Destroy Maute’s ‘money pot’ - solon

AVAO CITY Congressman Karlo Alexei Nograles yesterday said the Philippine National Police (PNP) and the National Bureau of Investigation (National Bureau of Investigation) should conduct a deeper probe on the P79 Million worth of cash and checks that were recovered by government security forces in Marawi City, and destroy the financial network of the terrorists.

According to Nograles, primary author of Republic Act 10168, otherwise known as the Terrorism Financing Prevention and Suppression Act, there is a big possibility that the money is part of the intricate financing network of ISIS-linked terrorist groups in Mindanao.

Nograles said that the war on terror could be won not only through combat

but through the complete obliteration of the financial network and infrastructure of the terrorist groups.

Military says 202 terrorists already killed in Marawi

CAGAYAN DE ORO CITY – As the armed forces continue their offensive against the Maute Group in Marawi City, about 202 members of the local terrorist group have already been killed by government soldiers, the military said.

Lieutenant Colonel JoAr Herrera, spokesperson of the Philippine Army’s 1st Infantry Division, said there are at least about 150 to 200 remaining members of the Maute Group who are still engaging in a firefight with the armed forces.

But Herrera said there at least 58 soldiers and policemen lost their lives fighting the extremists when the group began attacking Marawi when state agents attempted to serve a warrant of arrest to Isnilon Hapilon, a known Abu Sayyaf Group leader, on May 23.

Muslims, Christians, IPs respond to Marawi crisis MORE than 750 volunteers from Metro Manila and different regions in Mindanao will converge in different conflict areas in Mindanao today to respond to calls for humanitarian intervention to communities affected by the fight between the government and the ISISinspired Maute Group as well as communities affected by the declaration of Martial Law in Mindanao.

Led by Kalinaw Mindanao, an alliance of faithbased, service organizations, human rights and people’s organizations, the volunteers responded to the call for an interfaith intervention through a National Interfaith Humanitarian Mission (NIHM) geared towards bringing relief and medical services to victims

and evacuees, as well as document human rights violations brought about by the declaration of Martial Law. The mission will cover five mission areas: Marawi City in Lanao del Sur, Iligan City in Lanao del Norte, Matanao in Davao del Sur, President Roxas in North Cotabato and Mamasapano in Maguindanao.

In Iligan City, the mission converged at the Minitheater of the Mindanao State Unversity - Iligan Institute of Technology for an opening program with more than 400 participants for the NIHM in Lanao.

“Kalinaw, meaning peace, is what we seek in Mindanao. So much suffering and violence has been done to the Mindanawons, especially our Moro brothers

and sisters. This has to stop now,” said Aida Ibrahim, spokesperson of Kalinaw Mindanao-Northern Mindanao Region.

“We will visit victims of forced evacuations, both home based and in evacuation centers to know their situation and their needs.

We will also provide relief packs, conduct psychosocial intervention to women and children. We will also listen to the stories of Marawi residents on the extent of damage done by military airstrikes and the martial law in Mindanao,” Ibrahim said.

“Gathering from our initial research, there are more than 200,000 evacuees from Marawi. A total of 3,584 families or 21,000 individuals, mostly children,

The additional FIT-All adjustment to be collected from all on-grid customers is P0.0590/kwh, hence, a total of P0.1830/kwh from the current rate of P0.1240/kwh. The adjustment will take effect starting with the June 2017 billings based on the ERC Guidelines.

To recall, the FIT-ALL serves as an incentive for renewable-energy (RE) developers, such as those operating wind, run-of-river hydro, solar and biomass power generation facilities. The mechanism was established pursuant to the Renewable Energy Act of 2008, which aims to spur the development of clean and renewable power sources which have been hampered by high investment costs and limited markets as compared with conventional generating plants.

As per ERC guidelines, the FIT-All charge will be collected from power consumers all over the country and will be reflected in the electricity bill as a separate item (similar to the Universal Charge), as mandated by the Renewable Energy Act of 2008 (RA 9513). The amount collected by the Collecting Agents, like CEPALCO, will then be remitted in full to the National Transmission Company (TRANSCO), the designated FIT-All Fund Administrator.

ZAMBOANGA CITY -- The Zamboanga City Police Office (ZCPO) has implemented effective Wednesday, June 14, the “No Contact” policy in arresting traffic violators within the seven-kilometer radius of this city.

