Gov’t gears for peace caravan in Gingoog City CAGAYAN de Oro City -- Various national government agencies will be bringing their services during a two-day Peace Caravan in Gingoog City on 3-4 February 2016. The Peace Caravan is a venue for the strengthened convergence of national agencies in delivering basic services to conflict-affected areas and offer consultations and dialogue between the community and government agencies on peace, development, and security concerns. This year’s Serbisyo Caravan, the government agencies, in coordination with the city government of Gingoog, targets around 9,000 beneficiaries from different barangays in Gingoog City. Services from each agency

will take place at barangay Kalipay on the first day while at the City Gym the second day. For t he D ep ar t ment of Health (DOH), it will be provide nebulizers and nebules, conduct circumcision, medical check-up, dental services, ultrasound services, provision of Vitamins Supplementation, buntis kits, health sanitation technology, hygiene kits, jerry cans, treated mosquito nets, diabetes test strip, facilitate blood voluntary program with Philippine Red Cross

(PRC) and Environmental Sanitation, eye examination, and vaccines. Department of Science and Technology (DOST) will provide a 120-day feeding using the PINOY (Package for the Improvement of Nutrition Of Young Children) Complementary Foods. Moreover, the Department of Agriculture (DA) will be giving 60 bags of corn seeds at 20 kgs/bag, 50 sachets 5n1 vegetable seeds (pinakbet), and 10 kgs assorted vegetable seeds (repacked into sachet). Department of Interior and Local Government (DILG) will facilitate inclusion of projects through bottom-up-budgeting (BuB). The Department of Social Welfare and Development (DSWD) committed for 10,000 reserved food packs. Philippine Health Insurance Corporation (PHIC) will be processing member-

Ode to the Special Action Force Years into the future, how will writers write about the debacle/massacre/misencounter at Mamasapano? Let me make an educated guess based on the treatment of famous military disasters in history. One such military disaster was “The Charge of the Light Brigade”. The “Charge of the Light Brigade” happened 192 years ago in Balaclava, in what is present-day Crimea. The battle was fought between the British (who were part of a coalition) and the Russians. The coalition was contesting the perceived growing influence of the Russians in the region. About 600 British soldiers were supposedly on a mission to intercept a munitions train. But somewhere, along the line, somebody blundered. Call it failure of communication since the protagonists at that time did not have access to text messaging. Orders to field commanders were given via horse riders. To cut a long story short, the British mistakenly and frontally assaulted a heavily fortified position being defended by Russians and Cossacks. The results were horrible. One out of three British soldiers who participated in the assault did not return from the “valley of death”. There were investigations, no doubt. There was

the usual finger-pointing. There was political grandstanding. But poet Alfred Lord Tennyson preferred to ignore them. Tennyson instead focused on the valor of the ordinary soldier and his stoic, unquestioning, obedience to orders. Tennyson’s poem became such a big hit that years after it was written it became a favorite declamation piece among British, American and, later of course, Filipino high school students. Borrowing from Tennyson, a later-day writer would probably write about Mamasapano in the following manner: Forward, the SAF ONE HUNDRED!” Was there a man dismay’d? This will stay with us, perhaps until the next generation. Last December, world leaders gathered in Paris, France for the Conference of Parties 21 or the UN Summit on Climate Change of 2015. The Paris Conference has been hailed for finally forging a consensus on the need for drastic cuts in greenhouse gas emission to avert a 1.5 degrees Celsius mean temperature increase of planet Earth. Climate campaigners who were ready to bargain 2 degrees Celsius were naturally ecstatic. Scientists have warned that unabated greenhouse gas emissions could result in 3.5 degrees temperature increase which means planetary destruction. At 2 degrees, it could be manageable. At 1.5 degrees Celsius, we have a more livable planet. Last Tuesday, I was invited by the Social Science Cluster of Xavier University to be one of the speakers in the forum COP21: Post Paris Forum “Why does Paris Climate Change Conference Matter in the Philippines?” One of the consensus in

the discussions during the forum was on the crucial role of local action to address climate change impacts. I am glad that Xavier University in partnership with the Institute for Climate and Sustainable Cities and GermanWatch are working on the a project called Climate Compatible Cities. Among the objectives of this project is to address climate change financing challenges. Over the years, climate change finance has always been a bottleneck in international negotiations, with poor, low carbon emitter but highly vulnerable countries asking high carbon emission developed countries to finance climate change adaptation and mitigation. In her presentation at XU last Tuesday, Lisa Junghans, Policy Advisor on Climate Change Adaptation and

