HLURB to homeowners associations: Register

CAGAYAN de Oro City--Only two out of 25 homeowners associations in relocation sites have been registered with the Housing and Land Use Regulatory Board (HLURB).

According to Xavier Ecoville project officer Jason Jay Dalman, the homeowners associations need to be registered with the HLURB so they can have their own respective juridical personalities.

Acenas cautions ‘Zika’ virus threat, adopts 4S

A TOP city official on Sunday called on residents to be wary about mosquito-borne diseases after the health department sounded an alarm about the threat of

“Zika” virus in the country.

Vice Mayor Caesar Ian E. Acenas, of Cagayan De Oro City, called on city residents to heed the advice of the Department of Health (DOH) on preventive measures against mosquitoborne diseases.

The DOH said that the Zika virus is caused by an infected “Aedes Aegypti” mosquito, now considered a global threat.

He said that the residents can take action against the Zika threat by See cautions, page A11

MARAWI City, Lanao del Sur--As the dry season continues, the Department of Health in the Autonomous Region in Muslim Mindanao (DOH-ARMM) is alerting residents on common ailments and adverse health conditions they might suffer from in the near term.

Dr. Alexander Ampatuan, designated head of the Non-Communicable Diseases Cluster of DOH-ARMM, said during dry months, residents must take note of common summer diseases like sunburn, rashes, sore eyes, and chicken pox.

De Lima condemns burning of Lumad Evacuation Center Calls for long-term solutions in conflict-afflicted areas

Liberal Party senatorial candidate Leila de Lima condemned the burning of the dormitory in the Haran Center in Davao City, which left five people injured.

De Lima, a former Chairperson of the Commission on Human Rights, said that the burning of dormitory, which is being used as an evacuation center by Manobo Lumads from Bukidnon and Davao del Norte, displaces further these evacuees.

“I condemn in the strongest terms the burning of the dormitory in Haran. The evacuees have been driven away from their lands. Now, they’re

being driven away from their temporary shelter.

“There must be an immediate investigation, so that the perpetrators can be held accountable,” De Lima added.

T h e L i b e r a l Pa r t y Senate bet believes that imme diate and longterm solutions must be in place to prevent such incidents from happening again. She suggests a performance audit of the Indigenous People’s Rights Act (IPRA).

De Lima also stressed that seeking justice for the Lumad victims should result in respecting their ancestral land, and culture while providing them with the necessary social services and economic opportunities for them to prosper.

“The end of this must result in giving what is due them: respect for ancestral lands and culture with the necessary access to social and economic services.

Until that is reached, this cycle of violence against Lumads will continue,” De Lima ended.

Halal laboratory to open in Davao City DAVAO City -- A new testing laboratory for Halal products will open in Davao City this year.

To be housed at the Department of Science and Technology – XI office near the Southern Philippines Medical Center the Halal Testing Laboratory can provide chemical and DNA testing on Halal export products.

DOST-XI Regional Director Anthony Sales said that the equipment in the laboratory costs about P47-million with the building costing around P2-million.

The project is born out of the Memorandum of Agreement signed by the National Com-

mission on Muslim Filipinos (NCMF) and the DOST with the latter providing scientific and technical support to NCMF on the testing of Halal products.

Apart from Davao, five more testing centers is expected to be put up, one in DOST Region XII, while others to be set up in the Autonomous Region of Moslem Mindanao (ARMM), CALABARZON, and Zamboanga. The funding for these Halal testing laboratories will come from the General Appropriations Act. Sales said that they will be having a Moslem chemist assigned to the laboratory as to erase doubt in the veracity of the results.

“It is only through testing that you can see pork components in products. The laboratory through DNA or chemical analysis can determine the presence of pork fat, pork meat or gelatin in the products to be tested. Aside from pork it can also pick out ingredients which are Haram (prohibited).

Sales said the facilities can provide scientific and evidence based testing of Halal products comparable to other countries.

FARMERS who were of beneficiaries of the government’s Comprehensive Agrarian Reform Program (CARP) in Bukidnon are seeking protection from local authorities over continued harassments by a group of armed men preventing them from cultivating their lands.

The farmers, who grouped themselves as Bukidnon Landless and Actual Tillers Association (BUKLATA), are recipients of Certificate of Land Ownership Awards (CLOA) from the government sequestered Bukidnon Farms, Inc. (BFI), a Danding Cojuangco-owned 720-hectare coconut and cacao plantation located in Barangay Base Camp, Maramag town.

