DAVAO City--Businesses in Mindanao must take advantage of opportunities offered by the island’s proximity to its Southeast Asian neighbors, better infrastructure and policy support, an official of the Mindanao Development Authority (MinDA) said Sunday.

In a text message, Romeo Montenegro, MinDA director for investment Promotions and Public Affairs, said Mindanao has good chances of tapping such opportunities due to its rich resources.

Montenegro was referring to the opportunities brought by the Asean Economic Community which took effect in December last year.

“Actually, Jan. 1 simply

marks the reckoning period for full compliance of member-economies on the Asean Economic Community, even as integration has already started a few years back with AFTA (Asean Free Trade Area),” he said.

The official said he is looking at more partnerships with Asean counterparts as the leading industries such as agribusiness, retail and manufacturing work on expansion of their operations amid an integrated regional economy.

Montenegro added Mindanao is home to the country’s top agri-fishery products for export.

The island still has vast areas for the expansion of agribusiness industry, he

said.

“It should be able to explore ways to complement and value-add commodities with ASEAN for larger reach. Another strong capital Mindanao should be able to harness is its productive human resource,” he said.

However, Montenegro said Mindanao stakeholders must work on improving connectivity and peace and security situation to take full advantage of the AEC. NAAWAN, Misamis Oriental -- Fire authorities on Monday filed arson and homicide raps against the lone suspect in the burning of a house in Naawan, killing two girls, aged 11 and 9.

WTO confirms irrelevance for development, says IBON THE World Trade Organization’s (WTO) tenth ministerial conference in Kenya’s capital Nairobi confirmed its inability to deliver development, research group IBON said. Economies continue to be opened up at the expense of the world’s poor majority. The United States (US) and European Union (EU) also blocked affirmation of the Doha Development Agenda (DDA) as part of its strategy to push more aggressive liberalization on a wider range of issues, the group noted.

According to IBON, underdeveloped economies did not gain anything from the talks. They are still burdened with having to justify measures to protect domestic agriculture at the WTO. There was no progress in terms of public stockholding for food security and defending against agricultural import surges. Meanwhile, WTO members committed to eliminating agricultural export subsidies. The conference also approved the Information Technology Agreement (ITA) removing tariffs on technology products.

This liberalization appears to level the playing field and allow underdeveloped countries to compete with the developed countries. However, the developed countries will still be in an advantageous position after decades of using protectionist measures to strengthen their economies. The liberalization is not even certain because developed countries have a record of using technicalities to disguise or exempt their protectionism, said the group.

IBON also said that the failure of the Nairobi ministerial to affirm the DDA eroded WTO members’ commitment to focus on agriculture, non-agricultural market access (NAMA), and services and to give concessions for underdeveloped countries since the Doha Round of talks in 2001. Even the principle of talks being done as a ‘single undertaking,’ or as an indivisible package of measures, may be affected by the US and EU blocking of the DDA’s affirmation. The two developed countries intend to increase their leverage to now argue for new issues and to be able to pursue smaller liberalization deals through separate measures.

The new issues sought include greater rights for foreign investors, opening up government proc u r e m e nt , w e a k e n i n g state-owned enterprises, strengthening monopolies on intellectual property, and expanding global value chains to worsen exploitation of cheap labour and natural resources. These will have adverse implications for Third World farmers, workers, and consumers as well as domestic agriculture and manufacturing sectors, said IBON. The conclusion of the Nairobi ministerial confirms how the 20-year-old WTO upholds the interests of the rich countries and their largest corporations over the world’s poor and vulnerable majority. The liberalized global economic system needs to be replaced by one that upholds peoples’ sovereignty and the basic right to development, the group concluded.

Cris John Baluarte, 21, the self-confessed suspects, said that he burned the house of his neighbor where two young girls were sleeping in the morning of December 24 in Tagbalugo, Naawan, Misamis Oriental.

Baluarte said he did the burning because he of personal grudge against the victim’s parents who were

away when the incident took place.

Inspector Julieto Bolonos, of the Naawan police station, said that Baluarte reportedly raped the 11-year-old girl prior to the burning incident.

“We could not ascertain whether a raped transpired.

The body of the young girls were charred beyond recognition,” Bolonos said.

He said that the parents of the victims were not at home when the incident took place about 1:30 in the morning last December 24, a day before Christmas.

