Allegd ‘pimp’ jailed over teener’s death

POLICE pressed a complaint of human trafficking against the alleged pimp who arranged the meeting of the 16-year-old Nephi Loyola and a certain Joel Caram in a hotel in Barangay Lapasan, Cagayan de Oro City.

Chief Insp. Ariel Philip Pontillas said that 19-yearold April Jean Albet initially came forward as a witness after hearing of Loyola’s death.

Pontillas said: “In the course of our investigation, we found out that Albet could be liable for human trafficking.”

DepEd reminds public schools on ‘no collection policy’ THE Department of Education (DepEd) on Wednesday reminded public schools nationwide that the collection of authorized contributions is purely voluntary.

In a statement, the DepEd reiterated its goal to provide all Filipino learners with free basic education in public elementary and secondary schools.

This is pursuant to DepEd Order No. 41, s. 2012 which includes the implementing policies

on the collection of voluntary contributions.

Under the guidelines, these authorized contributions include those made for Boy Scouts of the Philippines (BSP), Girl Scouts of the Philippines (GSP), Philippine National Red Cross (PNRC), AntiTB Fund Drive, Parents-Teachers Association (PTA), and school publication fee.

The contribution per learner for the BSP and GSP is PHP50,

PHP35 for the PNRC, and PHP5 for the Anti-TB Fund Drive.

The Department stressed that an excessive amount for the PTA contribution must be avoided.

“This contribution may only be collected after the PTA presents to their members and to the school head/principal a report on the utilization of the previous school year’s collections and their proposed budget with program of activities,” DepEd said.

For the school publication fee, no more than PHP60 may be collected from elementary pupils and not more than PHP 90 for high school students.

The publication of the school newspaper, although not compulsory, is encouraged to bolster the journalism program at the elementary and secondary levels.

CAGAYAN de Oro City-The Bureau of Immigration (BI) recently issued some guidelines to air passengers to avoid offload.

In deciding whether to allow individuals to leave the country, immigration officials refer to the “Guidelines on Departure Formalities for International Bound Passengers,” said immigration officer in a meeting of the Regional Law Enforcement Coordinating Committee (RLECC) in northern Mindanao.

The guidelines, which were approved by the Department of Justice, was formulated in accordance

with Republic Act 9208 or the Anti-Trafficking in Persons Act of 2003, and its Implementing Rules and Regulations, Republic Act No. 8042, otherwise known as the “Migrant Workers and Overseas Filipinos Act of 1995,” as amended by Republic Act No. 10022 and other related laws.

Under the guidelines, which provide for definite parameters in the strict enforcement of immigration departure formalities intended for the prevention of trafficking in persons, illegal recruitment, and other related offenses, the bureau will automatically subject the following to secondary inspection: Travelers without fi-

Geological conditions, rains delaying P13b hydro projects in B’non

MANOLO Fortich, Bukidnon––Construction of the P13-billion twin hydro projects of Hedcor Inc. is being delayed due to geological conditions and continuous rains, company officials said on Tuesday.

Gregor io Jab oni l l a, Hedcor vice president for business development, told reporters that the two runof-river hydro projects have already been delayed for 110 days when their workers encountered problems at their work site in this municipality.

“Our workers are encountering soft rock during our excavation work. The sides of the mountain keep on collapsing on us,” he said.

Jabonilla said the workers have to resort to time consuming measures like constructing piles to support the soft soil formation in their work sites.

He said the onset of La Niña, which brought heavy rains every afternoon, is also an added problem.

“We would have preferred stronger granite rocks to work on. At least these

will not collapse and cause delays,” he said.

Jabonilla, however, expressed optimism that despite the delays, the project will be completed by 2017 as scheduled.

The Hedcor run-of-river hydro projects are expected to generate 68.8 megawatts of electricity.

The project cuts across Guehean, Amusig and Tanaon rivers and empties into the Tagoloan river.

The 74-hectare project site is also home to endangered species like the Philippine Civet Cat, Dalampacan Fish and the Philippine Wart Pig. Hedcor is a subsidiary of Aboitiz Power Corporation, a major energy player in the Philippines.

