This, pompted authorities to find ways where to accommodate more than 200 of them. How Catholic doctors are defying RH law DAVAO City--It ain’t over till the fat lady sings, as an expression goes. Despite the passage of the hotlydebated RH Law in 2012, medical professionals’ ongoing efforts and plans for future initiatives to block the full implementation of Republic Act No. 10354 took center stage during the 6th National Annual Doctors For Life Philippines – Family Advocacy in Media Foundation (DFL-FAMAF) Joint Convention last June 16 to 18. According to Philippines country director for Human Life International and a practicing physician, Dr. Rene Bullecer, two major groups of doctors “are committed to block the full implementation of the RH

law via legal means and to conduct [a] vigorous information drive on the untold medical dangers of the artificial contraceptives, including its abortifacient effects.” The Catholic Physicians Guild in the Philippines (CPGP) and the Doctors for Life – Philippines (DFLPhils), he said, are not just bent on defying the RH Law but are also gearing up to snuff out plans to resurrect bills to legalize abortion and physician-assisted suicide in the country. Bullecer, who is also the DFL vice-president, early on the RH agenda was seriously destabilized with the procurement of a temporary restraining order (TRO) against all abortifacient

15 different archdioceses and dioceses converged in this city to attend the DFLFAMAF event. Adding color and success to the 3-day event was the introduction of a new advocacy group exclusive for women called JOSEFA. The group’s name is taken from the woman who is considered the Florence Nightingale of the Philippines, a World War II heroine and the foundress “I’m sure, all sorts [of ] of the Girls Scouts of the pro-life activism via show of force must be prepared similar to our anti-RH bill efforts in the past,” he added. A total of 204 paramedical professionals, lay leaders, supporters and religious sisters from all over the country representing artificial family planning paraphernalia, thanks to the Alliance for the Family Foundation Philippines, Inc. (ALFI), specifically, Atty. Girlie Noche, who did “an excellent job”. “This created a major headache to the anti-life DOH hierarchy,” he said. Show of force Bullecer said, pro-life prayer rallies in key cities nationwide are in the offing.

the authentic needs of every Filipina. Current chairman of the Episcopal Commission on Family and Life – CBCP, Daet Bishop Gilbert A. Duterte admin to prioritize ASG neutralization

WITH Abu Sayyaf Group (ASG) kidnapping attacks now starting to put a crimp on the Philippine-Indonesia coal trade, incoming Department of National Defense (DND) Secretary Delfin Lorenzana on Wednesday said immediate neutralization of the bandit group is one of the first marching

orders given by President Rodrigo Roa Duterte. “We will neutralize the ASG so that they can no longer do the things they are doing (referring to the kidnapping of Indonesian coal barge and tugboat sailors) as these attacks are now affecting us economically,” he said in Filipino. E a r l i e r, I n d o n e s i a banned all of its vessels, especially those transporting coal, from entering Philippine waters after seven of its sailors were kidnapped while in the Sulu Sea last June 22. Lorenzana said the ban is now affecting the country’s power supply as coal is needed to operate Philippine power plants. He added that they are now planning on how to operationalize the President’s order. (PNA)

Tribal groups bullish for end to ancestral claims woes under Duterte administration CAGAYAN de Oro City–– Members of an association of Indigenous Peoples (IPs) in Northern Mindanao on Thursday expressed optimism that the problem on ancestral claims would be resolved under the administration of President Rodrigo R. Duterte. Datu Imbatal, one of the leaders of the Northern Mindanao Tribal Association (NMTA), made the statement in reaction to

the speech of President Duterte after taking his oath of office in Malacanang Thursday. Datu Imbatal together with Datu Makatundag and Datu Kawaling were among the thousands of people in this trading hub of Northern Mindanao, who watched and listened to the speech of Duterte Thursday noon. “The tribal community is elated about having a President from Mindanao

where the IPs have been exploited and oppressed for many years by the unscrupulous groups, persons, and individuals,” Imbatal said. He said that the members of the Northern Mindanao Higa-onon Tribal Ass o ci at ion express e d hope that under the Duterte administration, the IPs could regain the ancestral land that rightfully belonged to them. Upgrading facilities can boost quality and use of health services—PIDS

Building more health facilities and investing in medical equipment allow government hospitals and infirmaries to provide quality health services to more people. In a study conducted by state think tank Philippine Institute for Development Studies (PIDS) evaluating the Health Facilities Enhancement Program (HFEP) of the government, it was noted that hospitals and infirmaries that received funding from the government to upgrade their facilities showed higher volume of services than those that did not. The HFEP, which is being implemented by the Department of Health, is a major undertaking under the Aquino administration’s flagship health initiative called Kalusugan Pangkalahatan that aims to achieve universal health care for all Filipinos. Through building and equipping public health facilities, the government hopes to keep up with the increasing population’s demand for health care. From 2010 to 2014, HFEP funded a total of 1,199 hospitals and infirmaries with an aggregate infrastructure funding of PHP 11.7 billion. Likewise, a total of 2,968 rural health units (RHUs) and city health offices (CHOs) received infrastructure funding amounting to PHP 5.2 billion. Total HFEP infrastructure funding for the period reached PHP 16.9 billion, or roughly PHP 3.4 billion a year. Meanwhile, the average funding per

health facility is small, with only PHP 9.8 million per hospital or infirmary and PHP 1.8 million per RHU or CHO. In a recent seminar held in Quezon City, PIDS Supervising Specialist Ida Marie Pantig said, utilization of health services hospitals and infirmaries that implemented HFEP projects experienced increase in the services provided, measured by increase in the average number of outpatient consultations, birth deliveries, and inpatients per day. Likewise, new services are being introduced with the new and improved health facilities. These include birthing facilities, animal bite centers, modern diagnostic and imaging centers, sewage treatment plants, and new morgues. “The service expansion is most pronounced in RHUs that now have separate facilities for birthing, tuberculosis treatment, and dentistry,” Pantig observed. However, she also highlighted that for most part, HFEP is just replacing old hospital facilities. “There have been no completely new hospitals. The new facilities that were constructed merely replaced old existing hospitals, with no major expansion in bed capacity,” she explained. In addition, she argued that the impact of capital investments in these health facilities is often diluted by staff shortage and dramatic contractualization of health workers as well as persistent drug shortage. However, while HFEP

has been found to have a positive impact on the utilization of local health services, its implementation has been highly problematic, as documented in the survey. One of the problems identified in the PIDS study is the inadequacy of HFEP funding that necessitated some local governments to contribute their own funds to complete the construction of facilities. Another problem is the delay in the completion of construction projects, which usually takes an average of 3 to 4 years due to lack of budget. Sometimes, hospitals and RHUs had to delay construction to prevent any disruption in their operations. In other cases, the delays were caused by contractors who were involved in multiple projects.

