Let’s refocus, activate our role, and be in control!

CAGAYAN de Oro City–– We’re going through a period of voter anguish these days. There’s frustration and exasperation about chronic problems due to government’s inconsistent or errant behavior. There’s anger about previously unimaginable plunder; many are sick and tired of endless news of abuse and venality that make a mockery of Matuwid na Daan. Bewildered by this frus-

trating drift in the nation’s condition—over which we have no influence or control—we might just as well do something we can influence and control, and maybe derive some satisfaction from getting actual results. It can’t be at national level, though, which is already overcrowded with wannabes and their gimmicks. Besides, the sheer volume and complexity of challenges at that level can be overwhelming for plain

citizens to tackle. Even for one with great resources, and who devotes full time to it, the challenge can be daunting and end in deeper frustration. ***** Better to be practical and realistic, turning to fairly simple but important initiatives that are close to home, literally. In other words, tasks a citizen can and should do even with limited time, energy, and See control, page 11

Filipinos Are Being Fed Poisoned Rice LIFE’S INSPIRATIONS: “… Jesus took bread, and when he had given thanks, he broke it and gave it to his disciples, saying, `Take and eat; this is my body.’ Then he took a cup, and when he had given thanks, he gave it to them, saying, “Drink from it, all of you. This is my blood’…” (Jesus Christ, our God and Savior, in Matthew 26:26-28, the Holy Bible). -ooo FILIPINOS ARE BEING FED POISONED RICE: Our burning pre-occupation with the “disbursement acceleration program” or DAP of President Aquino is sidelining other more important issues in our collective lives as Filipinos whose staple food is rice. Did you know that the rice we have been eating after importing it from neighboring countries is arsenic and is therefore deadly poisonous? A report is saying that arsenic-laden poisonous imported rice could result in serious illnesses like cancer, heart disease, brain damage and a lot more---diseases which are even now killing millions

Kakampi mo ang batas Atty. Batas Mauricio of Filipinos. Now the deadly question: who is in charge of making sure that Filipinos, who cannot eat without rice, are not eating this toxic rice? No one seems to be in charge, no one seems to care, profit is all that is desired here. As the National Food Authority, Department of Agriculture, and the Office of the Presidential Assistant for Food Security and Agriculture Modernization once again allowed the importation of around 400,000 metric tons of rice in a few days from now, this would mean ramming more poisoned food down the throats of helpless Filipinos. Well, Filipinos dying from toxic rice is a good way to control population growth, if you ask me!

-ooo SUBSTITUTES FOR RICE: Where is the arsenic and deadly poison in imported rice coming from? The report bandied about by the People for Empowerment and Truth said it is from the fertilizers used in growing palay. The fertilizers appear to contain arsenic, a deadly poison which is being used, nevertheless, because it assures a bigger yield per hectare of palay. So, if the Aquino government is not interested to stop the importation of toxic and poisoned rice, what can we, as a people, do? Stop eating imported rice, of course, except that, at this point, there is no more way of knowing which rice being sold in the market is imported or is lo-

cally-produced (sometimes, even locally-produced rice are similarly poisonous and arsenic-laced). Then, maybe, we can resort to rice substitutes like camote (or sweet potato) or cassava, and homegrown corn (I emphasize “homegrown” because many corn producers are now steeped into the use of chemicals to hasten the growth of their produce). Also, we can perhaps eat more vegetables, but only those that we grow in our backyards, since many vendors are now using embalming fluid to make their products appear fresh. -ooo EATING THE BODY AND DRINKING THE BLOOD OF JESUS: Of course, I realize that all of these suggestions could be puny, because somehow, all food products here in our country today seem to have been produced using one chemical or another, making them toxic and poisonous likewise, like pigs and fowl, and even fish and other marine products, being fed with chemicallyactive feeds. See batas, page 11

Daily Inspiration Imperfection “Being happy doesn’t mean that everything is perfect. It means that you’ve decided to look beyond the imperfections.” Anonymous

