DENR 10 tightens watch on illegal logging To ensure the protection of forest areas in the region, the Department of Environment and Natural Resources, Region 10 (DENR 10) has further strengthened its campaign against illegal logging.

DENR 10 Regional Director Ruth M. Tawantawan has instructed the Provincial and Community DENR personnel to continually patrol and monitor protected areas and other forested areas against illegal logging.

200 villagers seek refuge in Surigao Norte town

SURIGAO City -- A total of 214 families have sought refuge in Malimono town in Surigao del Norte following reports of recurring armed conflict between government soldiers and the New People’s Army (NPA) in the village of Tinago.

Barangay captain Samson Macarine said all residents in his village have fled their homes twice in a span of six days. “First was Saturday and we returned home by Sunday. The second was last Tuesday,” he told MindaNews Thursday via mobile phone.

Macarine said this started when troops of the 30th Infantry Battalion came to Tinago to conduct Peace

Development Outreach Program and stayed in the village’s multi-purpose building.

On Saturday, he said, exchange of gun fire happened, prompting some residents to flee and seek refuge in an evacuation center in the town, some 1.5 kilometers away.

Macarine said that on Sunday, the residents went back to their homes. But last Tuesday gun fires were heard again, prompting the residents to flee once more.

“All residents are now suffering because of this and most of us are not comfortable at the evacuation center,” he said.

“Most of the coconut farmers are out of work because they cannot harvest their coconuts,” said the

barangay captain.

Macarine said they have asked the military to pull their troops out of the community or at least settle some 500 meters away from the village center.

“People are really scared because they might get caught in the crossfire,” he said.

Macarine added that it seems like the soldiers are using the civilians as human shield.

Lt. Col. Rico Amaro, 30IB commanding officer, told MindaNews there was a clash between New People’s Army rebels and soldiers in the area on Tuesday.

“The NPAs are installing landmines at the back of the school in Tinago,” he said.

Amaro also said that the NPAs asked the villagers to

leave the area so that the civilian populace could not get close to the soldiers.

Amaro said all the evacuees who sought refuge at the municipal evacuation center and at the Independent Church of the Philippines were given aid by the Malimono Municipal Social

Welfare and Development Office.

Macarine said the villagers have returned to their homes today upon the advice of Amaro.

“We are hoping there will be no more exchange of gun fires. If the fighting recurs, we will flee again and go

back to evacuation center.

It’s a hassle and dangerous,” he said.

DAVAO City -- Police Provincial Offices in Davao Region noted a surge in the number of drug surrenderees in the intensified campaign against illegal drugs called toktok-hangyo or “tokhang ” since July 1 up to today.

Chief Inspector Andrea de la Cerna, spokesperson of the Davao Region Police Office said that as of today a total of 2,378 houses of suspected drug pushers and users have been visited by

police authorities covering 166 houses visited by the Davao City Police Office, 253 houses in the area of responsibility of the Davao del Sur Police Provincial Office, 77 in Davao Occidental, 696 in Davao del Norte, 946 houses in Compostela Valley and 240 houses in Davao Oriental.

She said in this duration 21,514 users voluntarily surrendered while 783 drug pushers yielded to the authorities.

First Aid for Accident Caused

An accidental electric shock at a low voltage usually does not kill at once, but may only stun the victim and for a while stop his breathing. But we must be cautious and be aware of the First Aid to save the victim, because electricution at a low voltage may sometimes cause fatal effect and even death.

Preliminary precautions in the case of LowVoltage installation: a. Switch off the line or unplug the line. b. Insulate yourself from the ground by several layers of dry boards, beams or wooden boxes. c. Remove the line from the victim by means of long, dry, wooden sticks,

dry ladder, etc. d. Pull or push the victim away from the line while standing on insulating boards, etc. Do not touch the victim except by his clothing.

In the case of High- Voltage installation: a. Note that only experts should be permitted to remove the victim. b. If the victim is hanging on the wires, spread hay or beddings underneath. c. Notify the Power company immediately and call a Doctor. d. Post a guard at the site of the accident to avoid further damages/accidents.