Breaking traditions Some political pundits have criticized that the inauguration of President-elect Rodrigo Duterte is clearly breaking the inaugural-tradition of having it at the Luneta Grandstand. But that was how Duterte personally desired . The oath-taking was done at the Rizal Hall of Malacañang instead. Also, President Duterte took his oath before a Supreme Court associate justice - his fraternity brother, Justice Bienvenido Reyes. There were only chosen attendees: his family members, appointed cabinet members and members of the diplomatic corps, police, military, judiciary, Congress (without their spouses and children), and finally Duterte's friends who supported him in the campaign and in the elections. All in all, the guests were limited only to about 500 selected . There was no open invitation for the masses to actually and personally see, participate and join the event. The oath-taking was done in a restricted enclosed portion in Malacañang Palace, where, except for those who are invited, all other Filipino citizens are off-limits. However, all can watch the actual proceedings on TV and hear it on radio. Not only that Duterte relayed a message of change on the inaugural protocols. There is a very serious concern to address – his personal safety. Let us realize that, already, there have been threats to his life. Media have stories already known that drug-lords and criminals are putting-up a multi-million peso bounty for Duterte’s head. Thus, security measures have to be imposed. This may be the only reason to break the inaugural tradition. Indeed there was “a greater and fundamental public interest considered” – the safety of the President. Even with his being mayor of Davao

To me, the real importance of the June 30, 2016 turnover ceremonies at Malacanang where the presidency got transferred from outgoing President Aquino to incoming, and now full-pledged, President Duterte, did not come from Duterte’s dramatic election and installation as the 16th president See LEGACY, page A7

for two decades, Duterte has been breaking traditional politics, to the extent that he earned the reputation as a leader of the lowly who is willing to forsake human rights to enforce law-and-order. Majority of the two million residents of his city welcomed his authoritarian style in addressing peace and economic problems. As he promised to carry out his style of governance across the country, as President, he vowed to end crime within six months – a vow that was never heard from any of the past Presidents. “In an era where populist politicians are on the rise around the world, Duterte also shrewdly capitalised on his image as a man-of-the people with no tolerance for the nation's political and business elite,” a foreign media commented. "When I become president, by the grace of God, I will serve the people, not you," Duterte told the elite, adding that his problem is how to place food on the table of the poor. It was not only Duterte”s disdain for the wealthy that hauled 16 million votes for him, but his personal battle cry to save the hopeless, the helpless and the defenseless. Foremost of his difference from traditional politicians is his preference for a simple life, like for eating food with his hands and living in a simple house. Although he is related to powerful clans from Cebu and his father was an influential politician, his style of governance deviates from the traditional. Thus, “ Filipinos have no doubt that Duterte is the right man to instil discipline in society, after three decades of chaotic and corruption-plagued democracy that has condemned tens of millions to deep poverty,” the foreign media further commented. As to the fulfillment of his promises, we can only “traditionally” wait and see.

of El Salvador, a component city of Misamis Oriental, after the passing of City Mayor Alfredo Tan. Tan, who was “re-elected” mayor of El Salvador City last May 9 elections, reportedly passed away on the lingering illness Friday night last week. There are insinuations that the elected Vice Mayor would succeed as Mayor of El Salvador City. However, there is a pending a court petition with “quo warranto” against the reelection of Tan last May 9. The CYNOSURE would not discuss the merits of the case since it is already in the COMELEC. However, the CYNOSURE could simply take a glimpse on the surrounding circumstances, which lead to the filing of the “quo warranto” case. As a legal issue, the petition for quo warranto simply questioned Tan’s re-election as City Mayor. Whether Tan was entitled to hold office “being re-elected” or to “exercise the authority” as an elected City Mayor is the subject of the “quo warranto” case pending with the Commissions on Elections (COMELEC). The CYNOSURE learned that Tan’s political opponents have filed the petition

with quo warranto with the COMELEC body on the grounds that the respondent (Tan) was allegedly “incapacitated” to run for the Mayoral post because of his lingering illness. There were allegations that Tan did not personally filed his certificate of candidacy (COC) and was not able to personally “campaign” because he was allegedly “bed ridden” during the duration of the “campaign period.” Nevertheless, the COMELEC allows the duly authorized representative to file a COC in the absence of the candidate. There were reports too that Tan also tried to file a “substitute” candidate last Dec. 9, 2015, prior to the deadline of the substation date of the candidate. However, the COMELEC reportedly denied Tan’s request

for substitution for failure to be physically around to present the substitute candidate, which the COMELEC required. The opposition, led by Mayoral candidate Emelita Almirante, complained that Tan has allegedly “misrepresented” his COC for telling the COMELEC that he was physically fit to campaign during the election. Almirante alleged that Tan even failed to vote during the May 9 elections. Whether the allegations have merit, it is now up to the COMELEC to resolve the issue. However, the immediate issue is that: Could the elected Vice Mayor, pending resolution of the petition for “quo warranto,” succeeds as the El Salvador City Mayor. If not, who would succeed as City Mayor? Pending the decision of the COMELEC the questions become a subject of legal arguments. In the meantime that the “quo warranto” case is not yet resolved, the Department of Interior and Local Government (DILG) will come intercede. In order that the operation of the local government is not disrupted the DILG would act as the “ad hoc” City Mayor until the “quo warranto” case is resolved. The DILG would fill the vacuum during the period

of interregnum. However, if the COMELEC grants the petition for quo warranto, the elected Vice Mayor could not succeed as City Mayor. Thus, the doctrine of succession as espoused by operation of the law, becomes moot and academic. The notion is that the COC filed by Tan was void from the beginning. Subsequently, the Vice Mayor under Tan’s ticket “technically run” without a Mayor or standard bearer. If the elected Vice Mayor could not succeed, who would become the City Mayor? Obviously, Emelita Almirante would succeed as the City Mayor because she garnered the second highest votes. The “quo warranto” case against Tan of El Salvador City is almost similar to the case of the “quo warranto” filed against Mayor Oscar Moreno of Cagayan De Oro City. The only difference is that the Ombudsman ordered Moreno’s dismissal from service and perpetual disqualification to hold public office in an administrative case. On the other hand, the Ombudsman only found Tan guilty in an administrative case, which was forwarded to the Sandiganbayan that See CITY, page A7

