Hotline 911 to start on August 1

11 mayors deny involvement in illegal drug trade AT least 11 mayors in the province of South Cotabato denied on Wednesday any involvement in the illegal drug trade and related activities, and expressed willingness to undergo drug tests and investigation by authorities.

In a press conference in Koronadal City, the mayors countered earlier reports that linked some of them to illegal drug activities and branded them as “baseless and mere political propaganda.”

“There is no mayor in South

Cotabato who is involved in illegal drugs,” declared Tupi Mayor Reynaldo Tamayo Jr., president of the League of Municipalities of the Philippines-South Cotabato chapter.

He said they had checked with the Police Regional Office-12 and the Philippine Drug Enforcement Agency (PDEA)-Region 12 regarding a supposed list of mayors in the province who are reportedly involved in the illegal drug trade and found out that it

Group sees end to farmers’ misery under Duterte’s admin

CAGAYAN de Oro City-Foreign delegates from the International Solidarity Mission (ISM), who visited the marginalized communities in Northern Mindanao, expressed optimism on Wednesday that the administration of President Rodrigo Duterte could address the problems of marginalized farming communities in the country.

The ISM delegates, most of them coming from the

United States, have been assigned in various areas in the country to observe the lives and problems confronting the marginalized farming communities from July 16 to July 20.

The delegates would discuss the various observations on different forms of human rights violations and denial of basic services during the scheduled International Conference for People’s Rights in the

Philippines to be held in Davao City on July 23-24.

Rhondalei Dabuat, 36, from Seattle, USA, said that the experience she had while visiting the landless peasants in Northern Mindanao gave her optimism that the stories of the landless farmers would spark a change that would propel them for a better future.

I must answer is: Do we choose to change and live the way we know is best? Or do we choose to keep doing what is easy and comfortable? Remember, if things don’t change, they’re going to stay the same!

If you keep telling yourself that you will never succeed because people and life are unfair to you, then that is the life you will always have.

Your same, unsatisfying life with no real challenges or success. But it is your choice.

The problem is that most people choose to stay and live in their comfort zone.

This is all the familiar things we’ve known all our life.

Our habits and way we’ve always lived. Our same thinking and lifestyle. But because we already know what these things are like, we feel safe and comfortable with that kind of life,

even though we may not be happy or successful.

Yet, we’re afraid to try something new, since it will force us to start changing some things in our thinking and way of living. But if we want to reach our potential and enjoy the excellent life we were created for, we must leave our past, wrong life, and the excuses we make for it.

This is why Jesus Christ came to forgive and free us from our wrong, unsuccessful way of living. He is the only way you can start living the right way that works, so you can enjoy life to the fullest.

Though an adjunct professor now, it is in my discretion to bring the best in the provinces; the power is now in my hands to decide whether or not my locale

will taste being in the center of research dissemination activities to advance the social sciences fields.

I rather bring what is progressive to the province because it seems to lag behind in terms of developing a research culture which means it cannot yet compete in the knowledgebased economy. This is time for Boholano professors to reflect how they can advance in lieu of tolerating a negative culture in their institutions. Remember and note well: I rather choose Bohol than allow Manila to monopolize power.

Anyway, the participants of an international conference would not be excited if this international conference will be held in Manila.

The city is overpopulated, the traffic is miserable and if they want to go to see tourist destinations, the best of their options will take longer to travel from there. While in Bohol, they have numerous options for a side tour and they will not be short-changed.

In the provincial milieu, Hennan Resort has housed an international conference by non-academics and the hotel has good facilities.

The airport may not yet be finished by 2017? Let us see.

Iloilo can also be an option to hold this international conference.

It has five-star hotels and the Iloilo Convention Center holds an international conference.

The participants, however, will also consider the side-tour because it is also their priority. The organizer will decide.

For those who are not aware, this conference is for those who are excited about presenting papers in the fields of social sciences—economics, business, corporate and public governance, political science, and sociology, among others.

The aim is to gather a wide audience of academics, policy maker and practitioners, engage them in fruitful debate, and facilitate mutual understanding.

Furthermore, it seeks to provide an avenue for those who come from multi-disciplinary interests to meet with professionals inside and outside their particular disciplines.

Elman said a dismissal order is usually implemented 10 days from the day the DILG directors receive them. While some are facing challenges in serving the orders, Elman said others have been implemented.

“We have the prominent cases – criminal cases against six mayors and 8 municipal councilors,” Elman said during Wednesday’s AFP-PNP press corps at Task Force Davao.

Among those facing criminal cases are former representative and now Davao del Sur Governor Douglas Cagas, incumbent mayors Oscar Moreno of Cagayan de Oro, Reynaldo Parojinog, Sr. of Ozamis City, James Joyce of Jose Abad Santos in Davao Occidental, former mayors Romeo Januto of Norala, South Cotabato; Alberto Acain of Libertad, Misamis Oriental; and Alex Wangkay of Jose Abad Santos, Davao Occidental.

