The RI District 3870 DISCON 2018 is projected as the biggest, the grandest and the most spectacular Rotary event, this year. STEAG POWER STUDENTS SCHOLARSHIP PROGRAM: High school and college student-recipients of the Steag Power Students Award, together with their parents and school advisers, attend a one-day program orientation and enrichment session at the Steag power plant in Villanueva, Misamis Oriental. There are at present 273 recipients, up by 11% from previous year’s beneficiaries, who will receive scholarship and educational assistance from energy-firm STEAG State Power Inc. Though traditionally teaching values and social skills has been left to parents, it is increasingly becoming incumbent on teachers to teach these skills. Students now in the 21st century sometimes ignored values because they are more engaged in the use of modern technology that changes their lives which is far different from the students of yesterday that values is a part of their personality. Story plays a big role in building values in the classroom. Through on line stories many opportunities to discuss and teach students important social skills and values which help the children in your classroom get along better and become better human beings.

It is unrealistic to expect your students to achieve all behavior in the stories Pick a few stories that embody the skills your class needs to work on. Don’t expect children to learn all the social skills at once, but gradually establish some expectation in your classroom using the guide and the characters in the stories.

At home the parents should teach their children values to be more effective students and member of the community.

There are schools managed by religious institutions that also help teaching values to the students in the classroom so that they will know the importance of values in their lives until they become full grown person.

DepEd ARMM to deploy 6,000 teachers for 2018 barangay election MARAWI CITY -- Around 6,000 teachers will be deployed in the different barangays in the Autonomous Region in Muslim Mindanao (ARMM) for the upcoming barangay elections on May 14, 2018.

Rasol Y. Mitmug, Jr., said three teachers will be assigned as members of the electoral board for every precinct in this year’s barangay elections scheduled on Monday.

Each electoral board member will receive an allowance worth P6,500.

Holcim pilots road building solutions, technical services in Davao

Building solutions provider Holcim Philippines, Inc. has begun test runs of its road construction products and services with contractor partners in Davao to showcase innovative offerings that can help local builders as the government steps up infrastructure investments in the region.

Holcim Philippines is implementing the Solido road building approach, an integrated offer of materials and services, for contractor P.L. Sebastian Construction as it starts building a nine-kilometer two-lane thoroughfare in Davao del Sur in April.

Holcim Philippines will provide technical and safety trainings to P.L. Sebastian, as well as access to its aggregates batcher and mobile laboratory for the project. The Solido approach was developed

by Holcim Philippines to help partners build good quality roads, optimize concreting cost and finish projects earlier and safer.

Philippines and contractor Ulticon Builder, Inc. tested from April 17 to19 the soil stabilization technology, which improves the existing soil condition in areas where the available ground is unsuitable for construction projects, for several sections of roads being built in the metropolis.

A common technical practice outside the country, soil stabilization helps contractors manage proper costs as it removes the need to replace existing ground with materials from another location.

Soil stabilization also helps improve durability of roads by making the base sturdier and less prone to erosion that can damage the structure.

Furthermore, Holcim Philippines will open a Php 15 million-construction laboratory in Davao City by the second quarter of 2018. The testing center, its first outside Metro Manila, will be equipped to conduct concrete and soil analysis for partners in the region.

With the government pouring resources to upgrade infrastructure in Mindanao, Holcim Philippines, Inc. introduced in 2017 new building solution offerings to help builders in the region better execute their projects. This mobile laboratory, which allows Holcim to provide technical support to partners building in the countryside, is one of the latest offerings.

Marketing and Innovation Head Paul Vu Huy Dat said the new road building solutions are part of the company’s commitment to provide not just cement but innovative technology and services to help the country build better. These are part of the PROSOLUTIONS offerings, a range

of innovative products and services from structural to finishing applications for road, infrastructure, residential, and other building projects.

“We are very excited to roll these out in Mindanao.

Local builders will have a lot on their plate as the government pours sub-

stantial resources to fasttrack the development of the region. Through these offerings, we can help our partner and customers be better equipped in taking in more advanced projects and complete these faster, more durable and costeffectively,” he said.

tional Economic and Development Authority said 10 infrastructure projects worth Php 94 billion are set to be implemented in the Davao region. Plans are also underway to convert 163 kilometers of local roads in Davao City into national ones given its continued development.

