Flood warning raises in Mindanao cities, provinces By CRIS DIAZ, Executive Editor and GERRY GORIT, Correspondent

CAGAYAN de oro City-Local officials had raised flood warnings in various areas in Northern and Northeastern Mindanao amid heavy rains that continue to batter the region. The local weather officials had raised an “Orange Alert” in the provinces of Misamis Oriental, Bukidnon, Camiguin, Agusan del Norte, Agusan Del Sur, Surigao Del Sur, Surigao Del Norte, and Dinagat Island due to heavy rains spawned by the Low-Pressure Area (LPA) Saturday morning. Weather officials also raised the “Yellow Alert” in the provinces of Misamis Occidental and Lanao Del Norte. An “orange alert” means that residents along the river channels were advised to move to safer grounds in anticipation of the rising flood waters while the “yellow alert” advised the residents to be alert for

possible flood. Flooding has threatened in low-lying areas and near river channels apart from threats of landslides in mountainous areas in the region, the weather officials warned. Provincial governor Yevgeny Vincente Emano, of Misamis Oriental, issued a provincewide alert and ordered the Provincial Disaster Risk, Reduction, and Management Office (PDRRMO) to mobilize the disaster and rescue teams to be able to respond to any eventuality. He said that residents in Medina, a coastal town east of Misamis Oriental, had been evacuated to safer grounds due to flooding. Emano said that two houses in Villanueva, also a coastal town east of Misamis Oriental, were also destroyed when a tree fell on the houses, but nobody was reported injured. BOC-10 meets P9.7-billion target collection for 2016 Monday, January 30, 2017

CAGAYAN de Oro City-The Bureau of Customs District 10 in Northern Mindanao met its target collection for 2016, amounting to Php 9.7 billion with an 8.36 percent increase difference compared to 2015. Collection performance was a bit short in the early and mid of 2016 mostly due to the drop in the prices

of oil. Apart from the Cagayan de Oro port, there are the Mindanao Container Terminal sub-port in Tagoloan, Misamis Oriental, the Iligan sub-port in Lanao del Norte and the Ozamiz sub-port in Misamis Occidental. From January to August, last year, revenue collection was on the red. It swung upward starting September, overcoming the target by Php168.97 million and in

October by 383.94 million, under the stewardship of then MCT-sub port Collector Nash Guro. November and December also followed suit having the BOC-10 met its target collection for 2016. Atty. What is truly shameful is that, knowing this patrolman had so much money and properties in his name as shown by his statement of assets and liabilities and net worth, the Philippine National Police (PNP) didn’t even bother to investigate him how he became so wealthy even if he was receiving a mere pittance of a monthly salary. The impression this gave to the Filipino nation which witnessed the Senate inquiry on Thursday, January 26, 2017, is that, the PNP is not bothered at all that its foot patrolmen live the lifestyles of the fabulously rich and scandalously wealthy because, somehow, it expects its rank and file to acquire wealth while they are in

the service. -oooWANT TO GET RICH? BECOME A POLICEMAN: Indeed, one of the easiest ways to get rich nowadays, as the example of SPO3 Ricky Sta. Isabel has shown, is to be enlisted as a policeman and then assigned at the anti-illegal drugs unit of the PNP. Somehow, somewhere, sometime, in the discharge of the duties and responsibilities of an anti-illegal drugs operatives, miracles would happen that would enable him or her to stumble into a veritable pot of gold which would then make him or her greatly rich. Of course, the question here would be, what sort of miracle or pot of gold could be found at the anti-illegal drugs unit of the PNP that makes even its mere patrolmen thoroughly wealth? Sta. Cutting the Gordian knot

President Duterte promised it. Therefore it will be delivered. The matter of the additional pension for members of the Social Security System has been quite a conundrum. On one hand, the existing pension levels are clearly inadequate, eaten up by inflation over many years. On the other hand, raising pension benefits could imperil the life of the fund, raise contingency obligations, and probably result in a downgrade of the Philippines’ credit ratings. When Congress passed a resolution calling for a P2,000 increase in pension benefits, the President’s economic managers were appalled. The added benefit, multiplied by two million SSS retirees, amounts to a pretty significant sum. Without increasing contribution rates, that sum could kill the fund. Those only now starting out in life and making contributions could face the prospect of inheriting a depleted fund. In the event the fund becomes unsustainable, the situation could force the government to hijack taxpayer money

to save what is, in every respect, a private fund. When the resolution was passed, the SSS had an actuarial life of 42 years. That is less than ideal. In the best of all worlds, pension funds should have an actuarial life of 72 years—the average life span. Granting the recommended pension increase without raising contribution rates would greatly shorten the actuarial life of the fund. But the two million pensioners were direly in need. Denied the increase in pension, they will not have enough even to purchase their maintenance medicines. If their expectation was fully granted, the 38 million members currently working and contributing to the fund will be disadvantaged. This might seem an impossible situation to resolve one way or the other. President Duterte took full stock of the situation. He convened several meetings with financial experts and economic managers. He wanted a “win-win” solution to this problem. He finally found that solution. Last Tuesday, the features of that “win-win” solution

