Driving academy for PUV drivers in the works

MARAWI City--The death toll in the ongoing clashes between government forces and the Maute Group in Marawi City has reached 128 from May 23 to May 30, 89 of them members of local terrorist groups, 20 government forces and 19 civilians, the spokesperson of the 1st Infantry Division said Wednesday.

THE Land Transportation Franchising and Regulatory Board (LTFRB) will coordinate with various educational institutions for the implementation of the agency’s plan to put up a driving academy for public utility vehicle (PUV) drivers nationwide.

LTFRB board member and spokesperson Aileen Lizada said PUV drivers should be trained under a driving academy to develop their skills and to ensure road safety and discipline.

She said the initiative is part of the Department of Transportation’s (DOTr) vision to modernize public transportation in the country.

ARAWI City--A total of 140,155 residents, representing nearly 70% of this city’s total population, have fled to neighboring towns and cities since the clashes between government forces and the Maute Group here began on May 23, ARMM Assemblyman Zia Alonto Adiong, spokesperson of the Provincial Crisis Management Office, said.

The country’s lone Islamic City, which has 96 barangays and a population of 201,785 based on the 2015 Census of Population of the Philippine Statistics Authority (PSA), is the most populous area in the five-province, two-city Autonomous Region in Muslim Mindanao (ARMM), according to PSA records.

Until May 23, that is.

The number of residents displaced by the ongoing clashes in Marawi City from May 23 until May 30 and the aerial strikes that have been lending support to ground forces has reached 140,155, Adiong said at the press briefing at the Operations Center of the Provincial Crisis Management Committee at the Provincial Capitol here Wednesday.

BTC member resigns over Marawi siege

ILIGAN City--Samira Gutoc-Tomawis, human rights advocates and resident of Marawi City, resigned from her post as a member of the Bangsamoro Transition Commission (BTC) following the siege of her hometown.

The BTC is tasked by the government to draft the Bangsamoro Basic Law, or the enabling policy of the Framework Agreement on the Bangsamoro (FAB) and the Comprehensive Agreement of the Bangsamoro (CAB) signed by the government and the Moro Islamic Liberation Front (MILF) on 2012 and 2014, respectively.

Tomawis, in a phone interview, said her resignation was “driven by the overwhelming situation” of the crisis in Marawi and the “declaration of martial law.”

Furthermore, she said she was turned off by the “statement of President Rodrigo Duterte on rape that is offensive to the Bangsamoro women.”

Maisara Dandamun, also a member of the BTC, said in a Facebook post that in Tomawis’s communication to the MILF Central Committee and to the chair of BTC, her resignation was prompted by personal reasons.

THE House of Representatives on Wednesday night ratified the bicameral committee report on the proposal seeking to extend the validity of drivers’ licenses from three years to five years.

This after the Senate approved for third and final reading its own version of the bill.

The ratified report will be submitted to Malacañang for the signature or veto of President Rodrigo Duterte.

House Bill 5648 seeks to strengthen the policy re-

garding driver’s license by providing for a five-year validity and penalizing acts in violation of its issuance and application.

The said bill aims to ease congestion in the Land Transportation Office (LTO), therefore boosting the government’s anti-red tape campaign.

HB 5648 is aligned with President Rodrigo Duterte’s directive to expedite the processes to address and lessen irregularities still persisting during application or renewal

of licenses at the LTO. The bill also seeks to st re am line gover nment transactions and address public complaints regarding renewal of licenses such as shortages of plastic cards, and legal issues surrounding the cards’ procurement, among others.

The measure states that the conduct of theoretical and practical examinations on driving must sufficiently measure the competency of drivers and must be designed to the type of license applied

for and its corresponding restrictions.

Furthermore, professional drivers’ tests must be appropriate to the type of vehicle and type of service the applicant intends to operate.

Under the bill, a fine in the amount of P200,000 is imposed upon a driver’s license applicant found to have willful misrepresentation; connivance with the issuing officer; falsified documents; and cheated during the examination. (Filane Mikee Cervantes/PNA)

well are designed based on the country or whole nation values or the organization values. By doing so, the stated vision and mission can be shared by all members. In this sense, almost all leaders have done it. They all have stated their vision and mission for the country or organization. But, they cannot communicate it with the subordinates because of being lack of communication skill. It is concerned with attitude as the model as well.