Urban Transformation of GermanWatch indicated that the Philippines is fourth in terms Climate Risks and Vulnerabilities in the Global Climate Risk Index in 2014. Serbia, Afghanistan, BosniaHerzigovina were the top three in the Global Climate Risk Index made by GermanWatch. But for 1995 to 2014 it is Honduras, Myanmar, Haiti and the Philippines that rank highest. Having lead the campaign against the first coalfired power plant in Mindanao from 1998 to 2005, at hindsight, not much has changed in how our country’s energy policy. While on paper, the Philippine government says it is for the promotion of renewable energy, in practice, it promotes coal-fired power plants. Improving IPP coverage a must in achieving universal health care: study IMPROVING the enrollment rate for the individual paying program (IPP) of the Philippine Health Insurance Corp. (PhilHealth) is an important component of the government’s goal of achieving universal health care for the country. The country aims to attain universal health care by 2016 when some 100 million Filipinos shall have been enrolled with PhilHealth. However, one of the biggest stumbling blocks in achieving this goal is the low coverage rate in PhilHealth’s IPP, the voluntary component of the country’s social health insurance. Those enrolled in the IPP scheme are individuals who opt to pay for their own membership. They generally include the self-employed, self-earning, and those in occupations without a formal employer-employee relationship. According to a study by state think tank Philippine Institute for Development Studies (PIDS), the informal sector represents around 43–50 percent of the total labor force. Thus, having a 56-58 percent coverage rate for IPP at the national level at present indicates that over 40 percent of the population who do not qualify as dependents and are not employed in the formal sector have no health insurance coverage. The study also noted that given the voluntary nature of the IPP, it has become an important point of focus for the expansion of the social health insurance in achieving universal coverage. The IPP contrasts with PhilHealth’s employed program where health insurance coverage for employees is mandatory. Thus, for better and more efficient targeting of the sectors of the population that are otherwise difficult to capture, PIDS researcher and author of the study, Denise Valerie Silfverberg, looked into the determinants of enrollment into the IPP. According to Silfverberg, the availability of healthcare resources appears to be an important consideration in terms of the level of IPP coverage, particularly in provinces. “Bed-population and health professionalpopulation ratios come out significantly positive. This result is an indication of the importance of having the resources at reasonable proximity,” she noted. Silfverberg further explained that in order for individuals to take the decision to enroll into health insurance scheme, they must first see its value. Thus, availability and accessibility of health-care services, she said, is a crucial determinant in the decision to avail or not to avail of health insur-

ance. “For certain provinces that are more geographically constrained, government providers can address this problem through the provision of mobile clinics or the augmentation of district hospitals especially in geographically isolated areas. Both can be done through public-private partnership,” the author recommended.

The PIDS study also observed that the greater the number of private hospitals, the more likely it is for the province to have higher coverage rates. This indicates that the existence of private hospitals seemingly encourages individuals to enroll into the health insurance scheme, presumably with the notion that if care is sought, they can avail of

private medical services with the use of PhilHealth. “This recommendation is not to undermine government health services providers. Globe spending on network infrastructure one of highest in Asia Devotes up to 24% of annual revenues for infra build, indicates proactive efforts to upgrade network capacities Globe Telecom posted one of the highest capex-to-revenue ratio in the last two years showing how aggressive the telecommunications provider has been in upgrading and enhancing its network infrastructure. Globe has a capexto-revenue ratio of 28% in 2015 and 27% in 2014 while the local telecommunications industry averaged 23% in both 2015 and 2014. By comparison, only China’s capex-to-

revenue ratio of 36% in 2015 and 33% in 2014 exceeded those of Globe Telecom based on the published financial statements online of publicly-listed telcos in the region which were compiled and computed per country. DTI Camiguin was instrumental in helping both LGUs attain top 10 status in the NCC’s Overall Competitiveness Rating. Among its key accomplishments in 2015 was the establishment of the Mambajao Negosyo Center at the New Mambajao Municipal Hall in July, 2015. “Through the Negosyo Center we sustained assistance to 225 micro, small and medium enterprises (MSMEs) through technol-