Italpinas Launches Primavera City Last Friday, Italpinas Development Corporation launched Primavera City, a new project encouraging investors and end-users alike to move into the modern Italian style. The project is located inside the Pueblo Business Park, an IT Economic Zone, along Macapagal Drive at Pueblo de Oro Township in uptown Cagayan de Oro City. The area is surrounded by commercial centers, government offices, important educational institutions, hospitals and a world-class 18-

hole golf course among others. IDC carefully applies green design solutions for all its developments with a combination of natural ventilations, shading louvers, water recycling and solar panels which make their projects eco-friendly. The green architecture offers big savings with lower utility costs as less energy is needed to cool your units, less water to maintain the property and renewable energy from the solar panels on the rooftop. The mixed use development offers commercial

and office spaces from the first to third floor and the residential units are from the fourth to eleventh floor. The roof deck features world-class amenities such as sky garden, sky pool, sauna, gym, playground, function hall and a panoramic view of Macajalar Bay. They offer studio, one bedroom and two bedroom units to suit your space requirements. Not to mention that the building is earthquake proof and flood proof. Other services provided are emergency power in all common areas, five elevators, reception, cctv

Filinvest One Oasis Cagayan de Oro:

Usable Green Features benefit community and home owners M

any residential developments these days like to tout their ecologically-friendly, or ‘green features’ as helping combat climate change, complete with certificates from international certifying bodies to boot. But Filinvest One Oasis Cagayan de Oro would rather focus on ecofriendly features that actually benefit home owners (and not merely serve as marketing attractions for developers) and even the community around them. Take its Materials Recovery Facility (MRF), for instance. Republic Act # 9003 (Ecological Waste Management Act of 2000) defines MRF as a facility designed to efficiently sort and store recyclable materials (paper, tins, glass, plastic and the like) in an environmentally sound manner. The Environment Management Bureau (EMB) aims to set up one in every community in response to the mounting solid waste problem in the country. As a community by itself, One Oasis Cagayan de Oro’s MRF is a low cost, do-able approach which is not merely environmentally

friendly, but makes good business sense. It segregates waste materials for disposal and those which are reusable for resale or recycling, encouraging home owners to participate in keeping their community clean and sanitary. Its MRF receives biodegradable waste for composting and mixed nonbiodegradable wastes for final segregation, reuse and recycling, with each type of mixed waste collected from the source and transported to the MRF in separate containers. This sorting strategy has proven to be effective in most communities that have established MRFs, as they have maintained a clean environment, as well as initiating business opportunities for buying and selling re-usable and recyclable materials. Not only is the mounting problem of uncollected garbage addressed, other related issues such as the unpleasant odors which have plagued a number of subdivisions in the city, are also eliminated. Additional eco-

friendly features of One Oasis Cagayan de Oro include its sewage treatment plant (STP) and underground detention pond. The STP processes waste water and other effluents into safe, odor-free gray water. One Oasis’design for a drainage system which collects rain water in a detention pond serves as a floodcontrol measure when rainfall is heavy. When an area like the One Oasis CDO community is paved, or covered with buildings, water runs off the property much

faster than when it is in its natural state. The total amount of discharge is the same, but the discharge happens over a shorter amount of time as the detention pond temporarily detains the water and keeps the runoff to the desired rate. When the rain ends, water stored at the detention pond will be emptied shortly afterwards to another outlet leading to the river or sea, or stored underground for re-use and recycling. More importantly,

collected water can be recycled for non-potable use such as irrigating the community’s green areas. The whole One Oasis Cagayan de Oro complex which will eventually house some 1,300 units in five condominium buildings shall benefit from these features. Each condominium building in One Oasis CDO will have seven to eight floors of residential units and a roof deck cum laundry area, two elevators for the residential floors and strategically located stairways,

connecting all levels. Each 2 bedroom and 1 bedroom residential unit comes with a balcony and laundry cage for drying. Parking slots for residents are available for sale on a first come, first served basis. For more details, please visit Filinvest office at the ground floor, Bo’s Café Bldg., Don A. Legacy... from page A6