Bolonos said once the medical experts could prove that a rape really occurred, the police would file separate rape charges against the suspect.

He said that the fire authorities are filing the arson with homicide against the suspect because case involved death by burning.

Bolonos said that the suspect was detained at the Naawan police station after the village officials informed the police that Baluarte was the suspect in the burning of a house in Naawan.

DAVAO City -- Capital infusion in Davao City reached P214.095 billion from January to November 2015, relatively higher than the P211 billion recorded for the whole year of 2014, an official said.

Speaking in Monday’s Kapehan sa Dabaw at SM City, Davao City Invest-

ment Promotion Center officer-in-charge Ivan Chin Cortez said the increase can be attributed to the entry of Business Process Outsourcing companies and the 7-Eleven chain of convenience stores.

Based on the records of the City’s Business Bureau, the city issued 34,711 mayor permits, at least 4,880 of which were for new busi-

nesses.

The survival rate, however, dropped from 92 percent in 2014 to 88.19 percent in 2015.

Cortez cited that another reason for the city’s growth was the rosy outlook for the real estate industry, which he said will continue in the next three years.

He said he does not see saturation yet for real estate

because the companies are building more not to cater to local residents but those who are planning to transfer to the city.

“Properties are built for people who are being invited to enjoy Davao,” he said.

Perhaps, the only recourse to win the case, is to provide the High Court with a solid evidence that Poe is a natural-born Filipino. The reason for Poe’s disqualification is that she not a natural-born Filipino.

Another argument is that Poe could not present a concrete evidence of her descendants because she is a “foundling.” ” The only way to overturn the argument is for Poe to trace her parental lineage. THIS article is purely based on my experience with my family recently. Health and family are interrelated.

When one of the family members is not healthy, the whole members in it will be affected. Nobody can avoid the problem with health in a family because it is incidentally unpredicted. In that case, there is an imbalance among the family members.

When one of the members is hospitalized, everything is affected, including the job in the office.

Among the members of the family and the job in the office can be directly affected. This is due to the imbalance occurring in the family. So, family health can affect the office job routines.

As I had experienced by myself, just recently, one of the members of my family was hospitalized. During about two-week time, I couldn’t do the job better as usual.

The experience above reminds us of the importance of health. No matter the property and the money we have, if we are not healthy, all are nothing. One can do the job well with the condi-

The prescription to the patients for the health service is also determined by choosing the stipulated polyclinics. Due to this phenomenon, it is not easy to have this kind of health insurance. For example, it is difficult to send the patient to the nearest hospital when this nearest hospital does not accept such health insurance.

There are some difficulties in using such health insurance above. First of all, the government demands all the employers to register their employees using BPJS health insurance.

Otherwise, the government gives sanction. Yet, on the contrary, the government does not demand all the hospitals to accept or follow that program. Only some hospitals are registered and therefore, it is not fair.

HAPPY New Year my dear readers! Finally, I am back again after almost two weeks time-out. Even several days without Internet and cell phone? Can you imagine that? Of course, during Christmas Eve and New Years Night, I stayed in Davao City and enjoyed the 15th season without firecracker explosions.

Imagine, the pyrotechnic materials had to be flown in via Butuan City and from there transported by land to Panabo City. From Panabo, which is located at the boundary with Davao, the materials had to be transported by boat to Samal Island fronting Davao.

Well, at any corner we do find and read 2016 wish lists now. I have one too - of course.

1. Let’s not strike back, if someone is rude, if someone is impatient, if someone is unkind, Let’s not respond in a like manner.

2. Let’s be careful about what we say (and write!).

Let’s carefully choose our words. Gossip is out!

3. Let’s go the extra-mile.

Let’s find ways to help share the burdens of others.

4. Let’s do something nice for someone - but secretly. You can reach out anonymously and bless the life of others.

Differentiated Instruction

Teaching students nowadays is very challenging, not to mention that the existence of modern technology highly attracts their attention. Thus, it is required that teachers should go beyond what books and lesson plans have presented.

Department of Education encourages teachers to do differentiated instruction. It is one of the best strategies to uplift the kind of lesson delivery.

Differentiation means tailoring instruction or lessons to meet individual needs. Differentiated instruction allows teachers to respond to variance among learners.

This teaching reaches out to students who

are having difficulties in learning the lessons.

Differentiated instruction gives focus on students readiness, interest and learning profile through its elements, namely content, process, products and learning environment.