For that reason, there are still other duties to be done by the leaders. They should be able to provide information, knowledge, and methods to realize that vision. In this context, leaders should communicate so consistently and frequently with all their subordinates.

Otherwise, they cannot make their subordinates well versed with the vision and mission they have stated.

The president of a country should provide their cabinet members and the nations with enough information. In this duty, the president can minimize the information asymmetry: the policy makers and public.

It is a fact that information asymmetry proved to have a great effect on the incompatibility between

the results of the policy execution and the nations’ welfare. The policy makers can enjoy the results of the policies while the people are the victims of the policies.

The people tend to be the spectators.

The policy makers dominate to have all the information dealing with the public policies while the whole nation have less or even zero information about the nation’s plans and implementation.

The people do not know whether the national plans and executions are beneficial for them or only the policy makers. In more micro consideration, an organization should also decrease the information asymmetry. This is for the whole staff to see where they are directed to.

The most important duty of the leaders is balancing the conflicting interests of all members and stakeholders. In the national level, the president must be able to handle all the conflicts among the parties, groups, communities with their different interests. Making some or one group satisfied with his administration policies will lead to more serious conflict. Chaos will come up again and again when the national leader is concerned with only a certain group: nepotism.

When in an organization, the whole members are the subordinates that have the same opportunities based on their expertise and personal development.

The leaders should be able to detect which subordinates need developing their talent and expertise without looking at indi-

viduals’ entities: like and dislike. In that manner, the leaders are considered to have a skill to balance the conflicting parties with different interests.

Last but not least, leaders should be smart in providing guidance. In a national level, the president can provide guidance and counseling for their cabinet members. When the president is unable to do this, the cabinet members have their programs bogged down. In an organization level, the leaders should also provide solutions to their subordinates’ problems.

In this case, they should have communication skill for guiding and providing consultation.

Unfortunately, not all the leaders have communication skill so that their subordinates do not trust them. The president, the director or manager must be the model of any action for the subordinates.

We must unite

THE bloody incident in Marawi City should serve as an example for all of us to unite. It is very difficult to stop determined killers and we certainly noticed that the combined efforts of the police and our soldiers did not deter the murder of hundreds of people, majority of the victims are innocent civilians. Marawi residents were utterly caught unaware that a monstrous attack would come. It was really fatal and the matter hit the heart of people around the world.

It is so sad that most of the victims were Christians.

The Maute group allegedly raided the city and those who could not speak the dialect of the Muslims are shot dead right away.

This made us to suspect that the killers had just introduced a kind of war against Christians. To me this is very dangerous since the Christians will defend themselves and fight back in the name of religion. A religious war is not good

because we drag into the conflict the name of God who commanded us not to kill. The Almighty has given us his Ten Commandments, which is self-explanatory.

For a long time, the Muslims have always invoked the provisions of their faith that shunned killing. You may not believe me that some Muslims are more religious people than some of us.

They pray seriously several times a day. It is surprising that this group of Maute, according to witnesses, is promoting murders that included women and babies.

They must have reasons unknown to us.

If we remember the Maute group has threatened to attack our city and it seemed many of us were just laughing. I did not believe too, since our city is the home of two big camps belonging to the police and the Army. I was thinking if they really will attack us, they will end up eating gunpowder from our firepower.

I know, for a fact, that Camp

It has equipment that can sustain battle and cripple an enemy. I was there many times when the Division Commanding General was my good friend.

With the bold attack of the Maute in Marawi City I changed my impression.

When an enemy is determined, nothing is impossible. Nothing can stop them to inflict deaths and injuries. The Maute is a clear example and because they have settled well in the city, it is not easy for the military to penetrate. It seems the rebels have full control of a bridge that link the city. The Maute has some knowledge on war strategy and tactics that makes it difficult for government troops.

Now I can feel our city needs its people to help our soldiers defend it when the Maute makes good on its threat to attack. We must unite ourselves to fight side

We cannot give up our city and as citizens, we have to defend it at all cost. We must organize and patrol our streets in the evening.

