PNP to launch ‘Tokhang Reloaded’ in Davao region DAVAO CITY -- The Police Regional Office (PRO) 11 (Davao region) is preparing to launch the Philippine National Police’s (PNP) renewed anti-illegal drugs campaign touted “Oplan Double Barrel Reloaded”. Although there is no official order yet, PRO 11 spokesperson Chief Insp. Andrea Dela Cerna said they are now organizing the Drug Enforcement Group, which replaces the defunct Anti-Illegal Drugs Group. “This group will be com-

DAVAO CITY (MindaNews) -- “Either tulungan ninyo ako or I will declare martial law tomorrow for Mindanao,” President Rodrigo Duterte warned Thursday night as he exhorted governors and mayors in 12 of Mindanao’s 27 provinces to use their powers to prevent violence “from spinning out of control.” “Yan ang problema ko ngayon. Tulungan ninyo ako” (That’s my problem now. Help me), Duterte said, adding that if he declares martial law, “then I have to authorize the military just to arrest and detain you for… And it would not be good for our people and they would go into a trauma. Because how long would it take? I don’t know. It could be 20 days, it could last for one year.”

Under the 1987 Constitution, the President may suspend the writ of the privilege of habeas corpus or place the country or nay part thereof under martial law “in case of invasion or rebellion, when the public safety requires it,” and only for a period “not exceeding 60 days” unless extended by Congress. Duterte’s warning came even as the entire country has been under a “state of national emergency” in the last six months, allowing him to call on the Armed Forces of the Philippines and the Philippine National Police “to undertake such measures as may be permitted by the Constitution and existing laws to suppress any and all forms of lawless violence in Mindanao and to prevent such lawless violence from spreading and escalating elsewhere in the Philippines.”

The President issued Proclamation 55 on September 4, 2016, placing the entire country under a “State of National Emergency on account of lawless violence in Mindanao.” The Proclamation was signed two days after the bombing at the Roxas night market in Davao City that left 15 persons dead and 69 others injured. Duterte told some 240 governors, city and municipal mayors atteding the “Meeting with the Local Chief Executives in Mindanao” at the SMX Convention Center here that he is seeking help due to the enormity of the insurgency, terrorism, and drug menace in Mindanao. “Ako nakikiusap sa inyo because I said I do not want the trouble in Mindanao to spin out of control. Because then as President, I will be forced, I will be compelled

As parent and educator, we should all advocate the teaching of moral values in our school. Preparing our children for future role in the society. Knowledge gain in school is only one goal in education. The primary goal of education should be enabling students gain knowledge and moral values. Our children need both in preparing themselves to be a good parents and citizen in the society. Many parents are not teaching their children moral values. If parents were teaching moral values in the home ,it not be necessary for the school to do this work. The sad fact is that lot of kid are not learning from parents the difference of right and wrong because they are so busy of their work and spent less hours

for their family. The children are exposed to too much violence and dishonesty in society. It would be better that parents should teach their children and equipped them with moral values. They should teach them unconditional love and kindness. How could we share love, if within ourselves we do not have. Love begets love and replace cruelty with kindness. A saying says ‘honesty ‘is the best policy’’ yes , a student should possess this kind of values to be trusted. Hard work and respect to others gain more respect in return. A lazy students always wait for other people to help them. Respect other people regardless of different religions, races, and ideas. Be cooperative and compassionate.

total log ban by the previous administration has led to corruption, according to a study released by state think tank Philippine Institute for Development Studies (PIDS). QEO 23, an across-theboard ban on logging signed by former President Benigno Aquino, has failed not only to achieve its objectives of reversing the trend of deforestation in the country. It has also caused “damaging unintended economic and social consequences”, including the disruption of wood processing enterprises and the increase in corruption activities in the wood industry. PIDS Visiting Research Fellow Vic Paqueo and Senior Research Fellow Danilo Israel, in their paper, opined that “policymakers of EO 23 and its implementation rules underestimated the power of increased corruption that the order would unleash.” In other words, the previous leadership did not foresee the creation of “lucrative opportunities and incentives” that lead to bribery and corruption among key players during the implementation of the total log ban. Paqueo and Israel emphasized that

the strength of institutional capacities and law enforcement, and the incidences of corruption and collusion can be viewed through the lens of “deep-rooted social issues”. “Inequalities in land tenure, discrimination against indigenous people and their land rights, subsistence farming, and the poor and the marginalized all, too, have a stake in the design and implementation of loggingrelated policies,” they added. To substantiate their claims, Paqueo and Israel summarized the key impacts of EO23 in the logging and wood industry-dependent region of CARAGA. Since its implementation, the number of wood processing enterprises in CARAGA fell from 119 in 2010 to 27 at present. There has also been a recorded increase in corruption and rent-seeking activities between government regulators and associations. The cost of fees to transport wood through checkpoints and the overloading fees at weighbridges have surged. Concurrently, the costs of doing business have also increased. The cost of production on the side of the suppliers and the direct cost for consumers and downstream industries have made the