ZCPO officer-in-charge, on Wednesday said that under the policy, the traffic violators will be informed of their transgression through the citation ticket that will be posted on the vehicle’s windshield.

Albarico said the “No Contact” policy will target violations like traffic obstruction and illegal parking.

He said motorists who ignore the citation tickets face problems in renewal and registration of vehicle since their names will be included in the Vehicle Information Management System (VIMS).

The VIMS will serve as a reference of the Land Transportation Office (LTO) in processing renewal and new registration of vehicle.

The “No Contact” policy will be implemented by the Police Stations 11, 6 and 7, which have jurisdiction in areas within the sevenkilometer radius.

Mayor Molok in an interview said that he has not visited his house more than two months already since it was first raided by police operatives last May 9. He said his helper and a caretaker kept the keys in his house and rooms. He said days after the Maute group attacked Marawi City and forcibly entered his house; it was later occupied by the military government forces after neutralizing the terrorist Maute group. The military said the Maute Group has continued to experience heavy losses as OV-10 bombers focused their airstrikes on the areas occupied by the terrorists, particularly in the villages of Bangolo and Lilod Madaya.

The aerial assaults have also resulted to the rescue of more than a thousand civilians who were trapped inside the conflict zone.

It was believed that there are about 300 to 500 residents who are staying inside their homes and area waiting to be rescued, Herrera said.

Scarcity of food and water has remained the primary priority of the stranded civilians, according to those who have either managed to escape from the insurgent-held areas or were found by groups searching for survivors.

Meanwhile, 10 individuals, five of them police officers, were rescued by authorities in the war zone on Tuesday morning, reports said.

According to the survivors, the terrorists knocked on the door of the house where 18 trapped civilians have been holed up, prompting the civilians to run away through the back door which leads to the Agus River.

Witnesses said the extremists ran after them and fired shots resulting to the killing of the five civilians. The survivors were then taken hostage by the insurgents.

After they were retrieved by the searching team, the survivors were immediately given food, medical attention and are now being debriefed.

The total rescued persons have now reached 1,628, while the recorded civilians killed by the Maute Group is 26, reports said.

The norm has been thinking about where to dine out with family and friends for special occasions, or how to find big breaks in whatever field of discipline.

Some of them are taken as hostages while others are not allowed to escape the battlefield.

Amidst uncertainties around, perhaps we consider that writing our epitaphs is not bizarre anymore. In fact, one writer averred that one is not ready to live if he or she is not ready to die. This exercise makes us better men and women.

Now, how do we answer that kind of a question? By looking into the facts that prompted President Duterte to declare martial law in Mindanao and to suspend the privilege of the writ of habeas corpus in the region, of course.

What are the facts? From available records and accounts, here are the facts: Marawi City was overrun by Filipino and foreign terrorists who have earlier pledged their loyalty and allegiance to the terror organization that is called the ISIS, or the Islamic State of Iraq and Syria.

They bombed and killed, and burned edifices, as they

blitzkriegged their way into the city, using imported and therefore highly sophisticated firearms, and then hoisted the ISIS flag to claim Marawi City for ISIS. They then set prisoners free from the city jail, destroyed a Catholic church and razed it to the ground, seizing and holding as hostages the parish priest and some parishioners of the church up to now.

Becoming a member of the Khalifa or caliphate would require a mujahideen, or a Muslim who claim to be a warrior for the faith, to pledge his allegiance to the caliph, al-Baghdadi.

P103M farm-to-market road to boost agri production in Surigao del Norte

MAINIT, Surigao del Norte -- The Department of Agriculture’s Philippine Rural Development Project (DA-PRDP) in Caraga recently conducted a pre-construction conference for the 9.4-kilometer rehabilitation/concreting of Magsaysay-Bobonaon Spur Sta. Cruz-Paco Farmto-Market Road (FMR) in Mainit, Surigao del Norte amounting to P103 million.

The concreting of the road could benefit five barangays with coconut as their main agricultural crop.

“Farmers in the barangays are already excited for the start of the construction of the project since this has been the dream of the residents in the community,” said Mayor Crisanta Mondano.

Mondano said that farmers in the area have committed to planting more coconut trees if there is already a road where they can easily transport the commodities. “These farmers are truly industrious, they work hard for their family, but there are times that they get discouraged

because their products got damaged after transporting through the bumpy and narrow road,” the town mayor added.

