NGCP places M’nao power status under ‘yellow alert’ DAVAO City - The National Grid Corporation of the Philippines has placed Mindanao under a “yellow alert” status as the Agus 1 and 2 hydropower plants remained isolated 12 days after the bombing of its Tower 25, one of the two towers bombed on Christmas eve.

In her Facebook post late evening on Saturday, NGCP Mindanao spokesperson Milfrance Capulong said they were prompted to issue such alert status after the

regulating reserve was only recorded at 45 MW as of 6 p.m. on New Year’s Day. “Despite lower power consumption brought about by the cold weather and yearend holidays, NGCP still placed the Mindanao grid on Yellow alert, with the reserves falling below required levels,” she said.

In NGCP parlance, a “yellow alert” means the contingency reserve is less than the capacity of the largest synchronized unit of the grid. The Agus 1 and Agus

2 have a combined installed capacity of 150 MW. The bombing of Tower 25 caused a decrease of 58 MW in power supply.

Capulong said restoration was stopped because the negotiation between them and the landowner where the tower is located had failed. “ The owner refused NGCP entry to repair the toppled tower alleging that government failed to pay his claims long ago,” she added.

She said the NGCP is expecting the power supply situation to worsen as classes and work resume on Monday.

As of Sunday, Mindanao’s power reserve was at 183 MW. “NGCP is appealing to the public, local and national government, PNP and AFP to help monitor the safety of the towers so that transmission services remain uninterrupted. The company also appeals to local community leaders to

help identify the perpetrators of the bombings, and to negotiate with uncooperative landowners, to prevent longer power interruptions,” she said.

Also on Christmas Eve, Tower 95 in Barangay Aroman, Carmen in North Cotabato was bombed. It was repaired on Dec. 27.

Last Dec. 28, unidentified persons bombed NGCP’s Tower 4 at Baloi-Agus 2 in Lanao del Norte.

The Agus-Pulangui hydropower complex has an

installed capacity of 837.2 MW, accounting for over half of Mindanao’s power supply. The rest comes from coal, diesel, and geothermal sources.

Aboitiz Power Corp.’s 150 MW unit 2 of Therma South Inc. (TSI) will be commissioned on Friday.

The first unit of TSI with 150 MW installed capacity went on full commercial operation last September 2015.

UNICEF: Children to bear brunt of climate change

CAGAYAN de Oro City - “There may be no greater, growing threat facing the world’s children – and their children – than climate change. This mounting global crisis has the potential to undermine many of the gains we have made in child survival and development – and poses even greater dangers ahead.”

The above, written by UNICEF Executive Director Anthony Lake, is the opening paragraph of the 84-page report Unless We Act Now: The Impact of Climate Change on Children that the UNICEF released yesterday, barely a week before world leaders will gather in Paris for the 21st United Nations climate change conference, known as COP21.

“Today’s children are the least responsible for climate change, but they, and their children, are the ones who will live with its consequences. And, as is so often the case, disadvantaged communities face the gravest threat,” Lake said.

According to UNICEF, there are now 2.3 billion children (ages 18 and below) in the world and that more than

half a billion of them live in areas with extremely high flood occurrence and 160 million in high drought severity zones, which leave them highly exposed to the impacts of climate change.

Of those living in high drought severity areas, 50 million are in countries where more than half the population lives in poverty; 70 million have low access to improved sanitation; 60 million are in areas with low access to safe water; and 20 million also live in fragile contexts.

Africa has the highest number of children living in areas of high or extremely high drought severity, at 84 million children; followed

by Asia, with 58 million; the Americas, 14 million; and Europe, 1 million.

BEFORE we go forward to welcome the year 2016, let me thank all those who sent Christmas gifts, which I never received. It is my fervent prayer that those who received the presents in my behalf, especially their children, have enjoyed the spirit of Christmas.

Every Christmas, a close friend would send me something to express the bond of friendship that we shared for many years. For the past two years, my friend never greets me anymore. Although it is not my character to ask for a Christmas present, I just wondered what happened.