After the victim has been removed from the contact with the power line, start

first of all with immediate attempts to restore his breathing. Place the unconscious person on his back, head to one side, much better with a pillow under his shoulder. Then try tickling his nose and throat. If no immediate success is achieved, start at once with artificial breathing. While doing this try to contact a Doctor at once, then leave any further aid to the Doctor.

It is really Important for us to learn the First Aid not only accidents caused by Electric currents, but also in other circumstances to save our love ones and to save other people from accidents that may cause minor injuries and or even death.

DOST sets disaster risk reduction management forum in Dipolog City ZAMBOANGA City -- The Department of Science and Technology (DOST) is holding a one-day forum on Disaster Risk Reduction Management (DRRM) in Dipolog City, the capital of Zamboanga del Norte province.

DOST Regional Director Brenda Nazareth-Manzano said the DRRM forum, which is set to be held on July 26, forms part of the activities of the three-day Regional Science and Technology Week (RSTW).

The RSTW is scheduled to be held from July 25 to 27 at the Zamboanga del Norte Convention and Sports Center in Dipolog City.

Manzano said the forum will include activities and discussions on weather outlook, the use of Light Detection and Ranging (LiDAR) technologies and Geographic Information System (GIS) as tools in DRRM, Project NOAH (Nationwide Operational Assessment of Hazards) and the Development of Early Warning Systems (DEWS) in the region.

Manzano said invited to attend the forum are key officials of the different local government units (LGUs) in the region and other concerned stakeholders.

Aside from Manzano, the resource speakers of the DRRM form include Maribel Enriquez, chief meteorological officer of the Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA)Zamboang station; Dr. Mario Rodriguez, project leader for Phil-LiDAR; Atty. Alanixon Selda, administration and DRRM officer for LGUs; and, Dr. Alfredo Mahar Lagmay, executive director of Project NOAH. Councilor Gaane said upon assuming as head of the City Health Insurance Office (CHIO), she learned that not one of the 54 barangay health care centers in the city had a Department of Health (DOH) license to operate and permit to construct.

“But with the political will of Mayor Oscar S. Moreno, they have slowly

but surely made major improvements in the health sector,” she cited.

“But a lot more needs to be done,” she added.

Gaane enumerated her legislative agenda for the people of the city.

Among others, the councilor wants to pursue Philhealth Universal Coverage to finance the enrolment of at least 100,000 indigent families in the city and upgrade the J.R. Borja General Hospital to a secondary hospital status with a fully-equipped intensive care unit.

The councilor said she will propose the creation of a distinct and separate

Philhealth Department to look into the improvement of the city’s health facilities, purchase of drugs and medicines, and pay administrative costs of delivering Philhealth programs.

The enemy’s assault came imperceptibly for more than a decade now through the monstrous illegal drug trade – the infiltration of this hapless country by drug operatives bringing, tons and tons of material ingredients in the production of shabu, men to produce and market the substance, to bribe law enforcement authorities and other agents of the law.

The invasion strategy is evidently paying off. Many of the citizens have turned into heartless criminals and rotten drug users. Those in the drug trade are now after each other’s throat.

Harlan was only 5 years old when his father died.

When Harlan was just 14 he quit school and started working on farms. At 16, he lied about his age and joined the American army.

After serving only 1 year as a soldier he left and tried becoming a metal worker, but he failed at that too. Finally, Harlan got a job working on a train locomotive and liked it. He thought he had finally found his place in life.

Harlan married at age 18, but within months he was fired from his job so his bride left him. Over the next years Harlan worked many more jobs. He tried selling insurance and car tires. He tried operating a ferryboat. Then he managed a gas station. But it was no use. Harlan just seemed to be a born loser! Finally, late in life, he became a cook and dishwasher at a restaurant.

But soon he was too old and forced to retire. His wife had since returned to him, but he and his family were so poor that they could hardly buy food for their family.