Juvy Sarraga

Many of us seek, work or strive for our hearts desire. We spend much time thinking and imagining something beyond reality. The perfect car, house, spouse or job soon fads as the image of perfect becomes tarnished. The spouse begins drinking, the car is damaged in an accident, the house deteriorates, and the job becomes mundane. Some individuals want to abandon the imperfect situation and seek a new one. Others give up and cease to desire. Some examine and readjust their view of reality. When one begins to accept the imperfections, space is made and allows for true, intimate relationships to exist . So if you are seeking happiness, visit your mind’s eye of perfection and consider revamping that image. Happiness is made possible with the acceptance of imperfections.

Peter Unabia, the man behind the success of Senior Pedro, has climbed up to the ladder and became one of the most wealth persons in Mindanao. Yet, he remains to be humble of his God given blessings. Unabia grew up from a poor and big family in Malaybalay City. He is the ninth of 11 siblings. He became an orphan at a young age, got married to Ging-Ging with whom he has three children. Despite the struggles he encountered during his childhood days, Unabia remains to be very hard working and became a scholar at the Ateneo de Cagayan. He has maintained close ties with his family whom he considered his inspiration to strive harder. Unabia started as a peddler of different basic commodities such as eggs, chorizo, dressed chicken and sugar. But an opportunity knocked on his door when his brother Antoneto gave him the secret recipe for his roasted chicken. With P5,000 capital, he opened Senior Pedro’s first branch in Hayes St. in 1994 and did all the cooking and chopping by himself. Unabia said the name Senior Pedro came from the famous drama aired over the radio in the 1990s which starred Esteban Escudero entitled “Ang Manok ni Senior Pedro.” He said this is to remember the name easily. Not long after, Senior Pedro became an instant hit in Cagayan de Oro. Two years after, Unabia opened his second branch near the Dynasty Court Hotel. And the rest is history. At present, Unabia owns a vast poultry, an ice plant, dressing plant and feeds mill in which 3.75 percent of his earnings goes directly to the Anak Tering Foundation, which was named after her mother Teresa. Now that he is earning more than what he expected, Unabia said he felt sad remembering his parents for not having tasted the fruits of his labor. Its Anak Tering Foundation benefits 2,411 local growers of chicken who grow a maximum of 1,000 chicks and earn P15,000 in every harvest. He came to Mindanao when his mother opted to work as house helper in Balingasag town to support her children. Yulo was orphaned by his father very early in life. His business inclination started when he sold sweepstakes to support his studies. He worked with Fortune Tobacco Corporation for 14 years, without absence!. There were even two instances when inspite of tragic events in his life he never asked for a leave of absence. First his wife died and never requested for a leave. It was only his boss who advised him to go on leave when he heard of Yulo’s predicament. The next instance was when he got married to his second wife. “I did not also want to be absent. I was just thinking that maybe, I can have the ceremony in the evening after office hours.,” Yulo narrated. Yulo said it was his nature to be very efficient and ön-the-dot” in his work schedules. “It was also in Manila where I found out why there was always a shortage of supply of the famous Tanduay Rhum. I went to the plant where the Elizalde’s manufacture the Tanduay Rhum. I saw several barrels with faucets. The workers manually fill each bottle from the faucet of the barrel filled with rhum. Thus production was very slow. When Lucio bought the Elizalde Rhum business, he installed the modern system of filling-up bottles like the ones used by Coca-Cola and other softdrink companies,” Yulo said. When I went back to Cagayan de Oro, he bought a car for PU service. The single PU