De Lima files her first Senate bills “ I Thursday, July 14, 2016

Newly-elected Senator Leila de Lima filed her first bills, as part of her commitment to strengthen efforts for criminal justice system, fight corruption, and uphold human rights protection.

De Lima, a former Justice Secretary and Commission on Human Rights Chair, filed Senate Bills (S.B.) no.

195 or the Anti-Criminal Exploitation of Children Act of 2016; S.B. no. 196, the Bank Secrecy Law Amendments, and S.B. no. 197, or the Libel Law Reform Act of 2016.

The Anti-Criminal Exploitation of Children bill defines criminal exploitation of children, and imposes higher penalties for all crimes involving them.

“Children are among the marginalized and most vulnerable in society. They must be protected from predators. These include parents and criminals who take advantage of their vulnerability,” said De Lima.

According to this bill, children are made victims when criminals--in any capacity or extent--involve them in the commission of offenses. As such, this bill seeks to provide stiffer penalties to include imprisonment for individuals who engage, promote, facilitate, or induce a child in illegal activities.

This bill also reiterates that a child who is fifteen (15) years of age or under during the time the offense was committed is exempt from criminal liability. A child above fifteen (15) years old but below eighteen (18) years old is also exempt from criminal liability but can be subject to state intervention.

future at risk. It is our duty to protect and take care of the psychological and physical well-being of our children. Imprisonment of children violates their human right to development,” said De Lima.

Meanwhile, the Senator’s proposed amendments to Republic Act no. 1405 or the Bank Secrecy Law, seek to exempt government officials and employees from coverage under this legislation.

“The 1987 Constitution states that ‘public office is a public trust.’ No person who serves in government shall abuse this mandate, or be promised a shield from accountability in the commission of crimes,” De Lima said.

“By removing the bank confidentiality privilege of those in public office, this bill will promote transparency in governance, and will significantly lessen attempts of accumulating ill-gotten wealth.”

Philippines wins versus China THE United Nation’s Permanent Arbitration Tribunal rendered its decision today, July 12, after three long years of legal battle--that the Philippines has exclusive rights and sovereignty over the disputed seas in and around the Scarborough groups of islands. China, which did not appear during the entire proceeding, lost its alleged historical claims that it owns the area.

China has no legal basis to claim historic rights to resources falling within the nine-dash line. The tribunal found out that none of China’s claim generating an exclusive economic zone. It further held that it would be delimiting a boundary that certain areas within economic zone of the Philippines--because those areas are not overlapped by any possible entitlement of China.

The Philippines filed the case against China three years ago after the latter intruded into its territory.

thing happened to Filipino fishermen who were driven away by Chinese navy who even fired water cannons.

Tensions in the area, which was also claimed by Taiwan, Indonesia, Malaysia, Vietnam and others were high because of China’s assertiveness, aggressiveness and preparedness, relying so much on the size and strength of its armed forces.

The Chinese perhaps think it could win any war against any of the countries involved in the fracas. One time it even called the Philippines as the trouble maker in the region.

As of this writing, China has not yet reacted to the decision, although it has been expected by all quarters that the matter will not change its position. The tensionfilled relationship between America and China which many nationals around the world anticipated could trigger a big war.

It has been noted lately that America has deployed its modern fighter jets and nuclear submarines in the

area as well as strengthening the Economic Defense Cooperation Agreement (EDCA). Edca has proposed to establish its airbases in Lumbia Cagayan de Oro as well as seven other places in the Philippines - - a thing opposed by the leftists.

P re s i d e nt D i g o n g Duterte who admitted he is a leftist has not issued as yet a comment on this latest development. I urge Filipinos around the world to watch for more news stories to be able to get updates of information on the matter.

That was a reassurance that no university, regardless of stature, commands a faculty members’ recognition, let alone his professional standing: it is society which judges merit and non-merit.

Not expecting the least of the award’s glamor, I realized that before I had innocently pursued doctoral units in management regardless of the challenged track record of my professors. Most of them did not have as much research and peer-reviewed journal publications so the schooling was not worth further effort. I do not want zarzuelas in the academe (who is the student and who is the professor, any-

way?), that’s why I stopped pursuing it.