were announced. An initial P1,000 pension increase will be granted as soon as possible to bring relief to the expectant pensioners. By May, a 1.5-percent increase in the contribution rate will come into effect. That will be the first of several annual rate increases. As soon as the fund is strengthened so that it can absorb paying out additional benefits, another P1,000 will be granted. That could happen as early as next year. That is a reasonable solution to the conundrum. Benefits will be increased but they will be matched by staggered increases in the contribution rate. Pensioners will get what they need while the life of the fund is kept safe. Those who seek alleviation for the pensioners are happy. The financial experts are reassured. Everybody wins. The few who are unhappy are unreasonable. They are what economists call the “free riders”: those who want benefits without contributing anything. They want additional pensions but not additional contributions. That cannot be the

way the world works. The solution President Duterte found involves no magic. All it needed was hard thinking and hard work at consensus-building. The previous administration might have done the same and found the solution to what might seem an intractable problem. Instead, it sat back and simply rejected any pension increase. There lies the difference between a chief executive willing to do work and the one who refused to budge. What had seemed to be a Gordian knot was cut decisively—but not unfairly. The consensus forged on added pension benefits and adjusted contribution rates required imaginative leadership. What could be done was done. The proposed wholesale electricity spot market in Mindanao FROM the perspective of electric power consumers, the main question to be answered in evaluating whether or not a WESM should be established in Mindanao is: 1. Will the prospective reduction in rates be greater than the increase in the rates that will result from paying for the costs of establishing and operating a WESM in Mindanao? But, without the DOE people even asking the necessary questions, the DOE issued a sevenpage circular characterized by half-truths, deception, irrelevancies and gobbledygook with respect to the problems that need to be addressed concerning the establishment of a WESM in Mindanao. It would be obvious to anyone with an adequate understanding of the electric power industr y in Mindanao that establishing

a WESM in Mindanao at this time would result in an increase in the rates of bulk generation primarily. The main factor causing the increase in rates would be the inevitable collusion among the very few generation companies that have large capacities of power plants in Mindanao. But a significant increase in rates also would result from the consumers paying for the costs of establishing and operating an isolated WESM in Mindanao. So, even if we disregard collusion among the few market players, the DOE and other proponents of the WESM will have to show that there are benefits for Mindanao power consumers that will offset the costs of the WESM. Leadership principles from the life of Moses is that God is always in charge. Throughout Moses’ life God was always in charge and always provided direction for what Moses did and how Moses led. Moses allowed God to mold him. Throughout Moses’s life God was modeling and shaping him as leader of God’s people. Jethro’s example of offering advice to Moses about how to delegate work is an example of how Moses was teachable and allowed God to shape

him into the leader needed to lead and shepherd the Israelites. My personal application for these leadership principles from the life of Moses is to rely on God and have confidence in Him. At times I feel inadequate in my own ability to lead people and do God’s work. But based on Moses’s life I think I need to have more belief and confidence in God. I need to have more confidence because if I am allowing Him to be in charge leading the way for me to

EDUCATIONAL inequality is the unequal distribution of academic resources including but not limited to public school funding, qualified and experienced teachers, books and technologies to socially excluded communities. These communities tend to be historically disadvantaged and oppressed. More times than not, individuals belonging to these marginalized groups are also denied access to the schools with abundant resources. Inequality leads

to major differences in the educational success or efficacy of these individuals and ultimately suppresses social and economic mobility. Measuring educational efficacy varies. Generally, grades, test scores, dropout rates, college entrance statistics and college completion rates are used to measure educational success. These are measures of an individual’s academic performance ability. When determining what should be measured in terms of the educational success of an individual, many scholars and academics suggest

that test scores and other measures of performance ability are not the only useful tools in determining efficacy. In addition to academic performance, attainment of learning objectives, acquisition of desired skills and competencies, satisfaction, persistence and post-college performance should all be measured and accounted for when determining the educational success of individuals. Scholars argue that academic achievement is only the direct result of attaining learning objectives and acquiring desired skills and competencies.

Each successful community is an end-product of a good leadership. In other words, it takes enough light to guide a trail towards its destination. Leadership is a social influence that encourage people to be active in accomplishing a simple or comprehensive task. In Department of Education, for example, it takes one great leader to fully implement the department’s projects

and programs. To mention a few, there are these Brigada Eskwela, home visitations, Alternative Learning System and several others that need to be implemented. Without proper administration and intelligent organization of things, programs would be nothing and clients are poorly served. Thus, it is important that a leader is efficient enough to handle these things and collate responsibilities in best way possible. Moreover, he must learn to be influential and in order to be one, he must be an effective person

at the first place. This could be achievable once he open his self in adopting efficiency skills. This is an important thing in exercising effective educational leadership. In a book authored by an American educator Steven R. Covey, he said that there are habits an aspiring leader should possess in order to be effective. The first and most important one is to be proactive. It is the ability to control a situation through making things happen or preparing for possible future problems. Goal setting is one way