Has my dear friend forgotten me anymore?

Lately, I realized that my friend has become politically cynical that he seemed to be supporting a local candidate that I dislike. I have nothing personal against the politician – he was a friend of mine.

Before, I have great respect of this politician, but I started to distance from him when I learned of his alleged corrupt practices and questionable dealings in running the affairs of the government.

Anyway, whether my friend has forgotten me, I always greet him during the Holidays. I know that my greetings would always remind him that he remains

Well, what is at stake in the year 2016? We all know that the election mania would reach fever pitch in the next few days.

Minus the administration candidate, we would see a very close presidential race this year. Of course, with Grace Poe having obtained a temporary restraining order, one sees Poe as a potential candidate. But, after experiencing of having twice a woman president, many believed that a woman president is not an effective administrator of a graft laden country anymore. There is a popular Chinese saying that warns about the incapacity of women to run the affairs of the state. [Perhaps, this story refers to Wu Zetian,

I may not be right, but I am convinced that giftgiving which we have been practicing for years started from the three kings who brought gifts to our Lord Jesus. The three wise men were the first persons to give gifts ever and there was nothing else that I learned of, in subsequent studies of the bible and religion. I am just perplexed how come, it seems, mandatory that we give gifts to our family and friends. I was a little boy when I learned to love the celebration of Christmas because our parents would install a Christmas tree and lights in our homes and they left hanging in its branches boxes containing all sorts of things from candies, socks, shoes and everything.

CDO chief exec urges enhancement of preparedness, says Sendong is ‘best example of bad governance’

CAGAYAN de Oro City Sendong was a “mistake of governance” that should never be repeated.

Twenty days before the 4th anniversary of Sendong, internationally known as Tropical Storm Washi, Mayor Oscar S. Moreno described the devastation wrought on the city by the strongest storm in 2011 as an example of bad governance paid for by the lives of thousands of Kagay-anons.

Moreno, who keynoted the simple hand-over ceremony of emergency equipment and orientation on emergency situation protocol at the Balay Mindanaw Peace Center, urged barangay officials to enhance their disaster preparedness and avoid the “mistake of governance that led to Sendong.”

“Good governance is not about politics; it is about giving the best service to our people regardless of political colors, which is what public service is all about. And these equipment that Balay Mindanaw are giving you today are part of your contingency measures to avoid The city’s chief executive said Sendong, which wreaked havoc to this city and neighboring Iligan City on the night of December 16, 2011, was “the best example of bad governance.”

“Years before Sendong,

the city’s officials especially the city mayor, were warned about the impending disaster.

They were already warned of the damage that will happen if people are allowed to continue living in the middle of the river. But they did not listen. And we know the rest of the story,” he said, referring to Cala-Cala, a sandbar that eventually became an island in the middle the Cagayan de Oro River where thousands of urban poor lived in Barangay Macasandig.

Cala-Cala, now referred to as “ground zero”, has since been re-declared as a no-build zone since the Environment department has declared it at such in the immediate years before Sendong struck down the city.

Because a disaster does not select its victims, it is up to local officials — most especially barangay officials since they are the first responder during disasters — to enhance their communities’ capacity and preparedness, Moreno said.

The barangays that received the emergency equipment that the German Federal Foreign Office (GFFO) through the German Humanitarian Assistance, and Johanniter International Assistance of the Johanniter-Unfall-Hilfe (JUH) coursed through Balay Mindanaw also have undergone the Participatory Capacity

and Vulnerability Assessment (PCVA) workshop, contingency planning workshop, participatory trainings and workshops for the formulation of their respective Barangay Development Plans (BDPs) and Barangay Disaster Risk Reduction Management Plans (BDRRMPs), that the Foundation facilitated.

Among the equipment that Balay Mindanaw handed over to the barangays are, among others, hand-held radios, laptops, and skyhydrant, a water filtration system from the Australia-based SkyJuice Foundation through the Disaster Aid International and Disaster Aid Australia.