Rice farmer Ifraim Alayon said a group of lumads or indigenous peoples (IPs), who are claiming that the land belongs to their ancestral domain and therefore not subject for distribution, have begun encroaching and occupied some lots that were not yet awarded since last year.

guards firing shots at farmers and even killed one in October last year, and injured two others early this year.

“We were tilling our lands here peacefully when the government started awarding us the title in 2006. But everything has changed when out of nowhere a group of lumads showed up claiming the land as their ancestral domain and even hired armed men to harass us,” Alayon said.

Buklata president Irene Sanchez said the government distributed the land at one-hectare per beneficiary who were mostly displaced workers of the defunct Bukidnon Farms, Inc. after thorough evaluation and proper procedures.

She said that when President Marcos was toppled down by the Edsa Revolution in 1986, the company was among those sequestered by the Presidential Commission on Good Government (PCGG) under the late President Corazon Aquino since Danding Cojuangco, the owner and her own uncle, was a known Marcos crony.

According to Sanchez that since the displaced workers were priority beneficiaries of the sequestered

land, their entitlements are duly recognized, including those who have not yet received their CLOAs as of the press time.

Sanchez also belied the claim of lumads that their certificates of land ownership were fake.

Sanchez showed BusinessWeek Mindanao the topographic map of the area and other pertinent documents duly signed by the Municipal Agrarian Reform Office, including Land Bank receipts of payment for their respective real property taxes.

“How can the Land Bank, a government-owned bank, or the Provincial Treasurer’s Office accept payments for a fake CLOAs?” Sanchez asked.

Based on the documents, since 2006, around 256 hectares were already distributed to identified beneficiaries, while the rest are still on the process of distribution by the Department of Agrarian Reform office.

The group, likewise, decried what they described as “lack of action” by the provincial and municipal government units here.

the indigenous people.

Alayon said the governor had talked to them but only declared that the law must be followed and that the land with no certificates of land ownership cannot be considered as belonging to the beneficiaries.

BusinessWeek Mindanao tried to get the governor’s reaction but could not be reached for comment as of press time.

“That is a contradiction to what had been promised to us former employees of BFI as priority beneficiaries,” he said adding that those who have no certificates yet were already identified beneficiaries awaiting their respective CLOA. The group said they are strongly seeking decisive action from authorities since their livelihood have been jeopardized by the recent incidents.

When asked by reporters on the farmers’ allegation, Benito Kamaruddin, the leader of 36-strong heavily-armed Cowboy Security accused of harassing the farmers, said the recent incidents of gunshots heard in the area were actual exchanges of fire shots.

Showing a holed portion of a rice paddy few meters from

their barrack, Kamaruddin said it was an unidentified group of farmers who fired at them using an M-27 infantry automatic rifle that nearly hit them.

“Anu ang gagawin namin kundi dumipensa,” he said.

On the killing of farmer Larry Algora in October, 2015 and a strafing incident that almost killed Bobet Odtuhan on February 13, 2016, Kamaruddin declined to give any comment saying the local police is already investigating the matter.

Maramag Police Chief Senior Insp. Erwin Naelga was not around when visited for comment, but police blotter showed the logs of both incidents but no further reports on any developments.

Base Camp residents bewailed the police inactions saying their livelihood and their lives are at stakes.

Another document revealed that Cowboy Security was hired by the Daguiwaas clan, through Datu Piang Daguiwa-as, which has a longtime legal battle with BFI for the recovery of another ancestral land in the adjacent municipality of Don Carlos, Bukidnon.

THINK a minute.

Have you ever pretended to be something you’re not?

Maybe you did it to impress or please somebody. But the longer we act like someone we’re not, the better we get at it.

We can even get so good at it that we actually fool ourselves and forget who we really are! It’s sad that the more we hide our real self the more lonely and unsure of ourselves we become.

What mask do you sometimes wear? What kind of person do you pretend to be? Do you act strong and tough, so people won’t know that inside you sometimes feel weak, even afraid? Or do you wear the mask that

says you’re a good religious person, even though in your heart you know you’re dishonest and sometimes lie or cheat other people of their money.

Maybe you wear the funny joker and life-ofthe-party mask. You feel like you always need to make a joke of everything so others will laugh and not know how lonely and unhappy you really are inside.

There are many people who get drunk or take drugs because they’re tired of wearing their mask. And it’s only after some drugs or drinks that they feel free to take their mask off and stop acting like something they’re not. Some of them

are actually desperate and lonely. They’re looking for real love and acceptance, in spite of the bad things they’ve done and who they really are inside.

But it doesn’t matter what you’ve done, you can never shock Jesus Christ.

With Him you can be your real self. The person you really are under your mask.

Real Christians will love and accept you, even though they may not approve of everything you do.

