AGRICULTURE Secretary Manny Piñol turned over farm implements, agri supplies, and various equipment to the different local government units (LGUs) in Misamis Occidental on Friday (June 9, 2017).

Piñol visited Tangub, one of the component cities in Misamis Occidental, where he met with the provincial officials led by Governor Hermie Ramiro.

While in Tangub, he turned over farm implements worth P9.8 million to the towns and cities in Misamis Occidental.

BAP supports BPI move to resolve internal system error THE Bankers Association of the Philippines (BAP) expressed confidence on Ayala-led Bank of the Philippine Islands’ (BPI) move to correct its internal system error.

This after BPI, on Wednesday morning, discovered that internal system glitch resulted in mis-posting of its clients bank transactions from April 27 to May

2, with the accounts registering either debits or credits that were way less than or more than what the actual amount of the accounts have.

Clients turned to social media to air their gripes, especially since BPI temporarily suspended the operations of its electronic channels such as online banking and

the automated teller machines (ATMs).

BPI suspended the operations of its ATMs to prevent those whose accounts have increased in amount unintentionally from withdrawing funds that they do not own.

The bank said it had fully restored the operations of its

ATMs Thursday.

In a statement, BAP said it believes on BPI’s moves “to resolve the internal system issues they encountered as they now proceed to fully restore normal service operations.”

To further service its clients, BPI allowed its branches to open up to 7:30 p.m. last Wednesday

and Thursday.

CAGAYAN de Oro City–– At least 16 soldiers were wounded in action (WIA) in a fresh firefight between government troops and Maute Group Friday.

The wounded Marine troopers were transported from Marawi to a medical facility in Iligan City on board military trucks late Friday afternoon.

Soldiers escorting the WIAs said security forces tried to retake the Mapandi Bridge that resulted to the wounding of their comrades.

The military could not yet confirm if there were killed in action.

Early Friday morning jet fighters had launched a new round of bombing sortie targeting the city’s conflict zone, specifically in Barangay Bangolo, one of the three remaining villages which has Maute presence.

Escaped female Marawi inmate yields to BJMP

CAGAYAN de Oro City–– Before the Bureau of Jail Management and Penology (BJMP) found her Thursday morning, a female inmate that escaped from the city’s prison facility was actually living undetected with the evacuees in a temporary shelter inside the Provincial Capitol in Marawi City.

Regina Permundo was one of the escapees of the Marawi City Jail following the attack of the Maute Group last May 23 that led to the fighting between the terrorists and government troops.

Jail Inspector Ali Macatanong, the prison warden, said Permundo was imprisoned for violation of RA 9165.

Permundo, who was jailed since January 2017, was caught in possession of illegal drugs. She was the sixth and the first female inmate recovered by the BJMP-Marawi, which housed more than a hundred prisoners prior to the siege.

Macatanong said they found Permundo just as she stepped out of the toilet of the Bureau of Fire Protec-

tion building inside the capitol compound Thursday morning.

“I was trying to find a place to park when we saw her and recognized her as one of the inmates,” Macatanong said, adding that she made no attempt to run away when she saw the BJMP officials.

He said Permundo told them it was her intent to turn herself in to the authorities.

In an interview, Permundo said she stayed with her parents-in-law in a village in Marawi then moved to the evacuation center at the capitol compound on May 30.

She said she mingled with the evacuees and was afforded the services and aid given by the government and private groups.

She said she was tempted to go to Iligan but decided against it since she is among the escapees and was well aware she is wanted by the authorities.

Macatanong said all the escaped detainees were brought to the city jail in Iligan since they could not be brought back to Marawi for security reasons.

NDFP mobilizes NPA, Moro allies v Maute, Abu

THE National Democratic Front of the Philippines (NDFP) has instructed its affiliated group, the Moro Revolutionary Liberation Organization (MRLO), operating within the embattled Marawi City to assume home defense tasks against the Maute and Abu Sayyaf terrorist groups.

In a statement released Wednesday, NDFP peace negotiating panel chair Fidel Agcaoili said they have also directed the New People’s Army (NPA) to redeploy troops near Marawi “for the purpose of mopping up, holding and blocking operations.”