Contents are lessons that a student has to learn.

Differentiating it, for example, is through using educational materials such as spelling or vocabulary lists to improve student readiness.

Differentiating process is through conducting activities that requires student participation. Example is letting students conduct an interpretative play, for them to eventually learn the theme or idea behind the activity.

Product element is

about coming up with projects that would allow students to rehearse, apply, and extend what they have learned in a subject.

Differentiating this element is by way of giving student options to expand a topic such as conducting contest on essay writing or poster-making.

Finally, learning environment is an element that refers to the way a classroom works. The teacher can implement differentiated instruction in here through setting place in a classroom where students can work quietly and without distraction.

Differentiation of instruction is a better way to enhance learning capabilities of students for it encourages knowledge appreciation beyond classroom discussion.

Factors affecting low mathematical ability of pupils

Math is a subject that most students hate. There are even studies which revealed that 70% of Filipino students dislike this subject. In most cases, it is because Mathematics require critical thinking and analyzation for an individual to understand its ideas, concepts and theories.

There are a lot of factors that affect the students’ learning in Mathematics, where students attitude towards learning Math lessons reigns.

One factor is the curricular isolation. This occurs when a student think like, “Who cares? We’re never gonna use this stuff in the real world anyway.”

Most students could not realize the skills to be achieve while they are still in the stage of knowing Math theories and laws.

Another one is sum anxiety. This is when a student keep failing on learning the lesson, then eventually lost his interest in studying Math lessons.

This is a huge problem for if he neglect to study the lessons, then it is impossible for him to really understand the concepts.

Teacher’s assumption is also a factor. Some Math teachers teach the subject as if students already know some of the stuff. In other words, there would be no thorough explanation on a lesson. BFP records 6.7% hike in fire incidents in Pagadian City

PAGADIAN CITY, Zamboanga del Sur –- The Bureau of Fire Protection (BFP) has recorded a 6.7 percent increase in the number of fires last year, representing 19 cases from 28 in 2014 to 47 fire incidents in 2015 in the areas covered by the local fire station.

The local fire station, headed by Senior Insp. Reggy Olmedo, covers this city and the nearby municipalities of Guipos, Kumalarang,

Labangan, Lakewood, San Pablo, and Tigbao.

Olmedo told the Philippines News Agency that the worth of damage to properties have also increased with the recorded rise in the number of fire incidents in 2015 compared to that in 2014.

Olmedo said they recorded 2,281 percent increase in property damaged representing PHP194.6 million from PHP8.5 million in

2014 to PHP203.1 million in 2015.

He said the biggest fire incident they recorded in 2015 was in June wherein 1,606 structures were razed in the barangays of Santiago, San Pedro and Kawit.

The property damaged was placed at PHP193.5 million.

He said last year’s second biggest fire incident was recorded in December that razed 63 structures worth PHP4.6 million in Barangay

Balangasan.

He disclosed that most of the fire incidents were caused by faulty electrical wirings.

He said included in the data they recorded were four vehicular fire incidents in 2015 and two cases in 2014.

DOH set to conduct 2nd round of nat’l school deworming day Z A M B OA NG A C it y -- The Department of Health announced that it is continuously preparing for the conduct of the second round of a national school deworming day in the region.

Dr. Ruby C onstantino, DOH OIC-regional director, said Monday the deworming day is scheduled to be simultaneously held nationwide on January 27.

Constantino said the objective of the deworming is to implement and

sustain coverage with chemotherapy of at least 85 percent “of our target population.”

Constantino said the conduct of the deworming is part of the agency’s streamlining of strategies for the prevention and control of Soil-Transmitted Helminthiasis.

IN the Philippines, par- Feature ticularly in most seafood restaurants, mussels are one of staple offerings. Some offer them baked, while others prefer to have them plain with soup.

The fact that the country is surrounded with bodies of water enables fisherfolk to get many of these.

However, if the management or the way they grow these is insufficient, science says this would result to mussels that are poor in quality, small in size, and thus having low meat content.

According to the Department of Science and Technology - Philippine Council for Agriculture, Aquatic and Natural Resources Research and Development (DOSTPCAARRD), the usual way of growing mussels in the country is through the “stake” method”. Here, young mussels could freely attach to bamboo poles that were placed in coastal areas.

To improve the green mussels production, DOSTPCAARRD has funded a project promoting the “Pinoy longline method”. The project was implemented by the University of the Philippines Visayas, Samar State University, and Capiz State University.