Establish outposts in entry points. One outpost, for instance, should be established in Iponan bridge, one in Alae, one in Gusa, etc.

We just strengthen communications and presence to deter the enemies.

I urge our people to make plans. Make consultations with the police and military how we can help them fight the invaders. We must be prepared rather than watch idly and fall into the arms of our enemy. Let us all be vigilant by organizing groups to patrol in the evening and See UNITE, page 11

The Military Semantics on Intelligence and the Marawi Crisis MindaViews

NAAWAN, Misamis Oriental--Defense Secretary Lorenzana does not consider the ongoing Marawi crisis as resulting from a failure of intelligence but from a misappreciation of military intelligence. The semantics, regardless, the fact remains that there was gross negligence in the command, resulting to a costly inaction that failed to prevent the preventable Marawi situation.

The Maute terrorists are known to camp in the interiors of Butig. The military is aware of this. In fact, the command claimed a few months back that the AFP had overrun and destroyed the terrorist camp.

But the destroy-occupyabandon military stratagem did not evidently work to finish off the Lanao-developed terrorists. Again.

(Remember Camp Abubakar in the Estrada all-out war against the MILF?) The Mautes were back, apparently allowed to retake and restore their camp through military negligence, and thereupon strengthen their ranks and reinforce their firepower.

Butig is 47 km away from Marawi City. The two places are separated by an open body of water, Lake Lanao, the second biggest lake in the country. The Lake La-

nao paved circumferential road, on the other hand, connects Butig, a sixth class municipality, to the City of Marawi.

Given such landscape or terrain, any unusual developments in the area are obviously observable. A blockade could have been easily established to prevent the movement of terrorist militias and their heavy arms and ammo into the City, if military intelligence was working, that is if those assigned to monitor the situation and do surveillance in the area were not remiss of their task.

The military intelligence was definitely not in place. That explains why the Maute guerillas were able to establish command posts in Marawi and are still entrenched in the Islamic City after almost a week of fighting.

The military is responding with usual conventional war strategy. The game is to overwhelm and overcome the enemy by throwing waves and waves of ground assault soldiers into the battle zone, supported with tanks and armored vehicles and fighter planes and attack helicopters that drop lethal bombs without qualms on ground targets.

Needless to say, the movie-like shock and awe stratagem gravely harm the

civilians who are trapped in the war zone. A number had already been wounded or killed. Many are being displaced and dislocated.

Children, women and the elderly and infirmed are now agonizing in overcrowded evacuation centers. Valuable properties are lost and destroyed.

Marawi City is now ruined more by friendly force than by the enemy in the desperate effort to flush out the Mautes from the City. This reminds us of the devastation of Manila when the returning Americans

heavily bombed the city to annihilate the defiant Japanese.

Some observers are saying that we should stop criticizing Martial Law and focus instead our attention and effort to helping the government find a solution to the Marawi situation.

That is impossible because Martial Law is the very solution the President of the Republic has chosen and cast to solve the Marawi crisis. We insist that it’s an inappropriate, if not a terribly wrong solution to the war on terror; hence we

can’t stop talking about it.

To drive the point a little further, we ask the question: Is there any difference in the government’s approach to the war on terror before and now that Martial Law has been imposed in Mindanao, taking the Marawi situation, which is the military rule’s reason for being, as a test case?

Except for the sprouting of many military checkpoints not only in the highways of two Lanaos but throughout Mindanao, the combat scenario has remained the same: generally conventional versus guerilla warfare.

Do checkpoints help in any way?

Unless a Maute terrorist has lost his brains in the Marawi siege, he would never pass through checkpoints, wearing his uniform, brandishing his weapon and waving his ISIS flag in eluding the hunt of his pursuers.

Suffice it to say that unless we recognize our mistakes and missteps, no fresh ideas will be forthcoming to come close as a solution to any problem before us.

Carnegie Mellon University Australia, Xavier U tie up for exchange programs XAVIER University - Ateneo de Cagayan and Carnegie Mellon University in Australia signed a memorandum of understanding on promoting educational collaboration and cultural understanding through the establishment of exchange programs.

