Palace eyes creation of task force on media killings PRESIDENTIAL Communications Office (PCO) Secretary Martin Andanar said on Sunday that an Executive Order (EO) is now being drafted to solve the media killings following another attack against a radio broadcaster in Surigao City on Thursday.

“You just wait because we, together with Executive Secretary Salvador Medialdea, are drafting (an EO) that has something to do with presidential task force against media killings. I’m pushing it as secretary of the PCO,” Andanar said in an interview with Radyo ng Bayan.

Last Saturday, Andanar issued an statement condemning an attempt to kill Saturnino Estanio of Radio Mindanao Network (RMN) and his Grade 6 son Anjover. The two were shot by unidentified

gunmen on a motorcycle.

Estanio, a known fighter against illegal drugs, and his son survived the ambush.

“We believed that this journalist has been pushing his advocacy against illegal drugs and we are condemning the attack,” Andanar, a former TV news anchor, said.

Andanar said he reminded President Rodrigo R. Duterte last Friday during the Philippine National Police (PNP) Assumption of Command rites about the President’s promise to media and the people.

“We are now fine-tuning the executive order and hopefully by the grace of God, we will be able to announce it this week or next week,” Andanar said.

In his inaugural speech last week, President Duterte said he will pursue his promise to fight illegal drugs, criminals and corruption.

“The best days are yet to come,” Andanar said this as he announced over government-run Radyo ng Bayan on Sunday that the long-

awaited Freedom of Information (FOI) bill is being finalized and is expected within the week.

“This week, watch out for the draft of the Executive Order for the Freedom of Information (FOI) Act which should be released within the week. This is the President’s commitment to the public,” Andanar said.

According to Andanar, he reminded President Rodrigo Roa Duterte during the assumption of command of the Philippine National Police about the FOI bill.

He said he had the chance to remind the President of his commitment to the media and to the people. “This Executive Order is being drafted and fine-tuned as we speak and with God’s grace, we can announce it this week or next week.”

The PCO secretary also said that a Presidential Task Force against media killings is being put together. “We hope that this would allay fears in the media and the public and grant them assurance that the killing of journalists would stop.”

Andanar said the document pertaining to the Task Force against media killings is being prepared by the Legal Department of the PCO and the Office of the Executive Secretary.

Earlier, Malacanang released a statement condemning the ambush of a journalist in Surigao City who was a staunch anti-drug advocate, known for his hard-hitting radio commentaries against suspected drug lords and other personalities involved in the illicit drug trade. (PNA)

Ozamiz mayor names drug-infested villages

CAGAYAN de Oro City-What was once known as one of the most well-known areas in the country due to its rampant narcotics trade, Ozamiz City will soon see a transformation after the local government unit has started a crackdown on suspected drug personalities in line with President Rodrigo Duterte’s call.

Heeding to the pronouncement of Duterte to go hard on those involved in illegal drugs, Ozamiz Mayor Reynaldo Parojinog Sr. said he has introduced “Oplan Tokhang” in his jurisdiction.

“Oplan Tokhang” (from “toktok” and “hangyo,” or knock and plead in English), a concerted effort of the local government, police, Philippine Drug Enforcement Agency (PDEA) and other government offices, aims to eliminate the selling and using of prohibited drugs, specifically methamphetamine hydrochloride of “shabu” by urging users and pushers to mend their ways

NPA rebels join Duterte fight against illegal drugs DAVAO City––The Communist Party of the Philippines (CPP) has heeded the call of President Rodrigo Duterte for cooperation in the war against prohibited drugs, claiming they have long waged an anti-illegal drugs campaign.

“In positive response, the CPP reiterates its standing order for the NPA (New People’s Army) to carry out operations to disarm and arrest the chieftains of the biggest drug syndicates, as well as other criminal syndicates involved in human rights violations and destruction of the environment. The NPA is ready to give battle to those who will resist arrest with armed violence,” it said.

