Grander Naliyagan Festival to mark Agsur’s 50th year

PROSPERIDAD, Agusan del Sur--Organizers of this year’s Naliyagan Festival vowed a grander celebration to mark the province’s commemoration of its 50th founding anniversary and 25th year of the lumadinspired socio-cultural festival.

This year’s festival will also be the longest, to be held from June 10-17.

Festival-goers can expect to be entertained with new and improved lineup of activities as a fitting tribute to the province’s golden anniversary and Naliyagan Festival’s silver year, according to Provincial Board Member Santiago Cane, chair of the Naliyagan Festival executive committee.

“This year’s celebration has been extended to eight days from the traditional six-days due to the insistent public demand asking for more exciting and enjoyable events,” BM Cane said.

108 Indonesians living in Sarangani ‘no longer stateless’

Fondevilla said the registration of the Indonesians is an offshoot of a bilateral cooperation between the Philippines and Indonesia.

“The ministers of these countries believed the “importance of determining the legal status of the Indonesian descendants in Southern Philippines with the view

of providing them better legal protection,” he said.

By receiving their free birth certificates and having their citizenship confirmed by representatives from the Governments of the Philippines and Indonesia, the PIDs will finally be able to enjoy the full extent of their rights, Fondevilla explained.

Research institution IBON said that government should be willing to forge a genuinely progressive tax system instead of adopting one that remains pro-rich.

The group said this upon recent Congressional approval of the first part of the Department of Finance’s (DOF) Comprehensive Tax Reform Package (CTRP).

Forging a truly progressive tax package is an important pending topic under fiscal and montary policies in the currently suspended peace negotiations between

the Philippine government (GRP) and the National Democratic Front of the Philippines (NDFP), added IBON. IBON said that as hyped, House Bill (HB) 5636 or the Tax Reform Acceleration and Inclusion Act (TRAIN) instructs the lowering of personal income tax. In particular, those earning no more than P250,000 annually will pay less income tax starting January 2018.

The bill requires an 8% tax on gross sales or receipts of the self-employed and professionals within the Value Added Tax (VAT) threshold of Php3 million.

Those above this threshold meanwhile will be taxed a lower 30% of corporate income. Those receiving Php100,000 will be exempted from the 13th month pay.

Lower estate and donor taxes of 6% will also be charged.

Lottery and sweepstakes winnings from the Philippine Charity Sweepstakes Office (PCSO) will be taxed 20 percent.

Aside from excise tax on automobiles, HB 5636 imposes a Php10-per-liter excise tax on then VATexempted non-alcoholic sweetened beverages in liquid, powder or concentrate forms, said the group.

The bill also imposes a substantial Php3-per-liter excise tax on diesel and liquefied petroleum gas and higher duties on gasoline and kerosene.

Tax revenues will mainly fund the Duterte administration’s trillions-worth of infrastructure spending. But the above will translate to lesser taxes on the rich, said IBON, which noted no less than the DOF explaining

While government will be collecting around Php170 billion less from the richest, consumers will be paying more than Php340 billion for previously VAT-exempt items, according to IBON’s initial estimates.

These additional taxes on socially-sensitive goods such as oil products and drinks will bear heavily on the country’s majority lowor no- income households, reiterated IBON. The group said that the design of the package is far from inclusive nor progressive as the additional VAT does not spare the poor, unemployed and underemployed who have insufficient means to live decently.

IBON underscored that government should craft a tax package that collects from its constituents depending on the latter’s ca-

pacity to pay. The richest, as the biggest beneficiaries of the country’s economy, resources and labor, should be taxed the most while the poor should be taxed the least if at all. The government can do so through higher import tariffs, investment and corporate taxes especially on foreign firms, and by raising income, estate and inheritance taxes on the wealthy.

Tax reform is one part of overall development policy.

It is crucial that government pursue national industrialization and other meaningful social and economic reforms for the country to achieve genuine development, IBON said. Here is what Section 18 says on this joint session: “The Congress, voting jointly, by a vote of at least a majority of all its Members in regular or special session, may revoke such proclamation or suspension, which revocation shall not be set aside by the President.” In other words, if there was an intention to revoke the proclamation, Congress must convene and vote jointly.

As though this is not enough our coastguards are illequipped. I often wonder why we dream of battle ships when in no way can we win a naval war. Our shipbuilders in Cebu and in Subic build huge tankers and ships but we cannot manufacture speedboats for our coast guards and navy but we have this uncanny predilection for refurbished donations which only come when the cutter is bound for the ship cemetery.

