MISS France Iris Mittenaere was crowned the next Miss Universe on Monday (Philippine time) at the Mall of Asia (MOA) Arena in Pasay City.

Miss Haiti Raquel Pelissier and Miss Colombia Andrea Tovar finished first and second runners-up, respectively.

Mittenaere’s win ended the country’s 63-year title drought since the victory if Christiane Martel in the pageant’s second edition in 1953.

The top six candidates were Miss France, Miss Kenya, Miss Colombia, Miss Philippines, Miss Thailand, and Miss Haiti.

Miss France Iris Mittenaere was the 65th Miss Universe to wear the coveted crown after being proclaimed winner on Monday (Philippine time) at the Mall of Asia (MOA) Arena in Pasay City.

Mittenaere succeeded Miss Universe-Philippines 2015 Pia Wurtzbach.

Flood update: 348 houses swept away by floods in Caraga

SURIGAO City––A total of 348 houses made of light materials in Caraga Region were totally destroyed and 167 partially destroyed by rampaging floodwaters due to the tail-end of the cold front followed by a Low Pressure Area.

La Paz town in Agusan del Sur posted the highest number of totally destroyed houses at 340 of the regional total and the highest number of partilally destroyed houses at 164, the Office of the Civil Defense-Caraga (OCD) said on its Facebook page at 6:30 p.m. Sunday.

The Caraga Regional Disaster Risk Reduction and Management Council (RDRRMC) Emergency Operations Center is still on red alert status due to combined effects of the Tail-end of a Cold Front and Low Pressure Area (LPA) affecting Caraga Region.

RDRRMC EOC said a total of 70,201 families or 284, 366 individuals in the region are affected due to flood caused by these weather disturbances.

OCD reported that 11,170 families or 52, 341 individuals have been evacuated in 17 towns and two cities in the region.

Parents told to check school’s accreditation from DepEd AN official of the Department of Education (DepEd) reminded parents to check if the private school where they will enroll their children is accredited by the department.

In a news release issued Friday, Undersecretary

for Planning Service and Field Operation Jesus Mateo called on parents to make sure that the private school has a permit to operate or a certificate of recognition issued by the DepEd regional office.

Public schools are run by

the government and are thus automatically recognized.

Mateo said that if the private school has a permit to operate or a certificate of recognition, its students will be registered in the learner information system (LIS) and issued a learner

reference number (LRN).

The LIS registers a student’s profile or basic information, while the LRN, issued only by schools recognized by the government, allows a student to have a 12-digit number for his

card, exams, certificate or diploma and other documents.

Kindergarten to Grade 10 students are slated to register early in schools where they intend to study in the next school year. (PNA)

Code Red over 14 M’nao provinces downgraded to Orange and Yellow

CAGAYAN de Oro City-The Code Red rainfall advisory over 14 of Mindanao’s 27 provinces as of 4 p.m. Saturday (Jan. 28) has been downgraded to Orange and Yellow as of 7 p.m., the state weather bureau said.

A total of 14 out of 27 Mindanao provinces were declared under Code Red in the Serious Flood Warning issued at 4 p.m. by the Philippine Atmospheric,

Geophysical and Astronomical Services Administration (PAGASA): the entire Caraga region (Agusan del Norte, Agusan del Sur, Dinagat Islands, Surigao del Norte and Surigao del Sur), the Northern Mindanao povinces of Bukidnon, Camiguin, Lanao del Norte Misamis Occidental and Misamis Oriental, and Lanao del Sur in the ARMM. The erroneous entries with regards to his day and month of birth., which are being interchanged, and the spelling of his middle name are typographical errors; 5. Petitioner has been using his correct date of Birth April13, 1974 and the middle name QUINAGUTAN since he came to reason and all his records bear the date of birth April 13, 1974 and middle name QUINAGUTAN as evidenced by his Civil Service Certificate of Eligibility, NAPOLCOM Report of Rating. PNP Service Record, Certificate of Marriage, NBI Clearance and Government issued Ids (PNP and HDMF), copy of which is hereto attached as Annexes “B”, “C”, “D”. “E”,”F”, “G” and “H” respectively; 6. When was the last time you do yourself a favor? You got a new job, lost weight, or quit a bad habit.

There is another big favor you can do for yourself that will make your life so much happier and healthier.

