THE much awaited yearly event among civil engineers nationwide , once again unveiled itself at Limketkai Rotunda yesterday.

With the current theme Building Infrastructure for A Greener Future, the CagayanCon Builders Exhibit 2015 is an annual construction show professionally organized by Jatico Events in partnership with the Philippine Institute of Civil Engineers (PICE) Misamis Oriental-Cagayan de Oro chapter.

Chapter president Yolanda Egam was excited that there were around 40 various brands in the engineering field which participated in the three-day exhibit.

“These companies come all the way from Manila. It just shows that our chapter here and the civil engineers in our region are very active and our clients are also very prolific because these companies are excited as well to showcase their latest models via this one-stop roadshow, the Cagayancon,” Egam said in an interview.

RC CDO Premier receives its Charter

CAGAYAN de Oro City -- The world’s first civic service organization, Rotary International, adds another club to its ranks with the addition of the Rotary Club of Cagayan de Oro Premier.

Local members are to receive a charter on Saturday, 13 June 2015 in a ceremony to be held at the Casa Real, VIP Hotel. The officers of the clube will also be inducted in the same occasion. The new club joins RI’s global association of 34,000 Rotary clubs in more than 200 countries and geographical areas.

“The presentation of our charter is the significant moment that legitimizes our existence and celebrates our distinctiveness,” says President Ilya Kristine “Batin” Ravanera. “While we are one in many, we are also distinct from many. Our club membership is fairly young in age. Also, our club boasts of second, third

and even fourth-generation Rotarians.”

District Governor Manuel “Manny” Along has high hopes for this young and dynamic group. “You have chosen ‘Rotary Club of Cagayan de Oro Premier’ as your name because you have aimed to be a premier club in the district. Today, there will be a bridge building contest between professional civil engineers to hone their skills and college civil engineering students who constantly look up to their adult PICE counterparts as inspirations.

Now on its seventh year, Cagayancon started in 2009 and is now considered one of the premiere construction shows and exhibits in this part of the country.

Product presentations from participating companies filled the entirety of the exhibit timeframe.

It has been consistently organized by PICE Misamis Oriental-Cagayan de Oro chapter which has more than 2,000 members in its fold.

MILF to start decommissioning process June 16 The chief peace negotiators of the Government and Moro Islamic Liberation Front (MILF) on Thursday announced that the MILF is scheduled to undergo the first phase of the decommissioning of its weapons and combatants.

“We are scheduled to begin the decommissioning process this June 16,” Government of the Philippines peace panel chair Miriam Coronel-Ferrer confirmed in a joint press conference with MILF chief negotiator Mohagher Iqbal at the Crowne Plaza in Ortigas Center, Pasig CIty. “Phase 1 of the process will begin with the ceremonial turnover of 55 highpowered and 20 crew-serve weapons, and the decommissioning of 145 members of the MILF’s Bangsamoro Islamic Armed Forces,” Ferrer said. Crew-serve weapons refer to weapon systems that require more than one individual for it to function at optimum efficiency, usually needing one person to load and another person to fire, such as medium and heavy machine guns.

He added that more huge construction projects are expected in Region 10 in the next few years to come – the ambitious Bukidnon to Iligan upland highway and the expansion of the Laguindingan Airport.

“Never before has DPWH enjoyed such unprecedented confidence from the public.

Chaos pretending to be a ‘party system’

CAGAYAN de Oro City -- Politics is on full throttle now, with lots of grandstanding all over the place and lots of maneuvering between and among the traditional politicos—trapos—and assorted wannabes.

Vying for attention, name recall, and popularity ratings, the race is clearly on, along with the continued and unchecked bastardization of the political “system.”

Up and down the vertical and horizontal levels of government, self-appointed “leaders”—misleaders really—are indulging in gimmicks and unseemly displays of vanity, bravado, and greed.

Election fever is afflicting even those who pretend they’re not running even as they’re already galloping.