car grew into 26 units of taxicabs. Then, much later he started a travelling supply business selling all kinds of items that would fit in his truck. His trading business included selling spare parts, office supplies and equipment, hardware, construction materials, various home and kitchen items. That started his own GTY MKTG. & GENERAL SUPPLIES company. His transactions with government offices, private businesses and individual stores run into millions of pesos now. My secret to success? Its perseverance, hardwork and innovation, humility and good p.r. relations with people, and a will to survive even in the midst of hopelessness. I also lived a simple and non-extravagant life. My advise to meager earners is: Ïf you earn 100 pesos a day, do not spend P110 pesos. ORO ASIAN AUTOMOTIVE CENTER CORP. Transport Industry is an automotive institution. AMBOANGA CITY – Abu Sayyaf gunmen released the last of 4 social workers they kidnapped in the southern Philippine province of Sulu, officials said Wednesday. Sulu police chief, Senior Superintendent Abraham Orbita, said they recovered Roberto Saputalo near the village of Kagay in Talipao town late Tuesday. “His safe release was due to the pressure of law enforcement operations by security sector and the local government,” Orbita told the regional newspaper Mindanao Examiner. He said Saputalo was brought to the provincial hospital for a routine medical check-up before being reunited with his family. Abu Sayyaf militants also freed recently two other social workers,

couple Nurhati and Mark Sicangco, in the village of Danag in Patikul town and were fetched by their relatives and brought to the house of the local vice mayor. It was unknown if ransoms were paid for their safe release. The kidnappers had earlier freed another social worker Lerna Jurah. The four social workers were conducting a houseto-house survey on the government’s anti-poverty program for the Department of Social Welfare and Development when armed men seized them in the village of Upper Sinumaan in Talipao town. The Abu Sayyaf is still holding at least 10 kidnapped victims, including foreigners seized from the neighboring TawiTawi province and Sabah in Malaysia. (Mindanao Examiner)

The case remained pending in the court and witnesses and survivors refused to appear in a subsequent court martial due to fear of reprisal. “Oplan Bayanihan, besides racking up the countryside to rid of insurgency, goes in tandem with the administration’s economic program. It is also designed to quell the people’s defiance of business interests and suppress the legal mass movement that demands meaningful reform and

social change,” Malayao stressed. According to KAMP, the Capions lived in the site of the $5.9-billion Tampakan gold-copper project of the Sagittarius Mines, Inc. (SMI.) The mining project was vigorously resisted by the B’laan tribe for several years, which lost other leaders and members along the way, including the Capions. “Aquino has no intention to end the killings in the Tampakan mine site.

IP group scores Aquino for rising deaths, displacements of indigents

By MART D. SAMBALUD

AVAO CITY – An organization of tribal communities on Wednesday scored on the Aquino administration over “the escalating deaths and displacements of Lumads in the country because of large-scale mining projects, and of the implementation of counter insurgency program Oplan Bayanihan”. The tribal organization, Kalipunan ng mga Katutubong Mamamayan ng Pilipinas (KAMP), claimed that indigenous peoples “are

not spared of government brutality” over issues of extrajudicial killings, saying that “44 indigenous peoples have been killed by state

forces since 2010”. Piya Macliing Malayao, spokesperson of KAMP, told Davao Today that tribal communities have their ancestral lands “forcibly grabbed through intimidation, harassments and threats due to sham development large-scale mining projects”. Mlalayao said tribal communities lose 11 residents annually to killings allegedly done by government forces. “These are brutal killings of indigenous men, women, and children from

indigenous communities all over the Philippines.” Malayao cited the “Capion Massacre” where a B’laan family brutally was killed on October 18, 2012, in Kiblawan, Davao del Sur by soldiers of the 27th Infantry Battalion. The Mindanao Alliance of Indigenous Peoples and Kusog sa Katawhang Lumad sa Mindanao (KALUMARAN) noted that the massacre “was intentional and not a result of an encounter as claimed by the Philippine army.”