Although during the fourth round of talks held from April 3 to 7 in The Netherlands, the parties signed an agreement on Interim Joint Ceasefire, which is supposed to take effect upon the approval and signing of the ground rules and will be effective until a permanent ceasefire agreement is forged as part of the Comprehensive Agreement on End of Hostilities and Disposition of Forces (CAEHDF).

Does Ombudsman Conchita Carpio Morales have an obsession to oust Cagayan De Oro City Mayor Oscar Moreno from being the chief executive of the so-called “golden city of the South”? I ask this question because of the Ombudsman’s latest order dismissing Moreno once more from his position, which is actually the second order of dismissal against him already.

Of course, Morales may justify her actions against Moreno by saying there is evidence that warrants the mayor’s removal from office and that the Ombudsman was simply acting pursuant to law, in relation to charges that he committed graft by renting heavy equipment to pursue road construction projects without bidding.

But, considering Morales’ track record in refusing to investigate many lawmakers in connection

-oooBPI GLITCH TO CAUSE COLLAPSE OF COMPUTER BANKING IN RP? The Bank of the Philippine Islands (BPI) computer glitch which has discomforted many of its depositors nationwide is truly a scary prognosis of the future of computer banking in the country. I mean, if this happened to a smaller bank, it would have been understandable and could be simply passed off as, well, just a computer glitch.

But that this happened, and is still happening now on a countrywide scale, to BPI, tells us that the problem it is experiencing with its computers is not just a simple glitch, but a computer problem of gargantuan and epic proportions that has just compromised the entirety of computerized banking in the country, and may yet cause its collapse.

I consider his very personal situation.

Anyway, it seems we have no more time and no reason for laughter if we look around. That can wait until tomorrow or better until the day after tomorrow. Anticipation is better....

Have you heard about the incident at the Danish Imperial Theatre in Copenhagen/Denmark sometime during the 1980s, when a spectator dropped dead of a heart attack while watching the movie “A Fish Called Wanda” starring John Cheese of my favorite Great Britain’s Monty Python Comedy Team? Sure, a heart attack is indeed not funny, and honestly, I still love to watch this movie on VHS. Well, even if we think we

don’t have reason to laugh, we should try to express mirth spontaneously, and we should try to be merry or gay. We still have reasons to start with the softest form of audible laughter - the vocalized smile. This is what I learned and experienced from the first moment on while travelling in Asia since 1978, and being an expat living in the Philippines since 1999 for good.

Keep smiling - even you are overloaded with huge problems.

It turned out the indiscriminate firing was not aimed at anyone. It was carried out by a lone desperate gambler who can hardly aim his gun on a person.

Youth benefits from aggie dept’s Internship Program – A total of 35 summer youth interns were handed-over with their certificates of completion on June 8, 2017 at the El Garaje, DA-RFO 10 Compound, in the city of Cagayan de Oro. This was done after they have fulfilled in rendering their services from May 8 – June 8, 2017, in one of the national government agencies, here in the city, the Department of Agriculture – Regional Field Office 10 through the Summer Youth Internship Program. In behalf of Regional Director Carlene C. Collado, Lolita C. Zapatos, supervising administrative officer, expressed the agency’s hopes that the Program’s thrust were ultimately met, which includes extending financial assistance for their enrolment this coming academic school year while actively drawing and acquainting them the programs and projects of the government, as well. For example, currently in High School, Biology is taught in 2nd Year, Chemistry in 3rd Year, and Physics in 4th Year. In K to 12, these subjects are connected and integrated from Grades 7 to 10. This same method is used in other Learning Areas like Math.

Senior High School is two years of specialized upper secondary education; students may choose a specialization based on aptitude, interests, and school capacity. The choice of career track will define the content of the subjects a student will take in Grades 11 and 12. SHS subjects fall under either the Core Curriculum or specific Tracks.

There are seven Learning Areas under the Core Curriculum. These are L anguages, Literature, Communication, Mathematics, Philosophy, Natural Sciences, and Social Sciences. Current content from some General Education subjects are embedded in the SHS curriculum.