They won’t be shocked by anything you’ve done because some of them used to do those things too, before Jesus forgave them and gave them the power to change.

So won’t you be honest

DA backs empowerment of women in agriculture sector

BUTUAN City -- At all times, women should be protected.

Heeding to the call, the Department of Agriculture in Caraga hosted an orientation-workshop of National Action Plan for Women,

Peace and Security (NAPWPS) at a convention center here last February 17-18, 2016. Participants included Gender and Development (GAD) and PAMANA focal persons from various regions in the country.

According to Director Helen Rojas of the Office of the Presidential Adviser on the Peace Process (OPAPP), the Philippines is still considered a conflict area owing to the number

of rebel groups operating in the country although the government is pursuing for a peace process.

“The National Action Plan in Women, Peace and Security (NAP-WPS) was formulated in support to the implementation of gender equality as well as peace and development,” said Rojas.

NAP-WPS is the articulation of the Philippine commitment to international resolution and national

PAGADAN City -- The 1st Cavalry (Tagapanguna) Squadron, Mechanized Infantry Division, in partnership with the 1st Field Artillery Battalion (1FAB), Army Artillery Regiment, Philippine Army continue its tradition of sharing with gift-giving and feeding activities for selected indigent schoolchildren in Upper Pulacan Elementary School, Labangan, Zamboanga del Sur on Monday.

ZAMBOANGA City -- In its bid to better educate the public for the upcoming May elections, the Commission on Elections (Comelec) here said that they will be conducting voters’ education campaigns, per invitation.

“The voters’ education campaign is open per invitation by different agencies and organizations,” said city election officer Atty. Stephen Roy Canete. He added that they will even cater to those

from the political parties.

Comelec last week held a demonstration on their Smartmatics Vote Counting Machines (VCMs) for members of the media at the Zamboanga Press Club, Incorporated (ZCPI), where the journalists experienced a simulated election. Comelec showed how fast it was to cast the vote, and certain procedures to ensure that the results are safe and secured, and then transmitted to the central server.

According to Atty. Canete,

technicians will be deployed in all polling places during election day to address any possible contingency.

Meanwhile, the VCM results can be transmitted in places where there is no signal. “There are contingencies prepared,” said Atty.

Canete, adding that they will be utilizing top-of-the-line technology to transmit the results even when there is no cellular signal.

IT cannot be denied that puberty still falls under the school-age period of an individual. And it is also an established medical fact that hormonal changes in puberty will result to certain children experiencing wild adventures. These wild adventures will unarguably lead to a decline in academic performance. A 14-year-old boy may get drunk on a Sunday evening and will be forced to be absent during

the next morning’s session.

A 16-year-old girl may experience sexual awakening and will get pregnant. As a result, she may be forced to stop in the middle of tenth grade so she can attend to her womb. Her career dream may be put on hold.

During their high school years, children spend majority of their time inside the school campuses rather than at home. The only time that parents can be with their

children is during breakfast and during evening siestas. Most of the time, parents cannot know what their children are doing in school. Whether we like it or not, school campuses are a breeding ground for temptation. It is here where high school students meet with the opposite sex, match up and go on a date. DAVAO City--A good speaker, particularly a facilitator, respects the intelligence of his listeners. In the same way a good writer gives his readers’ intellectual capacity room to operate. What we are getting from Davao City’s 17th Council is a spoonfeeding of poison poorly disguised as medicine under the

proposed Amendment of Section 13 of Article XI of Ordinance Number 0546-13.

Mayor Rodrigo Duterte fortunately vetoed the amendment on February 22, an act worthy of a man of wisdom.

Had he not done it, housing projects in the city would no longer include the environmentally

significant Green Space consisting 10% of the land development area. In effect, residents would have been deprived of a mini forest, a park, or at least a public garden, that are important to the good health of humans and other lifeforms.

Instead, the Council sought to give away the percentage for developers to convert into residential units for sale while the Green Space will be integrated to

the 30% allotted for infrastructure such as roads and drainage canals.

The 60%, therefore, meant for subdivision units, is increased to 70%.

What is the sound rationale behind the amendment that people’s taxes should be spent for Council meetings for its passage?

To address a lack of basic shelter for Dabawenyos? This best guess of mine cannot stand by the reality that subdivisions

and high-rise condominiums for the wealthy and well-to-do are mushrooming in Davao. Is somebody expecting all the country’s population to converge in Davao City?

GIGAQUIT, Surigao del Norte--Hundreds of residents have signed a petition opposing the planned operations of a limestone quarry in Barangay San Isidro for fear it would cause environmental damage.