Parents play vital role in child’s school performance By Eleanor C. Togonon Teacher-III/School In-charge Teofilo Morales Sr. Memorial Elementary

Home is a foundation of each child. It is where he first learn and attain knowledge from. He learn from his parents, siblings and the environment provided to him by his parents at home. Parents play big role in their child’s mental growth. Their interest as well as talents could be exposed once they will gain confidence and know their capabilities. One task parents could do in the stage of development is to support and appreciate what their child could do. Sparing time for their

children is responsibility of the parents because ignoring them will make them feel unimportant and eventually lose their interest in studying. They should have time to discuss the topics their children learned from school. It is even good that parents would ask their children daily such as on what did they gained from school in a particular day. Parents should as well help them in their studies. If possible, talk to them about the how can they improve and make them aware of the importance of study

in their life, among others. Through this, children will start taking interest in their studies.Parents could also help in their children’s learning ability by providing them a supportive and educational environment at home. They should prevent things that can distract children from studying such as watching television during study time. Providing a quiet place for studying is also a good practice for it will help children to have concentration in their studies. It is good also that parents would learn to show appreciation even to their children’s tiniest achieve-

Classroom climate: In creating inclusive environment

ment. This could be done through congratulating them when they gained high scores from exams, for one. These little ways will give them confidence and in addition, would encourage them to achieve higher. Doing things such as encouraging children to maintain a good studying habits, looking over their activities, discussing with their problems and linking with the teacher and asking them about their status are also great help to children’s education. Being a parent is continuing. It does not stop. It does not end even children are already out of home.

Enhancing student performance through home-school efforts By Blue R. dela Cerna Teacher-III Upper Montol Elementary School Upper Montol, Bonifacio, Misamis Occidental

Teachers are considered responsible for instilling knowledge and values to students. In school, they are not just typical teachers, but parent as well. Teachers are person who the students with during class hours. They know how a student behave and how did he do in his studies. They are the ones who took over the role of the parents once a child leaves his home and comes to school. Thus, it is very important for parents to collaborate with teachers in matters concerning their child. May it be on study habits, behaviour and how to improve values and reprimand bad acts. In a column of Patrece

Charles-Freeman published online, parents benefit from being involved in their children’s education by getting ideas from school on how to support their children. It is good also that parents should build a positive relationship with our children’s teachers. Freeman gave important tips to parents in accomplishing such task. These include making their interaction positive, preventing to be angry before getting the facts and avoiding going over their heads by consulting them first before going to authorities higher than them. Freeman also reminded parents that most teachers are sensitive. Teaching is an intensely personal job.

Teachers are people who are paid to care about the thoughts and feelings of others. Finally, good teachers welcome dialogue with parents, because it gives them a better understanding of their students. However, teachers must remember that parents have the right to expect timely notification regarding students’

academic performance and behaviour. In the parentteacher relationship, like most others, communication is the key. House and school are places student considered as home. This should be the reason behind parents and teachers and other school authorities joining handin-hand to provide quality education to students.

Learning is a complex process that teachers should observe the quality of the subject, especially its social and emotional dynamics. It is because it contributes to the learning and performance of the students. As a matter of fact, various studies such as the one done by Carnegie Mellon University, an international research and education institution, found out that climate in the classroom affects the learning of the students. The classroom climate regulates the circulation and construction of knowledge. For instance, in a classroom, it is better that students will be participating in the class discussion in a manner that it is them who volunteers. This makes the discussion rich and conversing since there are different perspectives being presented. In addition, students will not feel that their ideas are undervalued. This climate could also affect meta-curricular and citizenship skills. For example is during group works. In here, students can learn to work with students that

are different from them and produce a productive outcome. It is in the way that leadership skills, communication skills and conflict resolution will be developed. Classroom climate engenders emotions that impact learning. In a productive class, emotions such as excitement for discovery, joy, satisfaction and pride at one’s accomplishments characterized learning experience that motivates students to further learning. These emotions are positive. Conversely, negative ones also exist that could possibly demotivate students in learning. These include fear, shame or embarrassment for being wrong, or boredom and apathy about the lesson. Encouraging productive and effective learning to students is a kind of assessing and determining the classroom climate that greatly affects the process of absorbing lessons among students. The success of determining and applying appropriate climate would then result to a successful learning process.

