PROSPERIDAD, Agusan del Sur-Motorbikes versus race horses, which is faster? With much excitement, festival-goers were given a different kind of treat when organizers of Naliyagan Horse Show and Competition made a surprising finale with its top horse racers were pitted against motocross

riders. The crowd roared in loud cheers as the first segment of the race was the difficult posts maneuver obstacle race where the motorbikes were obviously a no match especially when they maneuver around a drum post as they literally eat the mud from the horses’ kick far ahead the race. Motobike racers however were able to avenge their sorry losses when they turn out to be superior

in the pace leaving far behind the horse racers in the oval race. A biker once let the horse rider catch up in the middle of the race when he waited just to tease his opponent and zoomed his way to the finish line as the horse was seen gasping for breath desperately trying catch up. The scene was indeed a refreshing sight to the crowd who rushed up to witness the surprise event upon learning from

the announcement of the race emcee about the “horse versus motorbike” race. It was Bunawan Mayor Cox Elorde, organizer of the first ever Naliyagan Horse Show and Competition, who decided about the surprise finale event. The mayor, horseback riding aficionado, has been hosting such event for years in a row during the annual “Araw ng Bunawan” celebration.

Elorde said the horse show even has been drawing a lot of horse raisers from different parts of the country prompting him to include it as one of Naliyagan Festival’s major come-on event. Indeed, horse racers coming from different age and gender show off their wares in the different day-long competition that not only made sturdy horses drained their energy but made cowboy racers tired, too.

ILIGAN City--Village officials of the besieged Marawi City are expectant that their constituents could go back to their respective homes in time for the 119th celebration of the Philippine Independence Day today, June 12. Thousands of Marawi residents fled their homes following the fighting that broke out between the Maute Group and government troops which began on May 23. In the wake of the skirmishes, homes and properties were destroyed as dozens were killed due to the intense fighting. About six years ago, I visited Mindanao, and about three years ago, I visited Davao city. These two journeys made me so tired because I had to have two transits. First, I departed from Surabaya to Singapore and then flew to Manila. From Manila, I had to fly to Mindanao, the same as to Davao. It was almost a night and day: so tiring. When looking at the map, we can see that the two journeys above like a U-turn. From south to the west: Singapore, then Flew to the north: Manila, and then flew back to the south again: Mindanao or Davao. It is clearly seen from the Google map that Mindanao and especially Davao both are closer to Indonesia when flying directly from Surabaya, and especially from Manado of North Sulawesi. More importantly, when my friends in Mindanao took me to go around the places in its entire; we could see some cities and villages that look similar to Indonesia. For that reason, when I went alone there in the evening, suddenly some people speaking to me in Tagalog because they thought I am Filipino (regional language that I didn’t understand). Then, I

said to them, “I am sorry I am from Indonesia, can you speak in English, please!” It was the same when I was in Davao, a friend of mine who picked me up from the Davao airport, to his campus, Core Jesu College, in Digos city. Along the street I saw some villages and the seashore. I felt at home. I saw some of the natures that look the same as Indonesia: the people and the natures as well. It is a good idea when the government of Philippines and Indonesia can build a stronger relationship by bridging the people and the cities. It can be termed a sister city, for example Mindanao and Surabaya or Davao and Surabaya. Or, it can be both so that there can be more businesses and other cooperation related to the development of the cities. This can be much more

efficient compared to the U-turn flight that is so tiring and both time and money consuming. The cooperation above is not necessarily to be done by the president but by the city mayors of both cities, Mindanao or Davao and Surabaya. I believe that building a cooperation through sister city can enhance the relationship among the two countries. So far, we have done some cooperation but mostly with or between long distant countries. Yet, when the similar natures and people are bridged together, they will be more fruitful. The two natures and people are similar. So, it is time for both countries to study the possibilities of doing much closeer relationship either in business or cultural programs through mutual cooperation between the two cities in both countries. By doing so, the people of both countries can develop more beneficially than with other countries which are in long distance and much more vividly different in any aspects. Philippines and Indonesia look more similar compared to other countries either in terms of the natures and the people. Even linguistically, we can

