PROSPERIDAD, Agusan del Sur--Elected provincial officials of this province will take their oath of office today (June 30) at the Sangguniang Panlalawigan Session Hall of the provincial capitol ushering another three-year term of office.

The officials led by Gov. Adolph Edward Plaza and her two sisters 1st District Rep. Maria Valentina Plaza and 2nd District Rep. Evelyn Plaza-Mellana will be sworn in at 10 a.m. by judges of the local courts and village chiefs.

Bishop Juan de Dios Pueblos of the Diocese of Butuan will lead the holy mass

for the new provincial officials at the Saint Vincent Ferrer Parish Church at Barangay Patin-ay earlier at 8:30 a.m.

Flashfloods ravage 2 riverside communities GENERAL Santos City–– At least 40 families were displaced as flashfloods ravaged two riverside communities in Norala town in South Cotabato on Monday night.

Engr. Nelson Gleyo, head of the Norala Municipal Disaster Risk Reduction and Management Office, said Tuesday the floods occurred after more than an hour of heavy rains in the area late Monday afternoon.

He said the water level of the Banga River mainly rose and triggered flashfloods in nearby communities due to the heavy rains.

It affected 20 families

in Barangay Liberty and another 20 families in Barangay Matapol, he said.

Gleyo said they forcibly evacuated the affected residents at around 9 p.m.

Monday as the river’s water level continued to rise.

“We deemed the affected areas unsafe due to the situation so we implemented a forced evacuation,” he told radio station dxKR. He said the evacuees from Barangay Liberty are presently taking temporary shelter at their barangay hall while those from Barangay Matapol are at Matapol Elementary School.

CAGAYAN de Oro City-The City Council urged the Commissions on Elections (Comelec) to convene the Board of Canvassers to annul the proclamation of Mayor Oscar Moreno as the city’s re-elected mayor last May, a city councilor said Wednesday.

The newly elected city government officials would assume their respective posts at past 12:00 noon today (Thursday) while, at the same time, the incumbent ends the three-yearterm of office.

The city’s Board of Canvasser proclaimed Moreno as winner of the May 9, 2016 mayoral race over his closest rivals, former mayor Vicente Emano who came in second and Rep. Rufus Rodriguez, who finished third.

Resolution No. 2016172 urged the Comelec to proclaim the duly elected mayor in order “to avoid hiatus and vacuum” in the local leadership in view of Moreno’s dismissal and perpetual disqualification from service.

Councilor Alex Dacer said that the resolution would boost the “quo warranto” case filed by Emano with the Comelec, which questioned the eligibility of Moreno to run as mayor in the May 9 national and local elections.

Emano’s lawyers contended that Moreno’s candidacy was void because the Office of the Ombudsman has already dismissed and perpetually disqualified to hold public office.

Moreno proceeded to run for the mayoral post on the ground that the antigraft court has yet to resolve the Motion for Reconsideration that his lawyers have petitioned with the Ombudsman.

The Ombudsman, however, has denied Moreno’s motion for reconsideration and sustained the dismissal and perpetual disqualification order penned on August 14, 2015.

Acenas, Darimbang reinstated With the denial of the motion for reconsideration, the City Council held a special session last Tuesday and passed a resolution recognizing Vice Mayor Ian Acenas as the mayor and first City Councilor Candy Darimbang as the vice mayor.

The City Council said that the resolution no.

2016-167, passed during the special session Tuesday,

was a “continuation” of the recognition of Acenas as mayor last Nov. 11, 2015 after the DILG installed him as mayor.

Moreno described the assumption of Acenas as illegal and claimed that he (Moreno) remains the legitimate mayor pending

an appeal with the Court of Appeals (CA).

Janeth Nunez, the lawyer of Acenas, however, debunked Moreno’s argument, saying that the implementation of the dismissal order of the anti-graft court has nothing to do with the “appeal.”

Moreno could file an appeal, but the effect of the order to dismiss and perpetually disqualify him from the government service by the anti-graft court would not be diminished, Nunez said.

