He said that the fleet of 30 ERVs would be distributed in the hinterland villages in the coastal towns of Balingasag, Lagonglong, Salay, Binuangan, Sugbongcogon, Kinoguitan, Balingoan, Talisayan, Medina, Magsaysay and the component city of Gingoog.

DOLE underscores growth in livelihood assistance

during the turnover of livelihood checks of approved Grassroots Participatory Budgeting Process (GPBP) projects in northern Mindanao, emphasized the need to make sure these funds are put to good use and progress seen in the community.

Labor and Employment Secretary Rosalinda Dimapilis-Baldoz said that the livelihood support fund should be translated in terms of proper operation of businesses. This additional fund is a huge help as capital and will help augment jobs in the communities and barangays these businesses are located.

There are 41 approved GPBP for the 2nd quarter of 2014 turned over to its Accredited Co-Partners, civic organizations, beneficiaries and proponents engaging 5,565 identified beneficiaries in six provinces of northern Mindanao which amounts to

P17,661,448.

Projects include Muscovado production, Organic Turkey production, Homecare products, Squash production, Rice and Corn trading and T-shirt making and printing in Bukidnon. While in Camiguin, Mini Grocery and Rice Retailing, and in Lanao del Norte, community store, peanut planting production, ginger planting, consumer store, habal-habal services, corn milling and trading, meat butchering, buko pie production and corn planting.

In Misamis Occidental are bottled Bangus enhancement, Shell Craft Enhancement, Canning of Marine Products, Dagatnon MPC Supermart, Rice and Corn Trading, Cow Dispersal/ Cattle Raising, Rice Trading, Pillow Case, Curtain and RTWS Making and CocoCoir Based Furniture Making.

And in Gingoog City, Misamis Oriental are additional capital for Copra Marketing and Consumer Store, Cow Dispersal/Cattle Raising and Rice Trading.

During the event, the tripartite council of the hotel and restaurant including

the Department of Tourism region 10, Cagayan de Oro Hotel and Restaurant Association (COHARA) here signed Voluntary Code of Practices.

According to Baldoz, this convergence program aims to improve tourism in the country. She said that in region 10 there is already zero error in terms of the service from the workers of the hotel and industry particularly child labor free establishments and setting up of labor and management committees.

The Secretary also handed over certificates of compliance to five companies who complied with the Joint Assessment conducted particularly Belimar Engineering Services, Mindanao Trucking Corp., Southern Phil. Trucking Corp., Bagong Buhay Arrastre Service, Inc., Onestop Logistics Solutions, Inc., and Petron Corporation.

The Labor Law Compliance System (LLCS) is the integrated framework for voluntary compliance and enforcement of labor laws and social legislations

issued pursuant to the rulemaking and visitorial and enforcement power of the Secretary of Labor and Employment.

Further, there are five companies qualified for the categories under the labor standards for the Secretary’s Award namely Del Monte Philippines, Inc., Nestle Philippines, Elim Agricultural, Dole South Skyland and Pilipinas Kao, Inc. Finally, the Secretary encouraged Public Employment Service Offices (PESO) to accept students who wish to work in their office and make sure these students are given work.

She said that new graduates have a hard time finding job because of lack of experience, however, through the Special Program for the Employment of Students, they are now credited to have work experience.

She said that this money is the money of the people, from the taxes. “Wag po natin baliwalain at gamitin po natin ng tama at maayos,” (Let us not forsake and let us use it right and properly) she said.

Police offer reward money for capture of Okinlay killers

CAGAYAN de Oro City - The Philippine National Police (PNP) vows to relentlessly pursue until justice will be served for the death of Impasug-ong mayor Mario Okinay, according to Police Chief Superintendent Isagani F. Genabe Jr, regional director, PRO-10.

Genabe said the amount of P50,000 will be rewarded for any information gathering leading to the arrest of the suspects.

True leader of misleader?

CAGAYAN de Oro City–– It’s still two years till the next election but the political season is already heating up. It is brought on by no other than the compleat post-Martial Law politico, the trapo par excellence of Makati, Vice President Jejomar Binay.

After founding a dynasty to rule that city for longer than anyone cares, Jojobama—as ex-senator Rene Sagisag likes to call him—has his heart on the top leadership of our land.

And he makes no bones about his Napoleonic ambition.

In fact, he’s declaring it emphatically by forming a new party to serve as his election vehicle. He figures that the United Nationalist Alliance (UNA)—which he heads along with Juan Ponce Enrile and Joseph Estrada—isn’t good enough for him.