Think of Davao’s Rodrigo Duterte and Panfilo Lacson.

Even the Moro Islamic Liberation Front is getting into the act, positioning itself for the 2016 elections by launching its United Bangsamoro Justice Party (UBJP). ***** It’s unclear, however, if the UBJP will operate like a regular political party— meaning, civilian, non-violent, democratic. Does the party renounce violence or armed struggle in pursuing its political goals? Does it pledge allegiance to the Philippine Constitution and the Philippine Republic in contesting regional elections?

Better clarify that now.

For that matter, the Liberal Party, supposedly the “ruling party,” is no help in making people understand and appreciate what a political party is all about. It’s not even clear what its hierarchy is or who constitutes its rank and file.

They say President B.S. Aquino is its “titular head”— whatever that means. It’s laughable the way he peddles Mar Roxas as his choice for 2016 but keeps on chasing after Grace Poe who’s not even a member. *****

The other so-called parties are just as unruly. Nacionalista. United Nationalist Alliance. Nationalist Citizens Coalition. Puwersa ng Masa. PDP-LABAN. All they have are “talking heads” and alleged spokespersons but without a body of members propping up the head. Do they even have committees or chapters?

We don’t see them holding caucuses, or organizing chapters. As far as one can tell, they have no “party stand” or position that they forge collectively “as a party.”

Whatever the talking head says, that’s it!

Such dysfunctional, make-shift parties are a disservice to our society’s need for political education.

Pedantic and pretentious, they mock our democracy, betraying its immaturity through its indeterminate processes.

They sport party labels that are basically meaningless. It’s not really a party system. It’s an alphabet soup with acronyms floating around, with nothing to meaningfully distinguish one from another. Manuals to rescue marine animals launched THE Department of Environment and Natural Resources (DENR) and the Marine Wildlife Watch of the Philippines (MWWP) have developed a manual series designed to give marine biodiversity advocates, practitioners and the general public clear directions as to how to rescue stranded or

captured marine animals.

The three-volume Philippine Aquatic Wildlife Rescue and Response Manual Series, co-prepared by the DENR’s Biodiversity Management Bureau (BMB), was launched to highlight the national celebration of the International Day for Biological Diversity.

The manual series is a comprehensive guide on “best practices” and suggested standards for response during encounters with different sea animals. There are separate volumes for the marine turtle or pawikan, dolphins and the critically endangered dugong, and other sea creatures such as

sharks and rays.

It features information on how to identify such animals, procedures on handling them according to body conditions, how to manage and rehabilitate them, and the necessary forms to fill out and submit to authorities.

Among those it intends

to address is the problem of stranded animals ending up being slaughtered for food or kept captive. Strandings are not rare occurrences in the country considering that it is an archipelago that is home to an incredible array of marine animals.

BMB’s Priority Programs and Coastal and Marine, described the manual series as “an important tool for coastal communities to have in order to become better partners in environmental conservation.”

THE Department of Agriculture (DA) is open to providing the needed assistance to ensure food safety and that local products meet international standards. Lifting the standard can be achieved by strengthening local industries and making it more competitive.

The Department of Agriculture is encouraging Filipino livestock raisers and stakeholders to see the economic integration as an opportunity and not as a threat to the sector.

The free movement of goods and services in the ASEAN Economic Community (AEC) fuels the need to lower cost, propagate valueadding techniques, and pull stakeholders together to make the Philippine livestock sector competitive versus other ASEAN countries.

“With the Philippines being free from transboundary animal diseases such as FMD and zoonotic

diseases such as HPAI, the country remains an attractive trading partner, and exporter of processed meat products,” said Agriculture Secretary Proceso Alcala.

The DA is open to providing the needed assistance to ensure food safety and that local products meet international standards, so as to enable entrepreneurs to not only enter, but also flourish in the global stage.

The Forgotten Fruit Trees of Cagayan de Misamis

Along with the old houses, street names and landmarks which have become a part of the heritage of Cagayan de Oro, are some trees and their fruits which seem to have inexplicably disappeared over time.

