DAVAO City -- The day took a respite from the usual high temperature from 32° on a gloomy but warm Wednesday morning when Davao City experienced a partial solar eclipse from 7:41 am to 10:22 am.

DAVAO City -- The City Social Services and Development Office (CSSDO) reported that two elderly persons died and two children were missing when a fire broke out in Purok 13-B and Purok 21, Manggahan in the heavily populated barangay of 76-A on Tuesday afternoon.

City Social Services and Development Office (CSSDO) assistant department head, Liwayway Caligdong identified the charred bodies as those of Nicanora Isdang, 86 and Hermisa

Doctolero, 76. Both were having physical difficulties to stand without support.

Caligdong said two children are still declared missing.

As of 10:45 pm Tuesday, the initial list of CSSDO showed there were 55 houses totally damaged and 6 partially burned by the fire with an estimated damage of P8.043 million.

Caligdong reported during the AFP-PNP press conference on Wednesday that there are 55 house owners; 14 renters; one sharer; and, three boarders affected. The

total number of families affected reached 70 with total number of dependents of 234.

According to Caligdong, the affected families are temporarily sheltered in Kasilak covered court, Purok 21 Manggahan Covered Court, San Isidro Labrador Chapel while others are staying with friends and relatives.

So far, the city government has given food for community cooking and food and material assistance such as beddings and kitchen utensils. After the final validation, the affected families with totally damaged houses will receive cash assistance of P10,000 and P5,000 for owners with partially damaged houses.

Misor, Cagayan de Oro prepare for ‘Holy Week’

CAGAYAN de Oro City-The province and the city’s disaster risk reduction management offices are now all set for the coming observance of Holy Week.

Both offices made their respective preparations for the public’s safety as massive devotees and tourists are expected to visit the key destinations in Misamis Oriental and Cagayan De Oro during the countrywide annual religious observance on March 24 and 25.

Misamis Oriental would be on “blue alert” during the long weekend, said Fernando Q. Dy, the officerin-charge of the Provincial Disaster Risk and Reduction Management Office (PDRRMO).

He said that the personnel from the PDRRMO would be stationed in various convergence areas in the province.

“We will put up tents in these key areas and double our efforts for our devotees and visitors,” said Dy. Dy identified these areas as Balingoan Port for those who will visit the Camiguin Island; Poblacion, Medina for its local festival; the beaches of Birhen Milagrosa

and Tubajon both in Laguindingan; and the Sipaca Point in Talisayan, all coastal towns in Misamis Oriental.

In Cagayan De Oro City, the City Disaster Risk Reduction and Management Office (CDRRMO) has recently activated its Incident Management Teams (INT) composed of different agencies whose personnel were all trained to respond to any incidents, Vergil Lago, the city’s weather specialist, said.

“Rest assured that all activities in the City would be monitored against people who might take advantage,” said Lago.

Lago identified the areas of concerned in the city as the village of Cugman where people would trek the uphill climb to Malasag for the Stations of the Cross, and the in the village of Tablon where pilgrims would trek the mountains and cross the rivers for the “Our Lady of Guadalupe Shrine.”

Singapore’s ‘lights and shadows’

THE ‘i Light Festival’ has now become a major domestic and foreign tourist attraction in Singapore.

After four years, when the festival was first introduced in 2012, the ‘i Light Festival’ now becomes an annual attraction in the city-state waterfront of Marina Bay. The festival was, initially, an experimental presentation of various local artists – with the participation of schools and universities – where participants present their version of contemporary arts at pace with the technology.

Director Jason Chen, of the Place Management, Conservation and Urban Design Group of the Urban Redevelopment Authority (URA), said that the “light festival” is the transformation of tourism’s traditional to non-traditional concept.

“The festival combines a display of the time-honored beliefs that immersed in the onset of the state-of-the-art technology,” Chen said.

I recalled Randy Chan, one of Singapore’s leading architects, explaining the “shooting star” that cut across the facades of Marina Bay’s tallest building as a

Last year, about 685,000 local and foreign tourists visited the two weeks light festival in the Marina Bay area, now the financial and business hub of the city state of Singapore.

“The URA wants the Marina Bay a place of joy that would depict Singapore as a great city to work, stay, and play,” Director Chan said.