Creating a new party means that his previous affiliations were simply a matter of convenience, to be discarded when no longer useful. After all this is the age of disposables whether of products, principles, parties, or programs. And anyway UNA didn’t seem to mean much to the triumvirate, just an expression of an obsession to be number one (UNA!) in every way that feeds their vanity and ambition.

It’s still unclear though if these birds of the same feather will fly together, since Enrile is now a jailbird and Jinggoy—who had expected to be running mate—is likewise a jailbird for plunder. ***** Jojobama is the quintessential opportunist. During

It paid off handsomely.

It got him appointed lord of Makati and never blinked for a moment lest control should slip through his fingers.

Meanwhile he’s having a free ride with PNoy and the Liberals, hanging on to a cabinet position while taking potshots at the administration.

It looks like he’s out to get the most of the free ride to the last mile at the expense of the Liberals and Mar Roxas, its putative standard bearer and therefore his election opponent.

But delicadeza is not on the dictionary of trapos, so expect Jojobama to hang on to the last minute! Meanwhile let’s see how he goes about forming a new party.

Will it be a genuine party, with real members, with a defined platform and a real program of government?

Or is it just going to be the typical trapo game plan: create a new party, fill it with kindred politicos and supporters, include crony capitalists with pockets bulging with campaign funds, and buy the elections! Then with the presidency in hand, control the economy, apportion the

spoils of victory, and live happily ever after! ***** Cunning and a master of illusion, Jojobama is very good at making the public believe he’s genuine, making voters think he’s a caring and generous leader, passionate about civil rights, fair-play, and honesty. In fact, go to Makati and discover how he’s really a (mis) leader!

True leaders don’t monopolize power, turning politics into a family enterprise, alternating leadership between him, his wife, and his children, then using the community’s wealth to buy the support and loyalty of the rabble who know no better. That’s greed, not leadership.

Misleaders call the people “Boss” but treat them like cattle, milking cows.

They are vain, selfish, and greedy without limits.

Well-meaning citizens who dare to challenge misleaders may not match their iron determination and deadly intent—as was the case in the Ampatuan massacre. But they should take heart and be resolute, not be easily intimidated, and be mindful that they are sovereign citizens with a righteous cause.

ISULAN, Sultan Kudarat – The Department of Agrarian Reform in Sultan Kudarat Province in cooperation with the Department of Trade and Industry recently held an agribusiness investment forum for agrarian reform beneficiaries (ARBs) in in the area.

Said forum aimed to generate trade and investments in the province so that more agrarian reform beneficiaries (ARBs) can

benefit with the entry of investors in the area, a report furnished to the Philippine Information Agency said.

Seven investors joined the said agribusiness investment forum held at the Sangguniang Panlalawigan Hall at the Provincial Capitol in Isulan town.

Each presented their company profiles and enumerated their need for contiguous hectares of lands and raw material requirements.

The invited ARBOs were selected in terms of available land area and the potential to produce or already have produced raw materials to match with the needed material requirements of the joining investors, buyers and companies.

Records from DAR provincial office revealed that as of May 2013, around 158,539.5409 hectares have been distributed to some 62,280 farmer-beneficiaries in the province. But reports reached the office of DAR that some of these lands are not fully productive, if not illegally sold to traders.

Rodolfo Alburo, Sultan Kudarat provincial agrarian reform program officer (PARPO), revealed that DAR Secretary Gil de los Reyes encouraged DAR provincial offices to increase the number of ARBs engaged into agribusiness venture arrangements.

“However it should be closely monitored so that rights of ARBs are ensured especially on tenurial rights, minimum wage if employed as workers, land rentals and payments of annual amortizations to Land Bank {of the Philippines} and real property taxes,” PARPO Alburo explained.

He added that Sultan Kudarat has lots of potentials in terms of available land areas, skilled labor force and suitability of areas for high value crops such as pineapple, coffee, cacao, coconut, cassava, banana, rubber among others which have high demand from investors in large quantities.

The provincial government also supports the entry of investors in the province.

Provincial G overnor Suharto Mangudadatu, in his welcome message, underscored the efforts of the provincial local government in creating a climate ideal for business.

Angelito Culagbang, agritech of San Miguel Foods Inc. (SMFI), during the company presentation, said that the demand for raw material requirement for cassava per year reaches 100,000 metric tons. He added that at the present production of cassava in region 12 falls short of the required demand.

