PROSPERIDAD, Agusan del Sur--- At least six policemen in this province were tested positive to illegal drug use while two others were caught in the act using it inside a suspected drug den, Senior Superintendent Joseph Plaza, provincial police director, revealed.

Plaza said the lawmen whom he refused to name were confirmed illegal drug users after the results of two surprise drug tests came out and they are now awaiting the results of the summary hearing.

Just like the six policemen tested positive for shabu (methamphetamine

hydrochloride), the two others who are siblings caught having possession of the illegal drug were facing administrative and criminal charges and are up for their dismissal from service.

The drug tests that yielded positive results to the local policemen in the province came ahead the latest test administered nationwide over the weekend after Philippine National Police Director General Ronaldo dela Rosa assumed office where 11 policemen were tested positive.

Ozamiz mayor names ‘drug lord’ at flagraising ceremony

CAGAYAN de Oro City--Ozamiz City Mayor Reynaldo Parojinog Sr., has named in public one of the four drug lords operating in Ozamiz City, after the suspect failed to give in to his request to show up during a “Tok-Hang” or Toktok-

Hangyo (Knock-knock-Request) operation, recently.

This as Parojinog warned those who have failed to show up and register to stop their illegal drugs’ operations stand the risk of either going to jail or getting killed.

Earlier on, Parojinog went house-to-house in the five druginfested barangays of Ozamiz City

to ask drug dealers and users to show up and stop their illegal drugs operations and use.

Specifically, Parojinog has given the drug lords operating in Ozamiz until Monday, July 4, 2016, to surrender, threatening them to divulge their names in public.

Agusan cops net P26 million in anti-marijuana campaign

PROSPERIDAD, Agusan del Sur--An intensive continuous police drive since last month to track down large tracts of Marijuana farms in the hinterland villages of the province has already netted a total of P26 million of fully grown and ready for market prohibited weed.

The biggest catch of the anti-marijuana drive by the joint police forces from the municipal and provincial operatives was the seizure of 5,000 marijuana plants uprooted in a mountainous sub-village of Pilang in Kasapa 1 villages in Loreto town on Saturday with an estimated street price of P11 million.

The area is about 36 kilometers from the town center.

been identified as those behind the propagation of marijuana farms who are now the targets of a follow up operation of the Philippine Drug Enforcement Agency.

Manguinimba confessed the cultivation of marijuana in their village has proliferated for a long time as lumad settlers were enticed to produce it because of their impoverished living condition and the utter lack of government intervention.

He assured the entire police force in the province is now fully concentrating on anti-illegal drug campaign in response to President Rodrigo Duterte’s priority program of ridding the country of prohibited drugs.

“It’s just a matter of amplifying the will, the order of the president,” Plaza said.

He however admitted that they were already aware before of the large tracts of marijuana farms but they have been preoccupied with their campaign against private armed groups during the election period and the problems on armed Magahat tribal warriors, a group of lumad militiamen who have been the subject alleged killings of civilians in Surigao del Sur.

Duterte admin urged to come down hard on dealers of dangerous contraband goods AN environmental and health watch group on chemicals and wastes urged the new government to go after the smugglers of dangerous goods, particularly cosmetics and personal care products containing toxic mercury.

The EcoWaste Coalition prodded President Rodrigo Duterte and Health Secretary Paulyn Jean RosellUbial to intensify government enforcement activities led by the Food and Drugs Administration (FDA) to turn the tide against contraband beauty products that have flooded the domestic market.

At the same time, the group requested the Duterte government to work for the immediate ratification of the Minamata Convention of Mercury, which, among other things, seeks to phase out or phase down mercury-containing products to protect human health and the environment.

The appeal came on the heels of the group’s discovery on Sunday, July 3, of 12 imported skin lightening or whitening creams with outrageous levels of mercury up to 41,000 parts per million (ppm), way above the 1 ppm limit under the ASEAN Cosmetics Directive.

Dubbed as the “Ugly 12,” these toxic cosmetics, which were not notified with the FDA, originated mainly from mainland China, Hong Kong and Taiwan and sold

by Chinese pharmacies and cosmetics retailers in Binondo, Divisoria, Sta. Cruz and Quiapo, Manila from P60 to P180 each.

“Notwithstanding the repeated warnings from the FDA against their importa-

tion and subsequent sale, we still find mercury-laden skin whitening creams in store shelves, particularly in Chinese drug stores,” lamented Aileen Lucero, Coordinator, EcoWaste Coalition.