Indeed, Marina Bay is a place in Singapore that never sleeps. At night, people from all walks of life saunter along the walkway – some bringing toddlers in strollers in the dead of the night.

The technology-driven “shooting stars” in Marina Bay showcases the upbeat in the electronics industry where the artificial starry nights of heavens – with misty clouds moving and light years away galaxies - are depicted across the glittering facades of the buildings.

Chan, one of the prime architects of the festival, described this year’s theme as the visage form of the “light and shadows.” “There is something spectacular in the light that it could not be more appreciated without giving emphasis to its shadows,” Chan explained.

Certainly, the wonders of technology transform the Marina Bay waterfront into an enchanted wonderland of colorful lights and sounds.

“I’ve been seeing this for several days now. He does that on his regular walking route, which is along my run route. I’m pretty sure he is as exasperated as others who see that the trash is just inches away from the bin. But unlike my usually self-righteous heart, which rants about it

or sometimes even has the audacity to call the litterers on it, he just takes it upon himself to set things right.

No fanfare, no confrontations. Just humility.

Why do Pinoys litter anyway in the country when they habitually keep their own bodies (twice a day showers!) and homes/ cars clean? (I say they litter in the country because they don’t do it when they’re outside of it.)

DAR-Agusan del Norte holds gender sensitivity symposium

BUTUAN City -- In collaboration with the Gender and Development (GAD) coordinating team, the Department of Agrarian Reform in Agusan del Norte conducted a Gender Awareness symposium for rural women agrarian reform beneficiaries (ARBs) on March 1, 2016 at the Luciana Convention Center here.

Participants included some 104 women ARBs from different organizations in the province and DAR gender and development point persons from city and municipal women’s desk stations.

The event was a celebration of the advancement of rural women ARBs from bondage to the soil or land and from being second class family members at home, to become co-equal members and leaders of the family.

The activity was in line with the commemoration of Women’s Month in March with the theme “Kaayuhan ni Juana, iapil sa adyenda”.

Topics discussed were the role of women towards family, organization and community, inputs on intensifying women’s reproductive health rights, nutrition services, and protection of women’s rights under the Family Code of the Philippines.

The participants were also challenged in realizing

the objectives of the program and in creating focal point in their respective areas.

Luningning “Lulu” Ycoy, provincial GAD point person, said the activity was aimed at promoting selfreliance among women ARBs for them to make decisions for themselves, for the community and to enable them to actively participate in organizationbuilding efforts.

“The affair will enhance awareness for rural women ARBs to become genderresponsive within the family, organization and community,” Lulu pointed out.

DSWD extends loan assistance to 4Ps beneficiaries

DIPOLOG City -- To improve the quality of life of the poor in the country, the Department of Social Welfare and Development (DSWD) is now extending cash loan assistance to the beneficiaries of the Pantawid Pamilyang Pilipino Program (4Ps) for their livelihood projects.

Some 15 4Ps familybeneficiaries from barangay Minaog here have each received a seed capital of P10 thousand from DSWD-9 through the City Social Welfare and Development Office (CSWDO) during a simple turnover ceremony in the said barangay recently.

The cash loan assistance is said to be payable within a year without any interest.

Although Dipolog has the lowest poverty incidence in the whole of Zamboanga Peninsula region,

the DSWD still provides the 4Ps beneficiaries here with livelihood assistance to further improve their living condition.

Based on the data released by the National Statistical Coordination Board (NSCB), 23.15 percent of the city’s population is said to be living below the poverty line.

The cities of Pagadian and Zamboanga are reportedly having poverty incidences of 23.81 percent and 27.15 percent, respectively.

Zambo Norte town gets PHP109-M Kalsada project DIPOLOG CITY, Zamboanga del Norte -- Five barangays in the nearby town of Piñan are set to become the first beneficiaries of the Konkreto at Ayos na Lansangan at Daan Tungo sa Pangkalahatang Kaunlaran (Kalsada) project of the national government.

E n g’r. R e y Ha m oy, provincial administrator, told the Philippines News Agency on Wednesday that PHP109 million has been allocated for the concreting of 8.36-kilometer farmto-market-road traversing

five barangays in Piñan, this province.