DENR wants Mt. Hamiguitan an ASEAN Heritage Park, too

AVAO CITY – The Department of Environment and Natural Resources (DENR) is pushing for the inclusion of the Mount Hamiguitan Wildlife Sanctuary as an Association of South East Asian Nations (ASEAN) Heritage Park, an official of the agency said.

Speaking during Tuesday’s Davao Business Forum at Dermpath, SM Ecoland, Ruel Colong, DENR protected area supervisor for the mountain range, said the agency has submitted to the ASEAN committee in charge of determining the list of heritage parks last May. Colong said the list updates the data the agency submitted to make the area a part of the United Nations Educational, Cultural and Scientific Organization (UNESCO) world heritage list.

“There are 1,403 species listed in the updated list,” Colong said, adding that Mt. Hamiguitan used to have around 1,380 species listed in its biodiversity portfolio in 2012.

With boundaries shared by the municipalities of Governor Generoso and San Isidro and the City of Mati in Davao Oriental, Mt. Hamiguitan was declared a world heritage site by the UNESCO last month.

The DENR identified threats to the area as the unregulated gathering of minor forest products, timber poaching, wildlife poaching, visitor and tourism pressures, littering, lack of alternative livelihood activities, as well as limited resources for effective protected area management.

Aside from these are the existence of mining tenements in the protected area, as well as the effects of industrialization of adjacent areas that impair the hydrologic cycle and biodiversity.

According to an Executive Summary document provided by the DENR, the property has 957 plant species and 423 animal species.

These include “723 angiosperms, 27 conifers, 164 ferns and allies, 17 mosses, 13 liverworts, 13 lichens, and an undetermined number of fungi species.”

The document also lists species of “15 non-flying mammals, 11 flying mammals, 108 birds, 33 reptiles, 18 frogs, 142 butterflies, 31 dragonflies and damselflies, 46 spiders, four earth worms, and 15 nematodes.”

The updated biodiversity package lists 963 floral species and 440 animal species, among these 729 angiosperms, 27 gymno-

sperms, 151 ferns, 13 fern allies, 17 mosses, 13 liverworts, 13 lichens, 15 nonvolant mammals, 11 volant mammals, 108 avi-fauna, 33 reptiles, 18 frogs, 142 butterflies, 31 odonata, 46 spiders, 4 earthworms, 15 nematodes, 17 fish.

Threatened species include rare and endemic ornamental plants, ferns, pitcher plants, as well as 124 animals endemic in the Philippines and 39 species

endemic in Mindanao.

Seven species of animals are endemic only to the area.

Two species of animals are critically endangered, with six others endangered and 21 vulnerable.

Some 113 species are rare, and six others have been discovered to be new species.

According to a study published in the Journal of Environmental Science and

management, anthropogenic activities such as the creation of roads as well as mining activities contribute to environmental stress, leading to a disturbance of distribution among species such as birds.

The study suggests that there was a correlation between industrialization to the diversity, abundance and endemism of species found in the area, depending on elevation and dis-

turbances to their habitat.

Fritzie Camino, in a phone interview Tuesday, said there was a higher incidence of biodiversity protection in the municipality of San Isidro, compared with the other jurisdictions such as Mati City.

Camino was among the proponents of the study titled “Avifaunal assemblage in Mt. Hamiguitan, Davao Oriental.”

“Continuing operations

The Cagayan de Oro Rugby Football Club (CDORFC,) visited the Liceo de Cagayan elementary and high school as they conducted their “Get Into Rugby” (GIR) Program; A 3-day series of free-training for school-kids, June 28 to July 2.

Rugby is a football type of sport which has a deflated shape of ball to be play with; it originated from the United Kingdom.

Noel Villa, a Filipino who migrated to UK since he was eight; where he first played rugby and loved it since 2011, he came back to the Philippines and he was the first one to introduce it and able to have a rugby team in our locality, the Cagayan de Oro Rugby Football Club (CDORFC).

In making the team, Villa first started with nothing and only a few know about the rugby sport; but in his journey, CDORFC was able to compete, with those in-experienced rugby players in Region X and bagged the championship in the recent POC & PNG sports cup.

As the Philippine Rugby Football Union (PRFU) administrates the School GIR program in all over the Philippines, Villa’s love and passion for the

rugby and as the coach of CDORFC doesn’t think twice and extends his generous arms in sharing his knowledge to the young generation in our city as to their participation.