If I weigh between the two paths of getting a higher degree, I choose the honorary award (rather, God chooses to bestow it to me).

A friend who is a dean said that this kind of degree bears more weight than the one earned through schooling.

I believe this is so: in a globalized economy where doctoral degrees are offered to prepare students to be productive researchers and not just a diploma holder, most PhD graduates in the country did not prove their higher degree. If we take the rationale of bestowing such honorary degrees, we are enlightened that a candidate first proves something in his field to attract such a doctorate degree.

To satisfy curiosity, I used to accept research classes to teach for seventeen years in the undergraduate and graduate levels. Research subject had been as heavy as six units, but given only three. This experience, however, led to my leveraging expertise: I realize that I already finished ten researches outside my academic requirements through grants—nine funded by my former university and one

sponsored by the National Commission for Culture and the Arts through a very competitive selection process.I have passed through the rigors of scientific publication in refereed journals where I have published seven (five international and two local).

Yet my erstwhile university turned a blind eye to these and applied a poetic justice for the sake of camaraderie, ignoring international standards in the tenure and promotion of mentors, even risking its reputation.

Thank God, that became part of the necessary transition. My acquaintances and friends might be surprised that months after I received my honorary doctorate, I quit my full-time teaching and pursued the path of entrepreneurs.

The need for evolution was urgent when I reached 40 that is why I changed gears. Without morphing from an employment mindset, life is boring—a tangle of carrot chase for an imaginary carrot as entrepreneur Robert Kiyosaki aptly described it. Making money work for me is better now than working for money.

CBCP official: ‘We will resist the moral wrong’

THE Catholic Bishops’ Conference of the Philippines urged its bishops to stand up against what is wrong and express the teachings of the Church even if turns to the “wilderness.”

Archbishop Socrates Villegas, CBCP President, was addressing the bishops at the start of their 113th Plenary Assembly on Saturday.

The prelate spoke the importance of critical collaboration and dialogue with the secular world, trying always to courageously express the Church’s teachings.

After all, he told the more than 100 bishops in attendance that “our call is not to be successful but to be faithful.”

“We will teach, even it seems like a voice in a hostile wilderness, till the day we die, that right is right and wrong and wrong and we will not withdraw from mission of the Lord,” Villegas said.

The CBCP head urged the bishops to take a more active stand in defending for what is right and resisting the moral wrong.

“We will stand and defend every person’s life and dignity. We will shield the weak from harm. We will protect the confused from error,” said Villegas.

NURSING consists of the performance of the leadership functions of governance and decision making within organizations employing nurses. It includes processes common to all management like planning, organizing, staffing, directing and controlling. It is common for registered nurses to seek additional education to earn a Master of Science in Nursing or Doctor of Nursing Practice to prepare for leadership roles

within nursing. Management positions increasingly require candidates to hold an advanced degree in nursing.

The chief nurse, in other words the person in charge of nursing in a hospital and the head of the nursing staff, is called nursing officer in the Commonwealth, head nurse or director of nursing in the United States and Canada and matron or nursing superintendent in India.

The chief nurse is a registered nurse who supervises the care of all the patients at a health care facility. The chief nurse is the senior nursing management position in an organization and holds executive titles like chief nursing officer, chief nurse executive or vice president of nursing.

They typically report to the CEO or COO. The chief nurse serves as the head of the general staff of the hospital and is obeyed by his/her subordinate nurses.

Sex education in Philippine public schools

ON the occasion of the World Population Day last Monday, the United Nations Population Fund has reported that the Philippines still has more room to improve in its sex education program for public schools. With our good new Secretary at the helm of DepEd, I wonder how he’s taking this report.

According to the report from the UN agency, comprehensive sexual education, which is sup-

posed to be a critical piece of the reproductive health law, still leaves something to be desired. The report added that the emphasis from the highest level of government, which means at the Cabinet level (i.e.

DepEd secretary), is a critical piece because that means that it drives how everyone who works within the bureaucracy is able to act.

Of course, comprehensive sexual education is already included in the K to 12 curriculum yet standardizing it is still currently under process. That’s because implementing it needs consultation from experts such as teachers,

parents, reproductive health providers and the adolescents themselves. Also there needs to have a refresher training for teachers and I bet the ones assigned here will be the Science teachers since Human Anatomy is part of Science.