of the Republic of the Philippines. The transfer of power from Aquino to Duterte is significant for all Filipinos in that it symbolized the continuing capacity of the Filipino nation to effect a peaceful change of leadership anchored on an electoral process which, though marred by claims of fraud particularly in the vice presidential contest, was generally reflective of the true will of the electorate. It also showed Aquino as a true leader who does not cling on to power. Although I am someone who frequently disagreed with Aquino, both Noynoy and her mother, the late President Cory, on many issues about the welfare of the country and its people, I am willing to concede that if there is any legacy of the Aquinos we all have to be thankful for, it is the peaceful and orderly transfer of power from one president to another. Mabuhay, President Benigno Aquino III, mabuhay, President Cory Aquino!!! -oooQUESTION AND ANSWER: A group of residents of Bacoor City, Cavite came to me and asked what they could do with two people who acted as their lawyers in a land case involving their very residential units even if, as shown by two Supreme Court certifications, they were actually not members of the bar, or are not really lawyers. Well, the residents can immediately change these pretenders and secure the services of “true” lawyers, and seek the setting aside or nullification of all the proceedings in court participated in by them. A court proceeding where one of the parties was defrauded by someone pretending to be a lawyer could be considered a null and void proceeding, because the defrauded client was actually deprived of his Constitutional right to a counsel of choice. Then, they can also demand for the return of the money paid to the pretenders, failing in which they could sue them for estafa. Under the Revised Penal Code, when a person misrepresents himself or herself as having a qualification which he does not have, like having a license to practice law, that would amount to swindling or estafa. -oooBIBLICAL PROPHECY ON PRAYERS STARTING WITH GOD’S NAME: There is a Biblical prophesy, found in Isaiah 43:25, which says God will call someone from the east who calls or prays in His Name, who will be rewarded with “victory over kings and princes” and who will trample upon these kings and princes in the manner that a potter treads on clay. This belief is anchored on the fact that the “Leader Disciple” of the AND KNK introduced a unique way of praying among its members, right from the moment the Church was established in the Philippines, where each and every prayer starts with the phrase “O Jesus, our God and Savior”, and ends with the phrase “this we ask in the name of Jesus, our God and Savior”, which is very much unlike the prayer of other believers. -oooPLEASE LISTEN: “Ang Tanging Daan” (The Sole Way): a Bible study and prayer session online could now be heard, 24 HOURS a day, in the Philippines and the world at www.facebook. com/angtangingdaan or www.facebook.com/ANDKNK (and look for “Ang Tanging Daan” broadcasts). capacity of 40 beds, has already been upgraded to its fullest with the addition of 10 more beds and is already full. More than 200 users from Tangub City were no longer accommodated in the provincial rehabilitation center after the barangay clearing operation there. In the case of Ozamiz City, Vice Mayor ParojinogEchavez said the city is fasttracking the bidding process to identify a rehab center that can serve the city’s users who came out and sought their assistance for rehabilitation. Parorijinog-Echavez said, so far, only one rehabilitation center has been found to satisfy the requirements of the city government and may be tapped as partner agency through the Public-Private Partnership (PPP) program. “The identified rehab center have, so far, satisfied the requirement, having a

building and can accommodate 40 persons,” ParojinogEchavez said. Aside from the rehab program, the City Government of Ozamiz is also providing financial assistance to families with immediate concerns. The Parojinog administration also welcomes drug pushers who want to surrender either publicly or privately, thr vice mayor said. Like carrot and stick strategy, “Oplan Katok (knock)” has also been implemented by the police and the Philippine Drug Enforcement Agency (PDEA) in the villages to check on suspected drug peddlers. The city vice mayor assures though that the validation process provides surveillance and evaluation to preserve the human rights of the innocent ones. Aside from suspected users, the police intelligence and PDEA have also “processed” some police officers, barangay officials, including some politicians who may be involved in illegal drugs. The evaluation resulted to finding the alleged involvement in illegal drugs use or operations of two police officers, one PDEA personnel, one village chief and 20 barangay kagawads. Mayor Parojinog urged them to come out in the open or else prepare for the consequence should the full force of the law catches up with them under the Duterte administration. But, Parojinog said not all drug peddlers were wary about the tighter operations against illegal drugs under the Duterte adminsitration. Parojinog said a drug dealer was, in fact, overheard as saying: “Hayahay ra nah sila (authorities) kung muundang mi (They are the ones who will gain should we stop peddling).” With these developments, Mayor Parojinog said he welcomes and supports Duterte’s plan to use the military in running after police officers who are into drugs trade as users, pushers or protectors. “I want Ozamiz rid of illegal drugs and, so, I welcome and support the move of President Duterte to use the military in running after policemen who are into illegal drugs trade,” Parojinog said. Parojinog is also in agreement to install police chiefs by higher authorities and not through the insinuation of politicians. He also hinted that along with illegal drugs, Video Karera game operations must be stopped, even as he said that some police officials, in fact, own and operate Video Karera games in the province. Mayor Parojinog (NUP), who entered into coalition with the Liberal Party last elections, said he is not particularly keen about political affiliations and will support the Duterte administration, instead. Parojinog is bent on

cleaning Ozamiz City so that crimes being done outside the city will not be blamed on Ozamiz, which has been tagged as a place where criminals allegedly harbor. He is seeking audience with Duterte and to ask that top Philippine National Police officials must be the ones who will assign police commanders in cities, provinces and other localities and to bar political clouting. Parojinog has launched the campaign against illegal drugs since 1997, as president of the Associaion of Barangay Chairmen in this city. In 2001, he continued the campaign as city mayor, highlighting his agenda with peace and order programs, as well as enforcement. The rehabilitation program has been included in the anti-illegal drugs campaign later. Parojinog-Echavez said the identification of users and pushers in the barangay level will serve as master list for a systematic approach and specific picture of what the problems in the villages truly are. Earlier, the City Council passed and approved the Comprehensive AntiIllegal Drugs Ordinance, including provision for reorganization of the Barangay Anti-illegal Drugs Council (BADC). Also, the curfew ordinance for minors has been approved last June 21, which communities received it with good responses, including the liquor ban from 12 mifnight to 4:00 a.m. At least, 51 patrol cabs for the villages in the city have been released to hep implement the ordinances.

Supreme Court Associate Justice Bienvenido Reyes, his fraternity “brother,” administered the oath taking. President Duterte’s children -- Paolo, Sara, Sebastian and Veronica -- were all beside him as he took his oath to office, with his left hand on top of the Bible. In another news, The Makati Business Club (MBC), one of the country’s premier business organizations, has lauded newly-inaugurated President Rodrigo R. Duterte’s first order to ease transaction with the government. “We laud President Rodrigo R. Duterte’s first order to all cabinet secretaries to reduce requirements and processing time of all applications across agencies and remove redundancies in these requirements and to respect the sanctity of contracts,” MBC Executive Director Peter Angelo Perfecto said in a text message. During his speech, President Duterte identified his first order to cabinet secretaries and head of agencies as “policies and specifics of which cannot help wait for tomorrow to be announced”. The business group likewise welcomed President Duterte’s statement on honoring all existing treaties and international obligations as well as inclusivity in the ongoing and other peace process. MBC is also pleased with the statements of President Duterte and Vice President Leni Robredo calling for the nation to work together and setting aside personal interests for the common good of the nation. “In response to their calls, we reiterate our commitment to work closely with the new government from page A1 to make people’s lives betwill also focus on fight- ter, safer, and healthier,” ing three major problems in Perfecto said. Deviating from tradition, this is the first time in recent where the two highest elected officials had opted to be sworn in to office separately. Robredo topped the tight vice presidential race with 14,418,817 votes as compared to Senator Ferdinand “Bongbong” Marcos Jr.’s 14,155,344 votes. “These problems should be addressed to speed up the construction and equipping of health facilities. This way, a far greater impact can be generated for the benefit of Filipinos, especially the poor,” Pantig said. In terms of funding and contract management, the PIDS study suggested that facilities to be supported by HFEP should be organized into sets, lots, or tranches that can be offered to would-be contractors under “contracting in lots” approach, preferably on a turn-key basis. Likewise, the current practice of incremental, multi-year infrastructure funding with “finish one-at-a-time but quickly” approach must be replaced. To ensure sustainability of the projects, the authors suggested that program implementers should explore how the requirement of the Department of Budget and Management (DBM) limiting the proportion of internal revenue allotment that can be spent on personal emoluments can be waived. Also, support of the national government should be sought to augment the budget for human resources. This impact evaluation study conducted by PIDS aims to assess the net effect of the program by comparing outcomes with an estimate of what would have happened in the absence of the program. It is part of a research project conducted by PIDS to evaluate the effectiveness and impact of key government programs and projects. Spearheaded by the National Economic and Development Authority and the DBM, the impact evaluation studies were conducted to promote greater transparency and accountability in government. NEED TARP? Mango Mania Limketkai Is Now Open