I have friends in the Bases Conversion and Development Authority (BCDA), in fact I have a Muslim brother who is now a director of BCDA. For once, can we not allocate funds to modernize the Jurassic equipment of our coastguards in Southern Mindanao? Isn’t it that the proceeds of the sale of vital military bases and the Development that is underscored in BCDA also

comprehends of spreading the profits to Mindanao and Visayas? How come it is only Baguio City, Subic, Clark and BGC that benefit from the billions derived from the sale of the military bases which were part of our national patrimony?

Whatever happened to the definition of equitable distribution of wealth and opportunities that are to be expected from the sale?

For once, can BCDA build the capabilities of our coastguards in Mindanao.

Forego one bridge out of three you contemplate to build across the Pasig to give comfort to Bonifacio Global City rich and famous and maybe you can spare 10 speedboats that would guard our southern shores in Mindanao.

Beefing up our naval arsenals in our southern coastlines from Davao all the way to Tawi-Tawi was part of many contemplation before but when governments past and present do not seem to find relevance in it this idea had been buried to ennui. Lanao del Norte Province bags Rice Achievers Awards The province of Lanao del Norte is indeed living to its epithet “The Land of Beauty and Bounty” as it reaps anew the Rice Achievers Awards as one of the top rice producing provinces in the country for second time. Lanao del Norte’s economy is predominantly based on agriculture with its major crops such as rice, corn, coconut, vegetables, fruits, industrial crops, and others; and fishing as it is bounded by three rich fishing grounds such as the Iligan Bay, Panguil Bay and Illana Bay. For 2016, the rice sufficiency in the province reached 129.85% from 128.88% in 2015, contributing 1.01% metric tons to the national rice production. The positive performance of the rice sector is attributed to the following: 88.01% utilization of high quality

seeds, provision of agricultural interventions, farm mechanization, irrigation support, access to credit, and training for farmerleaders and extension workers.

To uphold its title as one of the top rice producing provinces in the country, the Provincial Government of Lanao del Norte continues to innovate its programs and projects in support to rice production. Lala, Lanao del Norte prior years consistent winner in rice production once again bags Rice Achievers Awards as one of the top rice producing municipalities in the country for year 2016. Lala is among the 15 municipalities chosen based on their increased rice yield and improved quality produced. BPI customers bewail loss of money in bank accounts SEVERAL customers of Bank of the Philippine Islands complained of losing up to tens of thousands of pesos in their bank accounts.

BPI said there was an “internal data processing error” and it was “currently correcting the mispostings.”

The bank said some accounts were “debited twice or credited twice for a past transaction.”

“We apologize for the inconvenience that this may have caused,” BPI said.

The bank’s online channels were inaccessible on Wednesday morning but balance checks could be made via ATM. Kim Avelino, a human resource officer in Ortigas, told media she lost P12,000 due to an “automatic debit.”

Avelino said one of her office mates withdrew P2,000 but her account showed a P5,000 deduction.

Their other co-workers meanwhile reported negative balances in their bank accounts, said Avelino.

EASTWEST Bank reported a Q1 2017 net income increase of 54% to Php1.2 billion on account of robust loan growth and improving productivity.

Its total assets were up 22% from last year bannered by the 25% increase in total loans.

Total revenues in the first quarter of 2017 were up 18% to Php6.0 billion. Core rev-

ComVal launches relief drive for Marawi City DAVAO CITY -- The provincial government of Compostela Valley announced Wednesday the launching of a donation drive aimed at gathering goods and other basic needs for the internally-displaced families in Marawi.

Ground military operations against the Maute Group in Marawi is still ongoing and has forced thousands of families and individuals to flee homes.

As of Monday, June 5, the Humanitarian Emergency Action and Response Team of the

Autonomous Region in Muslim Mindanao (ARMM-HEART) said 47,957 families or 239,887 individuals have already left Marawi and are now staying in evacuation centers or with their relatives in other towns, cities, and provinces.

In 2016, Glan Mayor Victor James Yap Sr. approved a Sangguniang Bayan resolution exempting PIDs from payment of civil registration fees, late registration of birth, and clerical correction of entries in civil registration documents that benefited PIDs who were not able to secure the document due to financial constraints, according to the Provincial Information Office.

The elder Maute, father of brothers Abdullah and Omar Maute, was arrested at the Task Force Davao checkpoint in Toril, Davao City on Tuesday along with four other persons.

He said Cayamora’s capture will bear on the Maute Group but won’t necessarily stop the clashes in Marawi or prompt his sons to “do something to rescue their father. But I’m sure this is a big blow to them.”