find some vocabularies in both countries are similar. When these similarities are cultivated, there must be some innovations related to the sister cities between the two countries. It can be in the form of cultural cultivation or education through collaboration between the schools or colleges from the two countries. More importantly, business cooperation may be found to be built for mutual benefits. All must be studied and learned together and the results can be used for a grand design to find what possibility to be done. Again, building more relationship using the strategy through sister city, we can bridge the two countries: Philippines and Indonesia. There is no Uturn flight anymore. No. 190293, March 20, 2012) in which there is a statement---not a definitive ruling yet, though--to the effect that before the tribunal can review the declaration of martial law by the President, it is required that Congress should have convened in a joint session first to tackle the declaration. That statement never became jurisprudence or established law, however,

in view of the decision of then President Arroyo to lift martial law in Maguindanao before Congress had the chance to convene and act on the declaration. I am reproducing relevant parts of that statement here, for the information of everyone. The Supreme Court said: “… Although the above vests in the President the power to proclaim martial law or suspend the privilege of the writ of habeas corpus, he shares such power with the Congress… It is evident that under the 1987 Constitution the President and the Congress act in tandem in exercising the power to proclaim martial law or suspend the privilege of the writ of habeas corpus. -oooP R E S I D E N T and CONGRESS EXERCISE JOINT MARTIAL LAW POWERS: “They exercise the power, not only sequentially, but in a sense jointly since, after the President has initiated the proclamation or the suspension, only the Congress can maintain the same based on its own evaluation of the situation on the ground, a power that the President does not have. “Consequently, although the Constitution reserves

Archbishop urges government to rethink position on casinos THE government should rethink its position on casinos after a supposed gambling addict wreaked havoc at the Resorts World Manila recently. Anti-gambling crusader Archbishop Oscar Cruz said that gambling in any form should not be encouraged as it goes against the ethos of working for a living. More than that, he said is its social costs including corruption, relationship break-ups and family violence. “Little by little, get rid of casinos because casinos are the cause of a lot of crimes, just like money laundering,” Cruz said. KIDAPAWAN City––An informant who was promised one million pesos cash reward for giving authorities reliable tips on how to arrest a fugitive claimed the money and the policemen he gave tips to are “nowhere to be found.” The informant, who requested his name be withheld, said he was too frustrated to learn that the reports the police submitted

to the Cotabato provincial government showed the arrest of Melvin Casangyao, one of the more than 150 inmates who escaped from the North Cotabato district last January, was “mere police operation.” “It showed in the (Cotabato Police Provincial Office) reports that my contribution to the arrest of [Melvin] Casangyao was not included… but that was not the case. T he bigger challenge now looms in the horizon as the siege of Marawi comes to an end. Rebuilding the beautiful Islamic City from the rubbles of destruction and its people from the horrendous saga of fright and terror must now commence. It will take some time and the task is an arduous one. Peace maker, Sec. Jesus Dureza, is in the midst of the horrible spectacle. He will not be able to pursue his talks with the CPP/ NPA. This week he and Irene Santiago, who sits in the negotiating table with the MILF, are busy setting up those non-combat corridors to allow civilians trapped in the war between invading Maute/ISIS terrorists. They came at the time when jittery nerves of the combatants from both sides are edgy. But they forded through anyway hoping to save more lives from the continuing firefight that seemed to be endless. They saved scores of haggard, hungry and terrified men, women and children young and old. Their stories were dreadful and some awe-