During Friday’s turn over of command at the Armed Forces of the Philippines in Quezon City, Duterte, who vowed to end criminality and drugs within the first three to six months of his term, urged the NPA to use their “kangaroo courts” to prosecute and kill the drug traffickers to expedite the solution on illegal drugs.

“Well, nakikinig naman ‘yung mga NPA, nasa pwesto pa naman kayo. Ano kaya ‘yung korte nito,‘yung korte ninyo. Korte ninyo, I don’t know if it’s a kangaroo or

In a statement published on July 2 on ndfp.org, the CPP said they have long waged a campaign against illegal drugs by disarming and arresting for prosecution and just punishment the most notorious criminals who are also involved in big illegal drug operations.

It said they employed armed violence against biggest illegal drug traffickers and used a cultural revolution among the masses to detest illegal-drug use.

The statement also noted that the CPP shares with Duterte the reprehension against illegal drugs and its grave effects on the Filipino people.

“The proliferation of illegal drugs, especially shabu, and the concomitant rise in incidents of violent crime serves the perpetuation of the ruling system,” it said, adding that the biggest and most notorious drug traffickers “are those in the See JOINS, page A7

Parojinog revealed that six of the city’s 51 villages have been identified as heavily drug-infested, and one of them, San Roque, has more than 50 persons dealing in shabu, with a few drug lords operating in said barangay.

San Roque is located in an area more commonly known as “Lawis” and this where, according to the mayor, the bulk of the illegal drug traders in Ozamiz set up their base of operations,

who mostly get their stock from Manila and sometimes Marawi City.

San Roque has dozens of “langub,” the local term for a drug den where users go to get high and pushers go to score shabu which they sell to other areas.

The shabu business in the city has reached an alarming proportion that one suspected drug lord is said to be receiving 10 kilos of shabu from his supplier in Manila on a regular basis.

Next to San Roque, Parojinog identified barangays

Triunfo, Sta. Cruz, Tinago and Carmen as having a high presence of drug dealers.

From these villages, the illegal drugs would then find its way to the Zamboanga Peninsula and other parts of Mindanao.

“Ozamiz has been notoriously known as source of shabu. We want to break that tag and make our city clean and ultimately drugfree,” he said.

Speaking to reporters during the launching of Oplan Tokhang over the weekend, Parojinog said he wants to cut off shabu’s supply line for good by going after the drug lords and vendors in his city.

In San Roque and Sta. Cruz, Parojinog talked to suspected drug pushers and users and laid out the program of the local government for them once they pledge to stop getting involved in the narcotics trade.

For the drug users, he said they can go to a rehabilitation facility and the city will shoulder for the expenses while they undergo detoxification.

A livelihood assistance package awaits those who want to stop selling drugs.

“They can choose whatever livelihood they want, as long as it is decent and legal,” he said.

What the city government wants, Parojinog said,

is for the drug personalities to come forward and promised not to go back to their old ways.

Meanwhile, the proposed rehabilitation center for the city’s drug users is already in the pipeline after the facility in the province has been filled up as more individuals have voluntarily submitted themselves to detoxification.

Both Parojinog and his daughter, Vice Mayor Nova Princess Parojinog-Echavez, are working together to find a rehabilitation center.

At present, the city government is fasttracking the bidding process to identify a rehab facility that can serve Ozamiz’s users, said Parojinog-Echavez.

She said the city government has found one rehabilitation center that suits the requirements of the city government and may be tapped as partner agency through the public-private partnership program.

“The identified rehab center has, so far, satisfied the requirement having a building and can accommodate 40 persons,” ParojinogEchavez said in an interview.

Earlier, the City Council passed and approved the Comprehensive Anti-Illegal Drugs Ordinance, including provision for the reorganization of the Barangay Anti-Illegal Drugs Council (BADC).

‘Justice delayed, justice denied’ Embattled Cagayan De Oro City Mayor Oscar Moreno has reportedly filed criminal raps against former City Vice Mayor Ian Acenas and 10 other members of the City Council for alleged “usurpation of authority.”

The case stemmed from the resolution, passed by the members of the City Council, during a special session last June 28, 2016.

