people from losing their homes by more robustly linking displacement risk with disaster risk reduction plans as we enter the post-2015 phase of the Hyogo Framework for Action,” he added.

Reduce displacement risk by reducing drivers: The report also shows that most measures taken to reduce disaster risk – such as the adoption and enforcement of land use plans and stronger building codes, diversifying and strengthening the livelihoods of the rural and urban poor – will also reduce displacement risk.

However, the HFA makes no reference to displacement by disasters; neither in terms of mitigating risk, nor in terms of an appropriate response, IDMC lamented.

ARMM to spend P12M per week on food assistance for IDPs MARAWI City, Lanao del Sur - The Autonomous Region in Muslim Mindanao (ARMM) would be spending at least P12 million a week on food packs to support families displaced in the ongoing military offensive in Maguindanao, which have been growing since fighting started in February 25.

ARMM’s Humanitarian Emergency Action Response Team (HEART) reported a total of 14, 517 displaced families or 72, 585 persons in the eleven affected towns in the province as of 10 March.

Affected towns include Mamasapano, Datu Salibo, Shariff Saidona Mustapaha, Shariff Aguak, Datu Saudi Ampatuan, Talayan, Datu Anggal, Midtimbang, Guindulungan, Datu Unsay, Talitay and Rajah Buayan.

The ARMM has already carried out two humanitarian missions to bring food and medical assistance to the thousands of evacuees,

who rely mainly on relief assistance for food.

Amir Mawallil, executive director of ARMM’s Bureau of Public Information, said each food pack, which contains rations of rice, sardines and noodles, costs P450 and sustains a family for three days.

A family of evacuees, he said, needs at least two food packs a week to get by.

Mawallil said this means that the ARMM government would need to spend at least P12 million on food assistance alone to support 14, 517 displaced families.

The figure does not take include the cost of other forms of assistance and the logistics.

The region’s first relief operation on 03 March catered a total of 9, 434 displaced families. On Wednesday, all 14, 517 displaced families were targeted for relief.(Bureau of Public InformationARMM/PIA-10)

COTABATO City - If they had their way, newly appointed teachers in the Autonomous Region in Muslim Mindanao (ARMM) want the national government to allocate more funds for education than spent the money for military solutions to Mindanao problem.

The more than 190 new teachers brought to about 3,000 the number of teachers hired in the past two years in the region after it got rid of "ghost teachers."

Instead of going to school, civilians are the most affected because they have to flee to avoid military operations

ARMM new teachers prefer education than military operation in Maguindanao against lawless elements.

Bai Kenang Kanakan, one of the new teachers, said she expects today's operation against Bangsamoro Islamic Freedom Fighters (BIFF) will put an end to violence perpetrated by lawless elements against civilians inMaguindanao.

"I want peace, all Maguindanaon's want peace and every Filipino wants peace, we should all work for peace," she told reporters after receiving her appointment.

She was saddened by

reports that at least 26,000 elementary and high school pupils in Maguindanao's 11 towns have been affected by the operation.

"I hope this is the last that these pupils are displaced and peace reign in our province," she said.

The military and the government has agreed to negotiate with the Moro Islamic Liberation Front because it believed war was not the answer.

"Your Army is tired of war, we pity the civilians,

we also pity our soldiers, they too have families, if all of you help to find lawless elements, we will be focusing on development instead of armed conflict," Maj. Gen. Edmundo Pangilinan, 6th Infantry Division chief, told local officials of Maguindanao.

Since March is graduation month, John Magno, assistant secretary for operations of DepEd-ARMM, said the affected graduating elementary pupils and high school students will hold

graduation rites at the evacuation centers.

“This is very painful, but we have no way but move on and hold the graduation rites, it is not right to postpone and sacrifice the pupils' excitement to march on stage and receive diplomas," Magno said.

Magno said DepEdARMM is determined to improve the educational system in the region amid armed conflict hoping one day all these conflict will cease. (PNA)

Money can’t bring back Sarah says Mamasapano father

CAMP DARAPANAN, Maguindanao – Farmer Tot Pananggulon clasped tightly on the white envelope he and the others received from Moro Islamic Liberation Front Chair Al-Haj Murad Ebrahim last March 8.

Pananggulon lost his eightyear-daughter Sarah during the clash between the MILF and PNP Special Action Force commandos in Barangay Tukanalipao, Mamasapano town last Jan. 25.

The envelope contained some money from the MILF for Sarah’s death but Pananggulon said the financial assistance cannot bring back his daughter and the simple future he had dreamt for her.