Two trees which have figured prominently in the culture and heritage of Cagayan de Oro are the Lambago and Kayam.

“Our place was once known as Kalambagohan because of the abundance of lambago,” Roy Gaane, president and founder of Kagayanon International, recalls. The Lambago tree (Hibiscus tiliaceus) is a member of the Malvaceae tree family that thrives in low altitude areas like seashores, riverbanks and other areas reached by tidal streams.

Long-time resident Titus Velez reminisces how the lambago produced a yellow flower with some red stripes.

As the day came and went, the flowers deepened to orange and then to red before falling off. The branches of the tree would bend over time and the wood has been used for boats, firewood, wood carvings and many other uses. It has also been used by Hawaiian Polynesians to make rope.

“They serve as antierosion sa mga riverbanks, trapping silt during the seasonal floods of the Cagayan River,” Velez said.

“We use to climb this tree from on tree to another.

We also use the branches as an improvised diving board.

During summer we would enjoy its shade.”

“Under the tree we would cook banana with ginamos and a bottle of coke. We could sleep in the branches while bringing the old transistor radio (the ones with Nora Aunor’s face on the dial), while listening to dramas from dyHP. We also fly out kites there, well actually on a small clearing besides the trees,” he added.

“Those were the days.

The last lambago I saw was along Iponan river but it’s not there anymore. I’m not sure if there are still lambago if we go upstream. I think it is a victim of rapid urbanization.”

To rectify this situation, the Cagayan de Oro city government, led by City Local Environment and Natural Resources Officer Edwin Dael, will plant 65 lambago seedlings provided by City Tourism Council Chairperson

The Kayam was better known to elder Kagay-anons for its nut which was a popular delicacy during their childhood days in the city.

“I remember that my mother had a suki who would deliver cooked or boiled kayam to the house,” wrote Gwendloyn RamosGarcia in her reminisces entitled Memories of the Old Hometown. “I haven’t seen kayam for a long, long time now.”

“It tastes like castañas (chestnuts) except it is bigger,” Gaane said. “ You can look it up in Google under the name of Tahitian Chestnut or Polynesian Chestnut.”

The tree was even linked in popular culture to one of the city’s barangays.

“When I was still in grade school, there were kayam trees in Consolacion, then known as the red light district of Cagayan,” Gaane said.

“When men who patronized the district were asked where they had been, they would say, Nang kayam ‘mi . It became notorious and that was probably why the trees were cut.”

Gaane also recalls other fruits of his childhood in Cagayan de Oro but which are now hard-to-find.

“There was the alubijid tree once found by the side of the Provincial Capitol,” he said. “Its fruit is evergreen and its seed is hairy like that

of the siniguelas except that the alubijid is round and big as a tennis ball. It probably can still be found in the town of Alubijid. It’s crunchy like an apple, green, with hairy kernel. Just like the pangi fruit which was once found in Barangay Tagpangi. It must still be there,” he added.

Gaane also recalls a fruit better known as the cherry which was brownish and about the size of lanzones.

“There used to be a tree at the Kempski compound that later became Rizal Theatre.

Being a family friend, I used to get my cherries there.”

When he was a grade schooler in Ateneo de Cagayan (now better known as Xavier University), Gaane said he was a patron of the cherries which used to be sold by the Neri’s who had a property right next to the old gymnasium.

“I remember that cherry tree which belonged to the family of Luisito Neri,” Ramos-Garcia said. “It was delicious but the tree was full of thorns.”

Jazmin Ramos-Sumalinog, eldest daughter of former Pilgrim Institute High School Principal Severino Ramos recalls they used to have a cherry tree in their front yard.

“Didto mi sa taas sa cherry pirmi magsaka to get the dark plum-colored ones.

Daghan gusto mopalit when the fruits look so tempting to passersby,” she said.