L

ast Saturday, I was invited to the opening of Mango Mania at 2nd Floor Limketkai Mall near Cinemas 1 & 2. The first time I tried Mango Mania smoothies and desserts, they instantly became my

favorites, not only mine but also my family’s. Their smoothies are so good! My favorites are their Papaya Smoothie, Mango Banana Smoothie and Strawberry Oreo Smoothie. I love that I can choose the

sweetness level. They also have Green Mango with Bagoong, Puto Maya with Sikwate and their famous Snow Ice Desserts among others. I was happy to have met the owner, Janice. She’s very nice, smiling, hardworking, beautiful and humble. I must say, she did great with opening Mango Mania here in Cagayan de Oro City. It’s something unique which makes it special. I asked her a few questions about Mango Mania… 1. How, when and why did you start Mango Mania? - It all started a few years ago when I was doing an extensive travel throughout Asia. I discovered that fresh fruit desserts were very popular, specifically mango. I, like other

Asians, love tropical fruit desserts as they’re much healthier. More interestingly, the best mangoes being served throughout Asia come from the Philippines. Then, an idea came to pass: why not offer the same healthy dessert back home? After which, we started to have our first branch opened in the year 2014 at Lifestyle District, Corrales Ext., Cagayan de Oro City. 2. A little something about you in connection to the business… - Since I love eating fresh fruits, I consider mango as one of those amazing fruits which you can actually mix with any food and it will still give a delightful taste. There is so much that you can do with mangoes. They are great with other fruits, sago, salad, etc.

I love inspiring people with healthy dessert options and I hate the fact that most desserts that are available out there are heavy, too sweet and starchy which are big NO-NOs to your health. 3. All natural ingredients? - Yes, Mango Mania uses nature’s goodness to produce delightful healthy desserts. We only use natural ingredients, nonartificial flavors and the customers have the flexibility of choosing their own sweetness preference. 4. What are your future plans for Mango Mania? - Since we believe that the concept of Mango Mania is exciting, attractive and unique, we want to take advantage of rapidly expanding by putting

up a total of 20 shops in major city areas like Cagayan de Oro, Davao, Cebu and hopefully in Manila. If you love healthy desserts, you can visit Mango Mania branches at Ayala Centrio Mall and Lifestyle District as well.

Duterte’s allies start explaining federalism

Volume VI, No. 032

web portal: www.mindanaodailynews.com

SEVERAL of President Rodrigo Duterte’s allies who share his vision of a federal form of government have already started explaining its concept to the public. Among them is former Senate President Aquiilino Pimentel Jr. who’s been pushing for federalism in the country since 1982. Pimentel believes that this form of government will be realized under the Duterte administration. And for this reason, Pimentel is determined to make the public understand federalism which the new leadership endorses.

In his proposal, Pimentel states that through the federalist system, each province, city, and municipality will be given the chance to develop their own area in order to attract more investments and gain profit. “It will bring the matter of development to the hands of the people more directly,” Pimentel said. “In other words, power will now be transferred from the hands of highly centralized government, the Metro Manila, to the different federal states in a realistic manner so that it will benefit the ordinary

DIGOS City, Davao del Sur -- In a bid to combat child labor in the supply chains, the Department of Labor and Employment XI- Davao del Sur Field Office (DOLE-DSFO) recently conducted the very first Sugar Cane Workers Congress in the locality. The activity was held last June 14, 2016 at Arnaldo’s Hotel and Restaurant. Gathering sugar cane workers from the different associations, the activity aimed to educate them on the prevalence of child labor in their industry and solicit their commitment

in its elimination. The District Tripartite Council (DTC) Davao Mill District officers chaired by DOLE XI Regional Director Joffrey M. Suyao and members were also present to witness and facilitate the election of another field worker representative from the sugar cane workers. The elected field worker representative will ensure their participation in policy making and the delivery of their concerns to higher officials. Director Suyao, in his message, said that the activity is important to strengthen the advocacy

against child-labor especially in the sugar cane industry. “Gusto nato ipakita sa tibuok kalibutan na seryoso kita nga giprotektahan nato atong mga kabataan ug atong produkto nga luwas sa child labor (We want to let the world see that we are serious in protecting our children and our product against child-labor),” he said. Director Suyao also mentioned that the activity is timely as the World Day Against Child Labor is also being celebrated in the month of June. The advocacy briefing

was done by Regional AntiChild Labor Focal Person Melanie R. Jadulang. During the program, the workers also shared their stories and hardships in working at the sugar plantation. Both of the DTC members and the sugar cane workers pledged commitment in helping eliminate child labor in their district. Also present in the activity were DOLE-DSFO Head Henry O. Montilla and DOLE-DSFO Social Amelioration Program (SAP) Officer Leo Pepino. (DOLEXI/Kriztja Marae G. Labrador)

Mindanao leader receives senior honors from PNoy

DAVAO City -- President Benigno Aquino III conferred Mindanao Development Authority (MinDA) Chair Luwalhati Antonino with the Order of Lakandula, one of the highest honors granted by the Republic of the Philippines to individuals who have “demonstrated dedication to the welfare of society.” Secretary Antonino was given the rank of Gold Cross Bayani together with 23 other cabinet secretaries of the president during a ceremony on June 23 at the Malacañan Palace. The Order of Lakandula is awarded for political and civic merit in memory of Lakandula’s dedication to the responsibilities of leadership, prudence, fortitude, courage and resolve in the service of one’s people. President Aquino also bestowed the Presidential Medal of Merit on other senior officials who have rendered outstanding service to the country.