Cagas, who is currently detained for the case linking him to the murder of journalist Nestor Bedolido Sr., is charged by the Ombudsman with two counts of violation of Section 3(e) of the Anti-Graft and Corrupt Practices Act (Republic Act No. 3019), two counts of Malversation and one count of Direct Bribery for anomalies in his Priority Development Assistance Fund (PDAF). He was also accused for alleged ghost livelihood projects amounting to PhP16 million with funds supposedly sourced from his PDAF. After winning in the May 9 elections, Cagas reportedly sought the court to post bail and be allowed to work as governor. When asked how this impacts on the Ombudsman case, Elman said it is up to the court to decide.

On the other hand, Mayor Joyce of Jose Abad Santos is facing charges for grave threats and slight physical injuries in connection to an incident wherein the mayor allegedly attacked a complainant by fistic blows and threatened to kill him.

Aside from the indictments of the prominent elected officials, Elman said there are also several officials in Mindanao dismissed from service that included a vice mayor, and officials of the Department of Social Welfare and Development (DSWD) and the Department of Agrarian Reform (DAR), among others.

The preventive suspension of a municipal mayor was likewise ordered, finding strong evidence of his participation in a brutal massacre.

Elman said they will also asked the Secretary of

the Department of Social Welfare and Development (DSWD) to implement the order on indicted nine employees of the DSWD regional office namely: Assistant Regional Director for Administration Mila T. Segovia; Administrative Officer III Raffy S. Mag-Aso; Financial Analysts Ricardo Abad II, Marife S. Tan, Cris Anne T. Pormento, Mary Jane M. Adlawan, Pompa A. Bandigan; and Consultants Ma. Annabelle S. Jabla and Santos M. Eusebio, Jr. They were charged with falsification of public documents in relation to the construction of bunkhouses for the families hit by typhoon Pablo in 2012 in Compostela Valley and Davao Oriental.

Meanwhile, as of June 30, the Ombudsman has already recommended the dismissal from service of 55 government employees.

Elman noted an average of nine dismissals a month since January. Last year, the Ombudsman recorded the highest dismissal orders with 164 public respondents in Mindanao.

They have also resolved 474 cases of the 1,302 cases they received during the first six months of the year. In the same period last year, Elman said they resolved 106 cases of the 2,133 cases received.(PNA)

The Ombudsman said that the respondent’s approval of the rehabilitation leave was without basis and violated the CSC-DBM Joint Circular which states that the privilege must be conditioned on the fact that the injuries were sustained while in the performance of official duties.

In a visit to Davao City recently, I and some journal-

ists went to Davao Central 911 as part of the Department of Tourism’s Davao familiarization tour. My colleagues tried to make a call, just to test if the hotline really works.

It operates through coordinative approach to address concerns on crime, terrorism, traffic, health, emergency services and disaster risk reduction through using information, technology and intelligent solutions.

When in an emergency situation in Davao, all it takes is to dial 911 and rest assured that there is someone to help.

The tour, of course, was for us to have a glimpse of how it works. But Davao Central 911 was one of the reasons why we appreciate how the local government takes care of its people.

Indeed, 911 was created to provide protection, security, safety and risk management to Davaoeños.

Now, 911 is no longer just an emergency number in Davao City; all Filipinos can now benefit from the service seen as vital in crime prevention, maintain order and public safety.

Hotline 911 can be accessed any time, regardless of network provider.

Telecoms giant Globe, however, requested a little more time from the National Telecommunications Commission (NTC).

According to NTC Commissioner Gamaliel Cordoba, Globe subscribers can start accessing 911 on August 18. For the meantime, Globe can provide the Hotline 117, which has the same function, said Cordoba.

At present, Cordoba said Hotline 911 is being tested.

He added that currently, there are 30 people manning the hotline in Metro Manila, and 15 in Cebu.

Cordoba, meanwhile, emphasized that the public must avoid making prank calls.

In Davao, the staff said they block prank callers if they did it for the second or third time. Cordoba said they haven’t discussed yet if they are going to block prank callers, but he highly discourages the public in making prank calls.

Lastimoso said the latest case was a 27-year-old male who was initially diagnosed with the disease in Davao City last year.

She said the patient did not avail of the ARV treatment and later submitted himself to another screening here when his condition worsened.

The official said the patient might have thought that a different result could emerge if the test is conducted in another area.

But she explained that the confirmation of all samples screened by private and government testing centers in the country are done by the Department of Health’s (DOH) SexuallyTransmitted Diseases/AIDS Cooperative Central Laboratory in Manila.

“His condition was again confirmed but by then it was already too late,” Lastimoso said.

She said the patient’s life could have been prolonged if he immediately availed of ARV treatment upon the initial diagnosis.

The DOH provides HIV/ AIDS patients with free maintenance or ARV drug treatment, which mainly stops the multiplication of the infected person’s viral load and eventually prevents them from further spreading the disease.

In some countries, the use of antiretroviral drugs has helped effectively lower the incidence of HIV infection to about one percent and eventually stabilized the detected cases.

As of June, the CHO said the number of confirmed HIV/AIDS cases in the city has already reached 361.

Most of the confirmed HIV/AIDS cases in the city were found among male professionals in the 22 to 25 age bracket who were engaged in “risky sexual behaviors.”

They include gays, bisexuals, men who have sex with men or MSMs, and others who engage in unprotected sex and with multiple partners. (MindaNews)