Instead, he emboldens mining corporations to exact human rights abuses against indigenous peoples by assurances of protection for their mining interests by the AFP, and even warranted mining corporations the use of paramilitary groups to secure their business,” Malayao said. In a 2013 written report by the Europe-Third World Centre (CETIM) and Franciscans International submitted to the United Nation Human Rights Council (UNHRC), it noted that “In all cases, military elements of Task Force KITACO were accused by survivors, and witnesses were named as perpetrators.” Task Force KITACO is a composite group of police, military and government militia. Malayao also recounted the massacre of the members of the Ligiw family of the Binongan tribe in BaayLicuan, Abra. “Seventythree-year-old AmaLicuben Ligiw, and his sons, Freddie and Eddie Ligiw, were killed in a massacre described as one of the worst in recent Cordillera history. “The three went missing on March 3, 2014 and were found three days later buried in a shallow grave, piled on top of the other. Their bodies showed signs of torture, and were bound at the hands by thick nylon ropes, their mouths gagged. There was evidence that the three were dragged to their graves.” The Ligiw family, KAMP said, “was active in KASTAN (Kakailian Salakniban Tay Amin ti Nagtaudan) and

[the slain members] were vocal critics of militarization and encampment of government troops in their community. Surviving members of the Ligiw family point to the military for the killings”. KAMP said Baay-Licuan and nearby villages are highly militarized areas. “The Ligiw family may be the best example of how civilians fare in the warpath of Oplan Bayanihan. The counter-insurgency scheme victimizes unarmed civilians, especially those critical of the government.” “Not only does the Aquino administration violate indigenous peoples’ collective rights to land and resources, but expressly violate their individual civil and political rights. For four years and it has done nothing to give justice to IP victims of human rights violations, or even to show the least respect for indigenous peoples’ rights,” Malayao added. (davaotoday.com)

scapegoats. After only two days of investigation, they effortlessly filed charges against the three,” the statement said. “The AFP and PNP know that they have no genuine witnesses to prove their accusations. But they will not hesitate to make scapegoats out of civilians to fool the public into believing that they have not been idle in cases like this. In doing so, they are soiling their own image and alienating themselves all the more from the people,” it added. Okinlay was ambushed last July 2 on his way home from a visit to Barangay Bontongon, Impasugong. The NPA had admitted responsibility for his death. On July 10 MindaNews reported that the Yanggo brothers were former rebels who surrendered in 2011 and received financial assistance from government based on records from the Office of the Presidential Adviser on the Peace Process. “It is important that we know how they were identified. We thought they already surrendered…. How do we know if they are not fall guys?” he added. “The communists may even laugh at us if that is so,” Vice Governor Alex Calingasan said during a hearing held by the Sangguniang Panlalawigan on July 8. Police officials said during the same hearing that the Yanggo brothers had indeed surrendered. In the same statement, the NPA also said “the Police Public Safety Company arrested three youngsters in Sitio Maynaga, Brgy. Iba, Cabanglasan, following the NPA’s attack on Sumifru’s pineapple plantation in the area”. The statement cited that Insp. Joan Galvez, information officer of the Bukidnon Provincial Police Office admitted on air that they filed arson charges against Melvin Anggumao and Joefrrey Ganancia, of Maynaga, Barangay Iba, Cabanglasan town. It said police refused to release the Anggumao and Ganancia even if neighbors and barangay officials had vouched for the innocence of the two suspects. The NPA attacked Tuesday noon the pineapple plantation of Sumifro in Maynaga, destroying a boom spray and seized a KG9 machine pistol from the company guards. Last week the NPA also attacked a plantation in Barangay San Jose, Que-