Mainit town is rich in coconut trees which is one of the priority commodities of the project. “The municipality is ranked second among all municipalities in the province according to the expanded vulnerability and suitability assessment (E-VSA) result for coconut.

Thus, PRDP’s intervention will be established here,” announced Deputy Project Director Jodel Tabada.

The Infrastructure Component aims to put in place strategic and climateresilient rural infrastructure facilities along the value chain of a particular commodity to achieve its maximum value and increase the profit of the industry players.

PRDP sees the needs of the community and plans for interventions based on the result of its sciencebased tools. It works out to put in place climate – resilient FMRs, bridges, community irrigation and potable water systems.

By Jess Malabanan, Interaksyon THE Philippine Veterans Bank (PVB) will soon serve again as a government depository bank after it received a memorandum from the Department of Finance restoring its right to do business with the government.

“PVB is the only private commercial bank that is allowed to take in deposit from the government and other government financial corporations,” said PVB President and Chief Operating Officer Nonilo Cruz Friday during the inauguration of the rehabilitated PVB Pampanga branch situated at the commercial district of Barangay Dolores in this city.

“I have seen the bank encounter difficulties in the last four years, Cruz said with the new memorandum issued by Department of Finance returning to PVB our right to take in govern-

ment funds for deposit, we can now focus on leading the bank to bring more services.

“With the support of Sec. [Carlos] Dominguez, we can now concentrate on other services to make sure that we can deliver our best,” said Cruz.

Cruz said PVB is planning to expand its financial services and assistance to the military veterans, including the AFP retirees, such as pension loans, launched in 2015, assistance for Small Medium Enterprises and micro financing to assist local business in the area.

“Today, PVB is not only extending its services to the veterans of World War 2, we now offer financial assistance through pension loans to retirees of the entire AFP,” Cruz said, adding that the services for the WW2 veterans will also be offered to the AFP retirees.

Apart from the demonstrations, symposia on franchising and effective business management were also conducted in partnership with the Department of Trade and industry (DTI), Bureau of Internal Revenue (BIR), and Department of Labor and Employment, coaching 177 local entrepreneurs.

Several Civil Society Organizations (CSOs) which were beneficiaries of the Bottoms Up Budgeting Program of the city were also given the opportunity to market their products during the fair.

On the other hand, the city government also assembled at least 180 of its STAND (Seryosong Tagumenyo Ayaw ng Droga) Rehabilation Program graduates to orientate them with the programs, either on Grow Micro Program or TESDA-based Skills Training Program, by which they will soon undergo.

Some 600 individuals also availed the free services offered by the participating national line agencies like the Philippine Statistics Authority (PSA), Professional Regulation Commission (PRC), National Bureau of Investigation (NBI), PhilHealth and SSS, among others.

During the opening of the one-day fair, Mayor Allan Rellon stressed that the City Government of Tagum will never be selfish in providing its constituents with job and other lifeimproving opportunities. He also urged the participants of the activity to find a role in keeping the freedom of the country especially with today’s challenging times.

Tagum City capped this year’s Independence Day celebration with a fun run activity that was participated by hundreds from both public and private sectors.

A Glimpse of Heaven

It was scorching hot in the afternoon of June 21, 2016 when I left the office for one particular school in the Division of Ozamiz City where I had to meet the school head through the Department Heads to ask permission to share my learnings on facilitative teaching-learning process which I gained from SEAMEO TEACHeXCELS Course, to at least seven (7) teachers coming from different areas of specialization. It was great to run into people who are a family to you. I used to work in this school as Master Teacher-I until I got promoted into my current position, that of being a Senior Education Program Specialist for Human Resource Learning and Development. It has always been my dream to help my colleagues improve and enhance their classroom instruction in any way I can and what a better way to do it than now-ASAP. The select teachers were recommended by their Department Heads whom they believe could cascade effectively the process to other co-teachers.

I gave them the bird’s eye-view on what would be the sharing all about and amazingly, they showed receptiveness and enthusiasm to learn more about it though it was somehow tinged with a bit of anxiety with such a short notice to prepare lesson plans and actually teach a week after. We scheduled another meeting with them on June 24, 2016. I was looking forward to seeing them again.

I arrived ten minutes before 3 p.m. in the school and went directly to the Computer Center where the teachers received me with their warm smiles. I prepared my slides for presentation on Facilitating Effectively the Teaching-Learning Process. It was a pleasant exchange of ideas. As we continued with the sharing on what their teaching philosophies are, their styles of teaching, and so with the types of learners they have, I realized that these teachers actually possess the facilitating skills; all they need are department heads who will serve as “guides on the sides”.