to be proactive. This is a process of turning one’s vision or plan into real action. It is focused on acquisition of knowledge and helps in organizing time and resources. To make it more understandable, let us cite DepEd’s OPLAN Balik Eskwela. This program aims to address common concerns encountered during school opening and assure that students are properly enrolled and are able to attend school by the first day of classes. This can be DepEd administration’s step one in order to prevent long

term problems that might pop up in the later time. This could help organize time and resources. Leaders are created and molded. The school environment and the people in it are changing in terms of level

of knowledge and attitude. Thus, it is important for a leader to adapt skills that will improve his quality even the surroundings are changing. This is one effective avenue for a productive educational management.

STRESS at work is an important issue and if left ignored can trigger deeper and far more serious issues in terms of a person’s health and general wellbeing. Therefore, stress is also something employers need to think about carefully. Our day-to-day lives are filled with stressful events known as stressors and our

bodies have not adapted to accommodate these. One stressor is chronic or ongoing such as with a job. Stress-related hormones such as adrenaline (this boosts the supply of oxygen and glucose to the brain and muscles) are released in the former and cortisol (burst of energy and a lower sensitivity to pain) in the latter. The problem with stress is that we don’t always realize at first that we are

actually suffering from stress although some of its symptoms could present themselves to others such as being short-tempered. So what can we do when are feeling stressed? Some people deal with stressors better than others and utilize strategies, consciously or not, to cope with the demands of events such as different-coping mechanisms to the challenges that occur day to day. There are two methods of coping with stress: problem-focused and emotion-focused.

In problem-focused, you seek support by speaking to others and trying to take control of the situation. Having someone to talk to can also decrease the amount of stress associated with the stressor. In emotion-focused, this is when you experience different emotions to try to deal with a problem such as denial, crying or getting angry. Other strategies can help including adopting a healthy lifestyle or making time for yourself and people you love.

Chromebooks – a new way to learn

GOOGLE is announcing two new Chromebooks specifically designed for the education market. Chrome OS has been strong in education for some time, outperforming the Mac, iPads and Windows so much that by some estimates it represents half the market. The company is putting together a slew of Chrome OS-related announcements to try to solidify that lead but at the center are two Chromebooks that are designed for students. The first is the Acer Chromebook Spin 11, essentially a convertible variant of the ruggedized Chromebook 11 N7. Internally, the specs are very little changed and unlikely

to appeal to consumers – an 11.6 inch touchscreen, Intel Celeron processor and a couple of storage and RAM options. What’s new is support for inexpensive Wacom styluses and what Google is calling a World View Camera which is to say a camera is designed to be used when the Chromebook is in tablet mode and Google says students will be able to turn it into a microscope. The second is the Asus Chromebook Flip C213, another ruggedized Chromebook with a 360-degree hinge. It has rubber bumpers and modular construction so IT departments can replace various pieces if unruly children manage to much the thing up.

HOW can we best prepare children and adolescents to thrive in the 21st century? This question is at the heart of what every educator attempts to do on a daily basis. Apart from imparting content of knowledge and facts, however, it’s becoming clear that the noncognitive competencies known as grit, perseverance and tenacity are just as important if not more so in preparing kids to be selfsufficient and successful. So are these competencies malleable and teachable? How significant a role do they play in students’ success? What are the best learning environments to encourage and foster those

attributes? Conventional educational approaches tend to focus on intellectual aspects of success such as content knowledge. However this is not sufficient. If students are to achieve their full potential, they must have opportunities to engage and develop a much richer set of skills. For instance, teachers must know how students frame themselves as learners, their learning environment and their relationships to the learning environment. They include beliefs, attitudes, dispositions, values and ways of perceiving oneself. Compelling evidence suggests that mindsets can have a powerful impact on academic performance in general.

TEACHERS and nonteaching employees of all public elementar y and secondary schools in Baungon, Bukidnon met for two days last January 19 and 20 to execute DepEd 10 director Allan Farnazo to hold a Dugong Guro Dugong Bayani Alay Ko Buhay Ko last January 19 and 20. The venue of the activity was at Imbatug Central School. A total of 187 out of 262 teachers and nonteaching employees or 71 percent successfully donated blood. Some sent in representatives due to health reasons, having monthly periods or taking up medicine maintenance. The sponsoring institu-

tion was the DepEd 10 regional level headed by director Farnazo himself, the Philippine Red Cross regional chapter, Baungon DepEd district and Dole Philippines Kasilak Foundation. Of the 18 elementary schools, only San Miguel Elementary School teachers are 100 percent successfully donated blood. And out of two secondar y schools, Baungon National High School – Danatag has the highest considering that 12 out of 13 teachers and nonteaching employees or equivalent to 92 percent DepEd personnel successful. For Farnazo’s program, all DepEd teachers in Region 10 are encouraged to donate blood if they are in good health.