At the age of 65, Harlan’s first retirement check came from the government. It was so small that it made him very angry. At that moment, He decided to use that small retirement check to start a new business. Today, that business of Harlan’s is prospering and succeeding all over the world! That man who failed at everything he did all his life, still refused to be a failure! Harlan decided it was time to start again, because it’s never too late to change! Guess what that new business was which Harlan started at age 65 with his first retirement check?

The Social Security System (SSS) collected a total of P1.12 billion in contributions from members and employers in Makati City during the first quarter of this year, surpassing the P964.85 million collected over the same period last year in the country’s business and financial center by 16 percent.

SSS Senior Vice President for National Capital Region (NCR) Operations Group Jose B. Bautista said the strong growth in contribution collections reflects the intensified SSS efforts to improve its coverage and service delivery in Makati, which houses about 40 percent of the top 1,000 corporations in the country.

“It is imperative for us here in SSS to enhance our operations to adequately respond to the rising demand and challenges which affect service delivery and client satisfaction. For example, given Makati’s increasing number of transacting clients, we addressed the need to reduce office congestion by relocating our Makati -J.P. Rizal branch to a bigger space to accommodate more members and employers,” he said.

The recently-inaugurated SSS Makati-J.P. Rizal branch, which is now situated at the third floor of the KBC Building in Barangay Olympia, caters to 15 barangays with about 6,200 registered employers and more than 94,000 covered employees, self-employed workers and voluntary members.

Other SSS branches in the area include MakatiAyala and Makati-Gil Puyat, which jointly account for about two-thirds of the city’s contribution collections due to their proximity to the Central Business District; and Guadalupe, which is directly connected to the MRT Guadalupe Station for easy accessibility.

The four Makati branches cover more than 323,000 members and employers by the end of last year, up by nine percent from about 282,000 in 2014. SSS Guadalupe, which was created in 2014 and the youngest among the four branches,

recorded the highest growth rate in coverage in 2015 with 34 percent.

Bautista said the active involvement of local government units (LGUs) and informal sector groups (ISGs) in the KaltaSSSCollect and AlkanSSSya Programs contributed to the expanding membership and collections in Makati City.

Among the primary beneficiaries of the KaltaSSSCollect Program, which is formerly known as the e-AlkanSSSya Program, are job order (JO) and contractual workers in LGUs who are exempted from the mandatory social security scheme for government employees.

“Barangay Magallanes, for instance, was the first LGU in Makati City that joined the e-AlkanSSSya Program back in July 2013.

From then on, other LGUs took the initiative to ensure the social security protection of their own JO and contractual workers by enrolling them in the same SSS program,” he said.

Meanwhile, the AlkanSSSya Program caters to ISGs, whose members often find it difficult to save up regularly for their SSS contributions. The program enables them to set aside as little as P11 per day and store it in a secure metal facility until the monthly total is counted and remitted to SSS by the ISG. Currently, the two programs have a total of 17 participating ISGs and LGUs which represent over 1,800 workers. Other initiatives

by SSS Makati branches include offering “one-stopshop” services and on-site tellering systems that can collect SSS payments from household employers and individual members.

“We c om me nd ou r partner organizations for helping the SSS bring our services all the way down to the barangay level. We hope that they maintain that passion to serve their constituents by helping them attain their much-needed social security protection through an active SSS membership,” Bautista said.

copy of the Annual Audit Report on Pag-IBIG Fund for 2015 and 2014. In the attached Independent Auditor’s Report penned by Supervising Auditor Julia Ella Moreno, she stated that “in our opinion, the financial statements presented fairly, in all material respects, the financial position of the Home Development Mutual Fund (Pag-IBIG Fund) as of December 31, 2015 and 2014, and of its financial performance and its cash flows for the year then ended in accordance with Philippine Financial Reporting Standards.”

N HOTEL brightens Northern Mindanao Tourism Industry with three stars accreditation

The Department of Tourism Region 10 (DOT-10) granted three stars to N HOTEL based on its accreditation of accommodation establishments.