RTWPB XIII issues order raising regional wage rates BUTUAN CITY – Following the mandate under Republic Act 6727 or Wage Rationalization Act, the Regional Tripartite Wages and Productivity Board XIII issued Wage Order No. 14 covering Caraga

Region to take effect on July 1, 2016.

Minimum wage earners will get P7.00 increase in the basic wage upon effectivity of the order making the daily minimum wage rate to P275 per day. On

October 1, 2016, minimum wage earners will get additional P5.00 in the COLA and the total daily minimum wage rates will be P280 per day.

The new wage rate in Caraga is as follows:

Wage order No. 14 shall apply to all minimum wage earners except household or domestic helpers, persons in the personal service of another including family drivers and BMBE workers.

BUTUAN City -- Philippine National Police (PNP)-13 deputy for operations PSupt Rudy Elandag said recently that there is a decrease by 22 percent in the crime volume in the region for the period January to May 2016 which totaled to 4,616 as compared to the same period last year with 5,884 crimes recorded.

This was revealed in the presentation of accomplishments during the 87th Regional Development Council (RDC) Caraga meeting held in this city, while other agenda also include the following: State of the Region and RDC Accomplishments under the leadership of Surigao del Norte Gov. Sol Matugas; 2015 Regional Development Report; 2015 Annual Regional Economic Situationer; Reorganization of RDC-GADCC; Millennium Development Goals Final Report; and Updates on

the K-12 Implementation.

Meanwhile, commanding general of 4th Infantry Division, Philippine Army MGen Benjamin Madrigal disclosed that they have recorded 77 encounters, 75 firearms gained, and 74 enemies neutralized.

MGen Madrigal said that the 402nd Brigade was able to neutralize the New Peoples Army’s (NPA) shadow government in Surigao del Sur. He added that 38 barangays in the region were already cleared from NPA for the first semester of this year and 157 more are still to be cleared.

“Our campaign against the left-leaning groups is on the right track and gaining headway, and that the ‘Bayanihan’ is the suitable formula to beat the New Peoples Army (NPA). The consistent high engagement rate will weaken the rebel enemy’s fighting power, with the integration also of the military’s peace and development activities, and

socio-economic programs of other government agencies,” said Madrigal.

Meanwhile, as chair of the RDC Caraga for six years in her term, Surigao del Norte governor Sol Matugas expressed that she is very lucky to have been elected to lead the RDC. She also assured that with the coming new administration, she will continue to support the council and give her best to assist in anyway she can in order to sustain and achieve a more peaceful, secured and developed region.

LABANGAN -- “A dream doesn’t become a reality through magic; it takes sweat, determination and hard work.”

A favorite quote from American statesman Colin Luther Powell cited by Brigadier General (BGen.) Alexander Gonzales, division commander of the Mechanized Infantry Division, Philippine Army during the closing ceremony of battalion retraining held at Camp Colonel Jacobe Zobel, Upper Pulacan, Labangan on Friday.

Some 21 officers and 170

enlisted personnel of the 1st Cavalry (Tagapanguna) Squadron successfully completed the one year and a month retraining conducted by the training staff from “The Armor School” in Camp O’Donnel, Capaz, Tarlac starting on May 15, 2015 to June 24, 2016.

“Congratulations to the graduates! I appreciate your efforts for completing the battalion retraining. This manifests your commitment and dedication to serve our country and our people,” Gonzales said in his message as read by assistant division commander Colonel Gilbert I. Gapay during the closing

ceremony.

“It shows your willingness and strong desire to be part of the program of the Philippine Army in order to contribute in nation building toward achieving more progressive and peaceful society.

During the intensive training, Gonzales said, the graduates underwent series of military instructions, lectures, demos, physical examinations, practical exercises, etc.

“The knowledge and skills you’ve learned from the training staff will definitely help improve your performance in your unit,”

Gonzales pointed out.

The Mechanized Infantry Division commander said the 1st Cavalry Squadron is now better prepared to face various challenges that would come along as a dependable unit of the division.

“You have now the distinct opportunity to display your natural prowess as a fighting unit,” Gonzales maintained.