My aunt lived with a selfish, critical husband for over 50 years.

She was a nice, friendly person on the outside; but inside she was full of anger and unforgiveness toward her husband.

As a result, she became very sick with arthritis, asthma, and diabetes and eventually died from it.

Doctors say these are just some of the illnesses that often come from years of bitterness and anger in

a person.

It actually releases a deadly poison in our body.

My aunt was the one who suffered and paid the highest price for refusing to forgive her husband.

When we refuse to forgive that person who has wronged and hurt us, we’re really hurting ourselves.

That’s why Jesus that if we will forgive others, then we will free ourselves from the prison and pain of unforgiveness.

You see, “When we refuse to forgive others, we block off the same bridge we need to cross to receive our own forgiveness from God.” Jesus Christ warned us: “If you refuse to forgive others, I cannot forgive you.”

So we not only pay the price of physical sickness selves out of heaven and and suffering, but far worse, suffer forever in the most Jesus said we will keep our- painful place that exists.

Is education parallel with politics?

THE phenomenon of corruption and education in the political arena invites all the people worldwide to ponder seriously. Education refers to the practice of highly-ethical society while politics has its own connotation with the efforts to achieve the goal using whatever strategy is chosen.

If so, they are incompatible any time and where.

The politicians with high education status cannot guarantee to keep their highly-ethical society emblems. When the political campaign occurs, the strategy can come up for being the winner. Yet, there is no way to spark the highlyethical status gained during the education process even higher education status. This is the incompatibility that often occurs.

The people, especial-

ly the laymen, have got shocked when finding their “top-leaders” caught in red handed, being a corruptlabeled. Yet, they have been trusted.

The people get more upset when, in facts, their chosen leaders are sent to jail for corruption actions.

This is the incompatibility between the education norms and political arena.

Unfortunately, all the nations’ education systems in any country tend to be headed by the leaders chosen based on the political party’s decision making.

The criteria choosing the leaders should be in line with the dominant political party’s intention.

The party is those people who have gained the power throughout the nation: the political rhetoric spoken during the campaign. This

The nation character building should be started

from the education. Primary education, secondary education, and even higher education levels should be rooted from the highlyethical education society.

There is no compromise because education is related to human being status.

The status is of being well-qualified human resources.

They should be processed by the highly-ethical education society. The products are for all leaders in all departments.

The president in any country can have a special authority to make decisions related to education system.

The leaders here are those who are in all levels of education departments or commission.

They should be rooted from the highly-ethical education society.

If the government wants their nation to be more competitive, they should solely consider the policy making based on this society. Again, the nation character building is needed nowadays.

There are some steps for selecting the leaders for the national education system.

First, disregard the oligarchies affecting the decision making!

The political consideration should also be discarded. This is for the nation building.

Second, determine the criteria based on highlyethical education society!

From this, choose all the leaders in all levels based the criteria!

Anti-RH lawyer gets CBCP’s highest award THE Catholic Bishops’ Conference of the Philippines conferred its highest award, the Jorge Barlin Golden Cross, to pro-life lawyer Maria Concepcion Noche.

In 2014, the SC upheld the constitutionality of the RH law but struck down several “unconstitutional” provisions of the measure that pro-life advocates found highly objectionable.

The anti-RH groups particularly lauded the SC for declaring unconstitutional part of Section 7 which requires health facilities owned by religious groups to provide family planning methods.

The court also junked contraceptives that may cause or induce abortion and the prohibition against health care providers who refuse to perform RH services.

This is raised when observed rainfall is more than 30 mm within one hour or if rainfall has continued for the past three hours and is more than 65 mm.

An orange rainfall advisory is raised in areas where rainfall is between 15 mm and 30 mm within one hour.

PAGASA raised an orange rainfall advisory over the provinces of Zamboanga del Norte, Zamboanga del Sur, Zamboanga Sibugay and Sarangani at 4 p.m. Earlier at 1 p.m. only Zamboanga del Norte and Sarangani were classified under Code Orange.

A yellow rainfall advisory is raised when the expected rainfall amount is between 7.5 mm and 15 mm within one hour and likely to continue.