“I think it is incumbent upon me to give official recognition to those who have gone above and beyond our expectations,” said President Aquino in a statement delivered at the awarding ceremony. During President Aquino’s term, Secretary Antonino through MinDA launched numerous banner programs aimed to strengthen drivers of inclusive and sustainable growth, following the strategies and directions set in place by the Mindanao 2020 Peace and Development Framework Plan. The plan is considered as the region’s socioeconomic roadmap for 2011 to 2030. Among these projects include the Mindanao Development Corridors, aimed to bolster infrastructure and connectivity within the island-region to facilitate its transformation as a cohesive and integrated economy participating in the international commu-

nity. The corridors program was endorsed by key national government offices, ensuring budget for key infrastructure projects in Mindanao. The MindaNOW! Nurturing Our Waters Program, a project designed to ensure that Mindanao’s natural resources are properly managed is also being currently implemented by MinDA. The project utilizes the “ridge-to-reef ” approach, a strategy that requires the protection, utilization, and rehabilitation of the environment from the mountains to the seas. Through the MindaNOW Program and in partnership with the Department of Environment and Natural Resources, a Guinness World Record for Most Trees Planted Simultaneously in an hour was achieved by the Philippines on September 26, 2014. The record, dubbed as TreeVolution: Greening Mindanao, facilitated the planting of 4

million trees across Mindanao’s six regions. Under Antonino’s leadership, MinDA launched the Mindanao Collective Trademark (MCT), a system designed to enhance the competitiveness of products originating from the region. Once fully utilized, the MCT will give Mindanao agriproducts a certain distinction in the global markets. The MCT was launched in partnership with the European Union-Philippines through its Trade Related Technical Assistance Project 3. Over the past six years, MinDA also forged partnerships with the Philippine Business for Social Progress for the conduct of the Mindanao Inclusive Agribusiness Program; the Philippine Chamber of Commerce and Industry for an investment promotion and policy formulation agreement; the Asian Development Bank and the See leader, page B7

ZAMBOANGA City -- Mayor Ma. Isabelle ClimacoSalazar on Thursday has issued an Executive Order mandating all city government officials, employees and all law enforcers to undergo mandatory drug test. Salazar announced the issuance of E.O BC-188 during her inaugural speech as she started the first day of office on her second term as the mayor of this city. Salazar said the drug test will be conducted by the City Health Office with the assistance of the Philippine Drug Enforcement Agency (PDEA) and PNP Crime Laboratory. “On day one today, I will submit myself to a drug test supervise by the City Health Office and I call on all to join me,” Salazar said. Also covered by E.O. BC-188 are officers and

personnel of the Philippine National Police (PNP) Task Force Zamboanga (TFZ), Philippine Coast Guard (PCG) and other law enforcement agencies station in this city. Salazar said the issuance of E.O. BC-188 is in response to the call of President Rodrigo Duterte “to unite our efforts in curbing the illegal drug problem in the country.” “We begin with the officials and employees of the city government and all of the men and women providing security in our city of Zamboanga,” she said. “The future of every Zamboangueño child is at stake. As a mother, a teacher, and mayor, I mandate the full utilization of every asset of government to fight the menace of drugs by working with our colleagues in

legislation and the peace and order council,” she added. Taking the cue from Duterte’s simplicity, the inauguration of the local elected officials was held in a simple ceremony at the City Hall lobby. The invited guests and visitors were treated with pan del sal sandwich and cold juice at the conference room of City Hall after the ceremony. The inauguration ceremony marked the start of a new term of this city’s reelected and newly-elected officials. Aside from Salazar, the reelected and newly-elected officials are as follows: District 1 Rep. Celso Lobregat, reelected for a second term; District 2 Rep. Manuel Jose Dalipe II, newly-elected; and, Vice Mayor Cesar Iturralde, reelected for a

third term. The first district councilors are the following: Myra Paz Abubakar, Charlie Mariano, and Rodolfo Bayot, reelected for a third term; Josephine Pareja, reelected for a second term; Rodolfo Lim, Marxander Jaime Cabato, Atty. Cesar Jimenez and Elberto Atilano, newlyelected. The second district councilors are as follows: Miguel Alavar III, and Atty. Rommel Agan, reelected for a third term; Atty. Juan Climaco Elago II and Benjamin Guingona IV, reelected for a second term; Guiwan Barangay Kagawad Jihan Edding, Taluksangay Barangay Kagawad Lilibeth Belloso, Sta. office (CDRRMO) chief, said the 13 families decided to vacate their homes for fear of their safety although no one among the houses in the area was destroyed by the landslide. The landslide occurred as the soil softened due to continues rainshowers the past few days brought about by the intertropical convergence zone (ITCZ)

affecting Mindanao. Apolinario said that 12 of the 13 families have sought refuge with their families while the remaining one opted to stay at the barangay hall of Malagutay. He said the city government is providing emergency assistance to the 13 evacuee-families. The CDRRMO has alerted the public as this

city continues to experience rainshowers and isolated thunderstorms due to an ITCZ affecting Mindanao. The heavy rains has increased water the level at the Pasonanca diversion dam to 75.44 meters, over one meter more than the normal level of 74.20 meters, swelling rivers and flooding streets downtown. Wearable Airbags. We are familiar with airbags in cars. But the first patents were issued in the 1950s with production models arriving some 20 years later. The motorbike airbag jackets was invented in Hungary in 1976. However, it is only recently that these inflatable safety gears caught on with riders abroad. In the Philippines, enthusiasts at first can buy these through the Internet. But not anymore. This photo shows Masakatsu Takatsuka, Hit Air product consultant, and Regan King of RDAK Transport Equipment Inc., demonstrating how the Hit Air Protector AirBag Jacket protects a motorcycle rider. The jacket basically has air-bags that automatically inflate the instant the rider is thrown off his motorcycle during an accident. The airbag jacket is now available at the RDAK Transport Equipment Inc. showroom at A.S.Fortuna Street in Mandaue City.