City Councilor Ramon Tabor, the chair of the city council committee on laws and rules, told the CYNOSURE that the resolution passed during the special session was a “reiteration” of the resolution passed last November 12, 2016, which recognized Vice Mayor Ian Acenas as City Mayor and City Councilor Candy Darimbang and Vice Mayor.

‘K to 12 worsens contractualization’ ACT Teachers’ Party

THE impact of the senior high school phase of the K to 12 program has greatly affected the education sector – from the apparent lack of facilities for senior high school students, to mass termination of teachers and non-teaching personnel.

ACT Teachers Partylist Rep. Antonio Tinio said his group has been receiving reports, from public and private colleges, of mass termination and displacement, diminution of salaries and benefits, and widespread contractualization of teachers and other school employees.

Literary professor Rebecca Anonuevo was one of the 21 professors who were retrenched from Miriam College last June 13.

This is contrary to the claim of the Aquino government’s Education Secretary Armin Luistro that this was the best “best school opening ever,” Tinio said.

Tinio said K to 12 has even brought the practice of “endo” into schools. “Endo” – or end of contract — has become the popular term for the practice by employers in factories or malls of hiring workers for fixed short term periods, usually five months. These employees are also being deprived of their benefits.

In a press conference on Monday, June 27, professors from different universities share a common condition with the start of senior high school.

“With these reports coming directly from our affected faculty, we have seen that K to 12 is an assault on job security, the right to decent salary and benefits, and other rights of labor. This is ironic because while President Rodrigo

He said Education Secretary Luistro once said in a congressional hearing that they will hire professors who will be displaced and will give them salaries equivalent to what they were earning.

Tinio said that faculty and teachers will even get drastically reduced pay.

He said dismissed professors who were hired in DepEd schools were hired as Teacher I, a position with a corresponding salary of P19,000 ($400) a month.

Tadle said the administration has terminated the contracts to avoid making them regular employees, and minimize expense on labor costs. College professors have a three-year probationary period before they become regular employees.

Tadle said once the school prolongs the services of probationary professors, they will have to become regular employees and receive benefits.

“To cut costs, the administration ended their contracts,” said Tadle.

Tinio also said teachers of Central Escolar University Integrated School were made to sign one-page contracts stating that they will only be hired for three years, as contractual and non-tenured.

He said their contracts can be terminated at the end of the three years, or earlier if the teacher is rated lower than “very satisfactory.”

There was no mass layoff at the Mapua Institute of Technology, said faculty president Professor Nestor Asuncion. However, professors had less teaching

loads because there are no incoming first year college students. This has resulted to lower salaries, he said.

He is a General Education professor and most of his subjects are being taught during the first and second years in college.

Asuncion said Mapua offered senior high school, and professors who have few teaching loads can teach in the senior high school, but with a lower salary.

Asuncion said the senior high school implementation in Mapua professors will also have an impact on the cooperative that he also heads. He said the disbursed loans prior to the senior high school implementation may not get paid because professors now have lower income.

Lawyer Severo Brillantes, counsel for the Manila Science High School petitioners said the K to 12 program is a major catastrophe that would have been prevented if only the Supreme Court has decided favorably for the seven petitions filed against K to 12 by different groups. But the high court has denied the petitions.

He said the long-term solution for quality education is for the government to invest in the education sector, not to add two years.

“Put funds to build schools and increase teachers’ salaries and not fund private schools to implement the (senior high school) program,” said Brillantes, adding that Filipinos are already world-class even with the 10 years of basic education.

Tadle also cited the Asian Development Bank’s sector assessment on education in the Philippines which says, “A multitude of public (mostly provincial) and private technical vocation education and training (TVET) colleges have opened, offering an array of programs that are often of very low quality and mismatched with labor market skill needs.”

“The problem of quality does not lie in the years of basic education alone but the low quality of courses,” Tadle said.

Brillantes also said that incoming Education Secretary Leonor Briones should hear them out first before deciding to continue the K to 12 program.