“In fact, 10 of these 12 non-compliant cosmetics were among those already banned by the FDA since 2010 for posing imminent danger or injury to consumers due to their excessively high mercury content,” she said.

To date, the FDA has banned 135 mercury-containing skin whitening creams, 79 of which were discovered by the EcoWaste Coalition during periodic test buys as part of the group’s campaign against mercury pollution.

Priest, Poe welcome Duerte EO on FOI A CATHOLIC bishop said President Rodrigo Duterte’s plan to impose the proposed Freedom of Information (FOI) bill in the executive branch is a good start for an improved transparency.

A Palace official said that an executive order signed by Duterte allowing FOI may be issued this week to keep with the latter’s campaign promise that his administration would be transparent.

“It’s a welcome development to have an FOI even if it’s just an EO,” Manila Auxiliary Bishop Broderick Pabillo said.

The prelate, however, expressed hope that it will not be a ‘watered down’ version of the FOI that will prevent full disclosure of government transactions.

“I hope it will not be a watered down version… something that has a lot of exceptions and conditions to make the process difficult,” said Pabillo.

As early as May, Duterte promised to impose the FOI saying that “if Congress refuses to pass it, I will start it progressively so that we don’t talk too much.”

Bishop Pabi l lo was among the vocal critics of former President Benigno Aquino III’s administration for sitting on the legislation.

She said: “I hope that the parameters of privacy under applicable circumstances and the right of the public to know should be clearly defined under the EO so that abuses will be prevented on both sides.”

In this connection, she added, as with the efforts to eliminate red tape, the power of information technology should also be harnessed for the easy access of information on the part of the public.

The 7 hostages and Iedl fitr

I wrote this article by the time after I saw some news in media that many people in Indonesia are cummuting from the cities to home towns. The Muslims are having their tradition to celebrate Muslim day, the religious ceremony. Suddenly, I remembered the 7 Indonesians being hostaged in the southern region of the Philippines. It is really sad for them.

So far, in Indonesia, people are very busy commuting from the cities to their hometowns. However, 7 Indonesians being hostaged by Abu Sayyaf in Southern Philippines cannot do commuting to their home towns. It is religious ceremony for the Muslims that they have to meet their parents, relatives in the Kampong (villages as their home towns). It has been long time such a tradition in Iedl Fitr. I believe that it is like in Christmas, that the time for family and relatives

to meet together.

Unfortunately, the shifting from the old government to the new one, President Rodrigo Duterte, the negotiation has stopped. It must be due to the transition of the administration. However, Iedl Fitr for Muslim is the most beautiful moment for the 7 hostages if they can be free and go home to their home towns. Until now, I have not heard yet the process of negotiation between Indonesia and the Philippine new government.

However, I recognized one of the new government

administrations; the international peace advisor is Mr. Jesus Dureza, the best columnist and peace keeping master. I believe he is the best negotiator.

The 7 Indonesians as covered by some media recently were captured by a group of Abu Sayyaf as media said when they were on their way home from Cagayan de Oro city to Indonesia. Their ship was stopped and the crews were captured till now. It is really very sorry for them because as the Muslim religious tradition, they have to go home and meet their family and relative for forgiving each other. They have to meet their friends in their Kampong, villages and celebrated their Islam religious day, iedl Fitr.

My advice to men, therefore, is this: if you do not wish to be jailed for 20 years, stop

being violent, even with your speech only. If you feel so angry, bite your lips or your tongue until they bleed, to prevent you from hitting your wife.

That notwithstanding, I concede that, for a very long time now, men had been very harsh against their wives and their lovers, beating them black and blue even for no apparent reason at all. I can only say that men like these wife beaters are not truly Christians or believers in God, because the teaching is that, men should always be gentle and loving, unless the wife is engaged in adultery.

Groups dare Duterte to walk the ‘endo’ talk A network of Church and labor groups challenged the administration of President Rodrigo Duterte to walk its talk on ending contractualization of workers.

The Church-Labor Conference said urged new set of labor officials to begin the process of stamping out “end of contract (endo)” system in many industries.

“Contractualization of labor, specifically the practices of unscrupulous employers that directly violate or circumvent labor laws and regulations pertaining to labor contracting and regularization of employment are arguably the gravest threat to our workers’ right to security of tenure,” CLC said in a statement.