Hamoy said the five beneficiary-barangays of the farm-to-market-road concreting project, through the Kalsada project, are South Poblacion, Del Pilar, Calican, Segabe, and Villarico.

Hamoy said the concreting project is up for bidding and implementation.

Of the total funding allocation, Hamoy said that PHP76 million had already been downloaded by the Department of Budget and

Management (DBM) to the provincial treasury while the remaining PHP33 million is a counterpart of the provincial government.

He said the administration of Gov. Roberto Uy has fulfilled its program to include the different local government units in the Kalsada project.

This province consists of two cities and 25 municipalities.

The national government has allotted PHP6.5 billion for the implementation of the Kalsada proj-

ects.

The Kalsada fund shall be directly released to provinces, subject to their compliance of certain requirements, to increase their ability to bring their road networks to sustainably maintainable condition through renovation or rehabilitation of strategic road networks linking national roads to areas of development such as agriculture, tourism, health and education. ZAMBOANGA City -– The newest private hospital, West Metro Medical Center (West Metro), has entered into an agreement with the Zamboanga Press Club, Inc (ZPCI) that entitles bonafide ZPCI members to avail of West Metro’s health care programs.

The Memorandum of Agreement (MOA) was signed in a simple ceremony Wednesday by Ramon

Diaz, West Metro president and chief executive officer, and Jayvee Francisco, ZPCI president.

The agreement entitles the ZPCI bonafide members to purchase medicines at discounted prices at the Med Express Pharmacy of West Metro.

Diaz said the health care program “is our own little way” to help the members of the local media, citing

they also offered the same program to soldiers and militiamen.

Bong Garcia, ZPCI’s executive vice president and health committee chairman, said the program is of big help since majority of the ZPCI members do not have health insurance.

Diaz also extended the granting of 20 percent discount on room rates for the first two days of hospital-

ization to ZPCI members although “it is not written” in the signed MOA. “We don’t give it (room rates discount) to anybody, but we give it to the doctors to give it to their specific patients,” he said.

THE country’s dry season is about to peak this March, prompting calls for precaution against hot weather that’s both expected then and exacerbated by the on-going strong drought-driving El Nino phenomenon.

State weathermen forecast such development, noting latest data indicate likely termination of the northeast monsoon or ‘amihan’ this month.

LAST December, the Supreme Court permanently stopped the field research on Bt eggplant and nullified Administrative Order (AO) 8, the existing regulatory framework on modern biotechnology in the Philippines.

The bureaucratic argu-

ment used for the decision – non-compliance with a new biosafety framework – is a harsh judgment call. Like a charging call in basketball, it could have been a foul depending on how the referee saw the action.

It is not that somebody died or got sick; it is not that an environmental disaster was created by genetic engineering or GE technology because AO8 allowed it to flourish. It is not that the Philippines is the pioneer in this technology and we face

MALAYBALAY City--Coffee farmers in Bukidnon regained interests in producing high quality coffee through the introduction of “Specialty Coffee” during the Training of Trainers (TOT) on Coffee PostHar vest Handling and Processing recently held in Manolo Fortich town, Bukidnon.

A non-government organization (NGO) ACDI/ VOCA organized the 3-day training-workshop participated by 32 coffee stakeholders including the six coffee farmer organizations across the province, with the Department of Trade and Industry and representatives from local government units of Malaybalay, Valencia, Lantapan and Talakag.

Ethiopian and Coffee Quality Institute (CQI) Coffee Value Chain Expert, Daniel Mulu Asfaw anchored the whole training duration on the importance of producing high quality coffee through proper management on the post-harvest handling and processing methods.

These will lead farmers to producing “Specialty Coffee” which is simply described as a crafted qualitybased beverage judged by its uniqueness in taste and personality that commands expensive price compared

to commercially-produced ones.

Trainer Daniel Mulu categorized average quality coffee as “commercial coffee,” which Bukidnon coffee farmers mostly have.

“The Philippines won’t be able to compete with Vietnam, Columbia, or Brazil in terms of Coffee volume, but it definitely can in terms of quality,” said Thelonnius Trimmell, Chief of Party of ACDI/VOCA for MinPACT Project.