The retraining is a manifestation of the dreams and aspirations of division to be able to train the unit in cohesiveness and coordination, as directed by the higher headquarters. (FPG/GCC/ PIA9/Zamboanga del Sur)

Spanish and intermixed with other native dialects is slowly fading away.

The fact that even Zamboangueños themselves speak more frequently in Tagalog, English and other dialects here are contributory to the so-called “death” of Chavacano.

“Macatriste especial-

Another factor contributing to the fading away of the language is the outflow of native Chavacanos to other towns and countries.

According to Elago, for every Chavacano family moving out of the city, there are ten out-of-towner families moving in bringing with them their own language.

“Apena pa lang llegada na terminal, na airport o na barco, otro lenguaje ya sila ta ohi, hinde el Chavacano,” he said.

(Non-Zamboangueños are then discouraged from learning the language, since most of the people here now speak other dialects.)

Elago had authored council resolutions requesting all business establishments to mandate their staff to speak Chavacano, especially in entertaining customers. “Nohay este

sosede,” he admitted.

(They did not comply, and this did not happen.)

Elago urged Zamboang u e ñ o s t o pre s e r ve their culture and heritage through the promotion of the Chavacano language.

“Nesita ya gayod quita principia ahora, si no quiere quita na porsigo perde el de aton Chabacano,” he said.

(We need to start now, if we do not want Chavacano to disappear forever.)

The Chavacano dialect is one of the legacies and has been part of the colorfully diverse culture of Zamboanga. It has been in existence since or even before the time of the construction of the Real Fuerza de Nuestra Señora del La Virgen del Pilar de Zaragoza, or the Fort Pilar in 1635, during the Spanish occupation. Integrating and stressing the importance of good nutrition to pupils in Science discussions

Having good nutrition basically results to good participation in the classroom discussions and activities, these as in any matter if an individual, specifically a pupil practices and lives poor nutrition, directly it will affect his or her performance in the school. That is why, it is very timely and important that as teachers, we should integrate and stress the importance of having good nutrition to pupils during Science lectures and discussions, far way reminding them also during discussions of other subject learning areas, among others.

One example of integrating it is that, when the discussion is about the human body system, the functions and work of each body part, like for example if you are explaining to the class the parts and functions of the human eyes, we can somehow integrate ways and methods of how to take care the human eyes, one point, by eat-

ing healthy and nutritious foods to always keep good eye sight. Through this strategy, we can already inculcate in the minds of the pupils, at their very young age, on the importance and significance of having healthy foods to eat and further having a healthy lifestyle.

Also, if the discussion pertains to the human body, we can easily incorporate proper nutrition to any topic as it is worthy to note that one way of taking care of the human body is through keeping and maintaining good food and nutrition as nutrition lessons provide essential education that could lead to the pupil’s academic success.

On the other hand, as teachers, we must do our very best to not only remind them during classroom discussions but in every time we get to see and communicate with them.

Some pupils have poor performance in the school because they are not get-

ting the proper nutrition at home. Some of them comes to school hungry, some of them eats less at home, and some of them eats nothing at home. This situation may somehow affect their performance and even their inter-personal relationship among their classmates and other schoolmates.

In this way, by reminding them the importance and significance of these endeavours, they will understand that they should have to eat properly at home and have a proper and good nutrition, so that they will be active at school and they can easily and gracefully join and participate in all classroom discussions and activities.

Further, by incorporating it, we can help improve the quality of the pupil’s education by teaching or integrating a topic out of the standard curriculum and of course the benefits of nutrition education can far reach beyond classroom education.

“It shall be the duty of every city or municipal election registrar to advise in writing, by personal delivery or registered mail, within five (5) days from the date of election all candidates residing in his jurisdiction to comply with their obligation to file their statements of contributions and expenditures.

“For the commission of a second or subsequent offense under this section, the administrative fine shall be from Two thousand pesos (P2,000.00) to Sixty thousand pesos (P60,000.00), in the discretion of the Commission. In addition, the offender shall be subject to perpetual disqualification to hold public office.”