A Deeper View

One of the highest

Reports sustained by government statistics show that the Philippines is currently posting the highest rates in unemployment and inflation among its neighbors in the region.

But the country’s economic woes are not confined with unemployment and inflation only. The unabated rise in the cost of prime commodities now starting to be felt by the most vulnerable sector of society is likewise compounding the situation.

The spiraling cost of even the most basic commodities is triggered by the tax reform package sponsored by the sitting administration popularly known as the Train Law. The law was intended to accelerate economic growth.

On the contrary, what it has

so far achieved is give the country the distinction of having posted the highest unemployment and inflation rates.

The mark of a burgeoning economy is certainly not high unemployment and inflation rates. Those are the economic woes supposed to be addressed by a robust economy. But this is not what is actually being experienced by the country at this point based on government statistics.

Where does the problem lie?

Simple economics tells us that the backbone of economic growth is hinged on a triad of factors which are agriculture, manufacturing and service in that order.

Manufacturing becomes wishful thinking on the part of any economy if ag-

riculture is not supplying the needed raw materials to be churned out into finished goods by the factories.

Discussed here in a previous column the other role of agriculture which is to ensure food security.

Government’s role in ensuring that agriculture is and remains vibrant can’t be overemphasized. Remember that the biggest landlord in any country, the Philippines included, is the government.

And it is the only institution clothed with the power to classify lands into alienable or not, into agricultural or industrial.

It is for this reason that in the previous piece mentioned we expressed alarm at the way farmlands have been converted into purposes other than agriculture. Soon we will experience the dire

consequences of this folly if it remains unchecked.

Without the farm-produced raw materials or those extracted from the bosom of the earth, manufacturing can’t take off. This is exactly what the country is experiencing now hence our inability to produce even the most basic of our needs. At this point, the country does not even have a fully integrated steel mill hence our dependence on other countries for our own requirements.

IASPER and Education for the nations

Why is it important to be the members of IASPER? The answer is because of the existence of this intellectual organization. IASPER (the International Association of Scholarly Publishers, Editors, and Reviewers) is an international organization. This organization has its vision that is, as being a community of ethical and scholarly publishing practitioners. Due its vision, IASPER has conducted some conferences both in the Philippines (the home base) and abroad: other countries with different researchers of different disciplines of science.

However, education is considered vital in this organization’s concern. This month, exactly on May 1618, IASPER conducts an international conference

with the theme of Internationalization of Research in Education. So, this theme chosen for actualization of the organization’s vision besides the concern with publishers, editors, and reviewers. Yet, what are published, edited, and reviewed are all the results of the research. This theme is chosen especially for the international conference held in Seoul, South Korea.

From a long time ago, Nelson Mandela reminded us of the importance of education for the nations.

He sated strongly that education is the most powerful weapon we can use to change the world. Thus, it is not just to change the nation, but even the world in a wider sense. Nations will be changed in all aspects when education is highlighted in

every country throughout the world.

For the developing countries, the Philippines and Indonesia, as ASEAN member countries as well, we are required to boost our program of education grand design.

ASEAN countries—very specifically—should hand in hand to work together to develop the nations through the established education system. So, IASPER and the international conference on education this year is very much related to the strategy of boosting the nations’ changes. Changes in all aspects through education programs.

Research and the results being discussed in this forum are the evidences to be highlighted. They should be exposed together with different researchers among

the nations. It is now held in Seoul, South Korea, on May 16-18, 2018. The world should be made adaptive. To be adaptive to the turbulent condition of the world, we need to change the nations.

The nations should also be changed. And, they can be changed by the best program of education established in every country, throughout the world.

PH foreign direct investments hits record high of $10-billion

The World Bank has finally tagged the Philippines as “fastest-growing economy in the ASEAN” up until 2020 and is no longer the ‘sick man of Asia’.

This significant attainment is brought about by the Country’s economic growth trail of a recordbreaking $ 10-Billion worth of Net Foreign Direct Investments (FDI) in 2017.

According to Central Bank of the Philippines(BSP), all major FDI Components registered have increased including Equity Capital, Reinvestment of Earnings, Associate’s Borrowings with a forecasted 3-year growth trend of up to 8%.

Pronouncement from BSP stated: “Investors continue to view the country as a favorable investment destination on the back of the country’s sound macroeconomic fundamentals

and growth prospects”.