“Pero matutuwa si Sarah nito (But Sarah will be happy with this),” Pananggulon said.

Talking through an interpreter, Pananggulon narrated he, his wife and two children were sleeping in a small nipa hut when the firefight between the PNP SAF commandos and the MILF took place.

He said his family was already awake for the morning Muslim prayers when gunshots were heard everywhere.

“We ran outside. We just ran and hid. Ran again. I did not even realize that I was running naked.

The gunfire was very frightening,” Pananggulon narrated.

Pananggulon said that as he was running, he held on to Sarah, who had a deaf-mute disability.

“I wanted Sarah to have a bright future, but that night, that dream died,” he said.

Pananggulon said their family hid in the edge of the river in an effort to escape from the hail of flying bullets.

He said he left his family to get some help as the fighting continued.

“I do not know how it happened but I got separated from my family,” Pananggulon continued his narration.

When he and his family reunited that same day, he learned Sarah was hit by a stray bullet and died.

“Sarah died that day but my younger son will not accept his sister is already gone,” Pananggulon said.

He was also wounded when a bullet grazed his right shoulder.

Sammy Al-Mansoor , the chief of staff of the MILF armed wing , Bangsamoro Islamic Armed Forces (BIAF), said they gave P70,000 each for the 18 widows of the MILF fighters who died.

Mansoor said they also gave

P40,000 financial assistance to the 25 of their combatants who were wounded in the clash.

He said they did not also forget to give assistance to the families of Sarah and three other civilians who were killed in the crossfire at P40,000 each, and to the five civilians who were wounded, at P20,000 each.

“They are Bangsamoro and

they are part of our struggle,” Mansoor said.

The total amount distributed was P2.5 million.

Mansoor said the money came from contributions of supporters like those in Marawi City who collected P50,000 for “our Shasheed (martyrs)” during a pro-Bangsamoro Basic Law (BBL) rally last Feb. 10.

Murad told the widows, the wounded and the relatives of the slain civilians and wounded that the MILF consoled itself that those who died attained an honorable death.

“Death is a certainty. But as human beings, it is but natural to still grieve for the loss of loved ones. However, for those of us who struggle for a cause, we console ourselves in the thought that they attained an honorable death in defense of their communities,” Murad said.

“We envy them for we are uncertain if we will be gifted with an honorable death; one that is in defense of our communities and in pursuit of the principles that we are fighting for,” he said.

The Maguindanao dialect was spoken throughout the ceremony in Camp Darapanan.

Push for eco-tourism projects, MinDA urges MisOcc LCE’s SINACABAN, Misamis Occidental - The Mindanao Development Authority (MinDA) has urged the local chief executives (LCE’s) of Misamis Occidental to push for eco-tourism projects as a component of the “Mindanao Development Corridors.”

Aimed to spur economic growth in the island, these corridors are expected to

improve the transport and logistics to support tourism, industry and agricultural developments, which abound in the island, Secretary Lualhati R. Antonino of MinDA said.

The redevelopment of Duaw Kagay-an Park is being pursued by the City Tourism Council, specifically its Kagaya-an Overseas Committee. National Library Association of the Philippines for Stage Play Presentation. He also authored two books: Making Life Beautiful (a collection of inspirational essays and stories) and Message of the Apparition (a novel).

In 1976, Mr. Tiangco became principal of the Rizal High School, his alma mater,

where he retired four years later upon reaching the mandatory age of 65. He died on February 1, 2006 at the ripe age of of 91.

Shortly thereafter, the family discovered manuscripts of Message of the Apparition. The novel was posthumously published by his former student, writer Romeo P. Virtusio.

Aside from Virtusio, Mr. Tiangco has inspired other writers from Muntinlupa National High School, among them Wilfredo P. Virtusio (a 4-time Palanca short story contest winner and younger brother of Romeo), Rolando Justo and Romeo Navarro.

In memory of our late principal , 1956 and1957 MNHS golden jubilarians led respectively by Romeo Virtusio and Engr. Romeo Navarro launched in January 27, 2006 the first Cesar S. Tiangco Memorial Literary Awards. The CST Awards offered prizes to high school students for short story, poem and essay. The CST Awards later expanded to include college students.

The strong equity earnings from these business units counterbalanced the relatively flat contribution from the Bank of the Philippine Islands, which registered lower trading income during the year.

“We are very pleased with the performance of our business units as they continue to benefit from the aggressive growth strategy they executed a few years ago.

This has, in turn, allowed us to optimize earnings and value at the parent level. We continued to invest in new areas of growth, particularly in power generation and transport infrastructure. Real Estate As the positive momentum in the real estate sector continued, Ayala Land’s net income expanded 26 percent to P14.8 billion year-on-year.