Administrative offense vs. disqualification

What is interesting to note is that there are conflicting provisions in Section 14. It states that failure to file the SOCE “shall constitute an administrative offense for which the offenders shall be liable to pay an administrative fine ranging from One thousand pesos (P1,000.00) to Thirty thousand pesos (P30,000.00), in the discretion of the Commission.”

If the offender fails to pay the fine within 30 days, the Comelec would issue a “writ of execution” against the offender’s properties.

There is no mention of “disqualification” except in the event that the offender committed a second or subsequent offense; the administrative fine shall be increased from P2,000 to P60,000, in the discretion of the Comelec. However, it states that the offender shall be subject to “perpetual disqualification” to hold

public office.

But what might have intrigued – or confused — some people is the provision that states: “No person elected to any public offices shall enter upon the duties of his office until he has filed the statement of contributions and expenditures herein required.” And this begs the question: What if the offender files his or her SOCE before he or she is sworn into office (president and vice-president are sworn in on June 30 following the elections)? Is it sufficed to say that if the offender submits his or her SOCE before June 30 and pays the “administrative fine,” he or she can then take the oath of office?

Surmise it is to say, since vice president-elect Leni Robredo had submitted her SOCE on time and the LP had finally submitted its SOCE subject to adminis-

trative fine for late filing, there is no reason why Leni should be disqualified – and stopped — from taking her oath as Vice President on June 30.

If the Comelec had not allowed Leni Robredo and the other Liberal Party winning candidates from being sworn into office on June 30, the mass disqualification would be tantamount to a technical coup d’état.

SSS, DA sign agreement for coverage of over 300 job order and piece workers The Social Security System (SSS) Davao Branch and the Department of Agriculture (DA) Region XI signed a memorandum of agreement (MOA) for the coverage of 316 job order and piece workers under the KaltaSSS-Collect or e-AlkanSSSya Program during ceremonies held at the DA office square on June 20.

The workers, who fall outside the mandatory coverage of the Government Service Insurance System, can now remit contributions as self-employed or voluntary members under the SSS-DA agreement.

Prior to the MOA signing, DA Regional Director Engineer Remelyn R. Recoter and SSS Vice President for Southern Mindanao 1 Emmanuel R. Palma delivered inspirational messages for the participants. Both heads emphasized the importance of SSS coverage to receive

social protection during times of contingencies like sickness, maternity, disability, retirement and death,

including privileges like salary loan and securing of Unified Multipurpose Identification System (UMID)

cards.

VP Palma stated that being new SSS members marks the beginning of

renewed hope and a better life for the DA contractual personnel. Meanwhile, Director Recoter said that the

SSS launch is one of the remaining activities of the department before the start of the new administration under President-elect Rodrigo R. Duterte. She also expressed optimism that that more sub-agencies will enroll under the program in the future. SSS Davao is presently serving over 41,000 employers and about 160,000 members.

According to the petition, the distribution utility expects the total peak demand of its customers could reach 320-480 megawatts (MW) in the next 10 years.

With the higher demand, it noted it has to build new substations, switchyards, sub-transmission lines, primary distribution lines and acquire transportation equipment, which also includes tools and equipment and other necessary facilities.

“Due to the significant increase in the demand of electricity starting year 2017, CEPALCO needs to implement these projects as soon as possible within this year, 2016, in order that the additional capacity that it will received from with power suppliers can be efficiently feed to its distribution system facilities for distribution to its customers,” it stressed.

The company also disclosed it plans to automate its system through Smartgrid, allowing it to monitor the power supply flow from the power plant to the household. It could also allow customers to turn off their appliances through gadgets or mobile phones.

“The long-term expansion program is aimed to improve system capacity, reliability, efficiency, and comply safety requirements to meet the fast-growing demand of electricity in CEPALCO’s franchise area, hence the implementation of these projects will enable it comply with its obligation to provide reliable and efficient service to its customers,” it added. In a letter to the Department of Interior and Local Government on Tuesday, Acenas said he will “forcedly [sic] assume the duties and responsibilities as Local Chief Executive of Cagayan de Oro effective today, June 28, 2016,” citing that he had already taken his oath of office as

city mayor last year.