logging and wood industry sector uncompetitive. “Corollary to that,” the authors noted, “rural livelihoods of small-scale timber production are gravely affected as they were invariably unable to comply with the required paperwork to legally operate.” More strikingly, the authors said EO 23 has “discouraged the practice of and investment in private tree planting as it may create the uncertainty that planters may not be able to harvest the trees they plant.” Inadvertently, this has resulted in a shift in the resource management of forest lands, from the practice of common integrated systems of logging to the common access mode of days bygone. As an alternative to the current policy, the authors recommended a more holistic and realistic approach. A “sustainable, effective and economically sensible” strategy must meet the needs of both conservation efforts and the industries that rely on logging. Paqueo and Israel recommended focusing resources on “on-site inspection activities at two sites only: at the forests to be protected and at the wood processing

plants”. Outside of these, highway checkpoints should be removed from the model. They suggested that policymakers should also “do away with registration, inventory, and permit requirements” for the harvest and transport of trees as they do more harm than good by increasing rent extraction. The PIDS’ researchers also recommended that policymakers should look into expanding the available commercial trees and shifting the responsibility of regulation from the Department of Environment and Natural Resources (DENR) to the Department of Trade and Industry (DTI), where the economic facets will be better understood. Most importantly, Paqueo and Israel underscore a “coalition” built on “informed ideas and enlightened selfinterest” to enable the true pursuit of a “successful and sustainable development agenda”. Likewise, they encouraged stakeholders from all sectors to come together and develop a comprehensive approach that safeguards their sources of livelihood from depletion and acts in the interest of all with regard to ecological conservation.

The Social Security System (SSS) announced that there will be separate withdrawal dates for the additional P1,000 benefit for pensioners under special cases. SSS President and Chief Executive Officer Emmanuel F. Dooc said that SSS had to run a special program for about 10 percent of its pensioners who are not regularly receiving their monthly pension as of the approval of the P1,000 additional benefit on January 10 since their pension computation varies depending on the nature of their pension status. “We had to do system adjustments for these special cases to make sure that

everybody will receive the additional benefit either on March 31, May 12 or May 26,” explained Dooc. Dooc said only about 10 percent or more than 242,000 of the 2.2 million SSS pensioners will receive the P1,000 additional benefit on the said dates. HE Rural Missionaries of the Philippines (RMP) with financial backing from the World Association on Christian Communication opened on Wednesday a 16-day art exhibit at Capitol University Art Gallery in Cagayan de Oro City that will run until the 25th of this month Mondays through Saturdays. Louise Dumas, who was tapped by RMP as its project coordinator on site, said that #Peaceworks is part of a larger ongoing peace initiative called Pax Ganern! RMP, whose mandate is to lobby for genuine agrarian reform in the country, was able to secure financial support from the larger international non-government organization called World Association on Christian Communication to jumpstart Pax Ganern! The first activity of the group was a peace camp in Malaybalay City last February 10 to 13. Even though the government terminated its talks with the New Peopleâ€™s Army

(NPA) rebels in January, this did not discourage the RMP from hoping that peace talks would still resume in the long run. Thus, the subsequent activities of Pax Ganern continued and of its pit stops is the #Peaceworks exhibit at CU Art Gallery. Among the artists who contributed in the exhibit are members of Arkadia Collective. Individually they are Melissa Abuga-a, Ni caca, Pie Tamparong, Dana Martinez, Myla Secuban, Glyn Baonillo, Joe Bacus, Pao Villanueva and Joma Unabia. They presented conventional forms of art in oil, acrylic, mixed and installation art although Aca went out of his way to do a performance art while Bacus showed his movie about an armed conflict in Maguindanao set in 2008, the acclaimed film The End of War. There will also be peace lectures inside the art hall between now and March Installation art 25.

Education is an instrument in creating positive change. It is a pillar that creates successes to each person. Education is a ver y essential thing to be attained by a person. Thus,

even as young as he is, a child must be molded to be an individual who values learning. Education creates a person. It is in school where he discovers and digs more about his interests, talent and

skills. These are the ones which will determine his direction towards building his future. It cannot be denied, however, that it is not everyone who could have access to learning. Main reason is financial instability. It is sad that there are intelligent children

who cannot go to school because of having to experience hardship daily. As the same, it is too sad that there are individuals who cannot go to school because of living very far away from learning centers. Better though that in the Philippines, the government do not ignore this

problem. In fact, several education programs have been come up to bridge this gap in education. For example is the Alternative Learning System which is created to serve what formal education could not do. The mode of education is customized, reason that a teacher could better

respond to the schedule and venue best preferred by a student. The government has made Education accessible to Filipinos. This is how the government values education as a tool to capacitate the Filipino community and be effective contributors to the nation-building.