For December 2017, however, net FDI declined to $699 Million at about 9% from the previous $768 Million attributing to a 19.1% downfall in Debt Instruments equivalent to $ 335 Million.

Also, the Net Placements of Equity lowered by 0.04% to $ 305 Million leading to Gross Equity Capital Investments of $328 Million.

Foreign investors that contribute to these capital flow came from Singapore, Japan, the Netherlands, the US, and Luxembourg reinforcing the Domestic Production sector such as Manufacturing, Wholesale/ Retail Merchandising, Information Technology and Recreational investments.

Characteristics of the 21st Century Classroom

21st century classroom has many characteristics associated with which distinguish it from the classrooms of the past centuries. As we move further into the new millennium, it becomes clear that the 21st century classroom needs are very different from the 20th century classroom needs. In this new millennium classroom teachers are facilitators of students learning and creator of productive classroom environment in which students can develop the skills they need in the workplace.

Focus on the 21st century classroom is on students experiencing the environment they will enter as 21st century workers. The collaborative project-based curriculum used in this classroom develops the higher order of thinking skills, effective communication skills and knowledge of technology that students will need in the 21st century workplace. 20th century teaching strategies are no longer effective. Teachers

must embrace new teaching strategies that are radically different from those employed in the 20th century classroom. The curriculum must become relevant to what students will experience in the 21st century workplace.

21st century classroom are student and teacher centered. Teachers no longer function as lecturers but as facilitators of learning. The students are learning by doing and the teacher act as a coach, helping students as they work on projects.

Students learn to use the inquiry method and to collaborate with others. Text books are no longer the source of information they need. In this new classroom flexible student grouping, based on the individual need norm. The teacher still uses the whole group instruction but it is no longer primary instructional method used.

The goal of the 21st centur y classroom is to prepare the students to become productive members of the workplace.

SSS runs after delinquent employers in Dagupan City DAGUPAN CITY — The Social Security System (SSS) conducted its second provincial leg of its intensified collection campaign against delinquent employers here today, May 4.

Under its Run After Contribution Evaders (RACE) Campaign, SSS posted Show Cause Orders to delinquent employers in Dagupan City reminding them of their responsibilities under the Social Security Act of 1997.

SSS President and Chief Executive Officer Emmanuel F. Dooc said that the six delinquent employers are guilty of non-remittance of SSS contributions of their employees and nonregistration for SSS coverage.

“These two are the most common violations of employers under the SS Law. Despite continuous reminder of their responsibilities,

there are still employers who willfully and deliberately evade their obligations under the law,” said Dooc.

Dooc and other SSS officials posted Show Cause Orders to six delinquent employers located in Perez Blvd., Rizal St., AB Fernandez in Dagupan City and Poblacion, Calasiao in Pangasinan.

Among those employers which received Show Cause Orders were V Medina/Venacios Leather with P351,420.70 delinquency, RMR Beauty, Wellness with P208, 254.90 delinquency and Greenmont Systems International with P93,781.80.

Noong 1940, isinulong ng dating Presidente Manuel L. Quezon ang Executive Order No. 263 na nag-uutos sa lahat ng pribado at pampublikong paaralan na isama sa kurikulum ang pagtuturo ng wikang pambansa. Nang dumating ang mga mananakop na mga Hapon ginawang medium of instruction ang Tagalog at pagdating ng 1943 ay itinakda ng dating Presidente Laurel ang pagtuturo ng wikang pambansa sa elementarya. Ngunit sa pagbabalik ng Amerikano ay pinalitan ng Ingles ang medium of instruction at ginawa na lamang asignatura

ang Tagalog.Nagpatuloy ang ganitong sistema kahit pa nagkaroon na ng mga bagong patakaran sa wika ng mga sumusunod na kagawaran sa edukasyon.

Dahil sa ganitong pangyayari kaya’t hanggang ngayon ay inisip ng iba na walang halaga na pag-aralan pa ang Filipino. Kung tutuusin nga naman ay sa lahat ng asignaturang mayroon tayo sa kurikulum ay Ingles ang ginagamit bukod tangi na sa asignaturang Filipino lamang puwedeng gumamit ng wikang Tagalog.

Pero napapaisip ako at naitatanong ko sa sarili paano na

kapag inalis ang asignaturang Filipino? Paano na maaalala ng mga kabataan ang paggamit ng sariling wikang Tagalog naatin?