In a short awarding ceremony at the said hotel on Monday (July 11, 2016), DOT-10 Senior Tourism Operations Officer, Josephine H. Roque announced that the accreditation was due to N HOTEL’s compliance in all the requirements as prescribed in the classification.

Classification standards range between one to five stars which is applicable to hotels & resorts. The number of stars will be given according to “higher service & facility quality, facility condition and improved business practices like environmental management”. The scores that determine the number of

stars are based on the star grading system ranging from 215 to 1,000.

Over all, N Hotel garnered 773 out of 1,000 points, enough to receive four stars. However, the need to have a specialty restaurant has yet to be met.

N Hotel is the FIRST and the MOST QUALIFIED tourism establishment in Cagayan de Oro, as well as Northern Mindanao, as far as star qualification is concerned. “This is going to be the first in Northern Mindanao,” Roque proudly stated before handing the plaque of recognition and certificate to N HOTEL’s General Manager, Filame C. Saniel.

“We may be a three star hotel, but our service amounts to five star,” Saniel quipped. She also expressed N Hotel’s reputation being the friendliest hotel in Northern Mindanao for Persons With

Disabilities (PWD), with three rooms suitable for them among the total 64.

EU, Oxfam turn-over P4-M worth of medical equipment to ARMM

MARAWI CITY, Lanao del Sur -- The European Union (EU) and international aid agency Oxfam turned-over P4-million worth of medical equipment to the Autonomous Region in Muslim Mindanao (ARMM) to boost the quality of reproductive health services in the region.

The equipment was received by ARMM Executive Secretary Atty. Laisa Alamia and Dayang Sangkula Jumaide of the region’s Department of Health on Thursday, July 14.

Justin Morgan, Oxfam country director, said the medical equipment will help improve the delivery of Sexual and Reproductive Health (SRH) services to 14 cities and municipalities in the region.

Among the items turned over are fetal dopplers, oxygen tanks, wheelchairs, examination tables, delivery tables, and pediatric stethoscopes.

EU funded a program dubbed Improving Availability of Reproductive Health Ser vices in the ARMM, or ARCHES which seeks to contribute to poverty reduction and improved well-being of the population in the region through better and more equitable access to health services.

ARCHES is a joint undertaking between Oxfam and four women’s rights organizations working with local communities in the region namely Al Mujadilah Development Foundation, Inc. in the province of La-

nao del Sur; Pinay Kilos in Sulu and Basilan; Tarbilang Foundation Inc., in TawiTawi and United Youth of the Philippines-Women in Maguindanao.

The assistance will also help build the capacity of local governments to deliver SRH services.

“We believe in the importance of protecting the rights and welfare not only of women but also the families they raise and support, and we recognize that there is a need to ensure that reproductive health services are made available for all, especially for the disadvantaged,” ARMM Governor Mujiv Hataman said.

In October 2012, a landmark legislation known as the Reproductive Health

Care Act of 2012 for the ARMM was signed. It created and established a reproductive healthcare program for families in the region that promotes natural family planning method and focuses on strengthening child healthcare facilities.

Starting this year, Vision Petron embarks on a new five-year series focusing on Tuklas or Rediscovery.

This 2016, the theme is Tuklas Kapaligiran: Rediscovering the Best Feature of Our Surroundings, to highlight the Philippines’ best and most unique features. These could be witnessed in our lush landscapes, underwater gardens, and the rich

biodiversity of our flora and fauna. We can also highlight our cultures and living traditions such as our indigenous peoples still living in the habitat of their birth or our Muslim brothers dwelling in faith in Mindanao.

Entries may be submitted for the following categories: painting (oil/acrylic), painting (water-based), photography, videomaking, and music or song-writing. The competition is open to Filipino college students and students of a tutorial class, aged 16-28 years old only. Given the adjustment in the opening of classes, those with classes beginning this August 2016, but were enrolled last May 2016, are still eligible to join.

Entries are judged by a panel of esteemed experts in their field, and winners will receive cash prizes. The winning works will be featured

in Petron marketing collaterals like the wall and desk calendars, planners, and t-shirts.