inspiring. Muslims took care of Christians some their friends and neighbors, some strangers who happened to be there or escaped there when there is nowhere to go. They came face to face with blood thirsty Mautes. They acted as husbands for the women and wives for the men. As I write this piece, I was told by a friend that the military is now doing clearing operations. Every house has to be searched. The order of President Duterte is to crush the last Maute in Marawi. In addition, the military has to be certain there are no explosives planted in every nook and corner of each house when this will be re-occupied by the evacuees. By all indication, the terrorists had planned the attack of Marawi some time ago. They have dug up a maze of tunnels for their escape route and stored arsenals in them. Miscalculation of enemies resulted to tragedy THE Armed Forces of the Philippines and the National Police Commission may have miscalculated the combined strength of the Maute terror group, the Abu Shayyap with the participation of the foreign terrorists. While the pundits and cynics alike have likewise miscalculated the strength of the terrorists and believed to only a pocket of resistance against the government, therefore, the declaration of Martial Law was not necessary. The terrorists can be suppressed in a couple of days or not longer than one week. Their miscalculations have proven to be wrong. As-a-matter-offact, as of June 1, 2017, there were 19 civilians killed, 36 fatalities for the government side and 120 for the enemy side killed, according to

Teddy Lacson also said: since the Senate clowns and tongressman are all lapdogs, except for the few and with the Armed Forces busy fishing the rebels and since they became professional organization will not lift a finger against the psychopath dictator. THE recent tragedy at the Resorts World Manila (RWM), where a man armed with a rifle barged into the casino hotel, fired indiscriminately and set gaming tables on fire before burning himself, serves as a wake-up call not only for security professionals, the police and first responders but more importantly, the public. This random but deadly act is known as an “active shooter” situation, where a person or persons wielding firearms shoot into a crowd, either in a confined space or in a public place. In the case of RWM, while the shooter did not target civilians, the fire that broke out caused panic,

serious injuries and death due to smoke inhalation. In an interview with the Philippine News Agency (PNA), security expert, Joel Jesus Supan, gave tips on what to do when one finds himself in an active shooter situation. Supan, who has 34 years of experience in the practice of organizational security and security services, management and education, noted that while everyone is advised to remain calm, not everybody will react in the same way in a potentially dangerous scenario. “Panic is usually the by-product of ignorance. Knowing what to do may not be enough to keep you calm but it will certainly

give you focus to be able to do what needs to be done,” he said. “As soon as you hear what sounds like gunfire, get low on the ground, duck or find cover,” was his next advice. “Find out where the gunfire is coming from so you do not accidentally run towards it in case you need to evacuate,” said the Bangko Sentral ng Pilipinasaccredited security subject matter expert and licensed security consultant. “Seek cover that is capable of stopping bullets. Heavy posts, thick concrete walls are good. Never hide behind shop windows or glass.” Whether indoors or out-

doors, he said, it is always a good practice to be aware of one’s surroundings. “All too often, people are caught unaware, distracted by spending too much time fiddling with their mobile phones or playing their MP3 players too loud. They would never realize it even if the shooter or shooters were actually beside them when the mayhem starts. These people almost certainly will become victims,” he pointed out. Lorenzana said it is possible that Maute has also invaded other places like Davao because they are slowly escaping the ongoing battle with government forces in Marawi

City. ”Dili ta maniguro nga dili kaabot ang ISIS dinhi (We should not be sure that ISIS will not reach here),” Lorenzana said, adding that ISIS might open a new front to create a caliphate. He reminded that the Maute patriarch, Cayamora Maute, was arrested in Davao. Cayamora, Lorenzana said might have contacts in Davao that is why he came to the city. Cayaomora’s wife was also arrested outside of Marawi, he said. If Davaoenos will not be vigilant, Lorenzana said the time will come when this foreign ideology will also spread in Davao. That is why, he said, it was necessary to declare martial law to cleanse Mindanao of foreign ideology. In fact, he said, Malaysia and Indonesian defense officials who came to see him last week, even offered to help the government to defeat ISIS or ISIS-inspired groups. He recalled that during the first days of the Marawi battle there were bodies of Malaysian and Indonesian terrorists who fought alongside the Maute group members. ”We must help each other like how you resisted the encroachment of the NPA (New People’s Army) in Davao. I call on the people to help government defeat this foreign ideology,” he said. the problems commonly encountered at the start of the school year to ensure that learners are already properly enrolled and able to attend school by the first day of classes.” The 2017 Oplan Balik Eskwela will go on until June 16.