Evacuations In Cagayan de Oro City, the City Disaster Risk Reduction and Management Office (CDRRMO) reported 174 families or 606 persons were evacuated. Tuesday, January 31, 2017 Miss Philippines fails to make it to Miss Universe top 3 Miss Philippines Maxine Medina has failed to advance to the top three finalists.

During the final question round for the top six candidates, Medina, who was the first candidate to be questioned, was asked

by American host Steve Harvey: “What is the most significant change you’ve seen in the world in the last ten years?”

Medina answered: “In the last ten years of being here in the world…is that I saw all the people bringing in one event like this, Miss Universe, it’s something big to us that we are one, as one nation we are all together.

Maraming salamat po!”

She also became the first Miss Philippines candidate to use a translator. However, Medina answered the question in English and not in her vernacular, Filipino.

Other finalists who also used a translator were Miss Colombia, Miss France, and Miss Thailand.

Because of a change in rules, Medina is also the first of Philippine bets to make the final six in the pageant.

Former Philippine bets Venus Raj (2010), Shamcey Supsup (2011), Janine Tugonon (2012), Ariella Arida (2013) meanwhile made it to the top five.

Meanwhile, Mary Jean “MJ” Lastimosa (2014) failed to make it to the top five but was in the top 10.

Meanwhile, the top nine finalists were: Miss USA, Miss Thailand, Miss France, Miss Mexico, Miss Kenya, Miss Colombia, Miss Canada, Miss Haiti, and Miss Philippines.

The top nine were selected from the top 13: Miss Kenya, Miss Indonesia, Miss USA, Miss Mexico, Miss Peru, Miss Panama, Miss Colombia, Miss Philippines, Miss Canada, Miss Brazil, Miss France, Miss Haiti, and Miss Thailand.

Miss Thailand won the online voting results.

This year’s pageant started with announcement of top 13 candidates who competed in the swimsuit segment. The top nine were selected based on the highest averaged scores from judges and home viewers.

The top 9 candidates competed in the evening gown segment. Eventually, top six were chosen from scores given in the evening gown portion. They will get to advance in the final question round. All scores will be averaged to top three.

Finally, judges and audiences will get to make a ‘final look’ at the top three candidates until the winner is announced.

Judges include TV star and former model Cynthia Bailey, Emmy and Tony award-winning producer Francine LeFrak, and editorial director of fashion magazine PAPER Mickey Boardman.

Sec. Teo: Miss Universe success is Philippines’ win Department of Tourism (DOT) Secretary Wanda Corazon Teo, who was present at the competition, was quick to congratulate Mittenaere for winning the most prestigious tilt, claiming that her victory is also a triumph for the Philippines.

De Dios, MGB Caraga director said some mining companies will be punished.

“I don’t want to mention these mining companies because I got an instruction from Ma’am Lopez not to tell yet because she will announce it next week,” de Dios said.

De Dios said most of the mining companies here are not complying with the rules.

“Mga badlongon kasagaran ning mga kompanya diri sa mina” (Most of the mining firms are violators), De he said.

In Caraga region, 10 mining companies are operating in Dinagat, all mining nickel ore; seven in Surigao del Norte, six of them into nickel mining and one in gold and silver; two nickel mining firms in Agusan del Norte and two gold mining firms in Agusan del Sur. Rev. Pio Mercado, chair of Caraga Watch, an antimining group in Caraga region earlier said mining companies should stop operations.

“They have been wantonly destroying the environment in the region. Their permits must be cancelled,” Mercado said.

Dulmar Raagas, President of the Chamber of Mines in Caraga Region could not be reached for comment despite several calls and text messages.

The Importance of Reading Comprehension

Imagine your employer gives an important document to read and tells he expects a summary of the material on his desk by tomorrow. You see it is written in a language totally foreign to you. you may try to scan the document.

You wouldn’t have any idea what the words you just read actually meant. How would you feel? Upset?

Discouraged?

Reading’s goal is to derive meaning but sadly, classrooms across the nation are interspersed with students who experience the same type of frustration daily. They lacked adequate reading comprehension skills to do what is expected of them.

Without which, reading is simply following words on a page to page while sounding them out.

While people read for many different reasons, the chief goal is to derive some understanding of

what the writer is trying to convey and make use of that information – whether for fact gathering, learning a new skill, or for pleasure. That’s why reading comprehension skills are so important to gather any information to enjoy life’s richness.

