PROSPERIDAD, Agusan del Sur -- A self-confessed reformed prohibited drug user, Gov. Adolph Edward Plaza is vigorously pushing for an alternative drug rehabilitation platform to help drug addicts in the province mend their ways and recover back to normal productive lives.

The frenzy on mass surrender among thousands of residents in the past few weeks gave Plaza the opportune time to spearhead the setting up of an Outpatient Drop-In Center (ODIC) at the provincial Capitol managed by a home –grown international addiction therapist.

The governor who had gone through drug rehabilitation several times said he is more interested in ODIC than the regular rehabilitation center which he regarded as just therapeutic community that would only physically detoxify a drug See pushes, page B7

PDIC raises P62.79-M from public biddings The Philippine Deposit Insurance Corporation (PDIC) successfully raised a total of P62.79 million from the sale of 54 corporate and closed banks’ properties during its sealed public biddings conducted in the second quarter of 2016 at the PDIC Office in Makati City.

A total of P33.74 million was raised during the May 31, 2016 bidding involving 37 corporate and closed

banks’ assets. This yielded a premium amounting to P6.8 million against the aggregate minimum disposal price of P26.9 million. The properties sold are located in Parañaque City and in the provinces of Benguet, Bulacan, Ilocos Sur, Isabela, Misamis Oriental, Nueva Ecija and Pangasinan.

The expeditious liquidation and resolution of assets is a strategic direction of PDIC, as liquidator of closed banks. To carry this out, PDIC conducts various asset disposal initiatives such as biddings, auctions and negotiated sale.

Much common issues among young ones of today are the teenage pregnancy and gadgets addiction. It continually spread in various places not only in cities and other urban areas but even in the remote areas, like barrios and sitios.

In school where I am recently employed, I have encountered two cases of teenage pregnancy among my students. I was so stress during that time when I learned from their friend that one of them attempted to abort the baby. Accordingly, she had taken some pieces of Mahogany seeds with a soft drink as she heard it is effective to heal dysmenorrhea and hoping she would get her menstruation back.

Fortunately or unfortunately, she was unsuccessful. I talked to her and offered my help by informing her family about her situation and made communications to the family of the second party. The problem was resolved by both parties through a specific agreement, they let the two minors live in a separate shelter.

But the story did not end until there because recently I learned that the life of the two young livein partners (not yet wed due to underage) became so miserable.

They stop schooling because they have to work for their daily survival especially that they already have a baby. The young mother got pregnant again after one year of giving birth to her eldest. They always fight with her husband

They both looked older than their real age.

The question is “who’s to blame with their situation?”, is it their parents because they let the two young people get into marriage at a very young age, their teachers because they did not inculcate into their mind the value of morality and standards, or is it really the two teenagers because they did not plan for their future?

In my view point, neither of them deserved to be put all the blame because they are also victims. As I have observed, cases of early pregnancy that resulted to early marriage or abortion became rampant when technology advances itself throughout the country. Cellphones, televisions, computers and gadgets are main contributors of it. Moral values and standards of people are gradually corrupted with their exposures to pornographies, bed scenes and public display of affection (PDA) in movies and telenovelas. Even our elementary grade pupils showed “kilig” expressions when they saw kissing scene in television. High school students usually made impulsive and abrupt decisions based on what they feel, not considering the outcome.

It could not be denied that technology advancement has been so much useful to us. It makes our work and life easier; however, we could not also renounce its consequences to our young ones especially in making hard decisions in life.

Even in classroom situations, such issues are very much common. Cellphones and computers broached communications and internet games that made our young people confused and rebellious.

High school students who are fond of playing COC’s and other games in their cellphones were branded “loading” because they could not easily recognize calls from outside of the gadgets they hold and got difficult to process instructions from the teachers. Group and individual participation in classes declined because they are busy with their cellphones. Discipline tends to be less effective to apply because they are aware of their rights and they know that they are protected by law.

Education workers find ways and means to make such gadgets useful in learning. In fact, some teachers required their students to use their cellphones for research relative to their lessons. Some required taking photos on parts of the lessons posted on the board instead of copying it to their notebooks. The only things that the teachers found difficult with the gadgets on the hands of the students are to inculcate the minds of the young ones the value of morality and standards and to mold them to become a better and responsible person.

With such realities and situations, could it be fair enough to allow our young students to access gadgets in school and liberate them in making their own decisions?

SP set to work on Oro’s Local Energy committee tackles MOA for Climate Change Action Plan electrification project THE proposed Local Climate Change Action Plan (LCCAP) of Cagayan de Oro City is now being reviewed by the 18th City Council headed by Vice Mayor Raineir Joaquin V. Uy, through the committee on environment and natural resources chaired

by Councilor Zaldy Ocon.

