IN LINE with President Ro drigo R . D uter te’s pronouncement that he will allocate P1 billion to the Department of Social Welfare and Development (DSWD), Social Welfare and Development Sec. Judy M. Taguiwalo has released Memorandum Circular No. 16, which mobilizes DSWD Field Offices III, VI, VII, XI and the National Capital Region (NCR) to provide medicine assistance to indigent patients/clients, pending Malacanang’s fund transfer.

Sec. Taguiwalo explained that the Department of Health (DOH) has an ongoing free medicine program for indigents called Medical Assistance Program (MAP), a program of the DOH intended to provide medical assistance to patients seeking consultations, rehabilitation, and examination or otherwise confined President Rodrigo Duterte hands out financial aid to bombing survivors at the Hilongos District Hospital in Hilongos, in government hospitals.

A TOTAL of 535 or 68% of the 787 projects under the Payapa at Masaganang Pamayanan (PAMANA) program of the Department of the Interior and Local Government (DILG) have been completed since the program started in 2012.

Interior and Local Government Secretary Ismael ‘Mike’ Sueno said the Department is continuously monitoring the 252 remaining projects, which are on various stages of implemen-

tation.

The PAMANA program provides subsidy and technical assistance for infrastructure projects such as roads, water, bridges, and public market to alleviate the plight of people living in conflict-affected communities and to strengthen peace efforts in these areas.

Cabacungan Elementary School Principal Jay Pe L. Paculanan reminded the parents of the beneficiaries that the main priority for their children should be their education.

Paculanan also reminded the parents to avoid sending their children to work in the fields or hazardous work place.

“There is a satisfactory decrease in the number of identified child laborers.

With this program may this reduction continue and hopefully eradicate child laborers in the work field,” said the principal.

(My basis for the decrease is previously, I had six Grade 6 students who were child laborers, now only three of them are left and currently monitoring them regularly),” Paculanan said.

Elementary School is one of DOLE-X’s adapted schools for the Child Labor Program, which started last year thru the help of the private sector companies and its partner LGUs in the province, in giving gifts to students.

“Since then the office monitored the students thru the coordination with the Department of Education,” Natividad added.

He also said that the gifts were meant not only to those who were documented as child laborers but also to the children who were at risk of being child laborers.

Ma. Antonette G. Terol, a Grade 6 student and one of the profiled child laborers expressed her gratitude, “Daku kaayo ning tabang sa amo nga regalo para makuhaan ang gasto ni mama ug papa sa pamilya (This gift is a really big help for us and at the same time lessen the expenses of my mother and father in the family).”

priorities are 1) families/individuals who are indigent, vulnerable, disadvantaged or those in the informal sector and poor based on the DSWD Listahanan; 2) government employees and contract of services workers; and 3) those who are facing crisis situations as determined by DSWD social workers.

Sec. Taguiwalo explained that prescription medicines of drug dependents undergoing treatment/rehabilitation are not covered by the program.

“A separate program is being created for them,” she said.

The DSWD’s Crisis Intervention Unit (CIU) will facilitate the release of the medical assistance. The CIU is a special unit of the DSWD that serves as an action center that immediately responds to the needs of individuals and families in crisis situations.

The CIU are located at the Central office (CO), FO, and/or Satellite Offices in the Provinces.

Sec. Taguiwalo said that the requirements of the programs are fairly simple.

“The DSWD has yet to receive the P1 billion from Malacanang, but we are willing to foot the bill in the meantime so Filipinos who need immediate prescription medicines can access them ASAP,” she said. “As soon as the fund is available, the DSWD will oversee and manage it and the program. Five percent of the fund will be used for project management.”

She also clarified that beneficiaries will not receive any cash, but referral letters from the DSWD, which beneficiaries will take to DSWD partner drugstores and hospital pharmacies.

Those who need medicine should bring and submit to the closest CIU the needed original or certified true copy documents, and and/or photocopy documents certified by a CIU social worker: 1) clinical abstract/medical certificate with full name, signature and license number of the attending physician (issued not later than three months); 2) The doctor’s prescription with date and the name of the patient.

The prescription should be signed by the attend-

ing physician with license number indicated); 3) Barangay certificate of indigence or Indigent Card issued by the medical social service of the hospital; and 4) Any valid ID of the client.

“If the prescription costs P5,000 or less, confirmation by the doctor or his/her duly certified representative of the veracity of the prescription is sufficient for the DSWD to provide the assistance,” Sec. Taguiwalo said.

However, a social case study report prepared by the LGU social worker/medical social worker, or a social case summary prepared by a registered social worker may be required by the CIU social worker to support assessment and recommendation of assistance.

“A social case study report is needed as a supporting document for assistance more than P5,000,” she said. “A client can avail of the assistance only once within three months.”

Sec. Taguiwalo also explained that the DSWD can establish partnerships with service providers to ensure that clients are efficiently and effectively assisted immediately. The DSWD can forge contracts or enter memorandum of agreement (MOA) with qualified service providers.

“As a safeguard, in no case will the implementation of the program be delegated and/or transferred to any kind of civil society organization (CSO) regardless of whether it’s a nongovernmental organization or a people’s organization.

Finally, Sec. Taguiwalo said that initially, the DSWD will enter MOA with the following regional hospitals: the University of the Philippines – Philippine General Hospital in Manila; the Jose B. Lingad General Hospital in San Fernando, Pampanga in Region III ; Western Visayas Medical Center (WVMC) in Iloilo in Region VI; Vicente Sotto Memorial Medical Center (VSMMCCebu City in Region VII; and Southern Philippines Medical Center (SPMC) in Davao City and Davao Regional Hospital (DRH) in Tagum City – both in Region XI. Teo did not give details on this, but she said the investors already checked on the area early December last year where their requirement is about 300 hectares.