“Dante, Bobom, Totic and myself ‘owned’ our respective branches, so that we get fruits only from our assigned branch. Nakaka miss !”

“The cherry is known as cereales in Davao and serali in the Visayas,” said Sylvia Aguhob, a food tech faculty from Xavier University’s College of Agriculture. She said many of the trees still line the pathway in the car park of the now cloistered Southeast Asian Rural Social Leadership Institute (Searsolin) at the Manresa campus of XU. Another fruit which was once abundant in Carmen in what is now the Golden Village was the songsong kabaw . “When ripe it is red and hairy like the mabolo but you only eat its flesh like the mangosteen,” Gaane recalls.

Like the cherry, he said he hasn’t seen one since his high school days.

Veteran journalist Ben Emata, now based in Los Angeles, USA, also has fond memories of the songsong kabaw. “This is a sweet fruit that looks like the nipple of a carabao,” he muses. “When I went hunting during my childhood days, Songsong Kabaw were abundant side by

side with bayabas or guavas.

I have not seen this fruit for a very long time. It was not sold in the market since it was a wild fruit.”

Philippine Heritage gives Songsong Kabaw’s scientific name as Annonaceae Uvaria rufe and its found from Northern Luzon to Palawan and Mindanao where it is known as the susongkalabaw, susog kaba, and a host of other regional variants.

“This is just the start of the decommissioning process, which the MILF has committed to undertake as a show of its sincerity to peace building,” she added, emphasizing that this “shows the continued commitment of the Parties to bring peace” even as the Bangsamoro Basic Law is still being deliberated in both chambers of Congress.

Earlier, Iqbal described the decommissioning process as “very difficult” but noted that the MILF has committed to “undertake the ultimate sacrifice.”

Presidential Adviser on the Peace Process Teresita Quintos Deles has noted that the decommissioning process the MILF is set to undergo is unprecedented, as it was not done during the earlier peace agreement with the Moro National Liberation Front (MNLF).

“We’ve never had an armed organization that has been fighting with government as an organization voluntarily—in partnership with the government—turn over weapons,” Deles said, explaining that the peace accord with the MNLF only ushered in an integration

of combatants with the armed forces and the police.

Gradual decommissioning is part of the Annex on Normalization signed by the MILF and the government last January 2014. Firearms will be turned over to the Independent Decommissioning Body (IDB), while decommissioned combatants will undergo a registration, verification, and validation process, after which they will be provided immediate cash assistance amounting to P25,000 and PhilHealth Cards.

Medium- to long-term socio economic interventions for the combatants will be handled by the Task Force on Decommissioned Combatants and Communities.

The normalization process has three main components— security, socioeconomic development, and transitional justice and reconciliation— which are aimed at fostering peace in conflict-affected communities in Mindanao, which will then allow individuals to fully pursue productive and sustainable livelihoods without fear of violence or crime. According to the Annex on Normalization, the decommissioning of MILF weapons and forces “shall be parallel and commensurate to the implementation of all the agreements of the Parties.”

Copies of the manuals will be distributed to various DENR field offices, from the region down to the community level, Hilomen said.

The electronic copies of the manuals can also be downloaded for free at the MWWP website (mwwphilippines.org).

Yaptinchay, who conceptualized the manuals, said the aim was for the public to know how to respond appropriately during encounters with marine animals, especially those that are rescued or captured.

According to Angie Viloria of the BMB’s Pawikan Conservation Project, the release of the manuals is very timely with growing public awareness on wildlife conservation.

“We have been receiving more reports from the different field offices and the public about encounters with marine animals, especially the pawikan. We hope that this manual will help educate the public more on what to do, so they can give us more detailed information that are needed in order for us to act appropriately,” Viloria said.

For his part, Dacles said the GIZ hopes to extend the manuals in other countries, especially those in the SuluSulawesi Marine Ecoregion and the Coral Triangle. These areas are touted to have the richest number of marine species in the world, but are severely threatened by human activities and climate