“Thank you very much, Balay Mindanaw. Thank you for choosing our barangays regardless of colors and for helping us become resilient to disasters,” said Omar Labuntog, chairman of Barangay Lapasan, who spoke in behalf of the other barangay chairmen present.

Rochelle “Bibing” Mordeno urged the barangays to take care of the equipment and to use them to benefit their constituents, especially the most vulnerable sector of their communities.

The barangays that received the equipment are Balulang, Bonbon, Camamanan, Carmen, Gusa, Kauswagan, Lapasan, Lumbia, Mambuaya,

Macasandig, Pagatpat, Patag, Tablon Tignapoloan, Tuburan, and Tumpagon.

The hand-over of emergency equipment was part of the Community-based Health and Disaster Preparedness to Strengthen Resilience in 18 Disaster-prone Barangays in the city, a project of Balay Mindanaw under its Disaster Risk Reduction, Resiliencybuilding aned Emergency Assistance Mission (DR3AM) program.

The project aims at reducing the number of fatalities and economic damages in future disasters through enhanced capacities, resources, networking of decentralized government bodies, national NGO and vulnerable communities in the city towards better disaster preparedness and greater disaster resilience.

Balay Mindanaw came up with the project, which is being implemented in partnership with the City Government of Cagayan de Oro, because of the (1) continuing need to increase understanding of the barangays on the concept and objectives of Disaster Risk Reduction (DRR) and Climate Change Adaptation (CCA), (2) health and medical needs (2a) at Sendong relocation sites and/or strategic health centers, and (2b) increasing incidence of dengue cases, among others, in the city.

Ready for Anything – Honda CRF 250L In a country where road conditions vary with weather changes, the dual purpose (on road/off road) bike is king. Honda Philippines Inc. (HPI) capitalizes on this fact by offering a wide range of off-road capable models in their line-up, and leading the pack is the CRF 250L. Replacing the push rod equipped XR 200, the CRF 250L comes with a single cylinder liquid-cooled double overhead cam engine that produces 16.6 kw @ 8,500 rpm and 21.1 Nm @ 7,000 rpm. The 249.6 cc displacement is also quite a step-up from the previous 200 cc. Yet, the big thumper has significantly less vibration and I was able to rev it a little harder to squeeze out every bit of grunt the machine has to offer. Acceleration is quick for a 139-kilogram bike and it is able to cruise at 3-digit speeds without a hitch. The CRF 250L takes corners pretty well, though the 21 X 3.00 front and 120/80 X 18 rear semi-knobby tires felt a bit squirmy on wet tarmac.

The CRF 250L’s 7.7- liter tank offers a balance between range and light handling. When exploring the wilderness, it is important that you don’t wear yourself out when navigating your

bike through tight trails. Yet, you also wouldn’t want to run out of fuel in the middle of nowhere. Honda’s PGMFi system gives reassurance that every drop of gas will be optimized to yield good mileage. This writer was able to test the CRF 250L’s mettle (as well as my own) on the challenging terrain of Samal Island in Davao. Not quite an off-road expert, yet, I was able to tackle loose gravel and mud with relative ease.

Dare I say that the bike did most of the work as I got to enjoy the scenery instead of worrying about falling over.

With a ground clearance of 255 mm, I had fun riding over obstacles nature has to offer, confidently aware

of the bash plate protecting the underside of the engine.

But alas, a tall clearance also meant a tall seat height, and swinging a leg over an 875 mm saddle might require a bit of resourcefulness from shorter riders.

At an SRP of P229,900, you get a full digital instrument panel, front and rear disc brakes and a smoothshifting six-speed manual transmission. You also get an Automatic Headlight-on function and a side stand kill-switch. The inverted front fork and the rear monoshock complete the entire package. “Scoo-tourer” – Kymco Xciting 400i For those who like to go on long distance touring but still prefer the convenience of a “twist-n-go” transmission, Kymco Philippines offer their flagship model, the Xciting 400i. The Governor launched the Kuyamis festival some three years ago to celebrate the founding anniversary of the province and the “kuyamis” – a variety of a coconut - on which is believed to be the origin of the name of the province.