The MOU signing transpired on May 15 at the office of XU president Fr. Roberto C. Yap SJ with CMU-Australia executive director Dr. Emil P. Bolongaita, in the presence of the XU’s Office of International Networking and Cooperation (OICN) director Elisabeth Enerio and vice-president for academic affairs Fr. Rene Tacastacas SJ. The purpose of the said MOU is to facilitate the exchange of students, scholars, and educational resources between the two universities.

Five programs will be formed under this mutual understanding: (1) Academic Staff Program, (2) Joint Research Program, (3) Cultural Exchange Program, (4) Student Program, and

That said marriage did not last long due to lack of love and affection until the relationship manifested incompatibility and sustained misunderstanding between petitioners and reached the point of irreconcilability and they separated from each other for more than ten (10) years,they decided to separate live physically in bed and board thereby, executed Memorandum of Agreement in order to formalize their separation. Since their separation, they had never been communicating or supporting either financially or emotionally to each other,neither minding each other affair’s; Petitioner’s seek judicial decree of divorce, thereby, severing their marriage bond on June 25, 2003, so that they will have free hand to do what a single man or woman could do without marital burdens. Reconciliation between them had already been diligently employed but all proved futile.

WHEREFORE, finding this petition to be sufficient in form and substance, set the initial hearing of this case on May 26, 2017 at 9:00 a.m at which time, date and place. Any interested party may appear and show why the petition should not be granted. “We lost at that time so many soldiers but apparently most of the Filipinos took it nonchalant,” he said.

He cited the arrested member of the Philippine National Police (PNP), Supt. Maria Cristina Nobleza, as “the one that helped illegal drugs trading in the country.”

Nobleza was arrested in Bohol at the height of military operation against the Abu Sayyaf bandits last month there.

“She was not only in cahoots but she was an active player in the terrorism business,” the President said.

Now, the President said “the illegal drugs business has become a menace that even Manila was already flooded that the government has to put measures to stop it.”

“Of course, it would cost lives. You cannot find a war, especially drugs, without losing your men and the enemy,” he

said.

He noted the government lost both soldiers and police officers in the fight against drugs.

In Marawi, he said the government suffered losses because “we are the invading force and they have been set up there for a long time waiting for the soldiers of the Republic to come.”

The President expressed hopes that in the fight against drugs and terrorism, the Philippine Navy will also live up to their duty of making the people feel more secure.

“Your efforts to fulfill your mandate to uphold peace and sovereignty in our territorial waters have been remarkable in the past years and today, you have once again reaffirmed your important role as you support the counter-terrorism efforts against the Maute group in Marawi City,” he said.

“I am confident that you will remain committed to your oath to safeguard our shores and shoals against all acts of terror and violence,” the President stressed. PNA

5 Significant Values to Rate IPCRF Accurately The Individual Performance Commitment Review Form (IPCRF) is an individual rating scale based on Civil Service Memorandum that sets the guidelines on the establishment and implementation of Performance Management in all government agencies according to them.

No question about it, however, this rating scale is an indicator where it requires self-motivation and great values

for an individual to perform better on respective areas of concern.

Particularly teachers, here are simple ways which is beneficial and easy to learn from forming external motivations to internal motivations.

First, INTEGRITY is a must. When its time to rate, this requires decency, honesty and fairness. The core values should be encapsulated with fruit bearing desire, leaving a shield for temptations at some point when a teacher is entice to insert evidences and

rate oneself which are untrue.

However, it is only limited and applicable to someone who is strong enough to deceive many for self-gratification thereby requires reflection of the culprit.

Next, it requires PASSION, where devotion to certain Key Result Areas is desirable. Every teachers or employees need passion on work to make the task productive because learners await educators to show the whole package of truth and knowledge thereby equipping oneself a better individual.

Levelling ahead, is a need

of COMMITMENT. As individual who wants to grow, the level of adhesion towards work is obligatory. More so with parents, students and teachers should be committed to do work hand in hand in making improvement a realization.

To which, REFLECTIVE makes an individual to grow.

Their must be a room for improvement. Meditating on how we set our mind in improving and complying the objectives indicated in IPCRF takes a growth mind set as a key in becoming a better performer.