“We believe that operations of limestone quarry will lead to the destruction of our mountain and this will cause damage to our rice fields wrought by soil erosion. It will also destroy the source of our potable water including the water source of our irrigation,” the petition said.

Rodulfo Nasi, one of the petitioners, said the barangay council of San Isidro approved a resolution on Nov. 24, 2015 allowing Ibuna Enterprises to open a quarry in the area Nasi, a retired provincial director of Department of Interior and Local Government of Surigao del Norte said several residents of San Isidro and other barangays have signed the petition.

San Isidro barangay councilor Alberto L. Rojo admitted the council unanimously approved the resolution without the benefit of a barangay assembly.

He said a representative from Ibuna Enterprises named Wilfredo Moralina approached them to ask for approval [of their operations].

He said some of them felt remorse for what they did after many townspeople questioned the resolution.

Village opposes mining, quarry operations

GIGAQUIT, Surigao del Norte––A village in this town has issued a resolution declaring the place off-limits to mining and limestone quarry operations, it was learned on Friday.

The barangay council of Mahanub came out with the resolution after learning that a company was planning to open a limestone quarry in neighboring Sitio Dalit, Barangay San Isidro.

“We fear the adverse impact to the environment if this quarry and mining operations will operate in the town,” Alan Nada, a village councilor of Mahanub said.

Nada said the operation of this limestone quarry would also affect their village.

“This company has proposed 40 hectares of limestone quarry and mining operations and a portion of this area is part of the village,” he said.

Nada told MindaNews on Friday that they would not allow mining and limestone quarry activities in Gigaquit because they don’t want their place to become “ugly” like Claver, a neighboring town.

He said the barangay council issued the resolution on February 16.

Roy Pepino, a retired US Navy serviceman said he doesn’t like mining operations to be allowed in this town.

Pepino is among the hundreds of residents who signed the petition opposing the entry of Ibuna Enterprises, which is now seeking an environmental compliance certificate from the Department of Environment and Natural Resources-Caraga in Butuan City.

It was also featured in Cinema Rehiyon 2015 held last August 6-9, 2015 at the SM Cinema, Cinema Oriente 1 & 2 and FMA Mini Theater in Cebu City, and the Davao Ngilgig Film Festival 2015 held Oct. 30Nov. 2, 2015 at the Cinematheque Davao, Davao City.

Cinema Rehiyon is the flagship program of the NCC and showcases regional films from Luzon, Visayas and Mindanao, while Davao Ngilngig Film Festival is a horror film festival featuring films from the Davao Ngilngig Film Camp and other film makers from all over Mindanao.

However, despite the invitation, JoeBacs remains unsure if he can make it to Germany for the film festival by next week.

“With the encouragement of the developing filmmaking community in Cagayan de Oro City and the Northern Mindanao area, we are hoping to raise enough funds for me to be able to travel to Germany in time for the duration of the festival on the first week of March of this year. Currently, we are trying to raise funds needed to pay for my travel expenses.”

Truly, the pronouncement is admirable for it has sound ecological, social and, yes, also economic bases.

But the Sangguniang Panlungsod is rowing off with a different direction.

A Water District official, after hearing a complaint of water unavailability in Indangan/Cabantian area, flatly asked why does the SP keep on approving housing projects in those areas when it is common knowledge we have no water there? The locality in question used to be prime agricultural lands.

In the background, the reality of low-cost, substandard, housing projects in the past looms in memory. Demolition of squatters still keeps sheriffs busy. Riots involving them and squatters resulted to swollen crania and/or bone fractures. One of the kind even received a well-placed punch to the face by former lady mayor Sara Duterte, the incumbent’s daughter.

Indeed, Davao City is gifted with father and daughter mayors the past terms who proved their political will to serve their constituents.

Interestingly, two of the biggest housing developers in the country are owned by former national officials.

One was a senator, the other a former vice-president, if my informant is correct.

Before I drift off to a bigger biting reality, let me go back to the question “What’s the sound rationale for the amendment?”

Circumventing fishy smells, a curious mind still comes face to face with the imminent and most obvious equation: Developers profit most from the move to monetize Green Space.

Are Davao’s legislators, then, ignorant of basic ecology laws and principles that grade school children can explain? Every which way it goes, that people’s money is spent for these gentlemen (and ladies?) to sit as august body is nauseating.

They who are recipients, temporarily, of the power emanating from the people failed to understand their role as public servants in these times of devastated environment and natural calamities.

Legally speaking, the 17th Council can still try to override the Mayor’s veto of the Housing Ordinance Amendment. Should it give him another headache along the presidential campaign trail, he does not have to go far to do cleansing. He can start shooting at some Davao legislators.