DepEd must note that in a separate report, UNESCO had stated that a scientificallyaccurate, culturally and ageappropriate, gender sensitive and life-skills based sex education reduces risky behavior among young people who are sexually active.

still connects with my future involvements though not anymore as a full-time academician. An outro of my academic career? Maybe, and more: a vidimus of answered prayer and work ethics that back up other pursuits.

Entrepreneur Rene Resureccion theorized that after one passes the student and employment stages, the entrepreneurial stage should come. At this stage, one have had gained enough knowledge and experience to start his own company.

In my case, my entrepreneurial journey is informed by my business course and fueled by my artistic passion.

I am guided by my intentions and prepare metal sculptures for my participation in this year’s national handicraft fair at the Mall of Asia. I used to do this preparation in my previous solo shows at art galleries, but this time it is different: some of my designs will become high-end semicommercialized products.

I must combine the astuteness of a businessman and the playfulness of an artist with God’s guidance.

Having enough capital is not always a guarantee for success in my start-up business. I need the whys and the hows and between the two, the former is foremost in importance. Why choose entrepreneurship?

Because I love freedom and independence and hate time constraint.Because I love financial security and hate being dependent.Because I love to create and hate to parrot other people’s scripts.

Because I served too long with discrimination and must start building my own.

Even as a businessman, I still choose to partner with Holy Name University (HNU) as its adjunct Professor 1. This way, I can share my expertise and avoid the paralysis of practice without continually reflecting on theories. Theories still inform practice and I need both.

I am glad that my new partnership with HNU is exciting. As an adjunct faculty, I am a recipient of a research grant with monetary incentive plus a six-unit deloading with pay in teaching.

I may not know with certainty the outcome of my sweat and tears as a start-up entrepreneur, but I still believe in faith. I still know who holds the ideas and opportunities.

In a signed 11-page complaint-affidavit, the young Loyola accused Babaran of allegedly raping her twice last year.

In the same affidavit, Loyola has sworn that the first alleged rape occurred once on June 19, 2015 and the second on September 22, 2015.

She said that she did not

immediately file the case after the suspect reportedly warned her of trouble and that her family would be evicted from the relocation site.

Loyola filed the complaint with the City Prosecutors Office last April 16, 2016 with Assistant City Prosecutor Ansharey S. Lalia subscribing the complaint on the same date.

With the death of Nephi Loyola, who was born July 22, 1999, as reflected in her birth certificate would turn 17 this month, the prosecutor would certainly dismiss the complaint.

In a press conference held Wednesday noon, Babaran accompanied by a lawyer (who spoke on his behalf ) described the case as “politically motivated” and denied the rape charges.

The charges against Babaran was exposed after the victim’s mother has expressed the suspicion that the killing of her daughter was carried by a “hired killer” to silence her.

The police are still looking into various angles on the motive of the killing.

Police investigators has also released the face of the suspect whose departure from the hotel was registered in spy cameras installed around the hotel.

The police said that the suspect checked in the hotel twice under the name “Jason Caram,” which could be an assumed name to hide his true identity.

Albet had told police that an unidentified man called her up last Friday and specifically requested for Loyola’s presence in his room at Hotel Sogo in Cagayan de Oro City where he was staying.

It was only on Sunday afternoon that Albet was able to convince Loyola to come with her and go to the motel where the suspect, who registered himself at the hotel desk as one Jason Caram, was waiting.

When the three met, Albet claimed that the male suspect gave him P2,000 as gratitude for delivering the underage woman in his presence. She then promptly left the premises, leaving the victim and the man to themselves.

Albet said she knew Loyola as a former neighbor but could not ascertain on how the suspect was also aware that they knew each other.

Pontillas said the circumstances surrounding the way Loyola was unwittingly delivered to her would-be killer already constituted human trafficking.

It was only in the early hours of Tuesday that a Hotel Sogo staff discovered the lifeless body of Loyola, her head and neck wrapped in cellophane plastic.

A security camera at the hotel showed the suspect leaving the hotel at 2:49 p.m. Monday.

