DTI-PAB marks World Accreditation Day 2016 Volume VI, No. 041

The Department of Trade Philippine Accreditation Bureau (PAB) celebrated World Accreditation Day (WAD) 2016 with a weeklong program of activities including the hosting of the DTI flag-raising ceremony on June 6, 2016.

An orientation on Accreditation was held on January 07, 2016 at St. Giles Hotel Makati attended by 57 participants from different government agencies, regulators and private industries and organizations. The event aims to raise awareness on accreditation and to promote the use of accredited conformity assessment bodies to private industries and other organizations.

and Mutual and Multi-lateral Recognition Arrangements (MRAMLA), The DTI-Bureau of Philippine Standards, on the other hand, discussed its Product Certification schemes.

The celebration was capped with a forum on accreditation, the carrying WAD theme “Accreditation: A Global Tool to Support Public Policy”. It was held on July 09, 2016, the actual day of WAD commemoration, at DTI International Building Makati City attended by 56 participants from different government agencies, regulators and private industries.

Bill to implement genuine land reform IMPLEMENT a genuine land reform program to address the four-decade old problem in the country, a lawmaker urged yesterday, adding the proposed Genuine Agrarian Reform Bill (GARB) would be a holistic approach to resolve the landlessness problem of poor Filipino farmers in the countryside.

“The main goal of GARB is to distribute the agricultural lands to the farmers at no cost to the beneficiaries, Anakpawis Party list Rep. Ariel Casilao said.

Casilao said GARB essentially propounds some of the more consequential social reforms that may help in the eventual resolution of the ongoing armed conflict in the country.

According to Casilao, the continuing land monopoly and control of a few landlord families shows that the bogus CARP was not meant to break land monopoly and was instead implemented only to appease peasant unrest in the countryside, a classic counter-insurgency stratagem to create an illusion of land reform.

Casilao said in more than four decades, the government’s agrarian reform has been marred with human rights violations against farmers who, in asserting their rights to the land, have endlessly been subjected to human rights abuses.

Casilao said peasant leaders have been charged with trumped-up cases and condemned to languish in prison, adding that, “peasants have been killed, individually, or by way of infamous massacres as what had transpired in Escalante in Negros, Lumil in Silang, Cavite; Palo in Leyte; Mendiola, Hacienda Luisita, and, very recently, in Kidapawan.”

Cebu Pacific Juan for Fun 2016 ultimate backpackers win unlimited travel pass The Philippines’ leading airline, Cebu Pacific recently wrapped up another epic year of the Juan for Fun Backpacker Challenge, taking five university teams on an unforgettable adventure around the country. TeamJuanPH also had a great time in Legazpi, Albay, and found the locals very accommodating. “We

met a very friendly tricycle driver there,” John shared. “He offered to tour us for a discounted fee and took us to a lot of interesting places. Because of him, we managed to do about 50 activities in one day.”

As they traveled, the team discovered more about one another and got to know their country better. “One thing I realized is we shouldn’t be afraid to ask for directions. It’s a nice way to meet new people and establish a connection with them. You get insider information on the nice places to visit, too!” added Audrey.

DTI-Consumer Protection Group (CPG) Undersecretary Atty. Victorio Mario A. Dimagiba formally opened both events. In his welcome address, he stressed on the assurance of accurate and reliable results that accreditation can provide to conformity assessment bodies performing certification, testing, inspection and calibration. He also emphasized that government can help in improving performance of business and industry by encouraging the use of “trusted” conformity assessments to minimize risks and facilitate trade and educating the public on consuming products and services certified by accredited organizations will enhance consumer welfare.

An expert from Trade Related Technical Assistance Project 3 for Conformity Assessment, Mr. Mike Mcnemey, urged regulators and the national accreditation body such as DTI-PAB to work hand-in-hand with independent third-party accreditation as laid out in the World Trade OrganizationTechnical Bureaus to Trade (WTO-TBT) Agreement.

This agreement can be a basis in licensing Conformity Assessment Bodies by regulators resulting in mutual recognition of conformity assessment results by members to reduce public costs.

PAB is the national accreditation body of the Philippines. As of May 31, 2016, PAB accreditation has been awarded to 183 testing and 38 calibration laboratories (ISO/IEC 17025), six medical laboratories (1SO 15189), five inspection bodies (ISOMEC 17020), and six certification bodies for certification of management systems (ISOMEC 17021), such as quality (ISO 9001), environment (ISO 14001) and food safety (ISO/TS 22003) and one certification body for certification of products (ISO 17065).

The Medical Education Subsidy Committee earlier convened at the Sangguniang Panlungsod Conference Room for the consolidation and final ranking of the applicants for the scholarship grant.

