TAGOLOAN, Misamis Oriental -- The Customs Intelligence and Investigation Service under the Intelligence Group (CIIS-IG) has successfully curtailed smuggling in the ports of Cagayan de Oro and the sub-ports under the jurisdiction of the Bureau of Customs in Region 10 (BOC10) by as much as 91.5 percent in 2016 in terms of seizures and forfeitures, as compared to 2015.

Based on the year-end report of the CIIS-IG 10, Alvin Enciso, acting chief of CIIS-10, said from an estimated total value of P228,520,000 in 2015, seizures and forfeitures in 2016 only amounted to P19,500,000.

In every good school, there are teachers whose vision extend beyond their own classrooms—even beyond their own teams or departments. Such teachers recognize that students’

school experiences depend not only on interaction with individual teachers, but also on the complex systems in place throughout the school and district. This awareness prompts these teachers to want to influence change.

Elementary education subjects

SO what subjects are being taught from Grades 1 to 6? This is what comprises elementary education. First on the table is the Mother Tongue. The learner must demonstrate skills in talking about familiar topics using simple words and both verbal and non-verbal cues to understand spoken language, in this case Filipino.

First through sixth graders must show understanding of basic vocabulary and language structures, reading process , writing system and appreciates aspects of one’s culture.

DepEd does not specify but encourages integration of family values in teaching Mother Tongue. So lessons such as My Family and I, Helping My Community and Good Citizenship are

included here.

English is of course the universal language and teaching English to first through sixth graders is also important. There will be discussions on oral language, phonological awareness, book and print knowledge, alphabet knowledge, phonics and word recognition, fluency, spelling, writing and composition, grammar awareness & structure, vocabulary development, reading comprehension (schema, narrative text, informational text, etc.) and listening comprehension. By sixth grade, students should be able to construct meanings and communicate them using creative, appropriate and grammatically correct oral and written language.

Enciso said out of the almost P20 million seizures, the amount of P4,517,595 were converted into additional duties and taxes for the year 2016.

Former BOC-10 Collector Ruby Alameda considered the seizures and forfeitures in 2016 as “unprecedented” during her term at the BOC-10 with redits to the partnerships among BOC and CIIS-IG and the Customs police. n just two years, more than P1 billion have been generated.

Enciso explained the priority mandate of the BOC is on revenue generation and trade facilitation, as well as, anti-smuggling. “When smuggling is down, revenue collection is up. That’s how it is,” Enciso said.

For the last three to four months of 2016, BOC-10 was meeting its target, even as auction of seized items also helped in meeting last year’s target.

Appraisal by the Assessment Division headed

Enciso said those being assessed are not just misdeclaration of items, but undervalued, as well.

“The sad part is “ukayukay” cannot be auctioned and not all “chop-chop”

can be auctioned, as well.

Enciso considered addressing the evolution of smuggling modus operandi of smugglers as the greatest challenge the CIIS-IG encountered in his stint as CIIS chief from 2014 to 2016.

Enciso said while they have huge seizures, smuggling has also been evolving by way of strategy -- becoming innovative in shipment process and are becoming highly technical, like shipping their goods through other countries.

Hence, BOC continues to upgrade its personnel by way of training and equipment.

Early this year, CIIS-IG will be releasing new Glock pistols to its personnel. As regard, training, Enciso was among those sent to train abroad, where many intelligence organizations and groups are sharing smuggling modus operandi to their counterparts, among them the Interpol, the Association of South East Asian Nations and others best practices in anti-smuggling and in addressing illegal drugs’ entry both in international seaports and airports.

For 2017, Enciso said, CIIS will continue to be strict, even as he anticipated more slowing down of smuggling operations, following seizures and confiscations in Davao, Cebu, Luzon and Mindanao ports.

The CIIS is seeking support to the people in the frontlines and for he welfare of the frontliners. The CIIS has no mother unit, and, therefore, does not have basic quarters for its personnel.

“We really wanted this job, and even from the beginning, we always believe that we could so we did,” said Silma.

Silma and Cabalida shared that they became more empowered after how many months of working on this project because of the trust earned.

“We are happy to be given an opportunity to experience this kind of work. We are aware that construction companies do not easily

hire women, but we are thankful that JVACC and Hedcor gave their trust to us,” expressed Cabalida.

“I have bigger plans for the future and working on this project has given me the confidence that I can achieve those because of the quality of the learning I have acquired. I enhanced my skills and learned new things here,” added Silma.

They will be the two of the hundreds of people behind Hedcor’s largest run-of-river hydropower plant project in Mindanao.

In addition, Manolo Fortich Hydropower Projects are now over 70% complete and expected to start generating clean and renewable energy by the 3rd quarter of this year.

In 2015, XU ranked 280th out of the 407 participating universities worldwide and 188th among 301 academic institutions in 2014.
