CAGAYAN de Oro City–– Former Senator Aquilino Pimentel swore in Oscar Moreno and his two political allies--Rep. Rolando “Klarex” Uy (first district, Cagayan de Oro) and his son, Vice Mayor Joaquin Uy, in a ceremony at the Freedom Kiosk in Divisoria Friday morning.

But the rejoicing for the political victories were short lived.

On the same day, the Office of the Ombudsman ordered the suspension of Moreno and two other city government officials for three months without pay.

The Ombudsman directed the Department of Interior and Local Government Region 10 office to implement its order immediately.

The order came as a blow for Moreno who had to stave off an attempt by his political rivals to implement another order from the Ombudsman dismissing him and city treasurer Glenn Banez in the Ajinomoto tax case.

CAGAYAN de Oro City Mayor Oscar S. Moreno called on supporters to stay calm as he and two City Hall officials face suspension from the Ombudsman for a sports development program that produced world class boxers.

“We are standing on strong legal ground. Our defense is clear that budget spent to rent quarters for

boxers no longer needed authorization from the City Council,” said Moreno of the Ombudsman ruling to suspend him for three months along with budget officer, lawyer Percy Salazar and city accountant, lawyer Beda Joy Elot for simple abuse of authority.

Puntod barangay captain Beja sued Moreno for allegedly spending P178,000 to lease a house for boxers under the City Sports Development Program in

2013. The budget came from savings of the city and augmented to the Sports Development Program that produced boxers like world class boxers like Albert and Jason Pagara, Milan Melindo and many amateur boxers now in the national team’s boxing pool.

Moreno said, the 2013 budget ordinance allowed augmentation of budget.

Hedcor helps boost Bukidnon economy via job generation

MANOLO Fortich, Bukidnon—Boosting the economic growth through jobs generation while protecting the environment of its host communities is the top priority of Hedcor, Inc., the wholly-owned subsidiary of the AboitizPower Corp. that offers “Cleanergy” as a solution to the power needs of the country.

Boy Jabonillo, Hedcor vice president for Business Development, said that taking care of the people where Hedcor operates is of prime importance since it is the people who contribute so much to a robust economy.

“We want to help them grow. By patronizing our own, we are helping the economy to grow as well. We are helping the community to generate jobs,” he said.

A total of 800 to 1000 local jobs have been generated since the project started in 2015, according to local estimates.

Hedcor is currently constructing two cascading power plants in Manolo Fortich, Bukidnon. These are the 43.4 megawatt Manolo Fortich Hydro 1 and the 25.4 MW Manolo Fortich Hydro 2.

These Php12.5-B, 68.8 MWs hydropower plants broke ground on April 22, 2015 in time for last year’s celebration of Earth Day. These run-of-river plants will generate a total of 360 gigawatt hour (GWh) of electricity every year.

Jabonillo said the Manolo Fortich hydropower project contributes to the economic growth of the Bukidnon by providing local employment and patronizing local suppliers.

Ronquillo further explained Hedcor’s principles this way: “We are committed to take care of the environment [because] we can do well only by doing good.

We raise money by taking care of the community we are in and the environment.”

The local government units of Manolo Fortich and Bukidnon had recently granted Hedcor permits to excavate the 6-km tunnel that will channel diverted

water from the river towards the turbine of the power plants.

The tunnel excavation is also permitted by the Environment department, which had earlier issued Hedcor the Environment Compliance Certificate (ECC) for the project.

The Manolo Fortich Hydropower Plant is expected to generate power by the third quarter of 2017, benefiting 10,000 households in Mindanao.

Hedcor, which has more than 30 years of experience and is the leading runof-river developer in the Philippines, operates 22 run-off river hydropower plants with a total capacity of 185 MW in the provinces of Benguet, Davao, Ilocos Sur and Mt. Province.

Like drug dealers, Abus should be eliminated

While we agree that eliminating the growing drug problem in the country should be a priority for the incoming administration of Rodrigo Duterte, we also hope that the tough-talking President-elect would give the same importance to removing from the face of the earth the other scourge of humanity, the Abu Sayyaf Group (ASG).

The Abu Sayyaf, which had been quiet the past few years, has resumed its criminal activities in the last few months with the kidnapping of several foreigners. The Islamic separatist group, which has degenerated into a band of bandits after the death of its founder, Abdurajik Abubakar Janjalani, in 1998 and his brother, Khadaffy Janjalani, in 2007, has gained international attention and notoriety following the beheading

of two of their captives, Canadians John Risdell and Robert Hall.

The ASG carried out the beheadings after the Canadian government refused to p ay ransom of P300 million for each after separate deadlines in the past two months. They are still holding captive Norwegian Kjartan Sekkingstad and the Filipino Maritess Flor, for whom they are also demanding P300 million each. More hostages, both foreign and Filipino, languish in other Abu Sayyaf camps.

Earlier, the Abu Sayyaf had released 10 Indonesia crewmembers of a fishing boat after the shipping company reportedly paid a total of P50 million for their freedom. In the past several years, the group had beheaded other hostages after no ransom was paid and released some after payment of ransom in the

millions of pesos.

For as long as foreign governments and companies continue to meet the ransom demands of these bandits, there will be more kidnappings because the Abu Sayyaf at this time exists for the same goal as other criminal groups – money.

The Canadian government rightfully refused to heed the Abu Sayyaf ’s demand for ransom although it had to pay the price – the violent death of two of its citizens.