Mordeno said the CA has already ruled against Acenas taking over as city mayor last year. “ The CA order was clear. Mayor Moreno still has the right to seek redress from this ruling,” Mordeno said, adding they have yet to receive a copy of the recent Ombudsman ruling.

In a ruling dated Feb. 15 this year, the Ombudsman said Moreno only presented a photo copy of “his purported counter affidavit” filed with the Office of the Ombudsman Mindanao regional office in Cagayan de Oro on April 20, 2025.

D. Mordeno, it is very clear in the June 22 Court of Appeals ruling that the Office of the City Mayor has never been vacant despite an August 2015 Ombudsman order to dismiss Moreno from office and perpetually ban him from any government post.

“There never occurred a permanent vacancy in the Office of the City Mayor because of petitioner Moreno’s pending motion for reconsideration before the Ombudsman. Appeal is even available to petitioner Moreno if and when his motion for reconsideration is denied,” read part of the Court of Appeals decision.

That motion for reconsideration would eventually be denied by the Ombudsman, the order of which was received by all parties to the case last Monday.

Moreno’s camp has 15 days from receipt of the order to challenge the Ombudsman ruling, in this case before the Court of Appeals.

Mordeno said the action of the councilors clearly constitute both usurpation and contempt of court for knowingly not heeding the Court of Appeals decision.

But Moreno’s ally Councilor Zaldy O. Ocon hinted that Ms. Dahino might not

be included in the complaints that they are planning to file.

Ocon said Dahino was reportedly coerced into staying at the City Council session hall during the special session that Darimbang called for and added that Darimbang banged the gavel to approve the resolution before she allowed councillors to discuss the matter.

“Naturally, Inday Dahino could not voice her opposition because the gavel was already banged,” Ocon said.

Dahino could not be reached for comment on the matter at presstime.

A PaDayon Pilipino member, Dahino had earlier expressed her support to Moreno who was reelected for another three-year term that would begin tomorrow (July 1). Her support to Moreno has eventually made the PaDayon Pilipinodominated City Council to become the minority blocfor the first time since 1998.

But Ms. Daba was quick to add that it was someone at the city administrator’s office, which is under the executive branch, that she was seeing and not the mayor.

When pressed about her political inclinations once they start serving, Daba’s choice of words was cliffhanging.

“Basta kung kaayohan sa katawhan nga legislation, ako kana suportahan. Let’s cross the bridge when we get there,” she said.

Incidentally, she is also part of the “Daba bloc” at the City Council. It is composed of reelected Councilor Annie Y. Daba and new

Councilors Reuben R. Daba and Suzette M. Daba.

Daba, a Moreno ally, merely smiled when asked on whether he could convince the two female Dabas, who are PaDayon Pilipino members, to align with him at the City Council.

GSIS allots P533 million for farmer affected

Government Service Insurance System (GSIS) has allocated about PHP533 million for emergency loans to members from Palawan and the municipalities of Sinacaban in Misamis Occidental and Tagoloan in Misamis Oriental who are affected by the El Nino phenomenon.

In a statement Wednesday, the state pension fund said about 15,988 active members in the three areas may apply for PHP20,000 loan (for first time borrowers ) and PHP40,000 for those with existing loans, whose outstanding balance will be deducted from the proceeds of their would-be loans.

The loan will have a 36-month term and 6-percent annual interest rate. It is also covered by a loan redemption insurance, “which deems the loan fully paid in a case of the borrower’s demise, provided that loan repayment is up to date.”

Active members may apply for the loan through the GSIS Wireless Automated Processing System (GWAPS) kiosks in all of the agency’s branches and extension offices, provincial capitols, city halls, selected municipal offices, and large government agencies such as the Department of Education (DepEd), Robinsons Malls, and SM City branches namely North EDSA, Manila, Pampanga, Cebu, and SM Aura.

Elder GSIS members may apply for the loans at the GSIS offices in Puerto Princesa, Cagayan de Oro, and Dipolog.