He said, “Specialty Coffee is a path.” Producing it is labor intensive and demands a lot of patience and commitment but it pays farmers off more than what commercial coffee can offer.

“I personally have seen farmers, commercial coffee farmers in Peru, Honduras and Columbia who were receiving low prices, didn’t have a truck and transport coffee by box. However, after many years of dedication converting their farms to specialty coffee farms, raised beds, solar dryers, and selective harvest, they were able to receive higher premiums; they were able to buy their Toyota Hilux.

They were able to lead their lives to another direction and send their children to college,” Trimmell added.

I experienced to lose my son way back 8 years ago. It was the darkest moment of my life with my wife. They began to relate their experiences on the road: This was the journey of the two disciples of Jesus to Emmaus. They left Jerusalem because they mourned about the

crucifixion of Jesus on the cross. They wanted to hide and escape from reality that Jesus was dead already. This is natural for us human beings to find a dwelling place for us to have comforts and relaxation from the troubles and sufferings we have experienced. But the worst of the two disciples, they forgot the words of promises of Jesus for them.

They never believed that Jesus resurrected after

three days. They made Jesus a liar in that way, but anyway, they were very emotional at the time and needed to be understood.

This means that in time of troubles and doubts recall and remember the miraculous works of God in your life in the previous events of your journey for you to be fueled by the passion to move forward.

How Can Teachers Beat The Odds of Time Management?

Everybody faces the crises of time which are likely to present teachers like me with the greatest threats to our personal well-being and career. No matter how much we yearn for a more balanced life, most are obliged to sacrifice personal and family life to gain promotion and to safeguard our profession.

Time is a conscious experience of duration, the period during which an action or event occurs (Encarta, 2009). In its use, one has to be sensible. The same amount of time in a day may be invested prudently or imprudently. As a prized commodity, once consumed up, it can never be retrieved. In the material world, when time is consumed and not invested, it does not generate interest, dividends, and profit. It should be held resolutely, and should be invested in work and employment intelligently for its potential returns, thereby attaining success and intensifying productivity. For this reason, time management is of great importance.

Time management is

the foundations of a good organization that will help an individual do the most important things in life that have an urgent deadline.

It is the great simplifier, putting things in focus and perspective, and an awareness of time coupled with the ability to choose and control purposeful activities related to one’s goals. It is about making choices about activities that have meaning and help control what and when to choose. Using the right tools and habits, he can improve the quality and quantity of his work, helping him make better decisions and increasing his performance (Silver, 1991).

Brenner (2011) enumerates the seven secrets to time management success which will make a person run his life productively. Focus on your priorities—the things that matter the most to you. Identify your top priorities right now. These are the “rocks” that you put

Secret 2: Target your action. Do your action items line up with your priorities—the rocks—that you just defined? Once you determine what the rocks are, scan your vast to-do list. Go to work on these priority tasks. When you complete them address other to-dos.

Don’t get side-tracked by unimportant things. Learn to prioritize and stick to your list. Be honest and productive about what you really need to get done now.

Secret 3: Focus your mind first. Consider focusing your mind as a warm-up before stepping onto the field. Start your day with 15 minutes in which you focus your mind in solitude. Your brain will sharpen and your productivity will increase just from this one step.

Secret 4: Take something off your plate. Review the things you do regularly that consume too much of your time or drain you. Are these things important, or are you just in the habit of doing without thinking? Remember the priorities that you set in Secret 1. The truth is, there are many things on your lists that are not urgent and

not important. Remember: just because you’re good at it doesn’t mean you have to do it!

Secret 5: Complete something you’ve been putting off. Shorten your to-do list.

Get something done that’s been on your list day after day. This will immediately refuel your energy and free up mental space to focus on priorities. Clear off your desk or return a phone call. Then pause and take a moment to enjoy the satisfaction of getting things done. Take one hour this week to complete something you’ve been putting off.

Secret 6: Declare yourself complete. “Finish each day and be done with it.” - Ralph Waldo Emerson. Free yourself to let go and move on with the rest of your day. Save time for the rest of your life too. You’ll be happier and more productive.

Secret 7: Accept that you can’t do it all at once. What you take on can take place over a period of time. It doesn’t all have to occur right now. Time management skills are not inherent. They can be acquired and mastered.