Contractualization, the group added, is a problem that renders futile the exercise of workers’ other constitutional rights to freedom of association, bargain collectively, concerted action, and living wage.

“Like the menace of illegal drugs and criminality in the country, it must be stopped! Otherwise, we will become a nation of endos where workers are deprived of their constitutional rights to gainful and productive employment,” stressed the group.

The CLC, however, conceded that addressing contractualization of labor is not that simple as it requires complex and sustainable solutions.

House Bill abolishes the contractualization employment scheme

TAKING a cue from President Rodrigo Duterte, Anak Pawis Partylist Rep. Ariel Casilao has filed a measure abolishing the contractualization employment scheme in the country.

During the campaign period, President Duterte vowed to abolish the contractualization scheme, which he described as unfair labor practice and tool of exploitation against the working class.

Casilao said contractualization is not a mere short-term tactic to reduce costs or to defeat a union organizing drive, but a long-term strategy for shedding all obligations to workers and eliminating all employee rights based on the existence of an employment relationship.

“It removes various obstacles to the extreme exploitation of workers which they have won through decades of struggles,” Casilao said.

Citing recent studies, Casilao said contractualization is extensive in the

Philippines, with 7 out of 10 firms implementing combinations of flexible work arrangements, and with estimates showing that contractuals now outnumber regulars among Filipino workers. As labor groups and advocates have described, contractualization is a dagger in the hearts of Filipino workers.

Casilao said large corporations such as Shoemart (SM); a retail company owned

by Philippines’ richest Filipino, Henry Sy, is notorious for employing contractual employees with shortened employment tenures of 3 to 5 months.

In 2011, Casilao said the Philippine Airlines (PAL), the country’s flag carrier, has succeeded in outsourcing its ground operations that retrenched 6,000 regular employees in favor of contractual workers.

Federal system of government

I HAVE been hearing President Digong Duterte saying he will introduce the Federal System in the country. I assumed this is the major change that he was propagating on top of firing corrupt government officials in the system.

Our country has been in a democratic system since July 4, 1946 when we acquired Independence from the United States of America; later was governed by the military when then Pres.

Ferdinand Marcos declared martial law throughout the land.

When the dictator realized martial law was abused by some military top officers that sent to the stockade people who committed minor offenses, he declared the parliamentary system, abolished Congress and created the “Batasan Pambansa” and cabinet members were called “prime minister”, “ministers”, and members of the “Batasan” as assemblymen, etc. When Cory Aquino assumed office as president, she reverted the system to democratic again until today.

Now President Duterte has made pronouncements that he will introduce the Federal System of government like that of the United States of America, Germany and many powerful countries around he world, Filipinos after all are great imitator. So be it but it should be known that the federal system of government is entirely strange to the Filipinos more specifically the general masses who have not attended the higher education.

Remember, you’re the only father or mother your children have; if you don’t do your job of loving and teaching them, then no one will. Then our family life at home becomes a tense, angry mess instead of a peaceful and happy place.

So each time someone asks us for a favor and help, we must look carefully at their request and decide if doing this for them is actually helping them.

You see, if we never let others take responsibility for themselves and their own problems, then we’re not really helping them to become responsible and successful, since we’re always doing their job for them.

So just being a “yes man” or woman is not always the kindest thing, nor is it being a true friend.

Other times, when someone asks you to do them a favor, you don’t need to answer them right away. You can tell them that you’re not sure and you’ll answer them later. This way you have time to think about it and check your own schedule and responsibilities first.

Maybe you can help this other person, but at a different time then they asked.

Or, you can help them if they’ll take care of the job or errand you won’t be able to do because you’re helping them. Often, people will still be thankful for your help.

So have you been stressed because you’re always saying yes? You realize you’re giving too much time and energy to helping everyone who asks you for a favor or help, and your family’s been hurting since you’re neglecting your responsibilities to them. Just ask Jesus Christ to forgive you. Jesus will help you learn how to wisely choose when to say yes and when to say no.

The holiday celebrates the conclusion of the 29 or

30 days of dawn-to-sunset fasting during the entire month of Ramadan. The day of Eidl, therefore, falls on the first day of the month of Shawall. The date for the start of any lunar Hijri month varies based on the observation of new moon by local religious authorities, so the exact day of celebration varies by locality. However, mostly, it is celebrated after 29 or 30 days fasting. That is the real victory for Muslims to celebrate their Iedl Fitr.