Paano natin mapapaunlad ang sariling bayan natin kung hindi natin kayang tangkilikin ang sariling atin?

Para naman kay Marvin Lai, tagapangulo ng Department of Filipinology sa Polytechnic University of the Philippines, ang pagtatanggal sa Filipino bilang asignatura sa kolehiyo ay katulad sa pagtatanggal sa identidad ng mamamayang Pilipino.

Naniniwala ang mga guro sa Filipino, na ang wikang Filipino ay wika ng mga intelektwal.

Comelec vows to file cases vs. barangay, SK polls violators DAVAO CITY -- Barangay and Sangguniang Kabataan (SK) candidates should not only ensure their victory in this year’s elections but they must follow campaign rules otherwise they could be unseated for poll violations.

The Commission on Elections (Comelec) in the Davao Region issued this warning as it continues to record violations committed by barangay and SK candidates, especially on posting of propaganda materials and to remain non-partisan which are just among the election offenses.

Lawyer Krisna Samantha Caballero, Comelec 11 spokesperson, said many candidates have been noticed posting campaign materials in non-designated poster areas in Davao.

Others violated the prescribed size of the posters.

Caballero said Comelec has been conducting “Operation Baklas” randomly and discreetly.

In fact, she said Comelec’s storage area is already full of election propaganda materials torn down from non-common poster areas.

“Our Operation Baklas is ongoing,” she said during the AFP-PNP Press Corps

briefing on Wednesday at the Royal Mandaya Hotel.

Caballero said Comelec will address all election offenses and file cases against violators after the election.

She, however, assured that everything will go through due process.

On the other hand, Julius Gutierrez, the head of the National Youth Commission (NYC) in Davao, reminded candidates that a father-mother and sondaughter tandem running for barangay chairman and SK chairman, respectively, is allowed.

This means there will be mental health services that will provide support to Filipinos undergoing challenging experiences like migration, marital conflict, life transitions, disaster experience, and war to name a few of such concerns.

Even at a young age of 16, Ogsimer has already spearheaded cleaning up La Paz II, leading the youth there to be sportsminded and steered them away from drugs, gangs, young pregnancies and other immoral and illegal activities.

When he became barangay kagawad in 2007, Ogsimer had more responsibilities in his shoulders. He had to balance time between his personal family life and his constituents. Being a model family person has indeed catapulted him to become more hardworking for Lapasan. He helped created the Women’s Pasalubong Center catering to 1,786b female beneficiaries.

He oversaw the committees on urban poor, women and youth during his time.

Eleven years of being barangay kagawad is not enough. With a population of 28,000 comprising 30 sitios, it is normal that Lapasan has more concerns than the average small barangay. One of these prevailing concerns is the density of houses, a major headache for firefighters. With this, Ogsimer is proposing to purchase five motorycles carrying gallons of water each to act as first responders who can penetrate the dense pathways

inside the barangay in case of a blaze.

Another huge concern is the prevalence of crime along the Coastal Road at night.

Once he becomes barangay chair, Ogsimer will call on the Department of Public Works and Highways (DPWH), the city government and the Cagayan Electric Power and Light Company (Cepalco) to set aside fund to immediately erect light posts at the coastal highway as a crime deterrent at night.

Ogsimer will also tap barangay tanods to patrol all commercial establishments within the barangay especially at night to augment the guards on duty. His goal after all is sitio empowerment – the constituents are given room to govern for themselves what they think best suits their respective neighborhoods.

In line with this training, the Filipino official said they have have set-up mock-up facilities to be able to design the training activities in scenarios that will highlight military operations in urban terrain.

In this year’s “Balikat an” exercis es, around 5,000 soldiers, marines, airmen and sailors from the Armed Forces of the Philippines along with 3,000 coming from the US Marines, Navy, Air Force and Special Operations Force participated in the two-week maneuvers,

which started on May 7.

It will end on the 18th.

Around 20 personnel from the Japan Maritime Self Defense Force and 60 from the Australian Defence Forces will also participate as observers in the above-mentioned exercises.

Defense Secretary Delfin Lorenzana said that this year’s “Balikatan” will focus on inter-operability training to address traditional and non-traditional security concerns.

“Through this exercise, we hope to improve our counter-terrorism capabilities in order to build safer communities and work towards the eradication of global terror networks,” the defense chief disclosed.