Each student in Senior

High School can choose among three tracks: Ac a d e m i c ; Te c h n i c a l Vocational-Livelihood; and Sports and Arts. The Academic track includes three strands: Business, Accountanc y, Management (BAM); Humanities, Education, Social Sciences (HESS); and Science, Technology, Engineering, Mathematics (STEM).

Students undergo immersion, which may include earn-while-youlearn opportunities, to provide them relevant exposure and actual experience in their chosen track.

After going through Kindergarten, the enhanced Elementar y and Junior High curriculum, and a specialized Senior High program, every K to 12 graduates will be ready to go into different paths – may it be further education, employment, or entrepreneurship.

Every graduate will be equipped with: Information, media and technology skills, Learning and innovation skills, Effective communication skills, and Life and career skills.

And this year, its full implementation is expected to happen even DepED has just began to add more school rooms, and teachers, and this, K-12 program will surely be adopted the Filipino way of educating themselves.

WHEREAS, in order to give comfort to both the animal traders and buyers and in order for the city to get revenue from the livestock trading business, there is a need for Iligan City to establishe a permanent Livestock Auction Market; WHEREAS, in a public hearing conducted on September 19, 2016 attended by the city veterinarian , Head of EEDMO, Manager of Slaughterhouse, and some livestock retailers, they presented their suggestions , some of which were incorporated in the ordinance;

WHEREFORE, on motion of Member Demosthenes R. Plando, duly seconded by Member Eric M. Capitan;

BE IT RESOLVED, AS IT HEREBY RESOLVED, By the Sangguniang Panlungsod of Iligan , that the following City Ordinance be, as it is hereby ADOPTED and APPROVED:

Iligan City Livestock Auction Market – an auction market area situated at the Slaughterhouse Complex operated and maintained by the Iligan City Government , exclusively for the orderly trading of all kinds of animals.

Large Animals - animals like cattle, carabao, horses and others which the City Government classify as such.

Livestock – live animals being grown or raised by farmers or growers basically to be used as source of food and shall cover large and small animals as well as poultry.

Poultry – farm products like chicken, ducks, geese and turkeys and other edible birds as maybe classified as such by the City Government.

Retailers – persons engaged directly in the selling of livestock to consumers.

Small animals – animals like goats, sheep and hogs other which the City Government classify as such.

Traders - persons directly engaged in either buying or selling of livestock or poultry to retailers.

SECTION 5. Design Features of the Auction Market – The Iligan City Livestock Auction Market shall be an enclosed area provided with entrance and exit gates for livestock being traded by buyers and sellers and shall be open to the general public. Other reports said the group had with them two wounded individuals believed to relatives of the elder Maute.

Sindac said in an interview, the Maute and her companions were on board a Toyota Revo and were in transit when arrested by police. Seized from the suspects were assorted firearms and ammunitions.

It was learned that law enforcers had been tracking down Maute who was reportedly being purchasing vehicles and weapons as they were planning their exit out of Lanao del Sur. Maute was alleged to be helping his two sons, Abdullah and Omarkhayyam, in their operations. The Maute Group are fighting the government forces in Marawi City since May 23 when law enforcers tried to arrest Isnilon Hapilon, a known Abu Sayyaf leader.

Their father, Cayamora Maute, has already been arrested in a checkpoint in Sirawan, Davao City, on June 7.

The Marawi siege has already displaced thousands of residents fleeing the fighting and has caused the deaths of dozens of soldiers, insurgents, and civilians.

The military said it is expected to neutralize the Maute Group, who has been occupying certain areas in Marawi’s downtown district, this Monday, June 12, in time for the celebration of the Philippine Independence Day. The Maute Group has pledged allegiance to the Middle East-based terrorist organization the Islamic State.

Meanwhile, an adult female who shares the Maute surname, has held for questioning here night.

Chief Inspector Ariel Philip Pontillas, chief of the city police’s intelligence unit, said the woman who identified herself as a teacher at a school Marawi, had checked in at a hotel in that city.

Pontillas said it was the hotel management who informed them of a guest surnamed Maute.