They will also get access to exclusive opportunities such as have their works exhibited at the CCP Theatre Main Lobby or scholarships to the prestigious Cinemalaya Institute. Provincial winners, plus a parent and school representative, are flown in and billeted in a hotel for the awarding ceremonies.

Vision Petron wins recognitions every year and now has more than 150 awards through its 16-year history. Most recently, it received the Silver Award in Advocacy Marketing in the Integrated Program category at the 2016 PANAta Marketing Effectiveness Awards. It was the highest award of the category as no program received the gold award.

Among others, the councilor wants to pursue Philhealth Universal Coverage to finance the enrolment of at least 100,000 indigent families in the city and upgrade the J.R. Borja General Hospital to a secondary hospital status with a fully-equipped intensive care unit.

The councilor said she will propose the creation of a distinct and separate Philhealth Department to look into the improvement of the city’s health facilities, purchase of drugs and medicines, and pay administrative costs of delivering Philhealth programs.

On the campaign against illegal logging, the Enforcement Division of DENR 10 disclosed that from January to June 2016, a total of 36.05 cubic meters of lumber and flitches and one ten-wheeler truck were apprehended/ confiscated for violations of forestry laws, rules and regulations. The DENR 10 has a stock balance of confiscations consisting of 14,570 linear meters of rattan, 750 bundles of resin, 3 pieces assembled door, among others.

Meanwhile, Regional Director Tawantawan has called on all applicants for cutting clearance for planted premium trees within titled/ private lands to follow the policies of the department.

Geo-tagged photographs of the area where the trees are located form part of the requirements of their application.

She cautioned the Community DENR offices to properly verify the exact location of the planted trees to make sure that policies are being followed in the processing of application for cutting clearance. The geo-tagged photographs should coincide with the location of the titled lot, she added.

Estanio, 41, suffered three gunshot wounds on his back during the gun attack by riding-in-tandem assailants last June 30 outside his house in Sitio Bioborjan, Barangay Rizal here.

Estanio’s 12-year-old son was hit by a bullet in the chest.

Estanio’s neighbor, Allan Tinambakan Canibel, 52, was also hit on his right shoulder. Canibel was just passing by when the gunmen fired at Estanio.

The three victims are now in stable condition and recuperating from gunshot wounds in an undisclosed location.

Estanio has been waging a campaign against illegal gambling, illegal drugs and criminality in his radio program.

Prior to the attack, Estanio claimed he had been receiving threats from a big-time operator of illegal game slot machines in the city.

“It’s been 14 days already that me and my son, including my neighbor, were shot and still not a single suspect has been arrested,” Estanio lamented.

That was the period that Acenas also informed DILG that he would resume as mayor on the basis of his oathtaking last November 12, 2015 after the Ombudsman issued a decision removing Moreno from office perpetually.

That decision is currently under Court of Appeals litigation.

Panadero wrote the opinion in response to Moreno’s June 28 letter informing the agency that Acenas’s action equated mutiny and asked for appropriate action against the then vice mayor.

But Panadero said DILG could not file action against Acenas since it was only the Office of the President and the Office of the Ombudsman which could impose sanctions against local elected officials.

However, Panadero reinforced his position by pointing out that DILG had always recognized Moreno as mayor from November 12 , 2015 to the present.

He said that even though the Ombudsman had issued an August 14, 2015 dismissing Moreno from office, the agency could not execute it because they were prevented by the Court of Appeals from doing so through a writ of preliminary injunction issued last January 11.

Panadero said that the writ still took effect to this day because it was not revoked by any other court.

Then on June 22, the Court of Appeals also issued a resolution explicitly stating that the Office of the Mayor in Cagayan de Oro City has never been vacant since Moreno served his term from 2013 to the present since the Ombudsman’s dismissal order may still be subject for appeal or contest.

And lastly, Moreno was already proclaimed by the Commission on Elections (Comelec) as the elected mayor of the city, serving from 2016 to 2019.