DA conducts consultation for FY 2018 budget CAGAYAN DE ORO CITY -- With citizen engagement as a vital component in the process of providing a responsive budget allocation, the Department of Agriculture – Regional Field Office 10 (DA-RFO 10) conducted a consultation of the proposed plan and budget for FY 2018 with its partner Civil Society Organizations (CSO) and stakeholders. In his message, DA-RFO 10 Regional Director Carlene C. Collado reiterated the importance of the consultative event in practicing good governance and transparency within the department. “This [consultation] will serve as an avenue to have a better output for our budget that could answer the present needs of our farmers in the region,” Dir. Collado said. In comparison to the

present FY 2017 as per approved through the General Appropriations Act (GAA) of P1.649 billion, DA-RFO 10 aims to increase its budget allocation to P4.908 billion for FY 2018. With bigger appropriation, Dir. Collado is optimistic that it will help attain the primary objectives of the agency which is to make food available and affordable for all, increase income of farmers and fisherfolks, and increase the resilience to climate change risks. Having differences is just normal among humans. Might be, it is in terms of attitude, personality, looks, complexity, behaviour and such. True, one thing also that varies us from each other is our culture and belief. Culture is the arts and manifestations of human intellectual achievement. Considered as transmittal among generations, perhaps one reason that cultural differences exist at times.

Through these differences, possibilities like communication barrier could occur, resulting to cultural gaps. This is a problem that could also be present in the classroom setting. Possible language problem between a teacher and students is an example for cultural gap. There are times that a teacher during a particular discussion could utter strange terms that students might find hard to understand. Language, in order to be delivered successfully, should be in the same tone, diction and pronunciation.

Dr. Motero departs for Norfolk’s Sister City in the Philippines Combines medical mission with representing the MacArthur Foundation at 75th Anniversary event. For Dr. Juan Montero, II, a history of extraordinary medical outreach and a shared history between his country of birth and his adopted home – the Philippines and the U.S. – all come together this coming week. In the city of Cagayan de Oro in the Philippines, March 13-17 will be General Douglas MacArthur Week commemorating the 75th anniversary of General MacArthur’s successful breakout from Corregidor to Australia during WWII. The city was where General MacArthur and his family arrived in PT boats, before being whisked to Manolo Fortich and boarding B-17 bombers en route to Australia. “I learned that there were no representatives from the MacArthur Memorial, the Foundation or the Museum, so I thought, I have to do something about this,” said Dr. Montero. “So I volunteered at my own expense, I said let’s do it.” Dr. Montero, who sits on the Board of the General Douglas MacArthur Foundation, helped broker the sister-city relationship between Norfolk and Cagayan de Oro in 2008. He will present a statement from the Foundation and provide remarks about General MacArthur and the heroes from both countries who fought together during WWII. In addition, Dr. Montero decided to quickly arrange a medical mission component to add to the celebration. Montero Medical Missions, which Dr. Montero founded in 2011, will bring screening equipment and provide examinations and prescription glasses for 300 people – many of them WWII veterans – who could otherwise not afford them. “The impact for these people, being able to see well again, is tremendous. In many cases it allows them to work again, to be productive,” said Dr. Montero. Montero Medical Missions

takes a unique approach to medical outreach across the globe. The organization recruits expatriate physicians and allied healthcare professionals who live in the U.S. to lead medical missions back to their homelands with an emphasis on creating sustainable projects. Eyesight 20/20 EyeCare – the kind being organized for this trip – is MMM’s flagship program, but they also do prosthesis and dental care, and will soon be adding diabetes and burn care. The charity also provides free health care to veterans in the U.S. through a semi-annual health fair. Dr. Montero says this trip is special because of many ex-

traordinary connections. For example, he is looking forward to reuniting with Mrs. Ginger Hansen-Holmes from Falls Church, Virginia, who will also be attending. In 1942, at age seven, she was living in the Philippines in the evacuation area because her father was in the U.S. army serving there. “I was born in the Philippines in 1942,” said Dr. Montero, “and so when I was growing up I heard all these stories about the Hansen family. Captain Hansen brought medicine for injured guerilla fighters resisting the Japanese, which included my uncle. Who would have thought that 75 years later we would be reunited like this? Incredible!”

As Dr. Montero describes it, this medical mission will do a lot of good and create everlasting friendships here. “This is really what it’s all about, it’s what we do.”

Pensioners with settled initial disability, death and retirement (DDR) claims from November 2016 to April 2017 as well as those who filed for adjustment in their pension will be able to withdraw their P1,000 additional benefit from their bank accounts on May 12. Other types of pensioners scheduled to receive the additional benefit on

May 12 are partial disability pensioners with less than 12 months duration paid in lump sum. The additional P1,000 per month benefit will cover the number of months they receive the disability pension starting January 2017. Pensioners who availed of the three-month advance pension due to typhoon Lawin and Nina last year, will be paid their pension differential on May 26. Only about 13,000 pensioners with unpaid loans will not be able to receive the P1,000 additional benefit to offset any outstanding obligation. They will start receiving their regular pension together with the P1,000 additional benefit as soon as they have fully settled their outstanding loan balance. “We want to clarify that only SSS pensioners are covered by the additional benefit and does not include Employees’ Compensation (EC) pensioners. Starting April, all pensioners including those under special cases, will receive the updated amount of their pension. This means that their regular monthly pension will automatically increase by P1,000,” said Dooc.