The robust performance of its property development and commercial leasing operations, which rose 21 percent and 18 percent, respectively, fuelled the 18 percent-growth in Ayala Land’s real estate revenues to P93 billion. Residential revenues reached P55.9 billion, up 26 percent from a year ago on new bookings and completion of existing residential projects.

Residential sales takeup remained strong, hitting an all-time high of P102 billion, 11 percent higher year-on-year. Sales from overseas Filipinos likewise improved as it now comprise 24 percent of Ayala Land’s residential bookings, which

grew 13 percent to P76.7 billion. The sale of office spaces in Bonifacio Global City and Cebu likewise fuelled Ayala Land’s real estate revenues in 2014.

The opening of new gross leasable areas, full year operations of new shopping centers and offices combined with higher occupancy and average rent bolstered the 18 percent growth in Ayala Land’s commercial leasing revenues to P21 billion. This was further lifted by its growing hotels and resorts portfolio, which jumped 40 percent to P5.6 billion year-on-year. Ayala Land continued to build up its recurring income business, with malls, office, hotels and resorts and property development and construction, accounting for 38 percent of its net income in 2014.

Its capital spending in 2014 reached a record P83.3 billion, primarily spent in project completion and land acquisitions.

Telecom Globe Telecom posted another record net income, which more than doubled to P13.4 billion year-on-year buoyed by robust revenue growth from sustained demand for data connectivity across the mobile, broadband and fixed line businesses and the tapering of depreciation charges from its network transformation initiative. The solid revenue growth, which balanced out the subsidy and operating expenses, drove the 8 percent increase in Globe’s earnings before interest taxes depreciation and amortization (EBITDA) to P39.3 billion.

Mobile revenues, which account for 79 percent of consolidated revenues, grew 7 percent to P78.1 billion, propelled by growth in the postpaid and mass market TM brands. Globe’s postpaid revenues continued to improve at P29.9 billion, up 11 percent from the previous year. Despite yield pressures on multi-SIM incidence and value-based bucket offers, its prepaid revenues improved 5 percent to P48.2 billion.

Total mobile subscriber base stood at 44 million in 2014, a 14 percent-growth from its year-ago level.

Globe’s broadband business registered a 22 percent growth to P12.7 billion as it continued to launch affordable products and competitive tablet bundles. Globe’s broadband subscriber base reached 2.8 million in 2014, a 37 percent increase from the previous year. Similarly, Globe’s fixed line revenues reported improvement with data and voice segments reporting a 17 percent and 7 percent increase, respectively.

Globe believes that despite a highly competitive market, it can maintain its revenue momentum and current overall EBITDA margin level​, ​given (1) the inroads the company has built in establishing a track record in the data space; (2) the pipeline of pro-

grams and offers, built on the back of the portfolio of partnerships with key content providers; and, (3) the additional capacities Globe has in place coming from continued investments in its data network.

Water Infrastructure Manila Water ended 2014 at a steady pace, registering a one percent growth in consolidated net income to P5.8 billion primarily driven by improved billed volume and higher contribution from new businesses.

Notwithstanding the absence of a tariff adjustment, the East Zone concession posted profits of P5.1 billion on the back of a 4 percent growth in billed volume owing to a modest increase in service connections. Manila Water sustained its nonrevenue water (NRW) in the East Zone at 11.3 percent.

Manila Water’s operating units outside the East Zone concession sustained solid growth in billed volume.

Laguna Water registered a 52 percent jump in profits to P164 million following the acquisition of the water reticulation system of Laguna Technopark Inc in January 2014 and new service connections. Boracay Water and Clark Water both posted double-digit growth, expanding 32 percent and 17 percent, respectively. Manila Water’s Vietnam-based associates, Thu Duc Water, Kenh Dong Water and Saigon Water Infrastructure Corporation, contributed a total of P357 million in earnings. Manila Water’s new businesses accounted for 11 percent of its net income in 2014.

Through a subsidiary, Manila Water delivered its first batch of water to the Metro Cebu Water District in January 2015 under the Cebu bulk water project. It provides 18 million liters per day (mld) in the first year and 35 mld of water in the succeeding years to Cebu City.

Results of the arbitration proceedings related to the rate rebasing process in the East Zone are still pending.

A resolution is expected by the end of the first quarter of 2015.