Reading is a multifaceted process that develops only with practice. reading comprehension should be emphasized in the process. Students can parrot words on a page but if they don’t have the necessary comprehension skills they will not be able to make predictions about what will happen next, monitor their understanding of content, sequence or characters, clarify confusing parts of the text, or connect what they’re reading to their own experience or prior knowledge. And that is what true comprehension is all about.

Integrity Management Program Seminar in Kitaotao II

Public Schools District Supervisor (PSDS); Mr. Roland H. Lambo spearheaded the launching of the Integrity Management Program in Kitaotao II on January 26, 2017. With a total of 227 teacher-participants and school heads from both elementary and secondary schools in the district gathered together at Sinuda National High School for a whole day activity.

This seminar workshop is an effort for a Moral Recover y Program in Kitaotao II District and it further seeks to implement Executive Order No. 176 s. 2015 which is an order “ institutionalizing the Integrity Management Program (IMP) as the national corruption prevention program in all government departments, bureaus, offices, agencies, including governmentowned and -controlled corporations, government financial institutions, state universities and colleges, and local government units through the establishment

of Integrity Management Systems (IMS).”

The PSDS on his opening statement informed the educators about the nature of E.O 176 and the number of modules to be tackled in four (4) Fridays starting January to March of this year within which resource persons from different sectors will be invited to talk and facilitate the understanding of E.O.176 along with other provisions to understand it like section 27 of Article II in the Philippine Constitution and section 2 or R.A. 6713 which both reiterates about honesty and integrity in government services to avoid graft and corruption.

The day’s conclusion centers on refreshers on how public service is parallel to biblical sayings as delivered by the two chaplain speakers who are representatives of the religious sector. Another resource speakers will be expected from different sector on February 24, 2017.

head teacher is the most senior teacher and leader of the school, responsible for education of all pupils, management of staffs and for school policy making.

There are senior teachers and leaders of primary and secondary schools. Head teachers are responsible for the smooth running of a school, the academic achievement of its pupil and the management of his staff.

Although they are usually teachers with many years’ experience the emphasis of their role is to provide vision and direction rather than teaching in the classrooms. Head teacher lead, motivate and manage staff by delegating responsibility setting expectations and targets, evaluating staff performance against them.

It is a job that requires a strong presence around a

school and in some cases the local community as well as a certain amount of desk work. Some head teachers have a few teaching responsibilities, but in general the large portion of their work is a day-to-day management, organization and administration of the school in order to create productive, disciplined learning environment.

Attitudes of Students and Teachers toward Computer Technology: An Analysis

With the arrival of the 21st century and the new millennium, educators, students and ordinary citizens increasingly realized that they a tool to meet the demands of the new era. Computer technology has contributed to the shrinking of the world; it has indeed expedited the process of globalization.

As what Tenedero (1998) says, “There is no stopping this global development, this emerging new world.

It can only be met and welcomed with new ways of thinking which, in turn, must be nurtured through new ways of learning.”

With a strong belief that computer technology will improve teaching and learning, and consequently afford the country a greater stake in today’s knowledge society, I decided to undertake a study to investigate the attitudes of elementary and secondary students and teachers toward computers.

This study was conducted in the division of Bukidnon among 325 elementary school pupils, 337 secondary students, and 158 teachers from both elementary and secondary schools. The result of the survey revealed that the secondary school students had a more favor-

able attitude toward computers than the elementary school pupils.

Secondary Teachers evidently showed more positive attitude toward computer technology than the elementary teachers. Therefore, secondary school teachers are more inclined to the use of computer technology than their elementary counterpart.

Considering frequency of use of computers, those who spend more hours using computers have more positive attitude toward this technology than those who seldom use computers or do not use computers at all who manifested either ambivalent or negative attitudes. Frequency of use

In these, a person will be more effective, as a leader and a person, at large. tant aspects of leadership is that not every leader is the same. Different leadership styles are appropriate for different people and different circumstances, and the best leaders learn to use them all.

You can of course learn about effective leadership skills and practices but being able to implement them yourself may require an altogether different set of skills and attitudes. The question “Can leadership be taught?” has no simple answer and we do not want to argue for one side or the other, but rather keep an open mind on the subject and provide information about the skills good leaders need.