An airbag in your jacket. Airbags are usually safety features of cars. But for a motorcycle rider, a wearable airbag complements the safety helmet. With over 16,000 motorcycle accidents a year in the Philippines, safety should be a primary consideration of riders. This photo shows a motorcycle rider demonstrating how the Hit Air Protector Airbag Jacket that protects the neck and the body when thrown off the motorcycle. While the helmet protects the head, the Airbag Jacket absorbs the impact to the neck and body. Masakatsu Takatsuka, Hit Air product consultant, says the Hit Air airbag jacket specifically inflates around the rider’s neck and body. This definitely provides protection from potentially fatal injuries to sensitive parts of the body other than the head. The airbag jacket is now available at the RDAK Transport Equipment Inc. showroom at A.S.Fortuna Street in Mandaue City.

Airbag jackets for the police. Motorcycle enthusiasts and members of the Cebu media agreed that in waging the incoming administration’s intensified campaign against crime, the local police force would benefit if they begin using Airbag Jackets. Masakatsu Takatsuka, Hit Air product consultant, demonstrated the safety features of the jacket that protects the neck and body of the rider during a recent product presentation. The gear, he said, is particularly important for the motorcycle police because they engage in high-speed chases with criminals. According to Takatsuka, the police in Japan were the first in the world in using the Airbag Jackets in 2003. Today, he added, the police forces in Brazil, Italy, France, Spain and Taiwan also use the Airbag Jackets. This is because the Airbag Jackets have been proven effective in protecting riders figuring in accidents.

Let peace governs your heart

The Gospel of Jesus Christ (July1, 2016-Friday) Matthew 18:21-35” For this reason the kingdom of heaven may be compared to a king who wished to settle accounts with his slaves. “When he had begun to settle them, one who owed him ten thousand talents was brought to him: No one is perfect except Mary and Jesus. Take note: To err is human but to forgive is

divine. This is the reason behind why Jesus taught us to forgive any person committed mistakes toward us. Let us put in this way: if God counts your mistakes from the beginning, are you sure that you are worthy to be forgiven? The answer is probably not! But for God you deserve to be forgiven because his love is greater than your trespasses. Seventy times seven: In Theology this is an

endless forgiveness to be given to anyone because healing within begins in forgiving someone. The more hatred you possessed; the more wounds it creates in your heart. The looser is you if you do not know how to release the hatred in your heart. You need to cleanse your heart because it is the dwelling place of God and it is very shameful to stain it with our evil feelings.

Let love reigns in your heart. Let peace governs your heart because it is a manifestation that God lives within you. He is God of love and peace. Love anyone and be an advocate of a peaceful living. Let God shines on you. You have given the talents from God to use it not for yourself but for the welfare of others. You need to help anyone discovered their talents also in life. The favors

In 2012, the Mindanao Power Monitoring Committee (MPMC) was organized by MinDA and the Department of Energy to address Mindanao’s power situation. Since its inception, the committee has facilitated the improvement of the region’s power capacities and secured more than 347 megawatts of power supply to the Mindanao grid. Additional power supply of 639 megawatts are expected to come online within the year.

The MPMC also opened the One-Stop Facilitation and Monitoring Center to accelerate the approval of permits for renewable energy projects to cut one to two years from the three to five year requirement. A focused target to keep the region’s energy mix diversified with emphasis on renewable energy is being pushed by MinDA through the MPMC. As MinDA secretary, she performs a broad range of responsibilities that includes addressing critical issues involving Mindanao, and those that require national representation or presidential intervention. Antonino was appointed as MinDA Chair by President Aquino in 2010. She also sits as a board member of the Tourism Infrastructure and Enterprise Zone Authority, and serves as the chairperson the agency’s infrastructure committee. As the infrastructure committee chairperson, Antonino pushed for higher tourism infrastructure budget for Mindanao, and facilitated the completion of several tourism projects across the island-region. man on the street.” In his proposal, the Philippines will be divided into 11 federal states according to the boundaries of the regions which are familiar to the public. Four federal states in Luzon, another four in Visayas and three in Mindanao. Meanwhile, the National Capital Region will be converted into a federal capital just as Washington D.C. is in the United States of America. Pimentel emphasized that under the federal government, the Philippines shall continue to elect a president and vice president with one constitution, one armed

forces, one flag, one central bank, one monetary system, one foreign policy and one public educational system. Also part of the proposal under the federal government is the preservation of the Lower House of Congress and the existence of 6 senators per federal state or a total of 66 senators. The same also applies for the putting up of constitutional court branches in Luzon, Visayas and Mindanao for the immediate implementation of justice Thus, in order to accomplish all these, amendments to the Philippine constitution must be made through the Constitutional Convention which still depends on the political will of the leadership of Duterte. In his final remarks, Pimentel reiterated that the federal form of government is the solution to insurgency and chaos in Mindanao which has been the problem of the country since. to-kill orders. Bounties will be paid for killing drug dealers. Ordinary citizens will also be encouraged to kill suspects. The death penalty will be restored, by hanging. - Federalism Duterte, who rails against “Imperial Manila”, intends to change the centralised government to a federal system in which newly created states would have a large degree of autonomy. They would also be able to keep most of their revenues. Doing so will require rewriting the constitution. - End rebellions Duterte insists he can end decades-old Muslim and communist rebellions, which have claimed tens of thousands of lives. Peace talks with the communists are set to start this month. He expects federalism will appease Muslim rebels, who want autonomy. - Family planning Duterte wants to slow the Philippines’ fast-growing population, which recently surged past 100 million. He says families should aim for a maximum of three children. Duterte wants government agencies to supply the poor with free condoms and birth control pills. A 2012 law allowing for that has not been fully implemented, partly due to opposition from the powerful Catholic church. - Address inequality Duterte describes himself as a “socialist”, and has vowed to change an economic model that has created one of Asia’s biggest rich-poor divides. Roughly one quarter of the population live below the poverty line. He says federalism is one key to this. But he also plans to continue with the successful macro-economic policies of his predecessor, Benigno Aquino. - Social discipline Duterte plans to roll out a nationwide curfew on children being on the streets alone late at night. He also wants to ban alcohol being served in public past midnight, and stop people from singing karaoke -- a