There were 16 students who applied for the program but only five slots were given as mandated by the City Ordinance No. 99-2016 or the Medical Education Subsidy Program.

Qualified applicants for the program are first year medical students Crysthia Lorcyl Sistoso who garnered a total average of 90.48% and Abby Mangubat with an average of 79.06%. Also qualified are second year student Mary Claire Ricare with 89.46%, third year student Carren Emirose Solidor with 76.38% and fourth year student Rhogiem Nomus with 85.24%.

The above-named grantees are now legible to receive the subsidy grant for the scholarship program in accordance of said Ordinance. Each of them shall be given an academic subsidy amounting to 250,000 pesos per year.

During the convocation, City Councilor Policarpo P. Murillo, IV, M.D. said that producing medical practitioners thru such scheme can augment the much needed medical services for the people of Valencia.

“It is observed that in the past ten years, the number of Public Health Doctors in the city is below the ideal doctor-population ratio of 1:20, 000,” Murillo added.

Sistoso, one of the grantees who also got the highest average score during the evaluation, were very thankful for the program and for the opportunity given by the city government.

“This will increase the income of farmer-beneficiaries and raise their living standard through the promotion of cooperatives and other forms of mutual-aid as the main vehicle for improving their productivity,” Casilao said.

Casilao said the proposed bill will cover all lands operated as agribusiness plantations by transnational corporations (TNCs), commercial farms, agricultural estates including those which are presently under various schemes considered as alternative to land transfer, and aquaculture, pasture, cattle and livestock farms which are not actually, directly and exclusively used for livestock, poultry and swine as of the effectivity of this Act. Under the bill, all agricultural lands already distributed by Presidential Decree No. 27 and Republic Act 6657, as amended by RA 9700, but have passed into the ownership, possession or control of persons or corporations which are not qualified beneficiaries as mentioned in this Act, including lands distributed but placed under various schemes and modes of accessing the land to foreign and local corporations.

All landless farmers who have not received any land from all previous agrarian reform programs, tenants and leaseholders in tenanted private agricultural lands.

The sale, mortgage, transfer or any conveyance or disposition of the lands awarded to farmer-beneficiaries shall be prohibited except where the transfer is by hereditary succession. In the case of transfer by hereditary succession, the land shall be given to the heir who is willing to personally till the land and the most needy among the children of the farmer-beneficiary.

If the farmer-beneficiary can no longer till the land for one reason or another, he/ she shall turn over the land to the farmers’ organization or cooperative existing in the barrio or municipality.

“The bill proposes free land distribution to all qualified beneficiaries. When enacted, the new agrarian reform law shall cover all agricultural lands, thus practically rendering land conversion illegal and revoking all previous unjust decrees on exemption and exclusion,” Casilao said.

He said the bill seeks to institutionalize a thoroughgoing program of State support and subsidy to land reform beneficiaries in all the important aspects of agricultural production, including the promotion of cooperativism.

Casilao said GARB would break up land monopoly and implement free, fair, just and equitable distribution of the lands within a five-year period and eliminate all forms of oppression and exploitation in the countryside and thereby usher the advent of genuine social justice.

The State shall implement a program for the delivery of support services to farmerbeneficiaries which shall be based on a holistic approach to human and social development and integrated into the land distribution program with the long term end view of increasing the productivity of farmer-beneficiaries in order to transform them into cooperatives or organizations of efficient memberproducers.

The program of support services shall consist of credit facilities, production support, post-harvest, market access and market price guarantees and such other services necessary to make their production viable and increase their income. The credit facility shall have an interest rate affordable to the farmer-beneficiaries and shall make full use of alternative collateral systems that do not put up as collateral the land of farmer-beneficiaries.

‘Si Maria Isabella at ang Guryon ng mga Tala’

The Xavier Stage (TXS), a resident repertory theater company of Xavier University, presents their sixth theater season dubbed “Existential Experience” for the school year 2016-2017. This season includes Eljay Deldoc’s Si Maria Isabella at ang Guryon ng mga Tala (July); the Pre-Islamic Meranao adaptation of William Shakespeare’s A Midsummer Night’s Dream (September); Edward Perez’s Barracks ni Tenyente Fuego (December) and the advocacy version of Shakespeare’s Hamlet (February).

Directed by Hobart Savior, TXS’ laboratory production, Eljay Deldoc’s Si Maria Isabella at ang Guryon ng mga Tala is a tale about taking chances and missed opportunities. The play, an adaptation of Dean Francis Alfar’s Palanca Prizewinning short story Kite of Stars, is a poignant take on how far love can take us with exciting and dramatic twists and turns along the journey.

TXS is inviting everyone to watch the play, slated on July 22 and 23 with shows at 11AM, 3PM and 7:30PM. Admission is free.