Setting our minds above and reflecting on what has done and true will yield to better outcome.

That we need faith, Teachers and workers need not to forget FAITH. It takes an engine as a driving point in believing oneself that with all sincerity one can do it. Despite tough times and big boulders of daily task in workplaces, a healthy competition on different workstation setting as example to those who look up to others, requires full confidence and faith that in the end whatever

it is the reality , truth will justify the means to leave behind the best legacy in conforming what is required of.

The delicate link between an individual and workplaces is to recognize that often those who diligently work needs real answers to practical questions on unfair moves.

Thus, more than words or actions, these positive values will pave a way to enhance and create a powerful effects on others and making Individual Performance Commitment Review Form admirable.

Elena Line, And For Other Purposes” WHEREAS, the passage of said Ordinances was not only done for the City Government to earn money but also to legalize the vehicles parking thereat; WHEREAS, lately, the City Government of Iligan had implemented “Hapsay Dalan” spearheaded by Anti-Littering Task Force by clearing the city streets of illegal structures and vendors; WHEREAS., the City Government will construct a new public market at the site of the dilapidated Pala-o Market and affected vendors will be relocated at the IBJT Northbound Terminal at Tambo. In the event that space at IBJT Northbound will not be enough, those who will not be accommodated will be transferred at the Central Market Area near the pay parking areas of the Ditucalan and Sta. Elena Lines, where the presence of the Public Utility Jeepneys could cause problem to the vendors; WHEREFORE, on motion of Member Eric M. Capitan, duly seconded by Member Samuel P. SECTION 2. - Collection of Pay Parking Fees - Considering that the aforementioned Pay Parking Area II is within the premises of the markets, the Economic Enterprise Development and Management Office (EEDMO) is hereby authorized to bill and collect Three Hundred Pesos (P300) per day as aggregate Parking Fee of all Sta. Elena and Ditucalan Lines vehicles respectively, regardless of the number of operational units.

SECTION 3. - So, as not to impede the free flow of vehicular traffic along

Baslayan Covered Creek I and II, the drivers of Sta. Elena Line are hereby required to park their vehicles as arranged oy their Transportation Group Administrator, consistent to the guidelines set by Iligan City Traffic and Parking Management Office (ICTPMO) where the Sta . Elena Lines shall exit through Aguinaldo Street and the Ditucalan Lines to exit Quezon Avenue to Gen. Aguinaldo Street.

SECTION 4. - So as not to impede the free flow of vehicular traffic along Cabili Avenue, the drivers of Sta. Elena Line are hereby required to park their vehicles parallel with the vehicles’ front facing Quezon Avenue.

SECTION 5. - The EEDMO in coordination with the Iligan City Traffic Parking and Management Office (ICTPMO) and the Traffic Engineering Office is hereby required to install traffic signs and markings thereat.

SECTION 6. - The authorized Transport Group/Association Administering the assigned Pay Parking Area is to strictly observed proper sanitation and cleanliness at their area of responsibility.

SECTION 7. - Gambling and other forms of immoral and illegal acts while parking in Parking Area II are strictly prohibited.

SECTION 8. Penalty Clause - Failure by any driver or operator or transport Group or Association to observe park regulations and other prohibitions in this Ordinance as determined by the Iligan City Traffic and Parking Management Office (ICTPMO), shall be meted with the following penalties:

SECTION 9. Trust Fund - All fines collected shall be deposited to a special trust fund and shall be utilized to wit:

Implementing Agencies - The agencies or personnel who will be required by the City Mayor thru an Executive Order are from CSU-Traffic, PNP¬Traffic, Task Force Hapsay Dalan, Economic Enterprise Development & Management Office (EEDMO) - Market Police and Barangay Tanod and authorized members from the Transport Group or Association.

SECTION 11. Repealing Clause - City Ordinance No. 12-5831, City Ordinance No. 15-6331 and all previous ordinances, executive orders, rules and regulations or parts thereof which are inconsistent with this ordinance are hereby repealed and modified accordingly.