“It’s a sport I’ve always been playing as a kid, and as I moved in here, I wanted to share and I wanted the kids to learn about the sport, and it’s an opportunity as well to teach them for free.” said Coach Villa.

The Get into Rugby program aims to introduce the sport to the students from grade school to high school and to find some talents along the way who can represent in the next Philippine Youth Game – Batang Pinoy, the national sports competition program for children.

Girlie G. Acero, MAPEH and TLE chairperson, Liceo High School, sees it as a very good clinic and it’s an opportunity for the students to discover new things. According to her, it will help them in their physical aspect, their confidence will be boost and if ever they will be tapped, that would be a great honor to the school.

“It’s a good sport and a good exercise for us teenagers. We really had fun!” said Carlyn Maraga, a grade nine student of

Liceo de Cagayan who participated in the rugby training.

Normally, they have their trainings with only few participants and this

is the first time having an exclusive session at school to receive a full GIR clinic for free. From few participants, they have now more than a

In an interview with Mindanao Daily News during Most Outstanding Public School Teacher awarding ceremonies held July 9 at The VIP Hotel, he said that he dedicate the award to her 78-year old mother for everything he has came from her.

Ebisa is very grateful for the award. He said that this award gave him confidence and honor. He declared that being a teacher made him proud because best part of being one is he can show his own self to his students. He is in the service for more than 12 years already and he mentioned that the most challenging part is when his class is diversed and he is not prepared for it. In such situation, he encouraged that teachers should do everything possible in order to give a good response.

Teaching is not just about giving the contents of lesson but as well teaching them to acquire skills and values, he said.

In addition, he thanked RC of West CDO for recognizing and inspiring him and his fellow teachers. In his response message, he commended RC of West CDO for being the sole rotary club he know that recognize the efforts of educators. The card also assures that patient upon discharging from an MOPH is not required to pay his bills.

MisOrCareS also provide assistance for patients in private hospitals, depending to the funds available in the provincial government.

Aside from such ser-

vices, other benefits could also be at hand in the use of MisOr care card such as assistance on special laboratory procedures, blood donations, scholarship program, calamity assistance and funeral assistance.

Emano said that 25,000 care cards will be distributed in various places every three months.

Amendment of tourism law under study COUNCILOR Lourdes Candy Darimbang, chair of the City Council committee on tourism, thanked regional director Catalino Chan of the Department of Tourism, Region-10 for participating in the review of Ordinance No. 523996, known as the Cagayan de Oro City Tourism Establishments Regulatory Ordinance of 1996.

Councilor Darimbang invited the DOT and other resource persons last Tuesday to discuss the proposal to amend the ordinance, as introduced by the lady councilor.

STAR SYSTEM Councilor Darimbang proposed that for purposes of registration and licensing, de Luxe Class Hotel shall be classified into 5- Star Hotel, First Class Hotel to 4-Star Hotel; Standard Class to 3-Star Hotel, Economy Class to 2-Star Hotel and Budget Hotel.

During the meeting, Josephine Roque of the DOT furnished the committee with a copy of the assessment booklet, which

shall be provided to all existing accommodation enterprises.

The material will update and apprise the owners of the hotels, resorts and apartment hotels of the new set of criteria and standard that will be used in the assessment of the establishment’s star rating classification. However, tourist inns, pension houses and lodging motels will still use the old classification system, The Power learned.

The Star classification relies on point system and the criteria are divided into seven (7) dimensions to include the arrival and departure areas; public area; bedrooms; bathrooms; food and beverage, amenities and services and business practices, the DOT officer explained.

The DOT representative informed Councilor Darimbang that teams of auditors have started to evaluate tourism- related establishments in the city to ensure compliance to new guidelines in the renewal of the accreditations of said facilities.

RECOMMENDATIONS Director Chan recommended that these guidelines be included in the amendment of the Tourism Code.

He likewise proposed that at least two rooms be provided for Persons with Disabilities (PWD) as well as the strict compliance in the installation of sprinklers, fire exits and elevators, which should accommodate at least two wheelchairs.

MEDICAL NEEDS Councilor Darimbang also proposed amendments that will address the medical needs of hotel guests.

Ms. Nelly Lee of COHARA assured the committee that all hotels in the city have personnel trained by the National Red Cross for basic life saving and that all hotels have standby nurses and physicians who are “on call.”

All contact numbers of nearest hospitals are provided in case of emergency, she added.