Fortunately, the school was able to send 2 department heads from the school on TEACHExcels, Batch 1 and I encouraged and requested

them to share their learnings with other heads too. They actually included such item in their action plan which was required by the Schools Division Office for strict monitoring. The first time I met with these teachers, they already had an idea that they were to prepare lesson plans and actually teach them in my presence together with other department heads too. So, the making of the lesson plan was taken up and I specifically asked them to formulate enabling questions and active learning strategies that promote increased student engagement and collaboration.

Further, the questions to be asked must develop students’ criticalmindedness. I felt my colleagues’ apprehension but with encouragement and motivation, they bravely accepted the challenge. Seven of them would be observed as scheduled on June 27 and June 28, 2016. The meeting ended with the agreement that these teachers would have to write a journal as we go through different stages of the process which I think was very effective in developing the art of reflective teaching. Moreover, the suggestion that their teachings be videotaped was embraced wholeheartedly and for that, I was grateful.

They submitted their lesson plans early Monday morning and with the assistance of the Education Program Supervisors, suggestions were made to improve the teaching-learning process which gave our teachers enough time to

rewrite their plans since teaching time will be in the afternoon. We suggested to them active learning strategies that they may want to make use of. It was met with a positive response.

The first two teachers observed Monday afternoon were all Master Teachers and it was simply wonderful to see them teach in a very engaging way that students really had fun working collaboratively.

Questions asked were probing and within the context of the students’ experiences, thus, there was an interesting interaction between students and teachers and between students and students.

The teachers manifested great facilitative skills. The only area I noticed that needs improving is time management. This was the common denominator among all of them. I assured them during our post-conference that such skill needs practice, practice, and more practice to finally get it perfected.

The most important thing was that they tried and must continue to do so since they discovered it for themselves that students just love to learn things in a fun way.

The second day where four teachers shared how to make classroom instruction interesting was attended by the Education Program Supervisor in Science and me. It was amazing to see how far these teachers would really go to have participative and active learners. The teacher in Mathematics was simply outstanding as she made the lesson very understandable for the students with appropriate instructional

materials mixed with ICT. Other teachers were equipped with appropriate learners’ materials too. I realized that if only teachers would go an extra mile to make teaching-learning experience meaningful, we surely could attain our objective which is to provide students not only with information but teach them to use this information in coming up with sound decisions in life. When done with the teaching, teachers were asked for a post-conference with us where we inquired from them how they found the whole process: what went well, what needs to be improved and how should they go about it. Time management cropped up again as a factor that disrupted the whole process. It was observed that most of these teachers failed to set time-bound for the activities, so we solicited

DAVAO CITY, June 13 -- Army troops conducting hot pursuit operation against the New People’s Army (NPA) rebels found the body of a young rebel killed during the Sunday encounter with the government forces in Paquibato District in this city.

Major Ezra Balagtey, chief of information of Eastern Mindanao Command (Eastmincom), said the body has been retrieved and identified after it was turned over by unidentified persons to the Barangay Captain of Paradise Embac, Paquibato on Monday, June 12.

Elements of 16th Infantry Battalion, while responding to reports that an undetermined number of rebels were consolidating in Sitio Bajada in Paradise Embac early morning on Sunday.

In the encounter, two soldiers were killed and six other were wounded during the encounter.

Balagtey identified the young rebel killed as John Paul Satoqiua Cabase, alias Joshua, 17 years old and a

resident of Sitio Quarry, Barangay Malabog, Paquibato District, this city.

“He was identified and claimed by his cousin Arden Gallardo Garcia of the same sitio. Garcia also confirmed that Joshua is a member of the communist terrorist NPA,” Balagtey said.

After the encounter, the government troopers recovered an M653 Colt AR18 with serial number 127538 with one magazine long, two jungle bags, one civilian bag, electrical wire and other belongings.

Major Gen. Noel Clement, Commander of Joint Task Haribon condemned the NPA for using minors in their armed struggle.

“We condemn the NPAs of using minors in their struggle. It contradicts their claim as human rights protectors,” Clement said.

He also challenged the NPA to spare the children and allow them to explore their potentials in school and not in a terrorist armed group that encourages violence. PNA