Before the beloved Mayor does that, we beg the 17th Council to respect the intelligence of the Dabawenyo and refrain from further making buffoons of themselves. Ulaw kaayo, bai!

“I’ve been to many places and areas outside the country and seen quarry operations and mining operations which are far from the settlement of the people unlike this proposed one which is close to the village,” he said.

He said that in other countries limestone quarry operations happen in inactive limestone formations.

“In here it’s obvious that the limestone formations are active because of the river beside it which is the Baoy River. If these limestones will be extracted, our water will be murky since limestone will serve as natural filtration to the aquifer,” he explained.

Ibuna Enterprises applied for an ECC and other permits after the barangay council of San Isidro issued a resolution on November 24, 2015 in favor Ibuna’s plan to open a limestone quarry.

The icon sculpted by Errol Balcos is located within Duaw Kagay-an Park at the approximate place where an apparition of the Virgin of the Holy Rosary originally appeared to save the early settlement from an attacking force of slave raiders.

History of Duaw Kagayan Park Duaw Park was established in 1987 when 120 Kagay-anons from the U.S. and Canada made a historic

journey home to Cagayan de Oro in August 1987 after years of self-exile to escape martial law.

Then Mayor Pablo P. “Ambing” Magtajas proposed that the side of the old tennis court by the river bank across the City Hall be created as the DUAW KAGA-AN PARK. Gaane had the honor of cutting the ribbon for the opening ceremony and with a year, walkways were paved and the park was turned into a beautiful garden with benches.

However, the park deteriorated through the years and the Duaw park monument washed away by the rampaging floodwaters of Tropical Storm Sendong in December, 2011.

The park remained unattended following the Sendong disaster until Mayor Moreno was sworn into office last June, 2013 and Ms. Pabayo worked with Mr. Gaane to muster assistance from overseas Kagay-anons through Kagay-anon International, raising US$9,300 and some corporate sponsorships to restore it.

Kagay-anon International , Tapok & Duaw Kagay-an The City Government honored Gaane with a plaque of recognition for his untiring efforts to continue assisting his beloved city even from afar.

His daughter Anjanette related how her late father worked tirelessly to promote and assist his beloved city, initially through the Mindanao Alliance Association, the Ateneo Alumni Association, and later through his baby, Kagay-anon International, which started as a simple newsletter to update overseas Kagay-anons about current events in the city, and of their activities and milestones abroad.

“In 1982 he started TAPOK with the help of Chicago Kagay-anons, and these gatherings have continued with the 15th TAPOK in Vancouver (Canada) last year and the upcoming one in San Francisco in 2017,” she related.

Parallel with TAPOK but still under the auspices of Kagayanon International, Roy also organized DUAW sa KAGAY-AN wherein overseas Kagay-anons, especially those staying in North America, visit the Cagayan de Oro. This has since been observed every two years, alternating with the TAPOK in the U.S. or Canada, where Kagay-anons gather to celebrate their city and origins.

Due to his charismatic personality, vision, tenacity and hard work, Roy has forged an incomparable camaraderie and fellowship among Kagay-anons here and abroad. No wonder one of his cyber friends called him “The Mayor of Cagayan de Oro in America.”

As Anjanette so aptly puts it, “I have heard Kagayanons say many times how Roy epitomized Cagayan de Oro as the City of Golden Friendship because of his

heart of gold. People were drawn to him because of his kindness, generosity and ability to make people feel important, at ease and to move a group to work together for a common goal.”

Sunburn is a term used for red and sometimes swollen and painful skin caused by overexposure to ultraviolet rays from the sun. To prevent sunburn, he advised residents to avoid too much sun exposure.

“Iwasan natin ang lumabas sa bahay kung tirik ang araw. Mas mainam kung huwag lumabas mula 9 a.m. hanggang 4 p.m. (Avoid going outside the house especially when it is too hot. It would be better to stay at home from 9 a.m. to 4 p.m.),” Ampatuan said.

“Kung hindi maiiwasan, magsuot ng mga protective gear tulad ng payong o magpahid ng sunblock na may SPF 60 pataas (If you cannot avoid going under the heat of the sun, wear protective gears like an umbrella or use sunblock with at least SPF 60 or higher),” he added.

Ampatuan said residents should also observe proper hygiene. “Ugaliing maligo araw-araw at magpunas ng pawis. Gumamit ng powder upang maiwasan ang pagkakaroon ng rashes (Take a bath every day, always wipe and dry your sweat and use powder to prevent rashes),” he said. Rashes are abnormal changes in skin color, or texture, caused by skin inflammation.