During the committee meeting yesterday, Councilor Ocon cited the importance of the LCCAP, especially as the country is hit by five to ten or more typhoons every year.

He said while the government is looking into measures to address climate

change issues, the task has not been easy.

The LCCAP and the Vulnerability and Adaptation Assessment Report was submitted by the City

Planning and Development Office.

Based on the Cagayan de Oro Declaration on Strategic Climate Change Actions, for the environment sector, the goal is to rehabilitate 60 hectares of mangrove and 25 hectares of reef areas in five years, increase forest cover to 25-percent in five years, decrease air pollution levels and greenhouse gases by 50-percent in five years.

The objective of the plan is also to improve the quality of inland, coastal and ground water resources based on their designation classification and to improve efficiency of solid waste

management system.

Programs for the social, economic, infrastructure sectors and land use development are also included in the proposed LCCAP. During initial discussions yesterday, committee members noted that no skeletal framework plan was submitted to the City Council.

City Disaster Risk Reduction and Management Office (CDRRMO) overseer Mario Verner Monsanto added that he has not seen the proposed LCCAP. Councilor Ocon said the committee will again tackle the matter next week.

THE City Council Committee on Energy chaired

Lao, Jr., met yesterday to discuss the proposed Memorandum of Agreement (MOA) b etween Misamis Oriental Rural Electric Service Coop, Inc. 1 (MORESCO) and the city government of Cagayan de Oro for the electrification project at Fil-Chin Upper and Lower Phase 3 Relocation Site, Calaanan, Barangay Canitoan, this city, and the proposed ordinance authorizing the city mayor to execute and sign the MOA. Specifically stipulated in the MOA is the extension of primary line of electricity at the Chinese Relocation Site Phase III with a construction cost of P187, 787.93, single phase line at Upper Relocation Site, Calaanan at P723, 068.57 and single phase line at Lower Relocation Site, Calaanan at P419, 921.45, respectively.

During the deliberation, a representative of MORESCO said under

the MOA, the city government will shoulder the construction cost of the primary line.

It was learned that in the development plan submitted more than five years ago by the city government to MORESCO, the relocation site was not included, but was made only as an additional project.

In its endorsement, the City Legal Office said the MOA is in legal order.

However, considering that there is a requirement of funding from the city government, the legal office recommended the enactment of an ordinance appropriating the needed funds and authorizing the city mayor to execute the same.

The proposed MOA, along with necessary supporting documents such as the Program of Works (POW) was submitted to the committee on finance, budget and appropriations chaired by Councilor Edna Dahino for budgetary allocation. (JAO)

Winners of the Division Schools Press Conference which ended last Sunday will be the city’s representatives to the Regional Schools Press Conference which will be held later in the year. The regional winners will then be sent to the National Schools Press Conference which will be held in Dapitan City next year.

The schools press conference was institutionalized with the passage of Republic Act 7079, otherwise known as the Campus Journalism Act of 1991.

Here in Cagayan de Oro, the Division Schools Press Conference was held last Friday to Sunday at the St. Mary’s Academy. There were a total of 41 public elementary, 34 public secondary, 12 private elementary and 14 private secondary schools which sent in their delegates.

Already, Chua, who hails from the interior town of San Luis, has been making the rounds in different towns to consult those who already pledged at the police –initiated mass surrender for Shabu (methamphetamine hydrochloride) pushers and peddlers and asked those who are willing to fill up a 10-question questionnaire form needed for ODIC validation.

Results of the ODIC study in San Francisco town showed six drug users were already at the severe risk stage, 45 were at moderate risk and the rest were just normal that can be easily reformed.

Plaza is bent on establishing clustered ODIC programs in municipal level with rehabilitated former severe risk patients to become counsellors.

“Those who are rock bottom SUD victims are good materials for counsellors,” he said admitting that it took him 19 years of being hooked into drugs in his younger years before he decided to stop the bad vice on his own.

The ODIC is temporarily holding office at the Provincial Social Welfare and Development Office but will be permanently moved to a separate new building for the Substance Use Recovery and Enlightenment Program.

“We need volunteers but these volunteers must have experience on substance disorder so that they already know the components of treatment like assessment and other activities. This is our way of reaching out our partners called outreach objective. Our goal therefore is to establish contacts, build trust, develop relationship and provide needed linkages,” Chua said.

The provincial government has generated funds from maintenance of offices and building in different department to initially set up ODIC but he assured the SURE program will be given regular budget next year since ODIC patients will be treated from 90 days

to 18 months depending on the case.

With about 6,000 drug dependents who surrendered since July 1, Plaza said the situation has already reached at the alarming level that should be collectively addressed by all stakeholders in the province.

“This is budgeting time, and I am asking all mayors to please give your utmost attention to this situation by setting aside funds to help address the financial requirements to this program of eliminating the illegal drug problem in our country,” Plaza said.