SECTION 12. Separability Clause. If, for any reason or reasons, any part or provision of this ordinance shall be held unconstitutional or invalid, other parts or provisions hereof which are not affected thereby shall continue to be in full force and in effect.

SECTION 13. Effectivity. - This Ordinance shall take effect ten days (10) after the publication of a local newspaper, as set forth by law.

In Davao City also on Wednesday, President Rodrigo Duterte, who declared martial law effective 10 p.m. on May 23 when the first-day clashes left three government forces dead (two soldiers, one police) and 12 injured, lamented that the government “suffered tremendous losses” here in Marawi but blamed the illegal drugs trade for funding terrorist groups.

Lt. Col. Jo-Ar Herrera, spokesperson, told a press briefing at the Operations Center here Wednesday noon that of the 89 reported slain terrorists, body count is 42 while the rest — 47 — is “confirmed by eye witness.”

Also recovered were 91 high powered firearms, 40 more than the May 29 figure of 51 high powered firearms.

Herrera did not announce how many government forces and civilians had been killed until he was asked.

He replied that as of May 30, 20 government forces were killed while 72 others were injured. Nineteen civilians were “killed by local terrorist groups.”

But these are the same numbers as of May 29 that Presidential Spokesperson Ernesto Abella cited during a press briefing in Malacanang on May 30.

Abella said of the 20 government forces killed, 17 were from the military, three from the police. Of the 72 injured, 69 are from the military.

Abella said civilians “killed by local terrorist groups” remained at 19 since the May 28 tally. It remains at 19 as of May 30, according to Herrera’s update although Nasser Abdul Malang of Barangay Lilod who sells ice to fish vendors and was among those who were reported rescued, told reporters he saw four dead bodies of his neighbors as he was fleeing.

There is no mention how many civilians were injured. But as of May 29, a total of 560 civilians had been rescued from the battle zone, 121 as of May 29 and 390 between May 26 and 28. As of May 30, Herrera said a total of 960 civilians have been rescued, up by 400 from the May 29 tally.

An estimated 2,000 residents are still trapped in the battle zone, Herrera added.

He said some 20 to 30 armed terrorists are spread in the area, occupying vantage positions in high rise buildings but added that based on reports they are running out of bullets.

“Some are aking for food, some are asking for bullets and ammunition. very desperate. their morale is very low,” he said.

“Our mandate is to destroy the local terrorist groups,” said Herrera, adding, “We control the battlefield” but admitted “we are confronting a very difficult terrain,” noting that what is happening in

Marawi is an urban warfare.

Asked if veterans of the September 2013 Zamboanga siege have been deployed to Marawi, Herrera replied: “the best armed forces units are here in Marawi City.”

The last time government forces engaged in urban warfare was in September 2013 when they fought the Moro National Liberation Front (MNLF) under founding chair Nur Misuari, led by Ustadz Habier Malik for nearly three weeks.

In Davao City on Wednesday, Duterte told the audience attending the 119th Philippine Navy anniversary celebration that he grieves the loss of his soldiers and civilians. “It is not easy to read a briefer everyday to find out that you’re losing aplenty of your best soldiers and the hardworking policemen.”

Duterte blamed the illegal drugs trade for funding terrorist groups. He narrated that he had earlier warned that “Marawi was the bedrock of the manufacture of illegal chemical called the shabu” and that illegal drugs funded terrorists like the Maute Group.

“I lose four, five soldiers and policemen everyday.

And in Marawi now, I’m very sad to tell you that we have suffered tremendous losses because we are the invading force and they have been set up there for a long time waiting for the soldiers of the Republic to come,” the President said.

“And this is my take. Hinayaan kasi natin ang droga (We did not focus on illegal dugs before). So there was a time and until now that the terrorism activities in the Philippines is funded and fueled by drug money. Alam namin na wala masyadong tulong ang ISIS sa Middle East” (We know there is not much help from ISIS in the Middle East).

“Nakukuha namin ‘yung ipinapadala nila (We can determine what they send) by just examining papers and one of those who were really this recipient of a huge amount was a member of the Philippine National Police, ‘yung si Nobleza,” the President said.

According to the LTFRB official, the Ateneo School of Government will be providing modules on road safety while the DLSU Psychology Department will be offering lessons on anger management and road rage.