More than likely one can see much improvement by simply becoming aware of the essence and causes of common personal time management problems. It is more than just managing one’s time; it is managing oneself in relation to time.

It is setting priorities and taking charge of one’s situation and time utilization. It means changing those habits or activities that cause an individual to waste time. It is being willing to experiment with different methods and ideas to enable him to find the best way to make maximum use of time.

Using the time manament skills wisely can change how a person works. An individual is in control of his time and his life, of his stress and energy levels. He makes progress at work. He is able to maintain balance between his work, personal, and family lives. He has enough flexibility to respond to surprises or new opportunities (Tagolimot, 2011).

Proper time management practices are deemed essential for the teachers to realize their mission, vision

and objectives in life. Some may have failed to beat the deadline since they have the tendency to procrastinate because they do not know how to prioritize things.

They have perceived that the amount of time they have is not adequate to accomplish all their personal endeavors at home and the professional works assigned to them in school.

The practice of procrastination and wasting time will always upshot to poor personal and professional performance.

Effective scheduling of time would allow teachers to increase job performance level ensuring success in their endeavors in their professional life. This will also serve as basis for them to protect academic time and insure that official time is utilized for the most essential school activities.

This is vital for instructional programs and activities to be institutionalized that are tailored to their needs. The learners then would have high academic performance since they are given proper learning and training. They would develop the passion of excellence and become competitive both here and abroad.

The group proceeded to conduct a field research on health issues in the Philippines at the particular public school chosen with the division of Cagayan de Oro City.

It was learned that the goal of the Japanese research was to update and acquire more knowledge on the health care system in the Philippines.

Be careful what you post in social media Without any doubt, the social media has opened up opportunities in countless ways for tens of millions. Interaction

between families and friends oceans apart can be done at the speed of light. Product advertising and commercial transactions are very much facilitated. Individuals can even earn without leaving the comforts of their homes.

But just as there are opportunities, social media has also opened up a lot of cyber threats - cyber attack, cyber bullying, cyber sex, cyber theft and what have you.

A newly-licensed professional recently found this out the hard way.

After passing the PRC examination, Young Professional proudly posted his PRC identification card. Within minutes, Cyber Thief downloaded the professional’s ID and used the data therein to generate another ID. The doctored ID was then used by Cyber Thief as supporting document for a bank loan.

Before long, Young Professional received the shock of his life when found out that he allegedly owed a certain bank P800 thousand.

Cyber Thief was eventually caught. But one can imagine the inconvenience, not to mention the anxiety, caused to Young Professional by one careless act.

The extent of our utilization of GE technology is minuscule in relation to the global total But it is enough to make a positive impact on both farmers and consumers in the Philippines. This is because we have allowed our farmers to use it. It is because we have adopted best practice in regulation from the pioneers through AO8.

The new biosafety framework and the compliance called for by the professional critics – more public consultation – is not really designed to make the environment and food safer. It is designed to create employment for the professional critics, the selfappointed guardians of future generations of Filipinos.

These are the same critics who invoke the law to get what they want, but do not hesitate to violate our laws (and get away with it) if they don’t get what they want.

The real threat to food and environmental safety is lack of scientific knowledge, not lack of public consultation. Knowledge is generated by research, but it is research that the Supreme Court stopped when it “permanently enjoined” field research on Bt eggplant, upon the lobbying of Greenpeace.

We need regulations that are guided by scientific knowledge, not the ones that are influenced by sectors who stand to profit from implementing these regulations, through manipulated public consultation. (By the way, it is not only the professional critics who profit from irrational, expensive regulations. Bad big business, contrary to popular belief, may profit too, because these will tend to eliminate small competition such as researchers at the University of the Philippines Los Banos who worked on Bt talong).

The regulations we should support must recognize that GE is not new as nature has been doing it for probably millions of years. If we are worried about opening Pandora’s box,

it was already open millions of years before Homo sapiens evolved to worry about it.

The unintended consequences that critics worry about, are not new risks. Nature haphazardly eliminates them; the regulations we should support systematically does the job.