Titan is a very cold place.

Instead of water on the surface, it filled with liquid methane and ethane. Its dense atmosphere, a yellow haze, is full of nitrogen and methane. When sunlight hits this toxic atmosphere, the reaction produces hydrogen cyanide.

“We are used to our own conditions here on Earth.

Our scientific experience is at room temperature and ambient conditions. Titan is a completely different beast,” said Martin Rahm, postdoctoral researcher in chemistry at Cornell University and lead author of the study. “So if we think in biological terms, we’re probably going to be at a dead end.”

Still, Titan and Earth have important traits in common. Despite its seemingly inhospitable climate, Titan features terrain with Earthlike attributes such as lakes, rivers and seas. These liquids fall as rain and affect geology through erosion.

The Comelec said that the period of registration of voters for both the barangay and youth polls will begin on Friday, July 15, until Saturday, July 30.

Pitogo said a certain Jonathan Ursaiz, head guard of Tagbagane Security Agency, was arrested following the shooting.

He added that two other suspects were identified as Arje Laurente and a certain Naelga, who were nowhere to be found.

All the 11 others were considered John Does are now at-large, Pitogo said.

Based on initial investigation by the Sumilao police, the victims were with a group of about 50 individuals headed by Bae Merlita Mayantao, of Inalsahan Indigenous People Organization (IPO) who forcibly entered the Umalag Farms Inc. premises by digging under the fence and put up a tent inside.

Once they had entered the compound, around 14 security personnel of Tagbagane security agency confronted the farmers and heated argument between the groups ensued that led to the alleged shooting of the peasants by the armed guards.

Police said 12-gauge shotguns were used by the suspects in shooting the victims.

Shortly after the incident, Sumilao police arrested Ursaiz inside the Umalag Farm compound.

Law enforcers recovered three 12-gauge shotguns at the site.

Also retrieved at the crime scene was a fired shotgun cartridge, one .38 caliber pistol and a scythe near the body of Nacaytona.

During the interrogation, Ursaiz insisted he did not take part in the shooting although he was with the group of security guards who faced the farmers.

“He (Ursaiz) admitted he was with the guards at the time of the incident, but he did not carry any weapon.

But witnesses saw him as one of the shooters,” Pitogo told this paper in a phone

interview Wednesday.

He said the IPO asserted that part of the Umalag Farm is their ancestral domain, “although the legal process [of the claim] is still ongoing and yet they entered the area.”

Also, Pitogo said the name of Bae Mayantao was not in the list of tribal leaders who have a stake in the contested land.

However, as AND KNK pursued more studies of the Bible, it became clear that the symbol’s concept came from Isaiah 1:18 of the Bible. Thank God in the Name of Jesus!

reccion theorized that after one passes the student and employment stages, the entrepreneurial stage should come. At this stage, one have had gained enough knowledge and experience to start his own company.

In my case, my entrepreneurial journey is informed by my business course and fueled by my artistic passion.

I am guided by my intentions and prepare metal sculptures for my participation in this year’s national handicraft fair at the Mall of Asia. I used to do this preparation in my previous solo shows at art galleries, but this time it is different: some of my designs will become high-end semicommercialized products.

I must combine the astuteness of a businessman and the playfulness of an artist with God’s guidance.

Having enough capital is not always a guarantee for success in my start-up business. I need the whys and the hows and between the two, the former is foremost in importance. Why choose entrepreneurship?

Because I love freedom and independence and hate time constraint.Because I love financial security and hate being dependent.Because I love to create and hate to parrot other people’s scripts.

Because I served too long with discrimination and must start building my own.

Even as a businessman, I still choose to partner with Holy Name University (HNU) as its adjunct Professor 1. This way, I can share my expertise and avoid the paralysis of practice without continually reflecting on theories. Theories still inform practice and I need both.

I am glad that my new partnership with HNU is exciting. As an adjunct faculty, I am a recipient of a research grant with monetary incentive plus a six-unit deloading with pay in teaching.

I may not know with certainty the outcome of my sweat and tears as a start-up entrepreneur, but I still believe in faith. I still know who holds the ideas and opportunities.