Training for start up businesses were consolidated for the 3rd year through the SME Roving Academy (SMERA) and a further 1,500 beneficiaries benefitted from the agency’s regular training programs in entrepreneurial skills development, basic and upgrading technology trainings, and quality and productivity measures to improve MSME efficiency. Another key accomplishment of the agency was the establishment of 12 shared service facilities (SSFs) as of November 30, 2015 with total equipment cost of PhP15-million. “DTI Camiguin’s assistance impacted on the local economy especially through MSME’s in the tourism and support sectors which is the prime mover of the island’s economy,” Mr. Enot said. Besides product development and access to financing, the agency also extended marketing assistance to these priority sectors by facilitating their participation in major domestic trade fairs such as the SM Food Fair at SM Megamall (March, 2015), Ugmad Trade Fair (October 18-25, 2015 in time for the Lanzones Festival), and the Kahimunan Trade Fair in SM Cagayan de Oro City during the city’s fiesta month of August. It was learned later that there was an attempt to extort P2 million from Husky Bus Company, which is plying the Cotabato - General Santos route, by a group that identified itself only as “ISM” and headed by a certain Abu Sabbab. Carlo Manalo, head of the bus company’s terminal in Cotabato City, said he received a text message threatening to bomb one of their units two hours after the foiled bombing attempt in this municipality. Witnesses said that a young looking passenger from Cotabato City disembarked around 12:45 p.m. at the terminal here, leaving behind is gray backpack on the terminal ground. People in the terminal who saw the bag suspected it was a bomb and immediately called the attention of the Army’s explosive ordnance disposal (EOD) team near the area. The latter confirmed it was a bomb and promptly conducted procedures to diffuse it. The Army then had the bus stopped in Isulan town in Sultan Kudarat, about 30 kilometers away, and had it checked again for explosives, before it could proceed for the two-hour drive to General Santos City. Sobejana did not reveal more details of the suspect’s profile but said they already have a lead as to the group behind the attempt. Manalo, meanwhile said, the bus company has been receiving extortion letters, which he reported to the police station in Cotabato for recording on its blotter. Among the threat messages, Manalo said, include the ISM’s pronouncement to ambush one of Husky’s buses with grenade rifles or even plant bombs in their terminals. Other messages, he added, include ambushing one of the buses near a bridge so it would fall into a ravine, and planting a 15-kg bomb packed with 20 kg of nails in Husky’s office. Despite those threats, Manalo said they would continue to work because they also need to feed their families. The Husky management vows to implement stricter security procedures right away and installing CCTV in the newly constructed terminal building. Garcia said they have received reports from teachers that the Alamara has been hounding teachers since December. “There were threats from one Alamara member issued to teachers in Brgy. Palma Gil since December,” he said. “And recently, an Alamara issued a threat last Saturday to teachers in Sitio Tibucag that all teachers and students will be massacred because one of their members was killed.” A member of the AtaManobo Tribal Council of Elders of Talaingod denied that Alamara members killed Tingkas. In an inter vie w on Tuesday last week, Datu Lumansad Sibogan said Tingkas was killed during a “pangayaw” or tribal war in Sitio Laslasakan. He said Tingkas, his grandson, was killed by Joven Salangani who took revenge against the victim’s family after his uncle, Donato Salangani, was killed by alleged members of the New Peoples’ Army on the same day. But Kaylo Bontulan, council member of Salugpongan, said in a statement on Jan. 22 that Sibogan, the military and Commission on Human Rights in Region 11 claimed that Tingkas was killed in a pangayaw to cover up “militarization” in the area. Bontulan said the Alamara is being used by the military for counterinsurgency, a claim the military has denied. Meanwhile, SOS Southern Mindanao spokesperson Rius Valle urged government to disband and pull out the Alamara so that classes can resume. “The government is a signatory of the United Nation Convention on the Rights of the Children (UNCRC) that ensures the protection of children from attacks on schools and of their right to education. The study also concluded that income levels do not appear to be a factor in determining the level of insurance coverage of a province. This is demonstrated by two results—the magnitude and

significance of the average household income of the nonpoor population and the real income per capita of the province. Since income does not appear to be a barrier in obtaining health insurance for the nonpoor segment of the population, it denotes that something else is. Silfverberg noted there is an impression that if the coverage offered by health insurance will not account for the majority of their health expenditures, the individual will see no need to avail of health insurance. She recommended that a study should be conducted on out-of-pocket (OOP) expenditures incurred by outpatient services. If high OOPs are established, this would be a basis, she explained, for expanding the current outpatient benefit package of PhilHealth to include those who are part of the voluntary program as well. Lastly, it was observed that the size of certain sectors has a significant effect on the IPP coverage levels of a province. Thus, PhilHealth should target certain employment sectors such as the agricultural sector and those employed in manual labor where workers are more likely to have lower coverage rates. According to the PIDS study, identifying sectors that employ individuals who are less likely to avail of health insurance will allow for a targeted approach to achieving universal coverage. The study also recommended the creation of programs similar to the Kalusugang Sigurado at Abot-Kaya sa PhilHealth Insurance, which partners with local nongovernment organizations and rural banks, as a way to expand into certain employment sectors that tend to have low coverage levels. THE Philippines registered a -36% year-over-year (YoY) decline in online hiring in December 2015, according to the latest Monster Employment Index (MEI). This is a visible improvement from November’s -46% annual decline. Tracked by employment website Monster.com, the MEI Philippines is a gauge of online job posting activity, recording the industries and occupations that show the highest and lowest growth in recruitment activity locally. Between December 2014 and 2015, the BFSI sector registered at 6% year-over-year growth in online hiring – the steepest growth reported among all industry sectors. Growth momentum between November and December 2015 within the sector has also seen an improvement. E-recruitment in the Production/ Manufacturing, Automotive and Ancillary sector continues to fare the worst among the industry groups, registering a -63% decline year-over-year. Across all occupational groups monitored by the Index, Customer Service roles saw the greatest annual demand, registering a 6% yearover-year growth in online hiring activities. This was also

the only occupational group that saw a positive growth in e-recruitment. For the fifth consecutive month, Hospitality & Travel jobs saw the steepest decline at -63% year-over-year. “Despite economic uncertainty for financial systems in Asia and across the Asia Pacific region amid slowdown in China, Fitch Ratings has predicted a more positive outlook for the Philippines’ Banking sector in the New Year as compared to 2015.