Iedl means the day, Fitr means holy.

Again, for the 7 Indonesians who are still being hostaged in Southern Philippines are really sad.

The world peace and all human beings know all about how the 7 people and their feeling. Some communist countries are prosperous and there must be something behind that made them in such stature. Of course, it is very difficult for the majority of the Filipinos to accept communism because it frontally collide with our religion.

As far as I can recall, democratic system (presidential) has not destroyed the country. Everything went fine and beautiful.

It gives us full freedom just like those enjoyed by America and many European countries. The problem in our country is we have so many stupid, less educated and corrupt leaders ever since. And the worst, we unashamedly salute, idolize and dignify them, even addressing them “honorable”.

As a starter the CLC, which is co-chaired by Manila Auxiliary Bishop Broderick Pabillo and Partido ng Manggagawa (PM) Chair Renato Magtubo, has offered a 10-point proposal to the new DOLE leadership: Conduct a nationwide labor consultation of workers in the private and public sector aimed at threshing out employment schemes, generate proposals and establish mechanisms to encourage workers’ participation in stopping contractualization; Work for the certification by President Duterte of anti-endo bills that are going to be filed in Congress that will strengthen workers’ security of tenure in the private and public sector; Launch a massive and sustained information and education campaign to workers and employers on the present labor laws and regulations pertaining to labor contracting and regularization of employment; Hold a nationwide and sustained inspection of all labor contractors and service providers to determine their compliance with the existing labor laws and the filing of cases to violators; Formulate policies and guidelines to speed-up resolution of cases under the DOLE quasi-judicial bodies on violations of labor laws; Urgently resolve pending cases and labor disputes related to contractualization; Establish a separate mechanism comprised of among others representative of unions, the DOLE and the Civil Service Commission (CSC) that will assess and address rampant use of contractual or other forms of non-regular employment in the public sector; Train and deputize labor leaders to become part of the DOLE pool of inspectors; and Institutionalize the role of tripartite formations in the country as partner of the DOLE in accomplishing President Duterte’s campaign promise to end contractualization of labor.

Established during the height of the global financial crisis in 2009, CLC has become an active member of the Technical Executive Committee of the National Tripartite Industrial Peace Council.

36 bird species discovered at Aboitiz Cleanergy Park A total of 36 bird species—a number of which are considered endangered— have been recently identified living at the Aboitiz Cleanergy Park, reinforcing the park’s status as a thriving outdoor biodiversity preserve that is also one of the country’s few nesting sites for hawksbill turtles.

This initial discovery, made by members of the Davao Wild Bird Photographers group and the Philippine Eagle Foundation (PEF) following Philippine Eagle Week (June 4 to 12), revealed the existence of 36 bird species in the park.

Two prominent species discovered include the en-

dangered Spotted Imperial Pigeon (Ducula Carola) and the Brown Noddy (Anos Stolidus). The Spotted Imperial Pigeon is said to be endemic or native to the Philippines, while the Brown Noddy has never been spotted in Davao City before. All 36 species have been properly identified

BIRDS FLOCK TO ABOITIZ CLEANERGY PARK. In a testament to the area’s biodiversity, a total of 36 bird species, some endangered, were recently identified living at the Aboitiz Cleanergy Park, an eight-hectare outdoor biodiversity park jointly managed by the Aboitiz Foundation and Davao Light. The Aboitiz Cleanergy Park is one of the country’s few nesting sites for hawksbill turtles (pawikans) and a showcase of urban-based habitat conservation and biodiversity management practices.

The Aboitiz Cleanergy Park is a joint BetterWorld initiative of the Aboitiz Foundation and Davao Light, the country’s second-largest private electric distribution utility in terms of land area that showcases urban-based habitat conservation and biodiversity management. It is located in Punta Dumalag, one of the few identified nesting sites of the critically endangered hawksbill turtle (pawikan) as well as 66 other species.

Earlier this year, the Aboitiz Foundation stepped up its conservation campaign with “#BetterWorld for the Pawikans,” a drive to raise funds for the protection and preservation of the hawksbill turtle in Punta Dumalag, one of the last few remaining natural habitats for this turtle specie. This fundraising will not only secure the sanctuary for the hawksbill turtles but also spread greater public awareness on how everyone can help ensure its survival amid climate change and environmental degradation.