“We have observed that there is lack of competency exams for road safety in government agencies. For instance, how to deal with road rages and prevent them from happening. That is the reason why we partnered with reputable academic institutions to seek for their assistance. We are grateful for Ateneo and La Salle for giving their support to this initiative,” Lizada said.

She said the LTFRB will continue to seek the support of educational institutions, government agencies as well as commuter safety organizations to craft a comprehensive program that would not only develop the driving skills of PUV drivers but also inculcate the value of safety and discipline on the roads. “We want to provide courses on real-life driving situations for PUV drivers to become more aware on road safety.”

“Our main concern is to provide a safe ride for the passengers who are the main stakeholders of the LTFRB and DOTr. While we go with the PUV modernization, the skills of the drivers should be upgraded,” according to Lizada.

Through this program, PUV drivers will be provided seminars and undergo examinations to evaluate their driving competencies. Drivers who will pass the exams will be given an identification (ID) card with a one-year validity which may be renewed thereafter.

The LTFRB intends to implement seminars on a graduated basis depending on the level of qualification of drivers. These will be provided free of charge to PUV operators and drivers.

Drivers of private vehicles may also opt to participate in the training academy.

The agency eventually envisions implementing a database for PUV drivers that will monitor their compliance with traffic rules and regulations and will also share the information to the Land Transportation Office (LTO).

“It will be a prerequisite for PUV operators to only hire drivers who undergo and passed the training academy,” Lizada stated.

There is no figure yet as to the number of transients trapped in the city since May 23 although transients

from the Mindanao State University have been evacuated. Transients include visitors, construction workers, university employees, store vendors, as well as company employees and teachers who happened to be in Marawi when the clashes began.

Forty-two teachers from Wao in Lanao del Sur who were attending a seminar were among those trapped but are now back in Wao. The Provincial Capitol itself is relying on volunteers to take on the jobs left behind by a number of employees who fled Marawi.

Adiong told MindaNews that 21,882 families or 109,510 individuals are home-based; 4,838 families or 24,190 individuals are in evacuation centers and 1,291 families or 6,455 individuals are in Marawi City.

He said there are no reported evacuation of residents in neighboring towns.

The evacuees reportedly from Kapai were actually Marawi residents.

The Department of Social Welfare and Development (DSWD) as of 6 a.m. on May 31 listed a total 18,609 families or 92,628 persons displaced from Marawi.

Adiong said to avoid confusion on data, it has been agreed upon that the DSWD in Region 10 (Northern Mindanao) will focus on residents who fled Marawi and evacuated in Lanao del Norte towns while those in Lanao del Sur will be handled by DSWD in the ARMM and the Lanao del Sur PMC. Lanao del Sur belongs to the ARMM while Lanao del Norte belongs to Region 10.

In Balo-i, Lanao del Norte, thousands of evacuees waved yellow validation slips Tuesday afternoon as they awaited release of their relief goods inside the municipal covered court while thousands more are staying at the municipal gym across.

Records collated by the DSWD at the covered court showed a total of 613 households from Marawi who fled to Barangay East Poblacion and Barangay West Poblacion, 323 to Barangay East and 290 to Barangay West.

Most of those who fled Marawi City evacuated for the first time in their lives.

A number of those who were awaiting release of relief goods are staying with relatives in these barangays.

There has not been a mass evacuation of this sort in Marawi City, “not even during the 1970s,” lawyer Naguib Sinarimbo, one of the volunteers at the PCMC, said.

“Mahirap maging evacuate lalo na pag wala kang dalang pera” (It’s difficult to be an evacuee especially if you don’t have money), said Sittie Fatima, 28, a mother of five.

A number of them fear returning to Marawi to find their homes gone from the aerial bombardments. “Wala na kaming babalikan” (We will not have homes to go

back to), Sittie Fatima said.

The gym behind the barangay hall in Maria Cristina Falls, houses 270 families or, 1,026 individuals who share three toilets and three bathing facilities.

Myrna Sultan, 65, of Barangay Lilod in Marawi, said they stayed three nights in Marawi City from May 23, thinking the fighting would stop the next day.