He said the teacher explained that she came from Marawi but denied she is involved with the Maute Group.

“After a thorough verification and coordination from the intelligence community, we found out she has no involvement in the Maute Group. She was cleared,” Pontillas said in an interview Saturday.

The teacher was on her way to Surigao to be with her husband and stayed the night in Cagayan de Oro before proceeding there, he said.

He also debunked reports that the Marawi City Jail was burned saying the prison was not destroyed although the city police office beside was gutted by fire.

The warden said there was no Maute Group member among the prisoners adding that many of the inmates were serving time for drug-related offenses.

He said it was probable that the terrorists freed the prisoners in hopes of recruiting them.

Meanwhile, Jail Senior Superintendent Mamerto Delloro Jr., the regional director of the BJMP in the Autonomous Region in Muslim Mindanao, said they are hunting down escaped prisoners and are checking all the evacuation centers in Marawi, Iligan, and Lanao del Norte in hopes of finding some of them who may have stayed with the evacuees.

Delloro said they will be conducting the search for the prisoners in coordination with the police and the military.

It was the second time the GRP-NDFP talks were cancelled. The first was in Febru-

ary when NPA spokesperson Jorge Madlos announced on Feb. 1 they were terminating their unilateral ceasefire effective Feb. 10. Duterte announced two days later that the government was lifting its unilateral ceasefire, too.

On March 10 to 11, the GRP and NDFP peace negotiating panels held backchannel talks in Utrecht, The Netherlands in hope to revive the peace talks.

“The GRP is culpable in the first place for waging a nationwide all-out war policy of aerial bombardments and artillery attacks against the revolutionary forces and people since last year and has aggravated this policy by proclaiming martial law all over Mindanao, far beyond Marawi and the bailiwicks of the Maute and Abu Sayyaf terrorist groups,” Agcaoili said.

He urged Duterte to lift the government’s all-our war policy and martial law that was declared on May 23.

Agcaoili encouraged the President to allow the GRP negotiating panel to meet with their counterpart from the NDFP to discuss ceasefire and possible coordination and cooperation between the government and communist forces against terrorists groups in Marawi and other areas.

“The localized ceasefire, coordination and cooperation can be agreed upon if the GRP and NDFP negotiating panels meet first and discuss matters in detail,” he said.

He said it is not late for a meeting between GRP and NDFP negotiating panels “because the terrorist attack on Marawi might still be prolonged or if suppressed soon, might recur in other parts of Bangsamoro.”

“The US, anti-Duterte sections of the AFP and PNP and local anti-Duterte parties and groups have already begun a campaign of destabilizing the Duterte regime for the purpose of overthrowing this with a coup,” Agcaoili said.

Butuan’s math wizard shines in Xiamen, China

A 9-year-old boy from Butuan City won the coveted gold during the five-day International Math Wizards Competition held in Xiamen, China from May 19 to 24, this year.

Skye Andrei Arreza Padilla, son of Dr. Frederick A. Padilla and Cherry Mae A. Padilla, vested contestants from Thailand, China, and Malaysia to bring home the coveted gold medal award.

The victory has placed Butuan, a Southern Philippine City in Agusan Del Norte, 800 miles from Manila, in the map of the mathematical wizards in the international arena.

The young math wizard, a Grade 3 pupil of Rainbow of Angels Learning Center, underwent a 12-session training at the Mathematics Trainor’s Guild Center in Butuan before he qualified for the Young Mathematicians in House

Intensive Training Program in Ilo- ilo City last April 2 to 6, 2017.

From Ilo- ilo City, Padilla qualified as one of the challengers to be admitted to the Mathematics, Academy of the Philippines, where he underwent another five weeks intensive training for the Math Olympiad Summer Training Program at St. Stephen’s High School in Manila.

Completing his rigid training in Manila, Padilla, accompanied by his mother Cherry Mae, flew to Xiamen, China as one of the delegates from the Philippines to compete in the prestigious international math competition.

Padilla is the grandson of Engr.

Edgardo Padilla and Florence Aligado Padilla.

His great grandfather was the former Butuan City Councilor Federico Padilla.
