THE number of people living with Human Immunodeficiency Virus (HIV) in the Philippines will reach 133,000 by 2022 based on the current rate of infections, a health official said Thursday. underestimate since not many people submit themselves to HIV testing. From January 1984 to May 2016, the country has recorded 34,158 HIV cases, Samonte said. Citing date from the HIV/AIDS and Anti-Retroviral Treatment Registry of the Philippines (HARP), the official said 91% (31,088) of the reported cases were asymptomatic at the time of reporting. CAGAYAN de Oro City-Kicking off its weeklong fiesta celebration in honor of Our Lady of Mt. Carmel, employees of the local government unit of Barangay Carmen, including the staff of the 1st congressional district office, showcased their dancing prowess while promoting Filipino cultural heritage through folk dances. Twenty groups vied for the champion’s purse of P15,000 in a very com-
petitive but friendly dance competition. The festive atmosphere at the ACSAT Gymnasium was very palpable that the torrential rains did nothing to dampen the spirits of the more than 400 employees of the BLGU and their family members, friends and guests. Clad in their very colorful costumes, Barong Tagalogs and gowns, the participants really did painted the town, er, barangay, red Saturday night. THE National Union of Journalists of the Philippines views as a positive step Communications Secretary Martin Andanar’s announcement of the creation of a task force to look into media killings. This will certainly bode well for the prospects of finally giving justice to the scores of our colleagues who have been murdered with impunity for decades. Unfortunately, the indications are it will not if government continues to hurl blanket accusations on members of the profession, the latest being statements by PNP Director General Ronald dela Rosa and presidential spokesman Ernie Abella on the alleged links of some media workers to illegal drugs. Dela Rosa was reported as saying in a television interview that some media personnel are either users, dealers, or protectors of drug lords. Asked about this, Abella, instead of displaying prudence, backed up Dela Rosa’s statement, saying this was “probably” based on “intelligence reports.” In both instances, no proof was proffered and

the statements were sweeping enough to cast a pall of suspicion on a whole profession, in the same way the wholesale accusation of corruption tainted both the guilty and the upright. Nor, as far as we know, have any charges been filed in court. We are afraid, just as the insinuation that corruption is justification enough to commit murder, these sweeping statements about media workers in drugs -- while doubtless there indeed may be rogues, just as in any sector of society -- could be used as a handy justification by those who seek to silence independent and critical journalists. We therefore challenge General Dela Rosa and Secretary Abella, if there is truly evidence against any media worker involved in crime or protecting syndicates of any kind, to file the appropriate charges in court and let justice take its course, lest those whose only crime is to dig for the truth and serve the people’s right to know end up silenced with no way to refute trumped up accusations scrawled on cardboard placards. Maybe because of the jubilation brought about by the decision of the United Nations Arbitral Tribunal upholding our country’s right to the South China Sea as against China’s encroachments in the area, the grave implication of Leni’s statement, released by her office officially to the media to make sure it gets the desired exposure, appeared
to have been glossed over or unrealized by many. Yet, there were many, however, who raised their eyebrows with Leni’s statement: was it not an attack against the very government that finally agreed to give her a Cabinet post even if there was no duty on the part of Duterte to give her any position? Was it not treachery to a government that gave her gracious accommodation just a few days earlier? Could she not have just talked to Duterte in private about it, in the first place? -oooWOMEN-PARAMOURS CAN BE LIABLE FOR VIOLENCE VS. WOMEN, TOO: What, if any, is the liability of a woman who agrees to be the paramour of a married man? This is the question of Dionisia P., who said her husband suddenly became
violent towards her and their children, refusing even to provide for their daily sustenance after entering into a relationship with another woman. This is an interesting question, but I am of the view that Republic Act 9262, or the Anti-Violence Against Women and Children Act, already has an answer: the woman lover of the married man---and even her own parents or children or friends who help her pursue her relationship with the man---could also be liable for imprisonment of up to 20 years under this law. My reason is that, like any other crime, violence against women and children is an offense that can be committed by several persons at the same time, if they all conspired, by their acts or behavior,
to paradise. So when you take that cheap substitute for paradise in that bottle or drug, or have sex with that someone who’s not your wife or husband, you’re walking into a dangerous trap from which you may never get free. It may feel good for a short time, but it will eventually drain and rob you of everything you have, little by little, day by day. Until you finally realize that your paradise has actually turned your life into the worst nightmare. So do you want a “high” or “buzz” that never runs out? A “fix” that doesn’t steal
your life, but instead gives you the satisfying one you’ve always wanted. It’s the right and only cure for your marriage and money problems, and best of all it’s free! If right now you’ll sincerely ask Jesus Christ to forgive you for your wrong living, and to take complete charge of your heart and life, Jesus will give you the strength and willpower to quit those bad habits and stop taking cheap substitutes and shortcuts to paradise. CAMP Alagar, Cagayan de Oro City--The police regional command here has dismissed 30 police personnel in the campaign against “illegal drugs,” a senior police official said Thursday. Police Supt. Surki Sereñas, the police regional spokesman, said that 10 more cops received the dismissal order last week while cases against seven other police are still being heard. Police Chief Supt. Lyndel Desquitado signed the dismissal order as the last official act on the day of his retirement last week, Sereñas said.