“She said that she will have a consultative leadership but she already released a statement favoring K to 12 without even holding a consultation with us petitioners. We hope that she hears our basis in opposing K to 12,” Brillantes said. (http://bulatlat.com)

11 cops test positive for illegal drugs: PNP

PHILIPPINE National Police (PNP) Chief Police Director General Ronald ‘Bato’ M. Dela Rosa on Monday announced that nine police personnel tested positive during a surprise drug test to PNP personnel including senior officials during the first command conference last July 1.

In a press conference held at the PNP headquarters in Camp Crame, Dela Rosa said that PNP Crime Laboratory conducted the random drug testing to 2,405 personnel including 75 high ranking police officials.

“In line with drug testing program to all PNP personnel that PNP Crime Laboratory has conducted random drug testing to 2,405 personnel from the National Headquarters to Regional police and police districts to include 75 high ranking police enforcers on July 1 at Camp Crame and the test yielded negative result on 2,396 urine specimen submitted for analysis while nine found positive

results this is specimen is subjected to confirmatory test,” he told reporters.

Dela Rosa refused to give the names of cops who were found positive for illegal drugs.

However, he mentioned that most of them were from the Police Regional Office 7 in Cebu.

“They are all coming from the regions, yung mga hierarchy officers negative,” He said.

According to Dela Rosa, the drug test aims to show transparency in the organization and ensure the public that PNP high officials are capable of being role models in leading the fight against illegal drugs.

He said that the nine police officers were from the regional and during the confirmatory test found result within the next two to three days will be immediately axed from their posts and shall face administrative raps.

The CPP claimed that they were successful in their fight against drugs within their territories, what with their “vigilance and militance” in opposition to the entry and operations of the illegal drugs.

It said the most recent case is that of a chief of police in Davao Oriental province who was arrested by the NPA last May 29 and is currently under detention and undergoing investigation for involvement in the illegal drug trade.

In a statement dated June 1, the Regional Operations Command of the NPA in Southern Mindanao said they took Chief Insp. Arnold Ongachen, chief of police of Governor Generoso town in Davao Oriental. The NPA said they confiscated from Ongachen a sachet of shabu.

Resumption of peace talks On the last day of the two-day “Hugpong sa kalinaw” at the Davao City Recreation Center on Tuesday, CPP founder Jose Maria Sison, in a video message, announced the resumption of formal peace talks between Government of the Philippines and the National Democratic Front sometime third week this month.

The suspension order involved the “unauthorized” rental of the city government of a training building for the city’s pugilists amounting to P175,000 without the approval of the City Council.

Moreno, however, downplayed the suspension order because the case was an administrative case filed in 2013, which was already “condoned” by virtue of his re-election to office in the May 9, 2016 elections.

The Ombudsman posted on its website last Friday that it had suspended Mr. Moreno, city budget officer Percy G. Salazar and city accountant Beda Joy B. Elot for three months after it found the three officials guilty of simple misconduct.

The simple misconduct case stemmed from a complaint filed by Puntod barangay chair Marvin G. Beja alleging that the three officials entered into a lease contract to house boxers representing the city without the approval of the City Council.

The case is the latest twist in a two-week saga befalling politics of the city after the Ombudsman released its decision trashing Mr. Moreno’s plea against his own dismissal due to a separate case three days before he started his second three-year term.

City DILG officer Jane J. Docallos said the office has not received as of presstime any order to implement the Ombudsman’s new decision.

At the City Hall flag raising yesterday morning, a defiant Moreno presented 30 young boxers before the crowd and told them, “Just bring home the gold medal and then you are worth the sacrifice.”

The boxers were among those housed by City Hall in 2013 after they opted to follow Moreno, an exMisamis Oriental governor, claiming that his successor Gov. Yevgeny Vincente B. Emano had no clear boxing program.

Mr. Moreno’s lawyer Dale Bryan D. Mordeno said they will be challenging the Ombudsman’s suspension order, claiming that Moreno could no longer serve a suspension for a term that has expired. The mayor’s first three-year term expired last June 30. The Ombudsman’s decision was made public a day after although its official document has not been released yet to any of the parties.