The regulations we should support must recognize that GE is not intrinsically less safe than other methods of genetic modification that are assumed to be safe. There is no basis for automatically putting genetically modified organisms in the same category as toxic chemical wastes and nuclear bombs when it comes to formulating regulations.

A science-based regulatory regime must recognize that risks in making new combinations of genes do not rely on the methods used. For plants, mainly the genes used, the biology of the host plant, the environment under which the genetically modified organism is to be used, and the intended use for the product determine the risks.

A rational regulatory regime calibrates strictness with the level of risk, and genetically modified organisms do differ in risks. All of these, by the way, are already incorporated in AO8, the regulatory regime that the Supreme Court junked.

Ledesma is overall co-chairman of the Balay Mindanaw Awards Council of Judges and chair of the Kalinaw (Peace) Awards category.

“It is very important to look and recognize the barangays from the ground level and see how local communities developed into peaceful, equitable and resilient communities,” he added.

The Balay Mindanaw Awards seeks to recognize citizens’ initiatives of barangay governance to make a difference by working towards equity, development, peace and resiliency.

“We wish to recognize community-based and barangay-focused initiatives and best practices.

Inspired by their examples, we see our 20th anniversary as the time to give back to our partners,” said Balay Mindanaw Founder, President and Chairman Emeritus Charlito “Kaloy” Manlupig.

The Awards Council of Judges is chaired by Edicio “Ed” dela Torre, who is also a member of the board of trustees of Balay Mindanaw. The other members of the Council of Judges are seasoned personalities with solid grounding on community development, peacebuilding, disaster management, and rights and social justice such as Gerry Bulatao, Ma. Corazon Llanderal, Jose Noel Olano, Charlito Manlupig, Sylvia Paraguya, Ayi Hernandez, Teody Pena, David and Jane Langworthy, Ramon Chua and Goldy Chan.

Dela Torre said all 309 partner barangays of Balay Mindanaw in Mindanao and the Visayas are eligible for nomination to the four categories, which are Kalinaw (Peace) Award, Kalambuan (Development) Award, Kaangayan (Equity) Award, and Kalig-on (Resiliency) Award.

Barangays that have shown outstanding local capacities to address issues of injustice and inequities can be nominated for the Kaangayan (Equity) Award.

For the Kalambuan (Development), nominated barangays should show outstanding initiatives in addressing poverty towards sustainability and viability. The Kalinaw (Peace) Award will be given to the barangay that have shown outstanding local initiatives to address violent conflicts, able transform these conflicts and capable of building peace. And the Kalig-on (Resiliency) Award will be given to the barangay that have shown outstanding resiliency and preparedness in facing disasters.

Among the criteria are (1) effects on the people of the barangay of programs and/or projects of Balay Mindanaw in the barangay, (2) Leadership and people’s participation in the barangay, (3) Innovation, and (4) Sustainability including the capability to access what they deserve from the national government.

“We have a great vision at Balay Mindanaw. But our gauge of success really is the barangay,” he said, explaining that what is given emphasis by the NGO is its programs’ and projects’ effects and impact on the people in the barangay.

Dela Torre said that barangays that are nominated for the Kalinaw (Peace) Award should have “institutionalized the mechanisms on the peaceful resolution of conflict, among others;” for Kaangayan (Equity) Award, barangays should have visibly “lessen land tenure problems, among others”; for Kalambuan (Development) Award, there should be “measurable improvement in the income and livelihood of the people”; and for the Kalig-on (Resiliency) Award, the barangay should have, among others, “a Disaster Risk Reduction and Management (DRRM) Plan”.

“Through the awards, we will celebrate local victories in building empowered, sustainable, resilient and peaceful communities,” said Manlupig.

Winners will receive prize packages with a trophy and Php100,000 cash including barangay para-legal training, project development fund, community OPKORS, sky hydrant, and ram pump.

The award trophy, which represents the Balay Mindanaw vision for Mindanao as the bearer of light, hope and peace, is handcrafted

by Jojo Sescon, a renowned environmentalist, photojournalist, multi-awarded film maker and international sculptor from Mindanao. The trophy depicts the tri people braced together for unity, enabling communities and inspiring lives.

Last day of submission of nominations is on March 21. Shortlisted nominees will be announced on April 8 while the finalists will be announced on May 8.