He said that the traces of illegal drugs were found during various surprise “drug test” against the police, which started two years ago. Sereñas said that the police regional command here has been conducting “surprise and mandatory drug test” to police personnel, even before the election of President Rodrigo Duterte. He said that the dismissed policemen underwent the usual “procedure” when the regional inspectorate conducts an investigation. Despite the many books written by Francisca Reyes Aquino, the mother of Philippine folk dances, only a few still value, appreciate and give importance to Filipino folk dances. Constitutional mandate Folk dances are slowly going down the road to extinction because of the onslaught of modern dances and lack of appreciation that folk dances could be the finest form and most popular way of depicting Filipino culture and tradition. Perhaps seeing this decline and in order to preserve them for posterity, the framers of the 1987 Constitution included this sentence found in Article XIV, Section 15: “The State shall conserve, promote and popularize the nation’s historical and cultural heritage and resources, as well as artistic creations.” This is the very reason why Klarex was so thankful to the person who spearheaded the Folk Dance Competition last Saturday. “Sa nag-eskwela pa ako sa pampublikong eskwelahan sa among lungsod, nagsayaw usab ako niining mga sayawa. Benefits of folk dances Like any dance form, the physical benefits of folk dances can not be discounted. But more than physicality, appreciation and understanding of one’s culture is perhaps a folk dance’s greatest gift to us.

According to Dance Ethnologist Richard Duree, folk dances tell a story. They are both the messenger and the message. “To give the dance the true depth of understanding it deserves, we need to learn to view the dance as a messenger with a story to tell. That story is about the question: ‘Why do people dance the way they do?’ This question and the quest to answer it will be folk dance’s greatest gift,” Duree said. In order to effectively answer this question, Duree suggested that we examine each of the “four ingredients which combine to create folk dance which do not apply to any other dance forms.” These ingredients, which hide the “social urges” for the dance’s creation, are “(1) The Ethnology of the Dance: Who danced the dance? Where? When? And why? What role did the dance play in their secular and religious life? Marriage market? Rite of Passage? Easter? (2) The Character of the Dance: Often called “styling.” To know this, we have to answer “why do people dance the way they do?” (3) The Relationship to the Music: Although there are folk dances that are not accompanied by music and there are other dances that do not have a definite rhythm, the dance has a powerful control that holds the dance together in spite of the lack of musical rhythm. These dances, however, are rare exceptions because musical accompaniment is an integral part of the dance and adherence to the rhythm is consider to be of utmost importance; and (4) The Choreography: The arrangement of steps, figures, and motifs. Though the least important element of the dance, this is where too many folk dancers focus their attention, neglecting the first three. It should be noted that in some dances it is considered rude and inappropriate to deviate from the prescribed steps, where others have no such limitations and improvised variations are admired and skill at the dance is an enhancement to one’s social status. Whichever custom applies should be understood and respected.” “If these social urges that foster the dance are removed, the dance declines and disappears,” Duree said. The city government announced the P50,000 reward money on Wednesday, which raises the total amount of the bounty of P60,000, Pontillas said. As of 6:26 p.m. Thurs-
day, there are unconfirmed reports that the bounty has been raised to P80,000 after the victim’s family offered P10,000 and another P10,000 from a Good Samaritan. He said that reward would be given to anyone who could provide information that would lead to the arrest of the suspect. Nephi T. Loyola, was found dead in one of the rooms of Hotel Sogo last Tuesday morning with bruises and signs of strangulations inside the hotel’s comfort room. The hotel’s closed-circuit television (CCTV) camera captured a vivid picture of the suspect identified only as “Jacob Caram” or, “Jacob Caramba” while leaving the hotel. Caram or, Caramba was the companion of the victim when both checkin at the hotel prior to the incident. According to Pontillas, the still images of the suspect, extracted from the hotel’s spy cameras, have been distributed to the local law enforcers in Mindanao and in the Visayas region. The arrest of the suspect became an obsession as the parents of the victims pointed to a village chief as the possible suspect in the murder of the 16-year-old high school dropout. Rizalina T. Loyola, mother of Nephi, pointed to village chief Achilles Jude Babaran, of Pagatpat, this city, as the alleged mastermind in the killing of her daughter. Loyola said that they have filed two counts of rape charges against Babaran for molesting the minor twice apart from two other charges involving child abuse. “We could not suspect anybody, but Babaran because he is the only person that we have run into conflict with,” the mother said. She said that she would write to President Rodrigo Duterte to appeal her case and hope to find justice in the killing of her daughter. In a press conference, Babaran , accompanied by a lawyer, has vehemently denied the rape charges and declared that he has nothing to do with the death of the minor inside the hotel.