“The government of Canada will not and cannot pay ransoms for hostages to terrorist groups, as doing so would endanger the lives of more Canadians,” Prime Minister Justin Trudeau said as he called on his colleagues in the G-7, a grouping of the world’s richest nations, to stop paying ransom to kidnapers.

Battling boredom THINK a minute.

This is why Jesus Christ says we can only find a full life when we give it away— by loving Him and others.

We were created to give and make a difference in the world with our own unique abilities and personality.

That’s the only way we can ever be truly happy and satisfied.

So it’s only logical that your Maker is the One Who can show you how to find and fill your special place in this world.

He’s the One Who can give you something to do in life that’s worth your time and abilities.

Something that will make a difference in the lives of people around you.

Will contractualization end under Duterte admin?

THE Duterte administration has been laying the groundwork for tackling contractualization, the employment setup that became a hot election issue last May and one where Duterte led the presidentiables in unequivocally promising to end it. A week before his inauguration, his economic team especially his Labor Secretary Silvestre Bello said they have been given the marching order to work on it, but based on reports these past two weeks, it is apparently working with lower assumption of the extent of contractual-like non-regular work. There are more contractuals or nonregulars than highlighted in findings of government surveys.

D uter te’s e conomic team is also making careful steps around his vow against contractualization, as they are smoothing it out first with the business sector beginning this Tuesday in a consultative meeting in Davao City. This, amid the World Bank’s country representative’s caution against scrapping or abolishing contractualization.

In Davao City where President-elect Duterte hailed, two of his children who were voted as Mayor and Vice-Mayor, are seen as siding with investors in the ongoing strike of fruit workers over contractualization.

Davao City Mayor Sarah Duterte’s husband is lawyer of Japanese-owned Nakashin fruit company, an employer of longtime contractuals now on strike.

After Duterte’s son, Davao City vice-mayor Paolo Duterte, failed to broker a deal between the workers who are demanding reinstatement as regular workers, and the Japanese capitalist who is demanding the end of strike without following through on his early promise to reinstate and regularize them by batches, Davao City Vice Mayor Duterte asked the President-elect this week not to push through with appointing as Labor Undersecretary Joel Maglungsod, former Anakpawis Partylist Representative and longtime labor leader with the KMU. the Abu Sayyaf will have enough money to purchase more arms and recruit more fighters to carry out even more abductions.

The big ger d anger, however, is that with more funds, more arms and more fighters, the Abu Sayyaf can focus its attention again on its separatist and terrorist goals.

In 2000, the Abu Sayyad had about 1,250 fighters that dwindled to just about 200 to 400 members in 2012. From 2000 to 2014, some 500 people had been killed as a result of the ASG’s activities that include bombings, kidnappings, and assassinations.

The Abu Sayyaf, which means “father of the swordsman” or “father of the sword” in Arabic, was responsible for the Philippines’ worst terrorist attack in 2004, the bombing of Superferry 14, which killed 116 people.

Originally formed to create an independent Islamic state encompassing Mindanao and parts of Borneo, southern Thailand and the Sulu archipelago, the Abu Sayyaf will be a major threat to Duterte’s goal of forging peace with the two other separatist groups – the Moro National Liberation Front (MNLF) and the Moro Islamic Liberation Front (MILF).

Abu Sayyaf was formed on the principle that jihad is the only way to attain real peace, justice and righteousness and that the Koran and sunnah (the traditions of the Prophet Muhammad and his companions) are the sole guiding authorities for a future new society.

MILF are agreeable to an autonomous state under a federal system of government, the Abu Sayyaf, once it has rebuilt its army of dedicated fighters, would most probably refuse to deviate from its original goal of a fully independent Islamic state ruled by shariah law.

The Abu Sayyaf has recently released a video where the group pledged allegiance to the Islamic State (IS) and this could mean a bigger headache for the incoming Duterte government since IS-affiliated groups are more violent and more prone to committing terrorist acts.

The spate of Abu Sayyaf kidnappings has already put a damper on the emergence of tourism as a major sector in the Philippine economy.

Several foreign governments have issued travel warnings to the Philippines, particularly in the southern part of the country, because of the threat poised by the Abu Sayyaf.

The military has deployed 5,000 troops to go after the Abu Sayyaf bandits, but numerical superiority has not given the AFP an advantage as the Abus has better knowledge of the rugged terrain and people living in the three barangays where they reportedly operate are said to be protecting them because the residents are given shares of the bounty from the kidnappings.

President Aquino has started unleashing the “full force of the law” but with just a few days left of his term, his hands are obviously tied from staging the war against the Abu Sayyaf more forcefully and is expected to hand over the mission to Duterte.

Will Duterte use the same strong-arm tactics he has vowed to use against the drug dealers and other criminal elements in eliminating this other scourge of society? I think he should, and then show the people in the area that the government has not neglected them by aggressively pursuing the development of the region.

Several members of the media in Surigao were killed or attacked since the early 1980s.

Almeda identified those killed in the 1980s as Vicente Minimnio, editor of Surigao Star; Liting Paloma, publisher of the same weekly newspaper; and Ben Mongaya, contributor of Surigao Star. They were killed in separate incidents, according to Almeda.

Nick Servantes, a columnist of the local weekly newspaper The AgusanSurigao Enquirer, was killed in 2005, Almeda said.

Rey Salas, an editor of Surigao Star and radio commentator, was also reportedly attacked but survived in 1990s.

Manny Kong, a radioblock timer and spokesperson of the Matugas political clan, was attacked twice; in 2003 and 2007, but survived both attacks.