She said they prefer beach line properties where they could build hotels and put up other related tourism establishments. (PNA)

SurSur reports zero firecracker-related cases

TANDAG CITY, Surigao del Sur -- No significant incidents caused by firecrackers or stray bullets were recorded in the Adela Serra-Ty Memorial Medical Center (ASTMMC) here during the holiday season.

According to ASTMMC Information Officer Nelle Karl Roz, since Dec. 20, 2016 up to Jan. 2, 2017 no incidents of people killed or hurt due to firecrackers were recorded, while they were on Code White Alert status.

Meanwhile, Police Community Relations (PCR) Officer PCI Noel Naranjo of Surigao del Sur Police Provincial Office also bared that no record of firecrackerrelated injuries has been re-

ported in the whole province during the holiday season.

PCI Naranjo further said that the whole province of Surigao del Sur celebrated the Christmas and New Year’s Eve peacefully with no untoward incident happen.

It can be recalled that last 2014, as per DOH data, the province of Surigao del Sur ranked as the most number of cases in firecracker-related injuries. Government cites 5 preconditions for RP’s sustained development

Department of Budget and Management Secretary Benjamin Diokno on Tuesday, January 3, enumerated five preconditions necessary for the Duterte Government to be able to achieve a 7 percent sustained growth rate.

These five preconditions which must be achieved are: peace and order, addressing the infrastructure gap, investing in human resources, cutting the cost of doing business in the country, and a competitive tax system.

On capitalizing on human resources, Secretary Diokno said the country would need to invest on the youth.

“Second, our biggest asset, I think is our youth, but that’s both an asset and a liability, okay. If we don’t convert the youth into a productive, agile, healthy work force than we fail right? So that there’s... so we need to invest in human

resources,” said Diokno.

The Budget Secretary also undescored the need to cut the cost of doing business in the country.

He mentioned that the government should beef up to further attract foreign investors.

In terms of a competitive tax system, Diokno said the Philippines’ tax system fares poorly in comparison to its neighboring countries.

He however said the Philippines is lucky because

Asia is the fastest growing region in the world.

“So if we manage to grow by 7 percent, we become the fastest growing country in the fastest growing region in the world and that’s an honor, right? And that would be an accomplishment, ” said Diokno.

Diokno said that the 2017 national budget seeks to realize these five preconditions to development.

He said that a look at the 2017 national budget would show that 5.4 percent of the Gross Domestic Product (GDP) will go to public infrastructure and this would be unprecedented in the country’s history.

Diokno said this will be increased so that by the final year of President Duterte’s term it will be about 7.2, 7.4 percent of the GDP. The Budget Secretary said this would amount to spending about 8 to 9 trillion pesos. The DBM Secretary also said he is

now actively seeking good projects all over the country.

Meanwhile at the same press briefing, Presidential Spokesperson Ernesto Abella announced that President Rodrigo Roa Duterte is named Person of the Year by the Chinese Magazine Yazhou Zhoukan (Asia Weekly).

Literally translated, this means ‘Most influential Person.’ Yashou Zhoukan is the only Chinese language international affairs magazine. A prominent columnist dubbed it as the Time Magazine of the Chinese-speaking world.

President Duterte was chosen due to his stance of an independent foreign policy that consists in distancing away from the United States and forging closer ties with China especially on the economy.

Davao City celebrates New Year with Torotot Festival DAVAO CITY -- Instead of firecrackers and pyrotechnics, Dabawenyos met the new year with a blare of hornpipes or locally known as Torotots.

More than a thousand people gathered at the Rizal Park beside the City Hall for the event held in the evening of Dec. 31, which was sponsored by telecommunications giant Smart.

Hours before the countdown several competitions were held at Rizal Park.

Most Creative Torotot, Torotot-inspired costume, Cosplay Competition, a Zumba dance competition and a Hip-hop dance competition were among the sidelights of the countdown.

Philippine National Police chief P/Director General Ronald dela Rosa graced the event hours before the countdown. He bared the possibility that the torotot festival would go nationwide hinting at a possibility of a nationwide firecracker ban.

At around 12 midnight, the partygoers at the park blew their torotots signaling the arrival of the new year.

No overnight stay for Miss U beauties in Davao City DAVAO CITY -- Due to security concerns, the planned Miss Universe candidates visit in Davao City will just be for a day.

Department of Tourism Secretary Wanda Teo said during an interview at a

year-end gathering with the tourism media at Marco Polo Davao last December 28.

“They just come here in the morning and then leave in the evening.” Sec. Teo said.

“Up to now they are still worried about the security that is why balikan ang mga candidates ( the candidates will return on the day).”

The tourism secretary bared that the Miss Universe organizers will be coming

on the 7th (January) to look at the venue and perhaps also the security.

Teo said there will be two security units for the candidates, a security detail from the Philippine National Police and another

security provided by the Miss Universe organizers.

The visiting Miss Universe candidates will have a photoshoot, a tour at Eden Nature Park, a visit to the Philippine Eagle Center and then rehearsals and fitting

for a fashion show at SMX Lanang. After the fashion show the ladies will jet back to Manila.

About 30-40 Miss Universe candidates will be visiting the City on January 19. (PIA/RG Alama)