national passion -- in public late in the late evening. - End graft Duterte has promised to rid government agencies, police and the military of deeprooted corruption. But aside from general statements, such as corrupt officials should “retire or die”, he has not explained how he would fix one of the Philippines’ most intractable problems. - Marcos burial Duterte intends to allow late dictator Ferdinand Marcos to be buried at a cemetery for national heroes, saying this will help end decades of social division over the issue. But human rights victims say this will help whitewash the dictator’s crimes. - Foreign investment Duterte is in favour of changing the constitution to lift restrictive foreign investment laws. Duterte told telcos to improve one of the region’s slowest Internet connections or face competition from foreign players. But he is opposed to foreign ownership of land. - Closer China ties After relations with China plummeted during Aquino’s term over a South China Sea territorial dispute, Duterte has said he wants “friendly” ties with Beijing. Aquino refused to hold direct negotiations with China over the maritime dispute, but Duterte is open to one-on-one talks. He is also courting Chinese investment in infrastructure.

the full and undivided attention of the incoming administration. Various global developments such as the increasing threat of terrorism due to religious extremism and the looming economic uncertainties in Europe following Great Britain’s decision to renounce its membership from the European Union also necessitates the people’s full cooperation to President-elect Rodrigo Duterte’s government. “The election is over. It’s time for us to set aside partisan interest and work as one party and one nation,” said Trenas who was among the many Liberal Party congressmen who joined the Duterte’s PDP-Laban. He said that President-elect Duterte’s pronouncement that he would not stop ongoing projects that were initiated during the Aquino administration is a good sign that the country’s medium and long term development plan will remain on track. “Most if not all of these projects are components of the medium and long term development plan which were laid down during the Ramos administration. Most of these projects have gone past the planning stage and in fact many have already been completed and some are still ongoing. With this position of President Duterte, I am confident that our development track will continue and will not be distracted by partisan politics,” Trenas said. Trenas also expressed support for plans to increase development projects in cities

and provinces outside Metro Manila as he noted that there is now a need to redirect investments in Visayas and Mindanao in order to create new growth areas that provides economic opportunities in cities and municipalities that has been long been neglected by the government. “We have to decentralize the availability of opportunities for our people. We need to create new growth areas outside Metro Manila, which is already too densely populated. There is already very little room for any economic expansion in Metro Manila because of the terrible traffic, chaotic urban planning and high coast of living. The future of development should now shift to Visayas and Mindanao,” Trenas said. “President Duterte’s reassurance that his administration is committed to honor ongoing government contracts and international treaties is a positive indication that his government is indeed a government of the people and by the people. It erases all uncertainties on how business will be conducted under his administration. It is an assurance that of our gains will be sustained and nurtured and not destroyed due to partisanship. We are ready to answer his call for unity and brotherhood, Trenas finally said” Meanwhile, Davao Rep. Karlo Alexei Nograles also commented on Pres. Duterte’s inaugural speech, saying: “Direct to the point! President Duterte’s speech is a glimpse of what we should expect from his administration: straightforward, unembellished but unpretentious. It summarizes his policy against crime and corruption, on foreign policy and on the peace process. It is short but powerful in inspiring our people to unite and bring their faith back to the government. It is a reminder that Change is coming and change starts today.” EXTRAJUDICIAL SETTLEMENT AMONG HEIRS Notice is hereby given that the intestate estate of the Late ERLINDA CABEGUN-DELOS REYES, who died in cardiac pulmonary arrest on January 28, 2002, left a certain parcel of land, situated in Buntong Camaman-an, Cagayan de Oro City, consisting of TWO THOUSAND SEVENTY EIGHT SQUARE METERS (2,078 Sq. mtrs.), of which real property is covered by Transfer Certificate of Title No. 108915 of the Register of Deeds of Cagayan de Oro City, is the subject of EXTRAJUDICIAL SETTLEMENT AMONG HEIRS, made and entered into by and among: ANTERO C. Dr. Lindsay W. Torralba talks about good skin

It’s no secret that many Filipinas prefer fair, radiant and flawless skin. That’s why whitening products are among the best-selling items in supermarkets. However, only one contains the two powerful natural-based ingredients of Kojic Acid and high-grade virgin coconut oil: The Kojiesan Skin Lightening Soap. In the light of the debate as to which ingredient is best for skin lightening, it is important to look for products that are made from natural sources. Originated in Japan, Kojic Acid is a chemical compound made from organic materials that form complexes with substrates and metal ions1. Kojic Acid can also be extracted as a byproduct of fermentation when making Japanese rice wine & Sake2. How natural is that? Surely, Kojic Acid perfectly fits the bill. Inspired by the luminous, flawless skin of Japanese women, Beauty Elements Ventures, Inc. (BEVI) developed the Kojiesan Lightening Soap, the company’s flagship product, the way the Japanese traditionally formulated theirs. Since 2007, Kojiesan has been consistently producing their Kojic Acid soap blending high-grade Kojic Acid & virgin coconut oil with effective lightening ingredients that keeps dark pigmentation from forming and inhibits the activity of tyrosinase, the enzyme that produces melanin. Melanin is the pigment responsible for

the skin’s darker color. Despite its massive multinational competition, Kojiesan’s formulation turned out to be the key ingredient in convincing local whitening fans to become true believers. Today, it is the number one Kojic Acid soap in the Philippines. With regular use, Kojiesan can slow down melanin production and prevent darkening of the skin. It is best for treatment to even out skin tone, erase dark spots and other forms of skin pigmentations. It also corrects skin discoloration and of course lightens skin. Kojiesan products do not contain any hydroquinone, mercury or steroid that may cause further skin irritation like blisters, swelling and severe allergy. “Whitening has always been one of the goals of most Filipinas today. Perhaps from the influence that we get from Korea and Japan or our daily exposure to teleseryes starring women with flawlessly fair skin, we see that they really look beautiful and attractive. According to research, having a whiter complexion can really boost your selfesteem. However, not all whitening products are the same and not