International Integrated Micro-Electronics Inc. (IMI) recorded solid growth in 2014 with net income soaring nearly threefold to $29.1 million from its year-ago level. Revenue growth was robust, up by 13 percent, to $844.5 million, outpacing the global electronics manufacturing services, which posted around 6 percent growth.

Strong demand from the telecom, automotive and storage device markets helped lift IMI’s revenues in 2014.

IMI successfully completed its follow-on offering in December 2014. It listed 215 million common shares, raising P1.6 billion in proceeds and increasing its public float level to 19 percent.

sourcing, LiveIt Investments Ltd. reported significant net income, mainly attributable to the divestment of Stream, which resulted in a P1.8 billion net gain for Ayala.

Banking The strong performance of these businesses balanced out the decline in the net income of Bank of the Philippine Islands (BPI). BPI reported a net income of P18 billion in 2014, a 4 percent decline from the previous year. This was largely due to a 5 percent decline in non-interest income as a result of a sharp contraction in trading gains compared to the previous year as the bank reduced its reliance on securities trading.

The bank’s core lending business, however, continued to drive growth with net interest income growing 15 percent to P34.8 billion. Net loans expanded 27 percent to P800 billion year-on-year.

Deposits jumped 19 percent from a year ago to P1.2 trillion. The bank registered a current and savings account ratio of 69 percent.

BPI’s operating expenses rose 12 percent attributed to the bank’s investment in infrastructure and technology as it positions itself for future growth. Cost-toincome ratio stood at 53.7 percent in 2014.

Despite the increase in its loan portfolio, the bank maintained strong asset quality and remained well capitalized in 2014 with gross 90-day non-performing loans (NPL) level dropping to 1.5 percent of total loans in the fourth quarter of 2014 from 1.78 percent the previous quarter. BPI’s reserve levels also improved to 109.3 percent of NPLs in the fourth quarter of 2014 from 107 percent the previous quarter. Equity capital stood at P144 billion, resulting in BASEL III capital adequacy ratio of 14.2 percent in 2014.

Power Generation and Transport Infrastructure Ayala continued to ramp up its power generation and transport infrastructure units in 2014. In power, Ayala assembled 700 megawatts of attributable capacity in both conventional and renewable power generating assets. This translates to over $700 million in equity committed over the past three years in the power sector, underscoring the conglomerate’s commitment to help augment the country’s power requirements which is vital to sustaining economic growth.

In transport infrastructure, Ayala was awarded two public-private partnership projects (PPP) in 2014 together with various strategic partners. The consortium comprising the Ayala and First Pacific groups won the Automated Fare Collection System project as well as the LRT 1 Cavite Extension project together with the Metro Pacific and Macquarie groups. Ayala Corporation’s net income expanded 46 percent in 2014 to P18.6 billion primarily driven by the solid performance of its real estate, telecom and electronics manufacturing units and boosted by a net gain from the sale of its business process outsourcing asset.

Without the impact of the accelerated depreciation from its telecom unit’s network transformation initiative in the previous year, Ayala’s core net income actually grew 25 percent in 2014. Ayala’s profits have been growing above 20 percent for the past three years.

Ayala’s robust earnings performance was a result of the strong equity earn-

ings contribution from its business units, which reached P24.9 billion, a 42 percent-jump from its level a year ago. This was bolstered by equity earnings from Ayala Land Inc. which rose 28 percent and the significant improvement in the contributions of Globe Telecom Inc., which more than doubled, and Inte-

Globe Telecom, Inc. has signed a 7-year, P 7-billion term loan with the Philippine National Bank, the proceeds of which will be used to finance the telecom company’s capital expenditures (CAPEX) and general corporate requirements for 2015.

According to a recent disclosure, the new programmed CAPEX of Globe for 2015 would be approximately $650 million, of which 75% would be for data-related projects as the demand for data and internet connectivity grows.

These include investments for its Tattoo LTE mobile and Tattoo Home Broadband, particularly broadband DSL augmentation, mobile and wireless broadband capacities and coverage rollout for 3G, HSPA+ and DSL network, as well as capacity upgrades for transmission, international

cable facilities and its core network.

The balance of the CAPEX it said would be spent for investments in new platforms and business support systems in line with product innovations, store deployment and other corporate requirements. Globe also noted that its programmed CAPEX remains consistent with the original CAPEX program earlier guided.

Globe’s 2014 consolidated service revenues reached a new high of P99.0-billion, besting the previous mark of P90.5-billion in 2013. The company’s core net profit also reached a record level of P14.5-billion, which was 25% higher than the previous year, driven by the solid performance of its business segments amid sustained demand for data connectivity across the mobile, broadband and fixed line data businesses.