“This year is the 86th anniversary of Misamis Oriental after it was created as a separate province. Kuyamis is the coconut variety used by the natives to refer to our place until the Spaniards came and corrupted Kuyamis into Misamis to refer to our province,” Gov. Emano explained.

The weeklong celebration will open with a Holy Mass.

A tableau and dance competition will follow while judges will do the pre-judging of booth exhibits. The food fair, visual arts and livestock show will also start.

In the afternoon of Monday, contestants for the Miss Earth Philippines-Misamis Oriental will have a motorcade passing through the main streets of the city.

The Miss Earth PhilippinesMisamis Oriental will have the privilege of bringing the name of the province in the national competition.

“We opt to partner with Miss Earth because it has rele3vance to our Kuyamis festival,” Governor Emano said.

In the Philippines, the Global Catholic Climate Movement (GCCM), a community of thousands of Catholics responding to Pope Francis’ call to action in the Laudato Si encyclical, is behind the solidarity march.

The GCCM said that following Pope Francis’ call to action, Catholics are urged to join in the global movement to tell world leaders that “climate change is real, and we care” so actions must be taken immediately.

GCCM is also expected to hand over to world leaders a petition with over 20 million signatures to reduce greenhouse gas emissions.

The Global People’s Climate March is timed a day before world leaders start negotiations for an ambitious and legally-binding agreement to combat climate change. This year’s United Nations Climate Change Conference will be held in Paris from November 30 to December 11. It will be the 21st yearly session of the Conference of the Parties to the 1992 United Nations Framework Convention on Climate Change (UNFCCC) and the 11th session of the Meeting of the Parties to the 1997 Kyoto Protocol, which is why the negotiations is also known as COP21 or CMP11.

On the eve of the biggest UN summit of the decade in Paris, the climate movement is taking to the streets. With climate change in the global spotlight, this is our chance to help set an ambitious agenda for the conference.

Our message: keep fossil fuels in the ground and finance a just transition to 100% renewable energy by 2050,” said 350.org founder Bill McKibben in an email to this reporter. 350.org is a global grassroots climate movement that derives its name from the amount of carbon dioxide (CO2) in the atmosphere that the world must strive to attain to maintain a livable planet. (Scientists said that the world must reduce the amount of CO2 in the atmosphere from its current level of 400 parts per million to below 350 ppm).

“This year’s march will send the most powerful message yet to world leaders the day before they meet for crucial climate talks in Paris,” Patel said, explaining that Global People’s Climate March is a “revolution” to pressure politicians to act and lead.

“Creating a world powered on clean energy to save ourselves from climate catastrophe is a central challenge of our time, and requires a revolutionary transition in our economies. We can’t wait for our leaders to solve this problem; unless they feel serious public pressure, they’ll never go far enough or fast enough. Revolutions start with people, not politicians,” he stressed.

Patel and other climate leaders such as McKibben strongly believe that this weekend’s Global Peoples’ Climate March will define the negotiations in Paris.

They are positive it will surpass the 700,000 marchers who took to the street on September 2014, led by UN Secretary-General Ban Ki-Moon, and will surpass the million mark.

The COP21 in Paris is touted to be the biggest global climate change summit this decade. And the Global People’s Climate

March will be “a gamechanger.”

“Hope is growing, momentum is with us, but we’ve been here before. From the Earth Summit in 1992 to the Kyoto Protocol in 1997, the world has surged forward in the past, only to be knocked back by the toxic politics of the fossil fuel lobby with its junk science and wellfunded climate denialism.