from page 4 resources to spare. The tasks should partake of nation-building—small chores in the community that make up the big things in the nation. One such task is trying out autonomy or self-governance in our community, a task we citizens have not been performing although dutybound to do so. The reason we haven’t done so, some say, has to do with a neglectful attitude or apathy. Others point to laziness, habitually relying on the few officials in the barangay hall to do the governing. ***** Yet we have long been mandated to govern ourselves, to make autonomy a reality in accordance with the principle of subsidiarity. This principle requires that any task of government that can be done at a lower level should not be delegated to a higher level. It is the essence of autonomy or selfgovernance; but very few, if any, seem familiar with it—or, being used to rely on an oligarchic system, very few are comfortable with implementing it. For example, the formulation of policies and plans for one’s community is supposed to be done in a participatory manner by the barangay constituents in conjunction with their local officials. But the officials don’t let them, preferring to do it by themselves. The constituents aren’t even consulted. The officials don’t even bother to inform or invite them to hearings or meetings on the development planning process. ***** It has been like that since anybody can remember, such that even on rare times when they’re invited, they don’t bother to attend or participate. This has had unfortunate effects. It has bred a cynical attitude. “What’s the use?”—people say, “they won’t listen to ideas or suggestions anyway!” And it never seems to occur to the people that they can insist on participating; it’s their community, they’re the sovereign citizens, the officials are their public servants! In fact, if they have no confidence in the officials, their public servants, they can replace them using their power of recall—taking back the power they delegated to them during the elections. ***** It takes only 50 signatures of the barangay’s constituents to trigger a recall initiative; but no one seems familiar with the procedure, or confident enough to initiate or spearhead it. Meanwhile, without the people’s participation, no relevant policies or innovations are generated for the community and no comprehensive development plans are prepared. This has been made plain where disaster after disaster

with any degree of preparedness. Then since the officials are left to themselves, the plans and activities they do prepare are concerned with politically expedient programs and projects, which of course turn off the sensible constituents, deepening their apathy. ***** Thus, the official policy of autonomy for local governments starting with the barangays—our primar ylevel governments—still has to be realized after more than a generation since it was mandated. The people remain dependent on often incompetent or corrupt local officials who prefer things to remain as they are, meaning, under their total control. For as long this situation prevails, the constitutional dictum that sovereignty resides in the people and all government authority emanates from them will remain meaningless to our people. And we shall never have a government of the people, by the people, or for the people! Time to wake up and dust off your sovereignty, be assertive, and be in control of our republic! ••• Manny is former UNESCO regional director for AsiaPacific; secretary-general, Southeast Asia Publishers Association; director, development academy of Philippines; vice chair, Local Government Academy ; member, Cor y Govt’s Peace Panel; and PPI-UNICEF awardee, most outstanding columnist. So what can we really do? The Bible has an answer. In 1 Corinthians 11, we are told that we should always remember Jesus Christ, our God and Savior, whenever we eat and drink. We should always ask that the food we eat be transformed as the body of Jesus, and the drink we take be made as the blood of Jesus. This will give us a healthier and longer life. Here is a part of 1 Corinthians 11: “So then, whoever eats the bread or drinks the cup of the Lord in an unworthy manner will be guilty of sinning against the body and blood of the Lord… For those who eat and drink without discerning the body of Christ eat and drink judgment on themselves. That is why many among you are weak and sick, and a number of you have fallen asleep…” -ooo REMINDERS: Please tune in: “Tambalang Batas at Somintac”, at 1062 kHz on the AM band, Mondays to Fridays, at 6 a.m., simulcast, real time, over 1080 kHz in Dagupan City, 711 kHz in Naga City, 1260 kHz in Lucena City, 1224 kHz in Davao City, and worldwide, at www.eaglenews.ph; “Kakampi Mo Ang Batas”, at 103.7 mHz in Don Carlos, Bukidnon, Mondays to Fridays, at 7 a.m.; and “Kakampi Mo Ang Batas” at 801 kHz on the AM band (Panay Island), Mondays to Fridays, at 10 a.m.