DOST-PCAARRD said that “longline” is a culture system originally developed in New Zealand, where high-quality mussels are produced. It added that Filipino mussel farmers can adopt this method, too.

The agency said the Filipino version is composed of a 50-meter main line made of 20-mm polypropylene rope.

In this main line, black plastic containers will be attached to serve as main buoy. DOST-PCAARRD described that the black plastic containers were the ones formerly used in transporting oil and soy sauce.

How to do it? On both ends of the main line, two plastic drums with polyethylene rope tied around its body will serve as end buoys.

Place concrete anchors on both sides of the “longline” to maintain it and prevent it from moving.

DAVAO City--The National Grid Corporation of the Philippines has placed Mindanao under a “yellow alert” status as the Agus 1 and 2 hydropower plants remained isolated 12 days after the bombing of its Tower 25, one of the two towers bombed on Christmas eve.

In her Facebook post late evening on Saturday, NGCP Mindanao spokesperson Milfrance Capulong said they were prompted to issue such alert status after the regulating reserve was only recorded at 45 MW as of 6 p.m. on New Year’s Day. “Despite lower power consumption brought about by the cold weather and yearend holidays, NGCP still placed the Mindanao grid on Yellow alert, with the reserves falling below required levels,” she said.

In NGCP parlance, a “yellow alert” means the contingency reserve is less than the capacity of the largest synchronized unit of the grid. The Agus 1 and Agus 2 have a combined installed capacity of 150 MW. The bombing of Tower 25 caused a decrease of 58 MW in power supply.

Capulong said restoration was stopped because the negotiation between them and the landowner where the tower is located had failed.

“ The owner refused NGCP entry to repair the toppled tower alleging that government failed to pay his claims long ago,” she added.

She said the NGCP is expecting the power supply situation to worsen as classes and work resume on Monday.

As of Sunday, Mindanao’s power reserve was at 183 MW.

“NGCP is appealing to the public, local and national government, PNP and AFP to help monitor the safety of the towers so that transmission services remain uninterrupted. The company also appeals to local community leaders to help identify the perpetrators of the bombings, and to negotiate with uncooperative landowners, to prevent longer power interruptions,”

she said.

Also on Christmas Eve, Tower 95 in Barangay Aroman, Carmen in North Cotabato was bombed. It was repaired on December 27.

Last December 28, unidentified persons bombed NGCP’s Tower 4 at BaloiAgus 2 in Lanao del Norte.

The Agus-Pulangui hydropower complex has an installed capacity of 837.2

MW, accounting for over half of Mindanao’s power supply. The rest comes from coal, diesel, and geothermal sources.

Aboitiz Power Corp.’s 150 MW unit 2 of Therma South Inc. (TSI) will be commissioned on Friday.

The first unit of TSI with 150 MW installed capacity went on full commercial operation last September 2015.

from ‘Laudato Si, into an ‘immense pile of filth’,” she emphasized.

She recalled that the call is timely with the issuance of the encyclical letter “Laudato Si” by Pope Francis where the unrestrained pollution of Mother Earth was deplored and challenged everyone “to protect our common home.”

“We expect the faithful to heed the papal call for ‘ecological conversion’ and display such changeover by making this year’s ‘Traslacion’ trash-free,” she added.

She further said that a trash-free Traslacion would be a fitting contribution to the national goal of preventing and reducing the generation of garbage and inculcating environmental responsibility among the citizens.

Most discarded items during the Black Nazarene feast are cigarette butts, plastic bags, cups, bottles and straws, polystyrene food and beverage containers, bamboo skewers and food wastes.(PNA)

Other infrastructure projects include flood control along the Cagayan De Oro River banks and drainage system to prevent flooding in the city’s major thoroughfares during heavy rains, he said.

Innovative teaching is encouraged nowadays to help students to reach their full potential. Department of Education should serve the long term intellectual needs of the students, for example, through providing new educational materials in order for students to gain new insights or open up new channels of intellectual stimulation.

English is one of the subjects in school, that can be considered as basic and foundation of most subjects. If students fail to learn this, it is possible that they will not efficiently learn other subjects that uses English language.

Unfortunately though, there are still some children who learn slow in this subject. That is why, there is a need to use innovative learning strategies, such as SIM or Strategic Intervention Materials.