Each time, the gap between the action we’re taking and the action our survival requires widens. We need a movement that is built to last, built to win and keep winning, over decades to come. That’s why, on 29 November, the day before world leaders converge in Paris, people will come together again in the streets for the global People’s Climate March – to break last year’s record for the largest climate change mobilisation in history. In thousands of cities and towns across the planet, we’ll gather or march for our communities and those already at risk from climate change, for the future of our children and grandchildren, and for a safer world powered by clean energy. In the Philippines, aside from the Catholic Churchled solidarity march, Catholic leaders through the Catholic Bishops Conference of the Philippines (CBCP) called on every Filipino Catholic faithful to do their part in combating global warming, such as growing a tree, banning plastic, waste segregation, promoting renewable energy, and using energy-efficient appliances.

Here in Cagayan de Oro City, Archbishop Ledesma will lead Saturday’s solidarity march, which will start at 5:30am and will converge at Kiosko Kagawasan in Divisoria, the city center.

The report also noted that of the 530 million children in the flood-prone zones, 400 million are in countries with high proportions of diarrheal deaths; 300 million live in countries where more than half the population lives in poverty, on less than US$3.10 a day; 270 million are in countries with low access to improved sanitation; 100 million are in countries with low access to safe water; 10 million are in

countries with high proportions of malarial deaths; and 6 million also live in fragile contexts.

“Floods are often caused by storms, but storms also have an impact on children in specific ways. Approximately 115 million children globally live in high or extremely high tropical cyclone risk zones. The most vulnerable continent by far is Asia, where more than 100 million children live in high or extremely high tropical cyclone risk zones. Tropical cyclones (known as typhoons, hurricanes and cyclones depending on their location) pose grave and immediate risks to children including serious injuries and death, the breakdown of essential services such as health, water and sanitation, and widespread population displacement,” the report said.

“The sheer numbers underline the urgency of acting now,” Lake stressed.

“Climate change will not affect all equally,” the report said.

Climate change means more droughts, floods, heatwaves and other severe weather conditions. Because of the risk associated with them, flood and drought zones often overlap with areas of high poverty and low access to essential services such as water and sanitation.

This means that children and families who are already disadvantaged by poverty – those with the fewest resources for coping – are likely to face some of the most immediate dangers of climate change. This can create a vicious cycle: a child living in poverty or deprived of adequate water and sanitation before a crisis will be more affected by a flood, drought or storm, less likely to recover quickly and at even greater risk in a subsequent crisis.

While climate change poses universal threats, tackling it is also an imperative for equity. Unaddressed, climate change will harm the poorest and most vulnerable children first, hardest and longest.

Thus, Lake and UNICEF urged world leaders who will be gathering on November 30 to December 11 to negotiate for a legally-binding agreement on cutting greenhouse gas emissions to also make the children a vital part of the negotiations.

“The dangers of climate change are more pronounced for children than for adults.

Children are more vulnerable to vector-borne diseases than adults. They face greater dangers from undernutrition and diarrhoeal diseases. The physical dangers of extreme weather events – flooding, building collapse, and more – pose unique threats to young bodies and minds. If, as expected, climate change worsens each of these risks, it is children who will suffer most. Children will also feel these effects longer than adults, making them vital in today’s decisions about climate change responses,” the report said, adding: “Children deserve to live in a world free from the life-threatening effects of climate change. Given the overwhelming scientific evidence on the dangers of climate change, and the clear opportunities we have for altering its course, there is no excuse for not acting ambitiously.” ““We know what has to be done to prevent the devastation climate change can inflict. THE barangay council of Tablon in Cagayan de Oro City led by barangay chair Romeo Bacarro will hold the 3rd Tablon Fiesta Individual Chess Open Tournament 2016 this Saturday and Sunday (January 9 to 10, 2016) at Tablon covered court.

For the open category, the champion will receive P12,000 plus trophy, second placer P10,000 plus medal, third placer P7,000 plus medal, fourth placer P5,000 plus medal, fifth placer P1,000 plus medal, sixth placer P900 plus medal, seventh placer P800 plus medal, eighth placer P700 medal, ninth placer P600 plus medal and tenth placer P500 plus medal.

For the elementary category (12 years old under), the champion will receive P1,000 plus medal, second placer P800 plus medal, third placer P600 plus medal, fourth placer P400 plus medal and fifth placer P200 plus medal.
